Welcome

“New Orleans, 2007 – Back to the Future”Mayor Ed Lee

Lessons from Katrina

Harvard Kennedy School says Communities must be able to… Nurture capable local leadership that can drive rapid,

substantive action Focus on inclusiveness and embrace self-reliance Achieve the ability to seek out and interface successfully

with outside sources of help (government, foundations, universities, corporations, NGOs …)

Be able to evolve & adapt as challenges arise by developing new skills and capacities

The Goal for The Community and Recovery

For the City and County of San Francisco to recover from a major hazard in an expedited manner, as well as have as many pre-event residents, and communities, as part of the re-constituted City populous as possible.

Meanwhile in small town called San Francisco….

In SF, the underlying issues…

• Issue is by nature - “negative”• There is no hard event “window”• San Francisco has a unique situation• Unstable social capital environment• Acquiring complete skill set is difficult

How do we “move the ball” in our communities?

?

Changing the method and identified goals…

• Leverage issues & opportunities which are by definition “today” oriented

• Identify “defined capabilities” necessary for participation in the entire event process

• Invest in both on demand and pro-active capacity building efforts

• Leverage existing assets to gain participation• Keep the work at grass roots level

The NEN Empowered Communities Program increases the ability of local leaders to steward their community to a more resilient condition today. In turn, they build relationships richer in trust and reciprocity with those that manage the networks crucial to restoring their quality of life during times of stress.

Make resilience approachable…

Make resilience about function…

The ECP Methodology

• 6 stage process…1. Convene the Community & establish unifying

vision2. Resilience Workshops: S.W.O.T analysis3. Review outputs from workshop 4. Convert outputs into objectives5. Create a Resilient Action Plan6. Implement Resilient Action Plan

The ECP Resilience Workshop

• The community selects up to three hazards it would like to explore– Heat waves, urban fires, earthquakes, pandamics,

etc.• NEN team assembles subject matter experts• S.W.O.T analysis used to generate an all hazard

approach

ECP Empowerment Pyramid

How does S.W.O.T support community’s resilience efforts

• A method to inventory: – What the community does well & inventory assets– What the community can improve upon & assets

that make it vulnerable– Outside forces that help the community– External factors that hinder the community

Examples

• Strength: MPIC brings residents together to discuss issues

• Weakness: Heat concentration on the east side• Opportunity: NEN brings city agencies to the

community to discuss issues• Threat: The cost of living in The City forces

long-term residents to leave, damaging social networks

1. MPIC brings residents together

1.

Heat concentration on the east side

NEN brings in city agencies

Cost of living driving out residents

1.

How will S.W.O.T be used?

• Compare Weakness to Strengths to learn what community really needs to address

• Pair Threats and Weakness to determine severity of needs

• Combine Strengths and Opportunities to gauge how the community can respond to needs

ECP Resilience Action Plan

• Creates a road map for the community, and its partners, to follow in perpetuity

• Organizes actions by functional areas of crisis management (mitigation, preparedness, etc..)

• Defines local governance model• Offers future participants and partners insight

into the neighborhood’s ethos and values
