What We Heard…

LASAA Wants to:

1.  Remove all wall posters in Lagos State. 2.  Redefine the outdoor environment and continue to ensure the state is

poster-less. 3.  Restore sanity to the outdoor environment.

What We Know… 1.  Lagos State Signage and

Advertisement promulgated a Law in 2006 which makes it an offence to paste posters on walls.

2.  The Agency is working in collaboration with the Lagos State Task Force on the Environment to prosecute those sponsoring the pasting of posters.

3.  The agency had also engaged religious bodies, movie makers and the general public on a cont inuous enl ightenment campaign.

4.  Offenders / Violators of posters pasting are charged a fine of N 50,000

How? The Mechanics?

Situational Analysis

All local governments will be

inspected to measure the degree of

susceptibility towards the pasting of

posters. Doing this will help in

identifying the most notorious areas

This will also be used in estimating

the input of resources & workers to

be recru i ted for each local

government.

RECRUITMENT

Unemployed young people will be used as workers

A recruitment exercise will be conducted in 20 local governments

During the recruitment exercise bio-data of workers will be taken

There will be a training exercise for all workers selected

Recruitment for co-ordinators will also take place

Minimum of OND will be accepted for the post of a co-ordinator. However, matured candidates will be given exemption.

37 co-ordinators, 260 workers to be employed.

OPERATIONS

The 37 LCDA will be divided into four zones, with the project managers in charge of at least 9 LCDA’s each

A team made up of 7-8 workers and a co-ordinators will take care of each LCDA.

A co-ordinator will supervise one LCDA.

Workers are to report to co-ordinators. Co-ordinators are to meet with project manager. While the project manager are to report to the office of head of operations.

OPERATIONS

Workers are to meet with the co-ordinators who wil l give them instructions and takes inventory of equipment used every day.

The co-ordinators are to meet with the Project manager every week for the first two months. The co-ordinators are expected to submit a weekly report to the project managers who will then give a final report to the office of the head of operations.

DISPOSAL

Disposable waste bag will be provided to workers to gather the waste.

The waste bag will be disposed at a central point where LAWMA truck will pick it up.

INSPECTION

Project managers are to inspect the LCDA’s under their care to ensure the smooth flow of work.

INTERVENTION .

Speaking to major culprits which are the tutorial centres and religious bodies informing them of the state government stance on poster pasting.

Incentives to any member of the public who report offenders to the task force

creation of state-approved postering structures.

Arrest of Organisation or religious institution listed on the poster, they should be fined and made to remove the posters within the set deadline

Launch of the “Clean Lagos Together campaign” this campaign will basically encourage everyone to help in their little way of sanitizing Lagos.

PATROL VEHICLES

Provision of patrol vehicles for proper monitoring of various zones.

STORAGE

The tools and equipment used by the workers will be stored in the host branch office of LASAA.

PROJECT MANAGEMENT STRUCTURE

EXERCISE STRUCTURE •  Work Structure – The Poster Remover will work

between 10;00 am to 4:00 pm. The workers will get a 30 minute meal break daily (1:30-2:00PM) and on Friday resume work at 10:00AM and close by 4:00PM, with a meal break from 1:00-2:00PM in-between.

•  Physical Environment -The work takes place throughout the City of Lagos streets. Poster Removal will be carried out by workers based on the LCDA you are assigned to work

•  EVALUATION – Each LCDA co-odinator will submit a weekly report of the exercise stating the number of posters removed in each street on a daily basis, while the Project manager will give a report of the Exercise on a monthly basis to the Head of Operations.

•  STAFFING LEVEL- Unemployed young people.

Job Description Description of Essential Duties The workers will start their day at their respective LCDA’s receiving the days briefing from their co-ordinator before proceeding to their primary place of assignment for the day. The method of poster removal depends on how it was attached.

•  Some posters may be taped on. The worker needs to cut the tape, pull off the poster, and then scrape off the tape remaining on the area where the poster was attached.

Job Description Some posters are glued on. These posters are significantly more difficult to remove. These posters will require the poster removal worker to spray them with water to soak as much of the poster as possible. The worker will then peels as much of the poster off as is possible and then scrapes the rest off the surface where the poster was attached.

Equipment

They include: water bottle, paint scrapper, glove, polyester waist coat

During the course of exercise for this project, the fol lowing equipment will need to be provided for the workers to help them in the discharge of their duties.

EVALUATION

After one months, a review will be done to measure the efficacy of the exercise. Also, workers will be downsized by half
