NOTICE INVITING TENDER
TENDER NO: NPCIL / KKNPP/ E&I / 84 / 2009 1. Sealed Tenders are invited in two parts on behalf of the Nuclear Power Corporation
of India Ltd, Kudankulam Nuclear Power Project by Chief Construction Engineer from Contractors, who are eligible as per the minimum requirements defined in
clause 1 of the qualification criteria (Annexure 1) and who have executed works for
PSUs or Government department or with large industrial house (Work executed for
private body will be considered only if contractor / firm produces tax deduction at
source certificate) for “Main Plant Street Lighting and Area Lighting at KKNPP site”.
The work is estimated to cost as mentioned in para1, column (1). This estimate
however, is given merely as a rough guide.

2. Completion time as mentioned in para1, column (4) is including monsoon period.
3. The bid shall be submitted in the original bid document (as issued by the corporation
/ downloaded from the internet) superscribing the name of work in accordance with
clause 19 of Notice inviting tender (NIT).
4. Chief Construction Engineer of the Nuclear Power Corporation of India Ltd. shall
be the “Accepting Authority" hereinafter referred to as such for the purpose of this

Contract.
5. Bidding documents may be purchased from the office of ENGINEER-IN-CHARGE
(TENDER SECTION), D BLOCK, SECOND FLOOR, ROOM NO: 05, OFFICE COMPLEX, KKNPP between the period and time as mentioned in para1, column
(5) by paying a non-refundable fee as mentioned in para1, column (3) in the form of
pay order or Demand Draft on any Scheduled Commercial bank payable at SBI Anuvijay Township (Branch code: 4387) in favour of “NPCIL. Interested Bidders
may obtain further information at the same address. The bidding documents can
also be downloaded from the internet (Site address www.npcil.nic.in), where in the
purchase price of the documents shall be submitted along with the bid in the form of
pay order / demand draft.
6. Bids must be accompanied by bid-security / EMD amount specified for the work in
clause 18 of NIT, payable at SBI Anuvijay Township (Branch code: 4387) in
favour of “NPCIL. Bid Security/EMD will have to be in any one of the forms as
specified in the bidding documents and shall have to be valid for 30 days beyond
the validity of the bid.
7. Bids must be dropped in the box placed in the TENDER SECTION, D-BLOCK,
SECOND FLOOR, ROOM No: 05, OFFICE COMPLEX, KKNPP upto 13.00 hours
on the day as mentioned in Para 1 column (6). The bid (in case of two part tender,
part one) will be opened on the same day at Para 1, column (6), in the presence of
the Bidders who wish to attend. If the office happens to be closed on the date of
receipt of the bids as specified, the bids will be received and opened on the next
working day at the same time and venue.
8. Pre-bid Meeting- Date & Time:
A pre-bid meeting will be held on as per Para 1, column(7) at the office of ENGINEER-IN-CHARGE(TENDER SECTION), D BLOCK, SECOND FLOOR, OFFICE COMPLEX, KKNPP to clarify the issues and to answer questions on any
matter that may be raised at that stage as stated in Clause 15 of Notice Inviting
Tender.

9. Scope of Bid: 9.1 The Nuclear Power Corporation of India Limited (referred to as Corporation or
NPCIL in these documents) invites bids for the work (as referred above). The
successful Bidder should complete the works on or before the scheduled period of
completion as specified in the NIT.
9.2 Scope of work : “Supply of galvanized street light poles, cables, light fittings,
erection of the poles, light fittings & cables. 10. Eligible Bidders: 10.1 Bidding is open to all eligible Bidders meeting the eligibility criteria as defined
in qualification criteria specified in Annexure I of this Notice Inviting Tender.
10.2 Bidders not meeting the minimum qualification criteria and also non submitting
documentary evidence in acceptable form as specified in Annexure I of this Notice
Inviting Tender. shall be summarily rejected.
11. One Bid per Bidder: 11.1 Each Bidder shall submit only one bid for one tender. A Bidder who submits or
participates in more than one Bid will cause the Bidder’s participation to be
disqualified for all the proposals.
12. Cost of Bidding: 12.1 The Bidder shall bear all costs associated with the preparation and submission of
his Bid, and the Corporation will in no case be responsible and liable for these costs.
13. Site visit: 13.1 The Bidder and any of his authorized personnel or agents will be granted permission
by the Corporation to enter upon its premises and lands for the purpose of site visit.
However the bidder shall express condition that he, his personnel, and agents will
be responsible against all liability in respect thereof, including death or personal
injury, loss of or damage to property, and any other loss, damage, costs, and

expenses incurred as a result of the inspection.
13.2 The Bidder should inform the Corporation at least 3 days in advance about the
proposed site visit.
13.3 The Bidder, at his own responsibility and risk is encouraged to visit, inspect and
survey the Site and its surroundings and satisfy himself before submitting his bid as
to the form and nature of the Site, the means of access to the Site, the
accommodation he may require, etc.,
13.4 In general, Bidders shall themselves obtain all necessary information as to risks,
contingencies and other circumstances which may influence or affect their bid. A
Bidder shall be deemed to have full knowledge of the Site, whether he inspects it or
not and no extra claims due to any misunderstanding or otherwise shall be allowed.
13.5 The costs of visiting the Site shall be at the Bidders’ own expense. Any report
shared at the site, by the Corporation is subject to verification by the contractor. Any
deviations of information in the report and the actual site will not be the responsibility
of the corporation.
14. Content of Bidding Documents: 14.1 Submission of a bid by a Bidder implies that he has read this notice and all other
contract documents and has made himself aware of the scope and specifications of
the work to be executed and of conditions and rates at which stores, tools and plant,
etc., will be issued to him by the Corporation and local conditions and other factors
having a bearing on the execution of the works.
14.2 The Bidder shall submit the Bid, which satisfies each and every condition laid down
in the bid documents, failing which, the bid is liable to be rejected. 14.3 This Notice Inviting Tender shall form part of the Contract document. 14.3 The documents listed below comprises one set of bid document,

15. Pre-bid meeting Details: 15.1 The Bidder or his officially authorized representative is invited to attend a pre-bid
meeting, which will take place as referred in clause 8 of NIT.
15.2 The purpose of the meeting is to clarify issues and to answer questions on
matters that may be raised at that stage.
15.3 The Bidder is requested to submit their questions / queries / clarifications in
writing or by email / fax to reach the Corporation before the meeting.
15.4 Minutes of the meeting, including the text of the questions raised (without identifying
the source of enquiry) and the responses given will be transmitted without delay to
all purchasers of the bidding documents. Any modification of the bidding
documents which may become necessary as a result of the pre- bid meeting shall
be made by the Corporation exclusively through the issue of an Addendum only
and not through the minutes of the pre-bid meeting.
16. Amendment of Bid Documents: 16.1 Before the deadline for submission of bids, the Corporation may modify the bidding
documents by issuing addenda.
16.2 Any addendum so issued shall be part of the bid documents as well as Contract
document and shall be communicated in writing or by email / fax to all the
purchasers of the bidding documents. Prospective Bidders shall acknowledge
receipt of each addendum by email / fax to the Corporation.
16.3 To give prospective Bidders reasonable time to take an addendum into account in

preparing their bids, the Corporation may extend the date for submission of bids, if
necessary.
17. Language of the Bid: 17.1 All documents relating to the bid shall be in the English language, unless stated
otherwise.
18. Bid Security or EMD: 18.1 The bid shall be accompanied by bid security/ EMD amount as mentioned in Para1,
column (2).The bid security amount / EMD may be paid in any one of the following
forms:
a) Deposit at call receipt of a Scheduled Commercial Bank, duly pledged in favour
of Manager(F&A), KKNPP.
b) Demand draft of any Scheduled Commercial Bank drawn in favour NPCIL
payable at State Bank of India at Anuvijay Township (Branch code: 4387).
c) Bank Guarantee from a Scheduled Commercial Bank irrevocable and operative
30 days after the validity of the offer (as per standard proforma attached).
d) Fixed Deposit Receipt issued by Scheduled Commercial Bank endorsed in
favour of NPCIL.
18.2 Bid Security/EMD of successful Bidder will be returned after submission of the
performance guarantee amount. Bid Security of unsuccessful Bidders will be
returned to them within 14 days from the date of acceptance of bid of the successful
Bidder.
18.3 The Bid Security may be forfeited, if
a) the Bidder withdraws / modify his Bid or any item thereof after opening of bid
b) the successful Bidder fails within the specified time limit to commence the work.

