1. EXECUTIVE SUMMARY :
The proposed distillery & power co-generation project of Aegis Beverages Pvt. Ltd.., is
for setting up of manufacturing facilities to produce Extra Neutral Alcohol (ENA). It is
based on primarily agricultural products (grain based). The project will be equipped with
fully diversified processing facilities and will have a capacity of producing 30 KL of
ENA per Day alongwith 5 MW Power Co-generation.
As per EIA Notification 2006 and amendments thereof, the proposed distillery project is
‘B’ category project and listed in Schedule of EIA Notification 2006 at Sl. No. 5(g).
Project proponent of has acquired Total 10 Acres (4.05 Ha.) of land for establishment of
its proposed distillery and co-generation project at Vill. Kirna, Block Mungeli, Dist.
Bilaspur in the state of Chattisgarh.
The major raw material and inputs will be grains @ 75 MT/Day, enzymes 60 kg/day,
sodium hydroxide 30 kg/day, urea 150 kg/day, anti-foam agent 15 kg/day, yeast 15
kg/day.
All the industrial effluent of proposed distillery unit will be treated by evaporation in
Multi Effect Evaporator (MEE) to achieve zero discharge. The generated waste water
after fermentation, send to Decantation for separation of solids. The thin slopes, after
evaporation in 4 stage Multi-Effect Evaporator, produce wet cake to use as cattle feed.
The condensate is being recycle & reuse in the process. This treated water is non
polluting in nature and it contains mainly micro nutrients.
Effluent generation from other misc. streams will be approx. 125 m3/day. The mixed
effluent would be collected in a collection tank. Thereafter it would be treated through
anaerobic biofilteration, aeration and clarification. The treated effluent would be recycle
and reuse within premises for various integral purposes.
The slope or stillage coming out as effluent of distillation column is used to make
Distillers Wet Grains [DWG], & Dry Distillers Grain soluble [DDGS] a high value cattle
feed which will be a boon for farmers & cattle.

To control air pollution from proposed distillery project ESP will be installed in the
Boiler Stack.
Total Cost of the Project is 44 Crores.
2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION :
(i) Identification of Project & Project Proponent
Project ; M/s Aegis Beverages Private Limited, (ABPL) is a company incorporated on 26th
July.’1996 having CIN No. U51109WB1996PTC080627 and Registration No. is 080627.

(ii) Brief description of nature of project :
The proposed distillery project of Aegis Beverages Pvt. Ltd., is for setting up of
manufacturing facilities to produce Extra Neutral Alcohol (ENA). It is based on primarily
agricultural products (grain based). The project will be equipped with fully diversified
processing facilities and will have a capacity of producing 30 KL of ENA per Day
alogwith 5 MW Power Co-generation.
(iii) Need for the project and its importance to the country and or region
Due to abundant available of raw materials being used in the grain based distilleries there
has been a huge demand for grain based extra neutral alcohol for the fast growing IMFL
Industries and for blending in Foreign Liquor outside India which has been a multi-fold
surge in demand. Due to substantial deficiency in supply of grain based ENA and
potentiality of the national & international market Aegis Beverages Pvt. Ltd.. have
planned to establish 30 KLD grain based distillery in the major grain producing area of
Chattisgarh.

The proposed distillery project will play an important role in upliftment of the socio
economic condition of the region particularly nearby villages.
(iv) Demand Supply Gap:
The total requirement of ENA / IMFL / Ethanol in India is 600 crores litres (25% ENA
from grain & 75 % from molasses) and 350 Crore Litres for Ethanol as Fuel whereas, in
India, total production of ENA from molasses and grain is 148 crores litres per annum.
Next five year projected ENA from grain 40 % & from molasses 60 %. 275 Crore Litres
of alcohol produced from molasses were used by oil companies in the year of 2014-15.
Projection for the year 2015-16 is 50.50 crores litres by the oil companies. Post 2017
India will require 6.30 billion litres of alcohol mainly from molasses for the use in petrol
by the oil companies. Therefore, the huge demand of ENA made out of grain will arise.
(v) Imports vs. Indigenous Production:
Indian producers are not able to meet present alcohol demand. Approx 5-7% of total
demand of alcohol is being imported from other countries. As far as ENA production is
concerned, Indian market play a vital role at both domestic & international level. In this
context, there is major requirement of indigenous grain based alcohol production to
reduce the import load and save the revenue.
(vi) Domestic/Export Market:
There is a huge demand of Indian made grain based alcohol in the national and
international market.
(vii) Employment Generation (Direct & Indirect)
Due to establishment of proposed distillery project in the region direct and indirect
employment avenues will be created in the nearby areas. Approx. 50 nos. of manpower
including officers, management personnel and workers etc. will be employed after the
establishment of the distillery project.
3. Project Description:

generation power plant is interlinked and interdependent on proposed grain based
distillery project.

