Accelerating Capability to the FleetAcquisition & Contracting

• Middle Tier Acquisition (MTA)2-5 year efforts; between “urgent” and “deliberate”

Rapid prototyping and fielding - operational capability fields within 6

months and completes within 5 years

Two MTAs (Counter Insider Threat Capability, ICADS Prototyping) in

execution – others in progress

• Other Transaction Authority Quicker access to solutions from traditional and non-traditional performers

PEO C4I awarded 9 OTAs since Sept 2018; 4 in pre-award

• Prize Challenge Members of the public compete to help the U.S. government solve problems with an

opportunity to win money

PEO C4I conducted a $150,0000 competition regarding Artificial Intelligence Applications

to Autonomous Cybersecurity that closed 9/30/19

• Special Emergency Procurement Authority Permits use of simplified acquisition procedures (FAR part 13), up to $13 million, for

programs that are “facilitating defense against or recovery from cyber attack”

Source Selection Plan, evaluation board, advisory council, peer review, and competitive

range/discussions are not required