19. Submission of Bid Documents: 19.1 The bid submitted by the Bidder shall comprise the following:
a) Documents in acceptable form in support of Minimum requirements as per
qualification criteria specified in Annexure 1 of this NIT.
b) The purchase price of the bid documents in case it is downloaded from
internet.
c) Bid Security / EMD
d) Tender document – Part-1
e) Priced Bill of Quantities –Part-II

follows, indicating Tender No & cover No on each cover,:
A) Part I – Technical Bid
Cover No: 1 this cover should contain

b) All relevant documents and certificates as per Annexure-I of NIT
arranged and flagged in the following order.

B) Part II – Commercial Bid

• This cover should contain the Part-II - priced bill of quantities dully filled
and signed.
All the envelopes should be sealed & superscribed with appropriate Envelope
number and heading as defined above.
20. Bid Prices, Rates & Taxes: 20.1 The Bidder should quote his rates in figures as well as in words. The total amount
shall be written both in figures and in words. The bid shall be liable for rejection if
not quoted in words.
20.2 In the case of item rate tenders, only rates quoted shall be considered. In case of
lumpsum tender, only lumpsum quoted amount shall be considered.
20.3 All duties & taxes and other levies payable by the contractor under the contract or
for any other cause, as applicable at the time of submission of the bid shall be
included in the rates, prices and total Bid Price submitted by the Bidder.
20.4 The rates and prices quoted by the Bidder are subject to adjustment during the
execution of the Contract in accordance with the provisions of sub-clause 11.2
[Payment for Variations] of the General Conditions of Contract.
21. Currencies of Bid and Payment: 21.1 The unit rates and the prices shall be quoted by the Bidder in Indian Rupees, unless
otherwise specified in the Special Conditions of Contract.
22. Bid Validity: 22.1 The bids submitted shall remain valid for acceptance for a period of 120 days from
the date of opening of the bid. The Bidder shall not be entitled during the said period
of validity, to revoke or cancel his bid or vary / modify the bid given or any item
thereof. In case of Bidder revoking or canceling his bid, varying any terms in regard

thereof, the full amount of bid security/EMD paid by the Bidder along with the bid
shall be forfeited by NPCIL.
23. Alternative Proposals by Bidders: 23.1 Bidders shall submit offers that comply with the requirements of the bidding
documents, including the basic technical design as indicated in the drawing and
specifications. Alternatives will not be considered.
24. Format and Signing of Bid: 24.1 The Bidder shall prepare the documents comprising the bid as described in Clause
19 of NIT. 24.2 The Bid shall be typed or written in indelible ink and shall be signed by a person or
persons duly authorised to sign on behalf of the Bidder. No over writing is allowed in
the bid documents. 24.3 The Bid shall contain no alterations or additions, except those to comply with
instructions issued by the Corporation, or as necessary to correct errors made by
the Bidder in which case such corrections shall be initialed by the person or persons
signing the bid.
24.4 All pages in the tender document shall be signed by the tenderers and returned
along with their offer for this work. 25. Sealing and Marking of Bids: 25.1 The bid shall be submitted in a sealed envelope containing bid documents as
specified in clause 19 of NIT, and superscribed by the following:
(a) be addressed to Corporation at the following address:
ENGINEER-IN-CHARGE(TENDER SECTION), ROOM NO:05, SECOND FLOOR, D BLOCK, KUDANKULAM NUCLEAR POWER PROJECT, KUDANKULAM-627106. RADHAPURAM TALUK, TIRUNELVELI DISTRICT.

TAMIL NADU and
(b) bear the following identification: -
- Bid for as mentioned in para 1 [name of work]
- Tender No. as mentioned in front page of NIT
- DO NOT OPEN BEFORE as mentioned in para 1 column(6) [time and date
for bid opening]
-Name and address of the Bidder.
25.2 If the envelopes are not sealed and marked appropriately, the Corporation will
assume no responsibility for the misplacement or damage of the envelopes.
26. Deadline for Submission of the Bids:
26.1 Bids will be received by the Corporation at the address and time specified in NIT
(refer clause 7). In the event of the specified date for the submission of bids being
declared a holiday by the Corporation, the Bids will be received upto the specified
time on the next working day.
26.2 The Corporation may extend the deadline for submission of bids by issuing an
amendment, in which case, all rights and obligations of the Corporation and the
Bidders previously subject to the original deadline will then be subject to the new
deadline. The intimation for extended deadlines will be sent to Bidders preferably
one week prior to the original deadline.
26.3 Any Bid received by the Corporation after the deadline prescribed above will be
returned unopened to the Bidder.
26.4 In exceptional cases (where only one bid is received within the deadline), bids
received after the deadline, due to genuine delay, but before the time of opening of
the bid may be considered on approval from the competent authority. However the
right to approve and accept late bids solely rests with the authority / corporation
after ascertaining the delay.
27. Modification and Withdrawal of Bids: 27.1 Bidders may modify or withdraw their bids by giving notice in writing before the

deadline prescribed in Clause 26.1 and 26.2 above.
27.2 Each modification or withdrawal notice shall be prepared, sealed, marked, and
delivered in accordance with Clauses 24 & 25 of NIT, with the outer and inner
envelopes additionally marked “MODIFICATION” or “WITHDRAWAL” as
appropriate, by the respective Bidder. 27.3 No bid shall be modified after the deadline for submission of Bids. 27.4 Withdrawal or modification of a Bid between the deadline for submission of bids and
the expiry of the original period of bid validity as in Clause 22.1 of NIT above or as
extended pursuant to Clause 26.2 of NIT may result in the forfeiture of the Bid
security pursuant to Clause 18 of NIT.
28. Bid Opening:
PART-I
28.1 On the due date and appointed time as specified in clause 7 of NIT, the Corporation
will open cover 1 and 2 of all bids received, including modifications made pursuant
to clause 27 of NIT in presence of the Bidders or their authorized representatives
who choose to attend. In the event of the specified date for Bid opening being
declared a holiday by the Corporation, the Bids will be opened at the appointed time
and location on the next working day. 28.2 Envelopes marked “WITHDRAWAL” shall be opened and read out first. Bids for
which an acceptable notice of withdrawal has been submitted pursuant to Clause 27
of NIT shall not be opened. 28.3 If all Bidders have submitted unconditional Bids together with requisite Bid security,
then all Bidders will be so informed then and there. If any Bid does not contain Bid
security in the manner prescribed in the Bid documents, then that Bid will be
rejected and the Bidder informed accordingly. The sealed envelope containing
priced BOQ will be returned to him without opening. All other valid Bids shall be
considered for evaluation.
28.4 The Bidder’s name, Bid modifications and withdrawals, and such other details as the
Corporation may consider appropriate, will be announced by the Corporation at the

