What Does the Industry Need?
• A single tool for: – Safety analysis, emergency planning, technical support
and training organizations – Desktop, classroom, and full-scope simulators – Multi-unit site scenarios from normal operations to
EOP, SAMG and EDMG – Ease of coupling with plant desired codes, such as dose
• An essential tool to meet regulatory requirements (e.g., NTTF) in post-Fukushima
• Reducing costs and risks with intuitive tool set to facilitate training, drills/exercises, analysis, and V&V

procedures, severe accident management guidelines (SAMGs), and extensive damage mitigation guidelines
• 9.3 - Emergency preparedness regulatory actions (staffing and communications)

Tier 3 NTTF Recommendations
• 9.1/9.2 - Emergency preparedness (EP) enhancements for prolonged SBO and multiunit events (dependent on availability of critical skill sets)
• 9.3 - ERDS capability (related to long-term evaluation Recommendation 10)
• 10 - Additional EP topics for prolonged SBO and multi-unit events (long-term evaluation)
• 11 - EP topics for decision making, radiation monitoring, and public education (long term evaluation)
• 12.1 – Reactor oversight process modifications to reflect the recommended defense in-depth framework (dependent on recommendation 1)
• 12.2 - Staff training on severe accidents and resident inspector training on SAMGs (dependent on recommendation 8)

Key Points
• Need to work with PRA and EP groups – PRA group has MAAP Models (this is the standard) – EP need these tools first and are developing responses to the
Recommendations (Flex, SAMG) – Model is important – Then training
• May not need full-scope integration – Start with single unit desktop (include Flex, etc.) – Then expand to multi-unit/site model with fuel pool, etc. – Use for validating updated procedures (demonstrate
effectiveness) – Expand interface for training of decision makers and
stakeholders – Then maybe integrate with full-scope simulator
• All desktop work is applicable so investment is not lost
