Conclusions • Migration is not new - it is very complex • Climate (environmental) change has always

played a big part in migration• Climate change impacts are far reaching …

not just loss of land - also agriculture, health, cities, water, energy etc. etc.

• Climate change is a major destabilising force – for democracy, human rights and rule of law

• The Council of Europe needs to be involved