time of opening. 28.5 The Corporation shall prepare minutes of the Bid opening, including the information
disclosed to those present in accordance with Sub-clause 28.3 above. 28.6 PART-II: The date of opening of Part-II of Techno-Commercially qualified bidders shall be
intimated separately. The bid prices, any discount and such other details as the
Corporation may consider appropriate, will be announced by the Corporation at the
time of opening.
29. Clarification of Bids: 29.1 To assist in the examination and comparison of Bids, the Corporation may, at its
discretion, ask any Bidder for clarification of his Bid, including breakdown of unit
rates. The request for clarification and the response shall be in writing or by email /
fax, but no change in the price or substance of the Bid shall be sought, offered, or
permitted except as required to confirm the correction of arithmetic errors
discovered by the Corporation in the evaluation of the Bids in accordance with
Clause 32 of NIT.
29.2 Subject to sub-clause 32 of NIT, no Bidder shall contact the Corporation on any
matter relating to his bid from the time of the bid opening to the time the contract is
awarded.
29.3 Any effort by the Bidder to influence the Corporation’s bid evaluation, bid
comparison or contract award decisions, may result in the rejection of his bid.
30. Examination of Bids and Determination of Responsiveness: 30.1 Prior to detailed evaluation of Bids, the Corporation will determine whether each
Bid(s) meets (a) the minimum requirements as defined in clause 1 of Qualification
Criteria(Annexure 1); (b) has been properly signed by an authorised signatory
(accredited representative) holding Power of Attorney in his favour, which shall
interalia include a provision to bind the Bidder for settlement of dispute as per GCC;
(c) is accompanied by the required Bid security and; (d) is responsive to the

requirements of the Bidding documents.
30.2 A responsive Bid is one which conforms to all the terms, conditions and specification
of the Bidding documents, without material deviation or reservation. A material
deviation or reservation is one (a) which affects in any substantial change in scope,
quality or performance of the Works; (b) which limits in any substantial way, the
Corporation’s rights or the Bidder’s obligations under the Contract; or (c) whose
rectification would affect unfairly the competitive position of other Bidders presenting
responsive Bids.
30.3 Over-writing on rate(s) / total amount not clearly indicating single meaning may be a
cause of rejection of bid.
31. Correction of Errors: 31.1 Bids determined to be responsive will be checked by the Corporation for any
arithmetic errors. Errors will be corrected by the Corporation as follows:
(a) When there is a difference between the rates in figures and in words, the
rates which correspond to the amounts worked out by the Bidder, shall be
taken as correct
(b) When the amount of an item is not worked out by the Bidder or it does not
correspond with the rates written either in figures or in words, then the rate
quoted by the Bidder in words shall be taken as correct
(c) When the rate quoted by the Bidder in figures and in words tallies but the
amount is not worked out correctly, the rates quoted by the Bidder shall be
taken as correct and not the amount
[ In event no rate has been quoted for any item(s), leaving space both in
figure(s), word(s) and amount blank, it will be presumed that the Bidder has
included the cost of this/ these item(s) in other items and rate for such
item(s) will be considered as zero and work will be required to be executed
accordingly ]
(d) In the case of percentage rate tender, the Bidders are required to quote their
rates both in amount as well as in the percentage below/above the rates
entered in the schedule. In such cases in the event of arithmetical error
committed in working out the amount by the Bidder, the tendered percentage
and not the amount should be taken into account.

31.2 The amount stated in the Bid will be adjusted by the Corporation in accordance with
the above procedure for the correction of errors and shall be considered as binding
upon the Bidder. If the Bidder does not accept the corrected amount the Bid will be
rejected, and the Bid security/EMD may be forfeited.
32. Evaluation and Comparison of Bids: 32.1 The Corporation reserves the right to accept or reject any offer.
32.2 In evaluating the Bids, the Corporation will determine for each Bid, the evaluated Bid
Price by adjusting the Bid Price by making any correction for errors pursuant to
clause 31 of NIT (Correction of errors).
32.3 The estimated effect of the price adjustment conditions under Variations and
Deviations of the Conditions of Contract, during the period of implementation of the
Contract, will not be taken into account in Bid evaluation.
32.4 If the Bid of the successful Bidder is seriously unbalanced in relation to the
Engineer-in-charge or his representative’s estimate of the cost of work to be
executed under the contract, the Corporation may require the Bidder to produce
detailed rate analyses for any or all items of the Bill of Quantities, to demonstrate
the internal consistency of those rates with the implementation/construction
methods and schedule proposed.
32.5 Any deviation in the commercial terms shall be suitably loaded before evaluation 33. Award Criteria: 33.1 The Corporation shall award the Contract to the Bidder whose evaluated offer / bid
has been determined to be the technically suitable and financially lowest and is
substantially responsive to the Bidding Document, provided further that the Bidder is
determined to be qualified to execute the Contract satisfactorily.
34. Notification of Award and Signing of Agreement: 34.1 The Bidder whose Bid has been accepted will be notified of the award by the
Corporation prior to expiration of the Bid validity period by issue of Work order. The

notification may also be made through letter, wherein the work order shall follow.
34.2 The work order will constitute the formation of the Contract subject only to the
furnishing of a performance guarantee within 30 days of work order.
34.3 An agreement shall be made and signed by both the parties. The Agreement will
incorporate all correspondence between the Corporation and the successful Bidder.
34.4 Upon furnishing by the successful Bidder of the Performance guarantee, the
Corporation will promptly notify the other Bidders that their Bids have been
unsuccessful and release their Bid security.
35. Corrupt or Fraudulent Practices: 35.1 the corporation requires that Bidders / Suppliers / Contractors under this contract,
observe the highest standard of ethics during the procurement and execution of this
contract. In pursuance of this policy, the corporation:
(a) defines, for the purpose of these provision, the terms set forth below as
follows:-
i. “Corrupt practice” means the offering, giving, receiving or soliciting of any
thing of value to influence the action of a public official in the
procurement process or in contract execution; and
ii. “fraudulent practice” means a misrepresentation of facts in order to
influence a procurement process or the execution of a contract to the
detriment of the Corporation, and includes collusive practice among
Bidders (prior to or after bid submission) designed to establish bid prices
at artificial non-competitive levels and to deprive the Corporation of the
benefits of free and open competition.
(b) Will reject a proposal for award of work if it determines that the Bidder
recommended for award has engaged in corrupt or fraudulent practices in
competing for the contract in question.
(c) Will declare a Bidder ineligible, either indefinitely or for a stated period of

time, to be awarded a contract/contracts if at any time it determines that the
Bidder has engaged in corrupt or fraudulent practices in competing for, or in
executing, the contract.
36. Disclosures: 36.1 Any change in the constitution of the contractor’s firm, where it is a partnership firm,
joint venture or consortium partnerships as declared in the bid should be disclosed
to the corporation, at any time between the submission of bids and the signing of the
contract. The same shall be disclosed during the currency as per the GCC clause
number 1.9(changes in constitution)
37 Concessions for Mega Power Projects: NOT APPLICABLE FOR THIS TENDER 38 Due to security reason entry of official visitors to project site, are allowed only on
prior written requisition from Authorized Officers. Therefore tenderers intending to
visit the site for purchase of document / attend pre-bid meeting / submit the tender,
should inform the tender section at least one day before by fax or E- mail, the name,
age, company name and identity card (issued by government only, like PAN card,
driving license , voters ID card, etc..) carried by their authorized person, to enable
us to make the entry requisition in advance. The approximate distance from main
gate to Office complex (as mentioned in clause No:5&7) is 2KM, there is no
departmental transport available. The contractor shall make their own transport
arrangement if necessary.

