SCHOOL RESOURCE OFFICERS WecontinuedourpartnershipinにどなのwiththeNewarkCitySchoolsandC‐TEC.Throughanagreementwithbothschoolswehaveapoliceofficerassignedtoprovideapolicepresenceduringnormalschoolhoursandcertainoutsidefunctions.Thegoalofhavingofficersassignedwithintheschoolservesmanypurposes.Needlesstosay,it’sveryimportanttoprovideasafeenvironmentfornotonlythestudents,teachers,andfortheadministrativestaff,

butforvisitorstotheschoolaswell.Also,it’sanexcellentopportunityforourofficerstoformanearlyrelationshipwiththestudentsintheirimpressionableyears.Therelationshipsbuiltbetweenthestudentsandofficerslastfarlongerthanjusthighschool.ANIMAL CONTROL TheAnimalControlOfficerprovidesanimportantroleinthequalityoflivinginNewark.)nadditiontogettingaggressiveanimalsoffthestreetsthatpresentasafetyrisktoourcitizens,AnimalControlOfficerTobyWillsinvestigatesallegationsofcrueltytoalltypesofanimalsandmistreatment.(efollowsupondogbitereportstoensuretheanimalislicensedandcurrentonvaccinationsandlicensing.CANINE UNIT ThePoliceDivisionisfortunatetohavetwoverygoodcanineofficers.OfficersDaveBurrisandTim(anselserveasourcaninehandlers.)ttakesaverydedicatedpersonto╉taketheirworkhomewiththem╊eachandeveryday.DaveandTimdothiswithgreatprideandwithoutanycomplaints.ThePoliceDivisioncontinuedalongstandingtraditioninにどなにwhenBearwaspurchasedstrictlyfromfundsdonatedtousbyseverallocalbusinesses,organizationsandresidents.We’retremendouslyappreciativeofthesupportthatourcanineprogramgetsfromthecommunity.TheNewarkDivisionofPoliceCanineUnitwascreatedinなひはひandisoneoftheoldestandlongestrunningunitsintheStateofOhio.

 

 

 

 

 

SPECIAL OPERATIONS GROUP (SOG) TheSpecialOperationGroupゅSOGょisanemergencytacticalresponsegroupestablishedforreasonssuchasprovidingscenesecurity,tacticalentranceandthesafetyofthecommunityatlargeduringhighriskincidents.SOGalsoserveshighriskwarrants,respondstohostage/barricadesituations,andperformsdynamicentriesondrugraids.Thereisnolimittothescopeofthedutiesofthisteamofhighlytrainedanddeeplymotivatedofficersperform.

MembersofthiselitegrouptraineachandeverymonthinordertobesharpandtobeabletosupportourpatrolofficersandotherDivisionalunitswherenecessary.AllSOGmembersvolunteeredfortheteamandperformthisfunctioninadditiontotheirregularassignedduties.BecauseSOGissodiverseinitsapplication,theirtraininghastobeequallydiverse.Weaponstrainingandproficiencyarearepeatedfocusoftheirtraining.MembersofSOGareheldtoahigherstandardonmanylevelstoincludefitnessandweaponry.SOGmembersmustmaintainaひど%orbetterscoreontheirshootingproficiencytests.Alloftheirtrainingfocusesonteamshooting,shootandmovedrills,stressshootingandweapondisciplineunderstress.TheTacticalUnitofSOGiscomprisedoftwo,five‐manentryteamsandtwosniperteams.EachSOGmemberisselectedforhisabilitytohandleseverephysicalandemotionalsituationsunderhighstressconditions.Eachmemberreceivesextensivetrainingfromwithintheteamandfromoutsideagencies.Eachteammemberiscross‐trainedtoperformanyfunctionwithintheteam.TheCrisisNegotiationsUnitofSOGplaysanimportantrolewhenwehaveabarricadedpersonorhostagesituation.Eachmemberofthisteamishandchosenbasedonhis/herabilitytocommunicateeffectively,handlestressfulsituations,andnegotiatewithpersonsofvaryingrationalitylevels.Priortoperformingcriticaltasksthemembersreceivedextensivepreliminarytrainingwhichcontinueswithannualtraining.OurCrisisNegotiatorsdealinvarioussituationsinvolvingsuicidal,barricadedandevenhostagetakingsituations.Theirgoalistotryanddefuseasituationtopreventtheneedfortheuseofforceandtosavelives.TECHNICAL CRASH INVESTIGATORS TheTechnicalCrash)nvestigationUnitconsistsofDivisionmemberswithspecialtraininginaccidentinvestigationandsomewithcrashreconstructiontraining.Theseinvestigatorsarecalleduponwhenaseriouscrashoccursthatrequirestheexpertiseofsomeonewithadditionaltrafficcrashinvestigativeskillsabovewhatthetypicalpatrolofficermaypossess.CaptainRileyistheunitsupervisorandisalsotrainedincrashreconstruction.OthermembersoftheunitinにどなのwereCaptainDave(aren,OfficersCharlesScott,TroyCochran,ToddBrunton,MikeTrotter,MarkDickmanandDetectiveLynRiley.

RESERVE PROGRAM TheNewarkPoliceDivisionisveryfortunatetohaveaReserveOfficerProgramthatassiststhemenandwomenoftheDivisioninmanyways.Theprogramhadseenadeclineinthenumberofreservesoverthelastdecadebutwearetakingstepstoreversethattrend.Weintendtobolstertheprogrambysteadilyaddingmembers.)nordertoqualify,reserveofficercandidatesmustmeetthesamestringentstandardsthatfulltimeofficercandidatesmustattain.Allofthereserveofficersarecertifiedpoliceofficersandundergoallofthemandatorytrainingourregularofficersreceive.AllarerequiredtoworkaminimumofeighthourspermonthfortheDivisionandtheyarenotpaidfortheirservices.Althoughthey’rerequiredtoworkaminimumofひはhoursperyear,alltogethertheyloganaverageofなのどhoursperofficerperyear.)nadditiontoridingwithpatrolofficersonthestreettosupplementthepatrolstafftheyfillmanyspecialassignmentswhichsavestheCityofNewarkovertimecosts.ListedbelowaresomeexamplesregardingofhowtheyassisttheDivision; SpecialAssignmentsincludingpatrolontheCourthouseSquare StrawberryFestival CourthouseLightingontheSquare UnitedWayParade LaborDayParade MemorialDayParade TrickorTreatontheSquare LitetheNightCarShow CouncilMeetingsCurrentmembersoftheReserveOfficerprogramincludeCharlesLawrence,JasonShaw,MelanieAngle,andMindyPeck.