(iii) Details of alternate sites Considered and the basis of selecting the proposed site, particularly the environment consideration gone into should be highlighted. No alternate sites have been considered for the proposed distillery project as the land was
easy available and area is rich in raw material sources with ease of accessibility.
(iv) Size or magnitude of operation:
30 KLD of ENA will be produced & 5 MW Power will be cogeneration in the proposed
grain based distillery project of AB Grains Ltd.

(v) Project description with process details: (a schematic diagram/flowchart layout, components of the project) Alcohol is produced by the fermentation of saccharine or oligo-saccharide materials by
yeast under suitable conditions. Sugar available in grains is recovered in the process of
distillation.
Reactions ;
Sugar present in grains is disaccharide, which can be hydrolyzed. This hydrolysis is
brought about by certain enzymes called invertase, found in yeast. The chemical reaction
involved in process is as under ;
Yeast Enzyme Invertase C12H22O11 + H2O 2C6H12O6 ………………(1) (Sucrose) (Glucose Fructose)
The mixture of sugars after hydrolysis of sucrose is called invert sugars. This sugar is
utilized by yeast to produce ethyl alcohol with the liberation of CO2 according to the
following exothermic reaction :-
Yeast C6H12O6 2 C2H5OH + 2 CO2 + 26 Cal ………... (2)
Grain based alcohol (ENA) manufacturing Process is described as under ;
Before the milling quality of the grain is being checked. After the quality check grain is
cleaned for removal of dust, lumps, sand, stone, iron etc. and finally store in Silo’s.
Milling ;
The cleaned grain is sent to milling machines for grinding grain flour (size 400-700µ) is
conveyed to pre-masher for slurry preparation. In pre-masher, flour & required water of
ratio 1:2 are mixed by agitator. Uniform grain slurry is made and transferred to another
low shear tank (slurry tank) for proper mixing. In slurry tank required pH of 6.0-6.2 is
maintained by using lime if required and temperature as 550 C to 600 C. An enzyme
called α-amylase is added here in small (20-25%) dose before the cooking process starts.
Cooking :
The grain slurry is pumped to Jet Cooker (Hydro Heater) through open impeller
centrifugal pump. In jet cooker steam is applied at 8 to 10 kg/cm2 pressure to cook the

starch slurry to break down the chemical structure of starch in presence of enzymes. The
temperature of grain slurry at outlet of jet cooker is maintained between 115 to 1200 C.
After cooking the grain slurry is passed through the holding coil, which has several ‘U’
bends in series and sufficient capacity to provide desired retention time at a given flow
rate to convert starch into dextrin. In this step slurry pressure & viscosity reduces. The
slurry which is hot is transferred into the flash tank to reduce the temperature of the slurry
to 90- 950 C before sending to saccharification tank. Flash tank is attached to flash
condensers where vapours are condensed and condensate is sent to slurry tank.
Liquefaction ;
Grain slurry is transferred to liquefaction tank from flash tank where remaining 75 to 80%
of enzymes of α-amylase is added which convert starch to dextrin and 1-4 α-glycosidase
linkages are hydrolyzed into amylose and amylo pectin. Enzymatic activity rapidly
breakdown the starch to soluble dextrins and oligosaccharides. To have good conversion
of starch to dextrin retention time should be about 2 hrs
Saccharification and Fermentation
Many distilleries have Partial PreSaccharification tanks for saccharification process.
Whereas conducting saccharification and fermentation together is another process
adopted. The liquefied slurry pumped through Plate Heat Exchanger (PHE) to the
fermenters. The outlet temperature of grain slurry from PHE is 32 to 350 C. In fermenters
saccharification & fermentation takes place simultaneously by adding glycol-amylase
enzyme and yeast culture. Fermentation of starch from grain is somewhat more complex
than fermentation of molasses sugars because starch must first be converted to sugar and
then to ethanol. Starch is converted enzymatically to glucose either by diastase presents in
sprouting grain or by fungal amylase.
The resulting dextrose is fermented to ethanol with the aid of yeast producing CO2 as co-
product. A second co-product of unfermented starch, fiber, protein and ash known as
distillers grain (a high protein cattle feed) is also produced. Glucoamylase hydrolise
dextrin into maltose. In this complete conversion of dextrin takes place and to reduce the
viscosity further spent wash after decanter is mixed to save water. Maltose further breaks
into glucose & fructose. Yeast i.e. Saccharomyces cerevisiae which produce invertase and
zymase enzyme convert glucose & fructose into alcohol. Above both processes takes