Annexure I – PRE-QUALIFICATION CRITERIA
1. MINIMUM REQUIREMENT 1.1 Average Annual financial turnover during the last 3 years, ending 31st March of
the previous financial year, should be at least 80% of the estimated cost AND
1.2 Experience of having successfully completed similar works during last 5 years
ending last day of month previous to the one in which applications are invited should
be either of the following:
a) Three similar completed works, each costing not less than the amount
equal to 40% of the estimated cost or
b) Two similar completed works, each costing not less the amount equal to
50% of the estimated cost or
c) One similar completed work costing not less than the amount equal to
80% of the estimated cost.
Similar work for the purpose of this contract shall mean:
Supply, Laying and Termination of power cables, Erection of Electric poles
etc.
1.3 Solvency of atleast 40% of Estimated Value issued by Bank in last six months.
1.4 The contractor should submit the documentary proof related to Minimum
Requirement as stated above in a separate envelop along with the bid.
2. GENERAL ELIGIBILITY CRITERIA 2.1 A Bidder may be a natural person, private entity, government-owned entity, or any
combination of such entities supported by a letter of intent to enter into an
agreement or under an existing agreement in the form of a joint venture of
Association (JVA) or Consortium. In the case of a joint venture or association or
consortium.
Unless otherwise specified, all partners shall be jointly and severally liable, and

the JVA or Consortium Agreement shall nominate a lead partner who shall have
authority to conduct all business for and on behalf of any and all the partners of
the JVA/Consortium is awarded the contract, during contract execution.
In such case, generally the Lead Partner shall take full responsibility of
successful completion / fulfillment of all the contract conditions.
In case of Consortium agreement the technical / financial capabilities of each of
the party shall be determined on case to case basis.
2.2 A Bidder shall not have conflict of interest. All Bidders found to have a conflict of
interest shall be disqualified. A Bidder may be considered to have a conflict of
interest with one or more parties in this bidding process, if :
a Bidder participated as a consultant in the preparation of the design or technical
specifications of the works that are the subject of the bid; or
a Bidder was affiliated with a firm or entity that has been hired (or is proposed to
be hired) by the Corporation or as Engineer-in-Charge for the contract.
2.3 Government-owned entities in the Corporation’s country shall be eligible only if they
can establish that they are legally and financially autonomous and operate under
commercial law. Also, they shall not be dependent agencies of the Corporation.
2.4 Bidders shall provide such evidence of their continued eligibility, satisfactory to the
Corporation, as the Corporation shall reasonably request any time within the
currency of the contract (including defect liability period).
2.5 Firms shall be excluded if:
as a matter of law or official regulation, the Corporation’s country prohibits
commercial relations with that county, provided that such exclusion does not
preclude effective competition for the supply of goods or related services
required; or
by an act of compliance with a decision of the United Nations Security Council
taken under Chapter VII of the Charter of the United Nations, the Borrower’s
country prohibits any import of goods or contracting of Works or services from
that country or any payments to persons or entities in that country.
2.6 The Bidder shall submit attested copies of original documents defining the

constitution or legal status, place of registration, and principal place of business;
written power of attorney of the signatory of the Bid to commit the Bidder; along with

3. CONTRACT ELIGIBILITY CRITERIA

details like monetary value, clients, proof of satisfactory completion
3.2 Registration, if any, with specified departments (CPWD, State PWDs, MES,
Railways, PSUs etc.,) /organizations, class / type of registration or previous pre-
qualification(s) for similar projects.
3.3 Documentary evidence of adequate financial standing, Certified by Bankers, Audited
Profit & Loss A/c and Balance Sheet, Annual turnover in last five years access to
adequate working capital.
3.4 Construction Equipment proposed to be deployed for the project and proof of its
availability; equipment proposed to be purchased or leased.
3.5 Key personnel available and proposed to be engaged for management and
supervision of the Project, their qualifications and experience. Valid certificates by a
recognized University, technical Board, or Ministry of Government of India would
only be taken cognizance of.
3.6 Project planning and quality control procedures to be adopted.
3.7 Information regarding projects in hand, current litigation, orders regarding exclusion/
expulsion or black listing, if any.
3.8 Bidders who meet minimum criteria will be qualified only if their available bid
capacity is more than the bid value. The bid capacity of the contractor shall be
determined by the following formula

ITEM RATE TENDER AND CONTRACT FOR WORKS
FORM OF TENDER AND GENERAL RULES AND DIRECTIONS FOR THE GUIDANCE OF CONTRACTOR
1. This form will state the amount of security deposit to be deposited by the successful
tenderer and the percentage, if any to be deducted from the bills. Copies of the
specifications, designs and drawings and any other documents required in
connection with the work signed for the purpose of identification by the Engineer
shall also be open for inspection by the contractor at the office of the “Engineer”
during office hours.
2. In the event of the tender being submitted by a firm, it must be signed separately by
each member thereof, or in the event of absence of any partner, it must be signed
on his behalf by a person holding a power of attorney authorizing him to do so, such
power of attorney to be produced with the tender, and it must disclose that the firm is
duly registered under the Indian Partnership Act.
3. Receipt of payments made on account of a work, when executed by a firm, must
also be signed by several partners except where the contractors are described in
their tender as a firm, in which case the receipts must be signed in the name of the
firm by one of the partners, or by some other person having authority to give
effectual receipt for the firm.

FORM OF TENDER
I/We hereby tender for the execution for Nuclear Power Corporation of India Ltd. of the
work specified in the under written Memorandum within the time specified in such
memorandum at the rate specified therein, and in accordance in all respects with the
specifications, designs, drawings and instructions in writing referred to in Rule 1 hereof and
in clause 12 of the General Conditions of Contract and with such materials as are provided
for, by and in all respects in accordance with, such conditions so for as possible.
MEMORANDUM
a) General Description :“ Main plant street lighting and area lighting at KKNPP site”. b) Estimated Cost : Rs.290.11 Lakhs c) Time of completion : 12 Months
d) Earnest money deposit / Bid security : Rs.100000/- e) Security deposit : 10% of the Contract Value
On award of the work, Earnest Money deposit/Bid security at the time of tender will be
treated as part of Security Deposit.
1. Total Security Deposit (SD) shall be calculated as under
(i) Contract value up to Rs.100 Crores - 10% of Contract Value.
(ii) Contract value more than Rs. 100 Crores - 5% of Contract Value subject
to a minimum of Rs 10 Crores.
Note: The contract value for the purpose of this clause shall be taken as the value of the
contract awarded.

i. Security Deposit as calculated based on above parameters shall be split in the
following of two parts and furnished accordingly:
a. Performance Guarantee to be submitted on award of work (50% of Security
Deposit), and
b. Retention money to be recovered from Running Bills (50% of Security Deposit).
ii. Performance Guarantee: The Contractor shall deliver the Performance Guarantee
to the Corporation within 30 days after issue of work order. The Performance
guarantee shall be issued by an entity and from within the country approved by the
Employer, and shall be in the form of Bank Guarantee or FDR or any other form of
deposit stipulated by the Corporation.
iii. Failure of the successful bidder to comply with furnishing the performance guarantee
within 30 days as stated above shall constitute sufficient grounds for cancellation of
the award of work.
iv. Retention Money: Retention Money shall be deducted at the rate of 6% of the value
of work done from Running Bills till the 50% of Security Deposit amount so
calculated as above, is built up. Total of Performance Guarantee & Retention Money
should not exceed the amount of security deposit calculated as above.
v. When the retention money reaches the limit of 5 lakhs, the Contractor, if he so
desires, may convert the amount into a Bank Guarantees as aforesaid.
vi. In case a Fixed Deposit Receipt of any bank is furnished by the Contractor to the
Corporation as part of the Security Deposit and the bank goes into liquidation or for
any other reasons is likely to be unable to make payment against the said Fixed
Deposit Receipt, the loss caused thereby shall be borne by the Contractor and the
Contractor shall forthwith or on demand furnish additional security to the Corporation
to make good the deficit.
vii. The Corporation may deduct any sum of money payable by the Contractor under the
terms of this Contract or any other Contract or any other account whatsoever from
his security deposit. In the event of his security deposit amount being reduced by
reasons of such deduction as aforesaid, the contractor shall within 10 days of receipt
of notice of demand from the Engineer-in-Charge make good the deficit.
viii. FDR / Bank Guarantee shall be accepted only from Scheduled commercial banks in
India.

