1. Meeting called to order. Meeting called to order by Chairman Matthew Pryor.
2. Roll call of members: The following members were present for Roll Call:
Present: Wade Schexnaydre, Julio Dumas, Ken Firmin, Matthew Pryor, Morrie Bishop,
Anthony Christy and Aaron Chaisson

A. Acceptance of the Minutes and Written Decisions of the September 13, 2017
Meeting
Commission Action: A motion was made by Aaron Chaisson, seconded by Wade Schexnaydre to
accept the minutes and written decision of the September 13, 2017 Zoning Commission meeting.
A Yea and Nay vote was called and resulted as follows:
Yeas: Julio Dumas, Morrie Bishop, Ken Firmin, Aaron Chaisson, Anthony Christy and Wade
Schexnaydre
Nays: None
Absent: None
The Chairman did not vote.

5. Public Hearing to Amend the Ascension Parish Development Code for
Recommendation for Approval or Denial to the Ascension Parish Council
A) Zoning Review ID PZ-1491.17 – A Portion of Lot G-1-A and Portion of Lot H-1-
A for Jimmie Dale Courtney Located on the north side of Loosemore Road approximately 1400' west of LA
Highway 44 to request to amend the Ascension Parish Zoning Map from
Conservation (C) to Medium Intensity Residential (RM).
Mr. Jimmy Percy presented the rezoning request to rezone the property located on the
north side of Loosemore Road approximately 1400' west of LA Highway 44 from
Conservation (C) to Medium Intensity Residential (RM).
During Public Comment Period Gerry Satterlee (presented petition against the request
with 73 signatures), Louis LeFebvre, Kathy Desaider, Pastor Clyd Cann, Dean
Mclnns, Roger Keese, Theresa Robert, Joel Robert, Councilman Bill Dawson spoke
against the request during public comment period.
The followingsigned public speaker cards that stated they were not in support of the
request but did not want to speak: Wanda Darville, Joanne Burnett, Melvin Burnett,
Ruby Martin, Julia Hernandez, Irene S. Cushenberry, Glenda Williams, Clarence

Commission Action: A motion was made by Julio Dumas, seconded by Anthony Christy, to
recommend DENIAL to the Parish Council to amend the Ascension Parish Zoning Map to
rezone the property located on the north side of Loosemore Road approximately 1400' west of
LA Highway 44 from Conservation (C) to Medium Intensity Residential.
A Yea and Nay vote was called and resulted as follows:

The Edneborne Vicinity Rezone will be presented by Staff to the Commission at the
next Zoning Commission Meeting to be considered for public hearing.
B) Contract Agreements
Commission Action: A motion was made by Wade Schenaydre, seconded by Aaron Chaission, to
hold a public hearing regarding the elimination of contract agreements from the Ascension Parish
Unified Land Development Code.

Commission Action: A motion was made by Julio Dumas to adjourn the November 8, 2017 Zoning
Commission Meeting.

Item for Consideration:
DC17-04: Revisions to Appendix II of the Ascension Parish Unified Land
Development Code pertaining to Contract Agreements.
The Ascension Parish Office of Planning and Development are requesting removal of the
requirements for Contract Agreements as contained in the Ascension Parish Zoning Code.
Contract Agreements require applicants to execute a contract with the Parish to ensure that
drainage and traffic studies are completed for some new commercial developments within certain
zoning categories. The original requirement was placed in the code prior to these items being
required for all commercial development. Now, however, the Parish has specific requirements
for traffic and drainage studies, and the Contract Agreement is no longer necessary.
The removal of Contract Agreements, as submitted, will require certain modifications in the
form of additions, deletions and modifications to portions of the existing Unified Land
Development Code. Those changes are as follows:
Proposed: Section 17-2060
Delete the following section in its entirety:
Reason for deletion: The elimination of this section removes the Contract Agreement provision
from the Code.
Proposed: Section 17-2070.B
Delete the following section:
Reason for revision: The elimination of this section eliminates conflict with the removal of the
Contract Agreement provision from the Code.
Proposed: Section 17-2070.E