place in a fermenter. Glucose is converted into ethyl alcohol and carbon dioxide evolved
is let out. The total duration required is 60 to 65 hours.
The entire material is sent for distillation and yeast sludge in continuous process is settled
at bottom is mixed with water and used for fresh batch whereas in Batch process the
entire yeast sludge was let out. Due to more fermentation time side byproducts i.e. acids
& higher alcohols are high as compared to molasses which affects proper alcoholic
fermentation.
Distillation
Multiple-pressure vacuum distillation system: Vacuum distillation is defined as that in
which the operating pressure in the system is either less than atmospheric pressure or
more than atmospheric pressure. Vacuum is nothing but sub-atmospheric pressure
(negative gauge pressure).
Fermented wash to extra neutral alcohol (ENA): Multi-pressure vaccum distillation
system for production of Extra Neutral Alcohol consists of distillation columns namely-
1. Degasifying-cum-analyzer column- Operation under vaccum
2. Pre-rectification-cum-Exhaust column- Operation under vaccum.
3. Extractive Distillation Column- Operation under pressure
4. Rectifier-cum- Exhaust column- Operated under pressure
5. Recovery/Fused Oil Column- Operated under pressure
6. Simmering Column- Operated under atmospheric or Vaccum
Pre-heated fermented wash is fed at the top of the Degassifier column. Analyzer Column
is provided with reboiler. Top vapours of analyzer column containing all the alcohol in
the wash are sent to Pre-rectifier column and are taken out as spent wash from Analyzer
column bottom. Low Boiling impurities are concentrated in the Pre-rectifier column.
A draw of impure alcohol is taken out from the top of the Pre-rectifier column. RS draw
is taken from the top of Pre-rectifier column, which further is sent to Extractive
Distillation (Purifier) column. Dilution water in the ratio of 1:8 to 1:9 is fed to this
column. The Extractive Column operates on the principle of inversion of relative
volatility.

Low boiling impurities are separated in the purifier column & bottom is sent to Rectifier-
cum-Exhaust column. The Rectifier/Exhaust Column concentrates the alcohol to 96% v/v.
The high- grade spirit is drawn from upper trays of the rectification column. Fusel oil
build up is avoided in the Rectifier-cumexhaust column by withdrawing side streams
(Fusel oils).
Purifier condensates, Degasifier condensates & fusel oil draw from Rectifier/Exhaust
column are sent to Recovery column where these fusel oils are concentrated and then sent
to decanter where these streams are diluted with water and fusel oil rich layer is
separated. Washings are sent back to the column to recover alcohol.
The high spirit draw from the Rectifier column is sent to the Simmering column where
methanol is separated in the form of a cut from the top and ENA is taken out from the
bottom. ENA draw from the simmering column is taken to the receiver after cooling in
ENA cooler. The steam consumption of this set up would be of about 6.5% of total spirit
production.
Distillation with integrated evaporation system: Integrated evaporation or standalone
evaporation systems are now getting installed in few distilleries with an intension to
concentrate the spent wash as per their requirement. It helps to reduce the final quantity of
spent wash generation. Integrated evaporation system uses alcohol vapours as heating
media for heating the spent wash. Thus, good amount of steam saving can also be
achieved in integrated evaporation systems. Integrated evaporation is expected to
concentrate the spent wash to about 22-30% solids concentration depending on the type
of fermentation system used and final alcohol concentration in wash.

(vii) Resources optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined.
Aegis Beverages Pvt. Ltd. will make optimum utilization, recycling and reuse. These resources
include Land, Fuel (Rise husk and coal), Grain, Water and Electricity. Wastewater generated from
Boiler and cooling tower blow down will be treatment in polishing unit and recycled for further
process, domestic & green belt development uses.
(viii) Availability of Water its source, Energy/Power requirement and
source should be given
Water requirement of the proposed Grain Based Distillery Project will be approx. 525
KLD. 517 KLD water will be utilized for industrial and allied purposes and 8 KLD water
will be for domestic purposes. Total Fresh Water requirement will be 239 KLD and 286
KLD treated water will be recycle and reuse for various purposes. The Details are as