ix. No interest will be paid on Security Deposit (Performance Guarantee and Retention
Money).
2. Refund of Security Deposit: 2.1 The retention money will be refunded to the Contractor after one month from the
date of issue of Completion Certificate on receipt of request from the contractor, if
as per the Engineer-In-Charge the balance amount of security deposit Performance
Guarantee) is sufficient to cover the Liabilities.
2.2 After the expiry of the Defects Liability Period, the balance amount of security
deposit i.e. the Performance Guarantee shall be refunded by the Engineer-in-
Charge to the Contractor. However, if any work remains to be executed under
Clause 9 [Defects Liability], the Engineer-in-Charge shall withhold the estimated
cost of such rectification work until it is executed.
SHOULD THIS TENDER BE ACCEPTED IN WHOLE OR IN PART, I/WE HEREBY AGREE:
RULE (i)
To abide by and fulfill all the terms and provision of the said conditions annexed
hereto and all the terms and provision contained in the notice inviting tenders so
far as applicable, and /or in default thereof to forfeit and pay to NUCLEAR
POWER CORPORATION OF INDIA LTD. the sum of money mentioned in the
said conditions..
A sum of Rs.100000/- is hereby forwarded by deposit at call receipt of
scheduled Bank, Guaranteed bond of a Scheduled Bank, or State Bank of India
Guaranteed by the Reserve Bank of India as Earnest Money. If I/We fail to
commence the work specified in the above memorandum, I/We agree that the
said Corporation shall without prejudice to any other right or remedy, be at
liberty to forfeit the said Earnest Money absolutely, otherwise the said earnest

To execute all the works referred to in the tender documents upon the terms and
conditions contained or referred to therein and to carry out such deviations as
may be ordered, at the rate quoted in the tender document for respective items
of work so long as the entire total cost of the work executed by me/us under this

SECTION – III SPECIAL INSTRUCTIONS
1.0 These special instructions supplement the General Conditions of Contract
(GCC) and shall be part of the Contract document. Wherever these special
instructions are at variance with the corresponding conditions, stipulations, and
specifications elsewhere in the tender document, these special instructions
shall prevail.
2.0 The site is located at about 30 KM by Road on North East of Kanyakumari near
Kudankulam Village in Radhapuram Taluk of Tirunelveli District.
3.0 The Tenderers are advised to inspect the site and acquaint themselves about
the site conditions, availability of materials, labour, water, electric power, roads,
weather and geological conditions etc. before submitting their tenders. It will
be deemed that the tenderers have taken into consideration these factors while
quoting their rates and no claim on account of any ambiguity will be
entertained.
4.0 The Tenderers shall note that if any clarification regarding specifications,
conditions of contract, schedule of quantities, scope of work etc., is required,
he should contact the office of the ENC (TS), Kudankulam Nuclear Power
Project, Kudankulam, Radhapuram Taluk, Tirunelveli District.
5.0 The Contractor shall layout his work and shall be responsible for all
measurements in connection therewith. The Contractor shall be held
responsible for the proper execution of the work.
6.0 The time allowed for carrying out the work as entered in the tender shall be
strictly observed by the Contractor and shall be deemed to be the essence of
the contract on the part of the Contractor and shall be reckoned from which the
work is reckoned to have started as per work order. The entire work shall be
completed with in stipulated time as mentioned in the tender document.
'Monsoon or inclement weather/ rough sea conditions etc will not be a reason
for any extension of time.

7.0 During the execution of work the Contractor shall keep the entire site in neat
and tidy condition and will remove all debris and waste materials from the site
regularly.
8.0 All royalties, excise duties and other taxes on the materials brought by the
contractor to the site will be paid by him.
9.0 Income tax, VAT/WCT and other statutory levy etc., on this contract as notified
by Central/State Govt. from time to time and recoverable by NPCIL at the time
of release of bills, shall be recovered from running account bills as well as final
bills for this work, in the prescribed manner. Service tax as applicable shall be
borne by the contractor and should be registered under service Tax for the
service offered under this work.
10.0 The Contractor shall make his own arrangement for the security and safety of
his materials at the site of work at his own cost.
11.0 Entry permit with identity will be issued in favour of the contractor and his
employees on application made to Engineer in charge in KKNPP site and the
cost of identity cards will be borne by the contractor.
12.0 The contractor shall follow strictly the security regulations prevailing at KKNPP
site from time to time especially in regard to working hours movement of
materials, entry permit etc.
13.0 Electric power will not be supplied by NPCIL. If required by the contractor, it will
be made available on a chargeable basis as per prevailing TNEB Tariff,
applicable from time to time, from existing NPCIL Sub station at a single point
at a nominal system voltage of 415 volts, 3 phase, 4 wire, 50 Hz.
14.0 WATER SUPPLY :
NPCIL will not be able to supply water for works at site to the Contractor. The
Contractor shall make his own arrangements to provide the same at his own
cost.
15.0 All the materials to be used in the work shall be got approved by the Engineer-
in-charge before they are brought to site. If the materials delivered at site are

found defective or below IS standards any work executed with such supply will
be rectified/strengthened or rejected as per the decision of the Engineer-in-
charge at the cost of the Contractor. The sub-standard materials will also be
removed from the site at the Contractor’s cost.
16.0 ESCALATION:
Escalation is applicable as per clause No: 11.3 of G.C.C.
17.0 The contractor shall comply with various provisions of the contract labour
(Regulation and Abolition) Act and rules formed there under especially to
obtain licence before commencing the work. Further the contractor shall
comply with the provisions of labour laws such as Workmen’s Compensation
Act, Minimum Wages Act and other laws applicable.
18.0 The contractor shall not sub contract the work to any other person.
19.0 The contractor shall at all time take Precautions for the safety of his employees
in performance of the contract and NPCIL will not take any responsibility or
liability in case of accident/death of licencee’s employees.
20.0 Contractor, on written request and on submission of detailed measurement
bills, will be eligible for one payment per month.
21.0 Tenderer shall submit along with the tender details of their past experience
including value of each work and name of clients and other relevant
information.
22.0 Defect liability period shall be 12 months from the certified date of completion
of contract.
23.0 The successful bidder shall take out at his own cost, the following insurance
polices for the contract period effective from the date of commencement of the
work with an insurer acceptable to NPCIL for an appropriate amount and
documents in this regard should be submitted to the Engineer-in-charge before
start of work.