(ix) Quantity of waste to be generated (Liquid and solid) and scheme for their management.
WASTE WATER GENERATION & TREATMENT ;
In the proposed grain based distillery project following types of effluent will be
generated;
Spent Wash from Distillation Process : The project would result in generation of spent
wash from the distillation process. Spent wash @ 180 m3/day would be generated during
the production of alcohol @ 30 KL/day. The spent wash would be sent to the decanter
where wet cake @ 25 MT/day would be separated. The remaining liquid i.e. thin slops @
145 m3/day would be treated in multi-effect evaporation system.
Condensates from Process and MEE : The project would result in generation of process
condensates (spent lees) from the distillation process and multiple effect evaporation
condensates. Spent lees @ 67 m3/day would be generated and MEE condensate @ 446
m3/day would be generated. Whole of the condensates after treatment would be used for
makeup water of cooling towers.
Effluent from other processes : Besides the above mentioned streams, effluent would be
generated from misc. other streams such as – floor/fermentor washing effluent @ 5
m3/day, cooling towers blow down @ 19 m3/day, domestic effluent @ 6.5 m3/day, D.M.
plant reject @ 12 m3/day, and boiler blowdown @ 10 m3/day . This effluent would be
moderately polluted and after treatment would be used on land for irrigation purposes.
Air Pollution:
The air pollution control system will comprise of;
a) Ducting arrangement to transport emissions to the APCD,

b) An APCD – electro-static precipitator / Bag filters / Wet Scrubber
c) An ID fan, and d) A stack to discharge the cleaned flue gas at adequate height.
The emissions, from the boilers, will be conveyed into the APCD, the electro-static
precipitator (ESP) / Bag Filters / Wet Scrubbers, where it will get cleaned (PM removal)
before being discharged into the atmosphere, through a stack of adequate height. If
efficiently operated, the PM removal efficiency for the system is expected to be more
than 99.8%.
Solid Waste Management: All solid waste generated during the process will be managed as under ;

4. Site Analysis:
(i) Connectivity:
Proposed grain based distillery project of M/s Aegis Beverages Pvt. Ltd., (ABPL) is
coming up near Vill. Kirna, Block Mungeli, Dist. Bilaspur, Chattisgarh.
Project site of ABPL is accessible through NH - 130 from Bilaspur. Nearest railway
station is at Bhatapara on Howarh Mumbai Section.
ii) Land Form, Land use & Land ownership:
Land Form :-
Land Use :- Land use of the project area and surrounding is agriculture in nature.
Land Ownership :- Project land of 10 Acres was acquired by Aegis Beverages Pvt. Ltd. &
is purchased from local villagers on prevailing market price.

iii) Topography (along with map):
The terrain is almost hilly at Project site. Physiographically the Bilaspur district can be
divided into two parts. The first part consists high plateau area covering north and central
part of the district (covering Lormi, Kota, Gaurela, Pendra and Marwahi blocks)
separated by the intermittent narrow valleys and steeply slopping plains. The second part
is the gently slopping plain land covering southern parts of the district (Takhatpur,
Mungeli, Pathariya, Belha and Masturi blocks).
The high topographic area on the northern part of the district forms water divide between
the rivers Ganges and Mahanadi. The hill ranges on the northwestern part is the water
divide between Mahanadi and Narmada Rivers. Major part of the Chhattisgarh basin is
drained by Mahanadi River. The topography varies between 250 m amsl in the southern
plains and 1120 m amsl in the northern hills. The hill ranges on the northwestern
boundary of the district forms part of the Amarkantak ranges. The Deccan traps along the
western boundary forms high peaks. Basically the hill ranges on northern part are due to
structural activities and the area on southern part (Chhattisgarh plain) can be categorised
as pediplain. (Refer Toposheet on next page)
iv) Existing land use pattern (Agriculture, non agriculture, forest, water
bodies including CRZ), shortest distance from the periphery of the project forest, national park, wild life sanctuary, eco- sensitivity area, water bodies Distance from HFL line, CRZ notification for notified industrial area. There is no reserved forest, national park, wild life sanctuary, eco sensitive zones in
surrounding 10 Km of the plant boundary.
CRZ is not applicable to the project.
v) Existing Infrastructure ;
All the required infrastructures are available at Mungeli Tehsil.
vi) Soil Classification:
The vertisol are mostly found in south and southeastern parts of the district. They range
from grey/red to deep black colour and are almost impermeable when saturated. They are
sticky in wet season and are very hard in dry season.