engaged in the work.
c). Group Insurance to cover contractor, Engineers and supervisors
employed by the contractor. If already covered documentary proof to
be produced.
24.0 Mode of measurement when not specified in the tender (specifications and
schedule of quantities) shall be in accordance with relevant Indian Standard
Specifications and where not spelt out in ISS, Engineer’s decision shall be final
and binding on the Contractor. In case of any dispute arising out of the mode
of measurement, the Engineer’s decision on this shall be final and binding on
the Contractor.
25.0 The bids submitted shall remain valid for acceptance for a period of 120 days
from the date of opening of the bid.
26.0 The work shall be carried out strictly in accordance with the Contract
specifications. In the absence of any specification for any work or material,
relevant Indian Standard Specifications will be applicable and where these
Standard Specifications do not exist, relevant Specifications apply. The
decision regarding acceptability of relevant IS, will be solely at the discretion of
Engineer-in-charge and shall be binding on the Contractor.
27.0 The contractor shall be required to comply with various provisions of the safety
code Prescribed in tender document/agreement. All the safety provisions and
rules provided in Section – III A (“Guide of AERB for works contract”) and
Atomic Energy (factories) Rules must be strictly followed.
28.0 The Contractor may use the roads formed by NPCIL in the vicinity of the works
for transport and haulage of materials subject to the approval of Engineer for
such use. Additional haulage roads as are required by the Contractor, shall be
constructed by him at his own cost. Location of such roads shall however be
subjected to the prior approval of the Engineer. All roads at the work site,
including any road formed by the Contractor will be made use of by the project,
other Contractors and agencies at site and the Contractor shall not be entitled
to any payment or compensation on this account.

29.0 CONTRACTOR TO PROVIDE LABOUR AND ASSISTANCE:
The Contractor shall provide necessary labour and assistance to the Engineer
for checking layout, alignments, levels and other survey works connected with
execution of work and also for taking measurement for finished works at no
extra cost to NPCIL.
30.0 If labour licence is required to be obtained, a certificate from the principal
Employer, based on the maximum number if workmen you propose to employ
for this work will be issued to you on your written request to enable you to
obtain the labour licence.
31.0 SITE FAMILIARIZATION:
The tenderer shall ensure that he has satisfied himself as to the nature and
location of the work, the general and local conditions, particularly those bearing
upon transportation, disposal, handling and storage of materials, availability of
labour, water, electric power, roads and uncertainties of weather, or similar
physical conditions of the site, the confirmation and conditions of the ground
character, the quality and quantities of surface and sub-surface materials to be
encountered, including the sub-soil water level, the character of
equipment/facilities needed, preliminary and during the progress of the work,
site features for the off-shore works, requirement of special plant, machinery,
equipment, personnel etc. for the off-shore works and all other matters which
can in any way affect the work or its cost thereof under this contract. Any
failure of the Contractor to acquaint himself with all the available information
concerning these conditions will not relieve him of the responsibility of
estimating properly, the difficulty or cost of successfully performing the work.
Non-familiarity with the site conditions will not be considered a reason either for
extra claims or for not carrying out the work in strict conformity with the
drawings and specifications.
32.0 MAINTENANCE OF CLEAN SITE CONDITIONS:
During the execution of work the Contractor shall keep the entire site in neat
and tidy condition and will remove all debris and waste materials from the site
regularly and maintain the site in hygienic condition without any extra payment.

Accumulation and piling of materials /debris will not be permitted except only at
the locations approved from time to time for this purpose.
33.0 PLANT & MACHINERY:
(a) The tenderer should deploy all plant and machinery required to carry out
the work with out any delay.
(b) Contractor shall deploy adequate resources like manpower and
machineries separately for exploring the possibility of taking up works
simultaneously in multiple locations.
34.0 PAYMENT OF EXTRA ITEMS: The rates for altered, additional or substituted item of work shall normally be
worked out in accordance with Clause 11.2 of the General condition contract.
35.0 REMOVAL OF TEMPORARY WORKS, PLANT AND SURPLUS
MATERIALS: Prior to final acceptance of the completed work but excepting as otherwise
expressly directed or permitted in writing, the Contractor shall at his own
expense, remove from the site and dispose of the temporary structure including
all false work and scaffolding, crib work, all plant and material and debris to the
satisfaction of the Engineer.
36.0 RIGHTS OF OTHER AGENCIES: The Contractor shall note that several other agencies may also be
simultaneously working within and around the structures covered under the
present contract.
The Contractor shall permit as directed by the Engineer from time to time, such
works to be carried out, without any hindrance and shall fully co-operate with
the other agencies working therein. In case of dispute in such co-ordination,
the Engineer’s decision shall be final and binding on the Contractor.

37.0 FAIR WAGES: The wage paid to the labourers shall not be less than the higher of fair/minimum
wages as fixed under any law, statutory rule or order from time to time to that of
the State/Central Government. However, increase in the wages due to any
statutory act or by rules framed there under by the Government or by local
authorities during the currency of the contract or during any valid period of
extension of contract shall not be considered reason for any reimbursement or
extra claim. The bidder is deemed to have taken this aspect into consideration
in his unit rates for various items of work covered under this contract.

SAFETY GUIDE FOR WORKS CONTRACT
1. INTRODUCTION Many of the works of Department of Atomic Energy at its various sites are executed
by the contractors. During these works, contractors personnel are likely to the
exposed to different types of hazards. Similarly, unsafe acts of contractors
personnel may generate hazards for Departmental staff and/or workmen of other
contractors working at the site. Such unsafe acts may also pose danger to the
existing installations and even to members of public. This guide is prepared to
facilitate safe working during execution of contract works. It is hoped that units of
DAE may issue this guide as a part of contract documents while awarding contracts.
2. GENERAL SAFETY PROVISIONS 2.1 The Contractor shall take all safety precautions during the execution of awarded
work and shall maintain and leave the site safe at all times. At the end of each
working day and at all times when the work is temporarily suspended, he shall
ensure that all materials, equipment and facilities will not, cause damage to
existing property, personal injury or interfere with the other works of the project or
Station. The contractor shall comply with all applicable provisions of the safety
regulations, clean up programme and other measures that are in force at the site.
2.2 The Contractor shall provide and maintain all lights, guards, fencing, warning
signs, caution boards and other safety measures and provide for vigilance as and
where necessary or as required by the Engineer-in-charge or by any duly
constituted authority for the protection of workers or for the safety of others. The
caution boards shall also have appropriate symbols.
2.3 Adequate lighting facilities such as flood lights, hand lights and area lighting shall
be provided by the Contractor at the site of work, storage area of materials and
equipment and temporary access roads within his working area.

The contractor shall obtain written approval of the Engineer-in-charge to the
lighting scheme and place of tapping prior to its installation.
2.4 The contractor shall plan his operations so as to avoid interference with the other
Departmental works, other contractors or Sub-Contractors at the site. In case of
any interference, necessary coordination shall be sought by the contractor from the
Department for safe and smooth working.
2.5 The Contractor and his sub-contractor, if any shall comply with the instructions
given by the Safety Engineer or his authorized nominee regarding safety
precautions, protective measures, house keeping requirements, etc. The Safety
Engineer with due intimation to Engineer-in-Charge shall have the right to stop the
work of the Contractor, if in his opinion proceeding with the work will lead to an
unsafe and dangerous condition. Engineer-in-Charge shall get the unsafe
condition removed or provide protective equipment at the contractors cost. The
contractor can employ his own safety Engineer or nominate one of his officers for
liaison with Departmental Safety Engineer for ensuring compliance of all safety
rules. Contractor shall ensure that all his workmen are aware about the nature of
risk involved in their work and have adequate training for carrying out their work
safely.
2.6 The contractor shall be held responsible for non-compliance of any of the safety
measures and delays, implications, injuries, fatalities and compensation arising out
of such situations of incidents.
3. TRAFFIC
3.1 The contractor shall conduct his operations so as to interfere as little as possible
with the use of existing roads at or near locations where the work is being
performed.
3.2 When interference to traffic is inevitable, notice of such interference shall be given
to the Engineer-in-charge well in advance (at least 48 hours) with the details of
start of the work and time required, storage of materials, and details of the
proposed methods of providing the required facilities for safe and continuous use
of roads and obtain his clearance.

3.3 The contractor shall, at his own expense, make such approved temporary
provisions as are required to maintain atleast one lane of traffic by bridging the
excavation, providing ramps over surface obstructions or providing suitable
temporary bye-pass around the obstructions. The Contractor shall exercise full
care to ensure that no damage is caused by him or his workmen, during the
operation, to the existing water supply, sewerages, power or telecommunication
lines or any other services or works. The contractor shall be required to provide
and erect before construction, substantial barricades, guard-rails, and warning
signs. He shall furnish, place and maintain adequate warning lights, signals, etc.,
as required by Engineer-in-charge. 4. SAFE MEANS OF ACCESS 4.1 Adequate and safe means of access and exit shall be provided for all work places,
at all elevations. Using of scaffolding members (avoiding a ladder) for approach to
high elevations shall not be permitted.
4.2 Suitable scaffolds shall be provided for workmen for all works that cannot safely be
done from the ground, or from solid construction except such short duration
work as can be done safely from ladders. Ladder shall be of rigid construction
having sufficient strength for the intended loads and made either of good quality
wood or metal and all ladders shall be maintained well for safe working condition.
An extra mazdoor shall be engaged for holding the ladder if ladder is not securely
fixed. If the ladder is used for carrying materials as well, suitable foot holds and
hand holds shall be provided on the ladder. The ladder shall be given an
inclination not steeper than 1 in 4 (1 horizontal and 4 vertical). Ladders shall not
be used for climbing carrying materials in hands. While climbing both the hands
shall be free.
4.3 Scaffolding or staging more than 3.5m above the ground or floor, swung or
suspended from an overhead support or erected with stationary support shall have
a standard guard rail properly attached, bolted, braced or otherwise secured at
least 1.0m high above the floor or platform of such scaffolding or staging. The
guard rail shall extend along the entire exposed length of the scaffolding with only

such opening as may be necessary for the delivery of materials. Standard railing
shall have posts not more than 2m apart and an intermediate rail halfway between
the floor or platform of the scaffolding and the top rail. Such scaffolding or staging
shall be so fastened as to prevent it from swaying from the building or structure.
Scaffolding and ladder shall conform to relevant IS specification (IS: 3696-1966).
Timber/Bamboo scaffolding shall not be used.
4.4 Working platforms of scaffolds shall have toe boards at least 15cm in height to
prevent materials from falling down. 4.5 A sketch of the scaffolding proposed to be used shall be prepared and approval of
the Engineer-in-Charge obtained prior to start of erection of scaffolding. All
scaffolds shall be examined by Engineer-In-Charge before use. 4.6 Working platform, gangways and stairways shall be so constructed that they shall
not sag unduly or unequally and if the height of the platform or gangway or
stairway is more than 3.5m above ground level or floor level, they shall be closely
boarded, shall have adequate width for easy movement of persons and materials
and shall be suitably guarded as described in 3.3 above.
4.7 The Planks used for working platform shall not project beyond the end supports to
a distance exceeding four times the thickness of the planks used. The planks shall
be rigidly tied at both ends to prevent sliding and slippage. The thickness of the planks shall be adequate to take load of men and materials
and shall not collapse.
4.8 Every opening in the floor of a building or in a working platform shall be provided
with suitable means to prevent fall of persons or materials by providing suitable
fencing or railing, the minimum height of which shall be 1.0m, along with 15 cm
high sheet obstruction at floor level along the railing.
4.9 Safe means of access shall be provided to all working platforms and other elevated
working places. Every ladder shall be securely fixed. No single portable ladder
shall be over 9m in length. For ladders upto 3m in length the width between side
rails in the ladder shall in no case be less than 300mm. For longer ladders this

width shall be increased by at least 20mm for each additional metre of length.
Step spacing shall be uniform and shall not exceed 300 mm. 4.10 Adequate precautions shall be taken to prevent danger from electrical lines and
equipment. No scaffolding, ladder, working platform, gangway runs, etc. shall exist
within 3 metres of any uninsulated electric wire. Whenever electric power and
lighting cables are required to run through, (pass on) the scaffolding or electrical
equipments are used, such scaffolding structures shall have minimum two earth
connections with earth continuity conforming to IS code of practice.
5. EXCAVATION, TRENCHING AND EARTH REMOVAL 5.1 All Trenches 1.2 m or more in depth shall at all times be supplied with at least one
ladder for each spacing of 30m in length or fraction thereof. Ladder shall be
extended from bottom of the trench to at least 1m above the surface of the ground.
5.2 The sides of the trench which are 1.2m or more in depth shall be stepped back to
give suitable slope (angle of repose) or securely held by timber bracing, so as to
avoid the danger of sides from collapsing. The excavated material shall not be
placed within 1.5m of the edges of the trench or half of the depth of the trench,
whichever is more. Cutting shall be done from top to bottom. Under no
circumstances mining or under-cutting shall be done.
5.3 The Contractor shall ensure the stability and safety of the excavation, adjacent
structures, services and the works.
5.4 Open excavations shall be fenced off by suitable railing and warning signals
installed at night at well lit places so as to prevent persons slipping or falling into
the excavations.
5.5 All blasting operations shall be carried out on the basis of procedures approved by
Inspector of Explosives. All works in this connection shall be carried out as per IS
code of Practice. Barricades, Warning Signs etc. shall be placed on the
roads/open area. Prior approval of such operation shall be obtained from Safety
Engineer Engineer-In-Charge of works.

5.6 a) For removal of earth from an earth mound a written permission shall be
obtained from the Engineer- In-Charge of the work and the Engineer- In-
Charge of the earth mound.
b) As far as practical, earth shall be removed mechanically.
c) Wherever manual removal of earth is involved, earth shall be removed
from the top by maintaining the proper slope equal to the angle of re-
pose of the earth.
d) Such work shall be constantly supervised by the contractor’s
responsible person and frequently inspected by the departmental
representative to ensure that no under-cutting is done.
6. CONCRETNG
Shuttering and supporting structures shall be of adequate strength and approved by
Engineer-in-Charge. This shall be ensured before concrete is poured. The
procedure approved by Engineer-in-Charge shall be followed for mixing, transporting
and pouring of concrete.
7. DEMOLITION
Before any demolition work is commenced and also during the progress of the work:
a) All roads and open area adjacent to the work site shall either be closed or
suitably protected. Appropriate warning signs shall be displayed for cautioning
approaching persons.
b) Before demolition operations begin, the Contractor shall ensure that the power
on all electric service lines is shut off and the lines cut or disconnected at or
outside the demolition site. If it is necessary to maintain electric power during
demolition operation, the required service lines shall be adequately protected
against damage. Persons handling heavy materials/equipments shall wear
safety shoes. c) No floor, roof or other part of the building shall be overloaded with debris or
materials as to render it unsafe. d) Entries to the demolition area shall be restricted to authorized persons only.