The ultisol types of soil are found in east and northern parts of the district and is red to
yellow in colour. This colour is attained mainly due to accumulation of iron oxide, which
is highly insoluble in water. Inceptisol soils occupy mostly hill slopes and are found along
the western boundary of the district.
Alfisol soils are fertile leached soils found in humid areas where annually dropping leaves
form a thick humus layer. These soils cover maximum area in the northern and central
parts of the district.
In general it can be said that the district is covered by red gravely soils, red sandy soils,
lateritic soils, red and yellow soils and black soils.

vii) Climatic Data ;
The project area receives rainfall mainly from the southwest monsoon. It sets in 3rd / 4th
week of June and continues till mid August/ September with heaviest showers in the
months of July and August. The average annual rainfall for the Bilaspur district is around
1082 mm (1992-2011). The months of July and August are the heaviest rainfall months
and nearly 95% of the annual rainfall is received during June to September months. The
rainfall is unevenly distributed in different tehsils and also the amount of rainfall varies
from year to year. The area experiences a hot and semi-humid climate. The annual
temperature varies from 10° C to 45° C. The hottest months are May and June and the
minimum temperature is observed in the months of December and January.

5. Planning Brief:
i) Planning concept (type of Industries, facilities, transportation etc) Town and country planning/Development authority classification.
Type of Industry :
As per EIA Notification 2006 and amendments thereof, the proposed distillery project is
‘B’ category project and listed in Schedule of EIA Notification 2006 at Sl. No. 5(g).
The proposed distillery project of Aegis Beverages Pvt. Ltd., is for setting up of
manufacturing facilities to produce Extra Neutral Alcohol (ENA). It is based on primarily
agricultural products (grain based). The will be equipped with fully diversified processing
facilities and will have a capacity of producing 30 KL of ENA per Day.
ii) Population Projection:
There will be population influx anticipated due to the proposed distillery project in the
region either on temporary or permanent basis..

iv) Assessment of Infrastructure demand (physical & social) :
The basic infrastructure such as roads, electricity, transportation, drinking water supply,
health centers and hospitals, school, colleges, sanitation facilities are available in the
vicinity. The proposed project is not going to exert any unbearable load on any of these
resources.
v) Amenities/Facilities:
Canteen, Laboratory, rest room, medical facilities, drinking water, etc. will be made
available within proposed distillery project premises.
6. Proposed Infrastructure:
All new infrastructure, i.e. new buildings and sheds will be constructed for the proposed
grain based distillery project.
i) Residential Area (Non-Processing Area):
No residential area is envisaged in the proposed project.
ii) Green Belt Area :
33% of total project area i.e. 3.3 Acres of land will be utilized as green belt are and will
be developed and maintained.
iii) Social Infrastructure:
All infrastructure facilities are existing in the vicinity of the project area within 10 km.
radius.
iv) Connectivity
Proposed grain based distillery project of M/s Aegis Beverages Pvt. Ltd., (ABPL) is
coming up at Vill. Kirna, Block Mungeli, Dist. Bilaspur.
Project site of ABPL is accessible through NH 130 from Bilaspur. Nearest railway station
is at Bhatpara on Howarh Mumbai Section.

v) Drinking Water Management :
Borewell will be used as drinking water source for the proposed distillery project.
vi) Sewerage System:
All the industrial waste water to be generated from the proposed distillery project will be
recycle & reuse within premises after treatment. No industrial waste water will be
discharged outside project premises.
vii) Industrial Waste Management:
Waste Water Generation & Treatment ; All the generated water water will be treated inside the distillery premises by MEE &
ETP and will be recycle & reuse within the premises.
Air Pollution:
For proposed distillery project air pollution control system will be installed at all strategic
locations.
viii) Solid Waste Management:

7) Rehabilitation & Resettlement (R & R) Plan:
All the land for the proposed distillery project of Aegis Beverages Pvt. Ltd. is purchased
from local villagers on prevailing market price, so there is no need of any new
Rehabilitation and Resettlement (R&R) Plan.
8) Project Schedule & Cost Estimates:
i) Likely date of start of construction & likely date of completion.
Project activities will be started immediately after obtaining Environmental Clearance
from MoEF & CC, Govt. of India. Construction activities will be completed within 8 - 12
months time after start.
ii) Estimated Project cost along with analysis in terms of economic validity:
Total Estimated Cost of proposed distillery project is Rs. 44 Crores.
9) Analysis of Proposal (Final Recommendation):
(Financial & Social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.) After establishment of proposed distillery project in the region direct and indirect
employment avenues will be created in the nearby areas. Approx. 50 nos. of manpower
including officers, management personnel and workers etc. will be employed after the
establishment of the distillery project.
Moreover, State Govt. will get additional revenue in the form of taxes due to proposed
distillery project and surplus power of approx 2.5 MW will be outsourced to Govt. Grids
for public distribution.