8. PERSONAL PROTECTIVE EQUIPMENT:
All necessary personal protective equipment as considered necessary by the
Engineer-in-charge shall be kept available by contractor for the use of the persons
employed on the site and maintained in a condition suitable for immediate use. Also
the contractor shall take adequate steps to ensure proper use of equipment by those
concerned. The personal protective equipments are to be provided by the
contractor.
a) All persons employed at the construction site shall use safety helmets. For other
types of works, persons working in that area shall also use safety helmets, if
advised by safety Engineer/Engineer-in-charge.
b) Workers employed on mixing asphaltic materials, cement and lime mortars shall
use protective goggles, protective foot wear and hand gloves. Use of proper
respirators shall be an advantage.
c) Persons engaged in welding and gas cutting works shall use suitable welding
face shields. The persons who assist the welders shall use suitable goggles.
Protective goggles shall be worn while chipping and grinding.
d) Stone breakers shall use protective goggles. They shall be seated at sufficiently
safe intervals of distance.
e) Persons engaged in or assisting in shot blasting operations and cleaning the
blasting chamber shall use suitable gauntlets, overalls, dust-proof goggles, boots
and protective hood supplied with fresh air at the minimum rate of 9 m3/hr.
f) All persons working at heights more than 4.5m above ground or floor and
exposed to risk of falling down shall use safety belts, unless otherwise protected
by cages, guard railings, etc. In places where the use of safety belts is
impractical, suitable net of adequate strength fastened to substantial supports
shall be employed.

g) All powered two-wheeler motorcycle and scooter drivers and their pillion riders
shall wear crash helmets inside the project/plant sites.
h) When workers are employed in sewers and inside manholes which are in use,
the contractor shall ensure that the man-holes are opened and are adequately
ventilated atleast for an hour. After it has been well-ventilated, the atmosphere
inside the space shall be checked for the presence of any toxic gas or oxygen
deficiency and recorded in the get register before the workers are allowed to into
the man-holes. The man-holes opened shall be cordoned off with suitable railing
and provided with warning signals or caution boards to prevent accidents. There
shall be proper illumination in the night.
9. PAINTING
9.1 The Contractor shall not employ women on the work of painting with products
containing lead in any form. Only men above the age of 18 years shall be
employed on the work with lead paint. The following precautions shall be taken
during the work.
Supplied air respirators shall be provided for use by the workers when paint
is applied in the form of spray, or a surface having lead paint is dry rubbed or
scraped. Overalls shall be supplied by the contractors to the workmen and adequate
facilities shall be provided to enable the painters to wash at the cessation of
work. All painting jobs, especially those in which lead paints are used shall be kept
under industrial hygiene surveillance.

Clause Ref. No. Existing Clause Revised Clause 7.9.3(ii) If the total cumulative period of all
such suspension exceeds 30 days the contractor shall, in addition, be entitled to compensation for the period of suspension beyond 30 days, as mentioned in the Schedule A. However, the contractor shall submit within 10 days his claim to the engineer-in-charge for every 15 days of suspension, over and above 30 days.
If the cumulative period of all suspension(s) exceeds 30 days, the Contractor shall, in addition, be entitled to compensation for the period of suspension beyond initial 30 days, in respect of wages for the employees and workers, idling charges for plants, machineries and equipments, etc. physically available at the site. However, the Contractor shall, at the earliest within a maximum period of 15 days, from the date of suspension, submit its claim to the Engineer-In-Charge, for every 15 days of suspension, over and above the initial 30 days period of suspension, along with all documentary evidence available in respect of the employees, workmen, plants, machineries and equipments remaining idle during such period of suspension. In this regard, the Engineer-In-Charge shall after giving an opportunity of being heard to the Contractor, assess, calculate, decide and settle the claims so submitted by the Contractor and that the decision of Engineer-In-Charge shall, in this regard, be final and binding upon the Contractor.

SECTION – V
TECHNICAL SPECIFICATION
1.0 Scope of work:
1.1 General:
The scope of work shall generally as given in the tender schedule and in the drawings.
The intension of the specifications, tender schedule and the drawings is to give finished
work of approved and standard quality and all duly tested and commissioned. All minor
items if details usually not shown or indicated but necessary for the completion of the
system including testing, commissioning and handing over shall be deemed to have
been included in the work and in the rates quoted by the Contractor.
1.2 Regulation & Standards
The installation shall conform in all respects to respective Indian standards and shall
also be in conformity with the current Indian Electricity Rules. Indian Electricity Act.
National Electric Code and Regulations of the Local Electrical Supply Authority in so for
as these become applicable to the installation. Wherever this specification calls or a
higher standard of material and / or workmanship than those required by any of the
above regulations then this specification shall take precedence over the said regulations
and standard. In general, the material equipments and workmanship not covered by the
above shall conform to the relevant Indian Standards.

2.0 Street light poles:
The Contractor shall supply approved make street light poles having designation: 410 –
SP 57, single cross arm and double cross arm as per SOQ, steel tube confirm to IS
1161 / 1979- UTS 410 MPa (42 kgf/ mm2) grade YST – 240. Swaged tubular steel
poles confirming to IS 2713 and fully HOT dip galvanized as per relevant IS. The
thickness of galvanization shall not be less than 120 microns. The poles after
manufacture shall be thoroughly cleaned both inside and outside for any burrs. The
portion that goes below the ground viz the planting depth should be painted with black
bituminous paint confirming to IS 158, through out internally and externally including
6mm thick base plate.
2.1 Installation of street light poles
Installation will be done as per schedule specification & drawings. The scope includes
supply & providing of 2 Nos of 1.2 mtr 50mm dia bend GI Pipe, painting of GI poles with
double coats of aluminum paint, numbering of poles etc, all as directed by Engineer in
Charge to complete the job in all respects.
3.0 LV Power Cables:
3.1 The cables will be used for connection for power circuits of the auxiliary electrical
systems.
3.2 The insulation & sheath materials shall be resistant to oil, acid and alkali and shall be
tough enough to withstand mechanical stress during handling.
3.3 Armouring shall be of galvanized flat steel for multi core cables.

3.4 Core identification or multi core cable shall be provided by colour coding.
3.5 Drums length & Tolerance
The cable shall be supplied in wooden drum each containing minimum 500 mts.

3.6 Routine tests
Routine tests shall be carried out on each and every drum and 3 sets of certificates shall
be furnished along with supply of cable
3.7 Cable Laying
Cables will be laid in existing trenches/ pipes shown by Engineer without any kinks and
bends. The bending radius and laying will be done as per relevant Indian standards. If
the cable is laid on wall/floors, the contactor shall supply 25x3mm GI saddles and
clamping of cable with required fasteners to suit the site requirement in the scope of
contractor.
3.8 Termination & Connection
The Contractor shall supply approved make of compression glands as mentioned in
schedule aluminum lugs to suite the site requirement, crimping paste erc. Contractor
shall terminate & connect all the cable laid by him.
4.0 Excavation of cable trench & pole pits:
Scope includes excavation of cable trench/ pole pits into any type of soil/ jack
hammering in to disintegrated rocks all as required at Site, Refilling of cable trench with
excavated soil and ramming etc. As directed by Engineer in Charge.
4.1 Excavation works will be started after approval of the routing by Engineer in Charge,
getting permission from Safety Section by applying excavation permit.
5.0 Installation of RCC Hume pipes:

After excavation in road crossing to the required depth hume pipes will be installed with
Collars. Cement plastering has to be done for collars and the ends will be provided
with jute bags for non entry of forign particles. After refilling of trench, ramming with
boulders etc, have to be done. 250 mm thick 1:2:4 mix concrete has to be provided for
leveling of the excavated portion with road level all as directed by Engineer.
6.1 Solar Lights:
Solar light shall be supplied, installed and commissioned complete including solar
modules, batter, 6 mtr length 75 mm dia medium duty GI pipe (ISI), 36 W CFL lamp and
all accessories with following specification.
