MPG-06 batch of MIT -School of Government started on 5th September 2010 coinciding
with Teachers' Day. The Chief Guest for the ceremony was Mr. Sunil Tatkare Hon'ble
Finance Ministers, Maharashtra. On the occasion of Teacher's day 6 teachers from
MAEER's Group were felicitated by Chief Guest Mr. Tatkare. The dais was graced by
some noted personalities like senior journalist Mr. Madhukar Bhave, Mr. Abhijeet pawar
head, Sakal Group, Pune, Mr. Prakash Joshi- Founder Member MAEER's Group, Mr.
Sharadchandra Darade Patil, Dr. Mangesh Karad, Managing director, MAEER's group,
Prof. Vishvanath Karad Founder President MAEER's MIT Group and Mr. Rahul V.
Karad, founder and Dean MIT School of Government.
Mr. Rahul Karad welcomed all participants and their family members along with
distinguish guests and explained the need and the work of MIT School of government and
appreciated the efforts taken by Sakal group in political and social life of the country. He
also shared his experience with audience in the field of administration and politics. Mr.
Vishvanath Karad Founder, President of MAEER's group blessed participants and wished
this course a great success. As a part of convention, Siddhesh Naik MPG 04 batch and
Melchior D'souza alumni of MPG 05 expressed their views about the course and extended
warm wishes to the new batch.
In a presidential speech Mr. Madhukarji Bhave and veteran Journalist commended the
work done by Mr. Tatkare from konkan region and also described the legacy of Konkan
region to give finance minister at national and state level.

In inaugural speech Hon’ble Mr. Tatkare mentioned about the need of good politician for
conducting good developmental issues in various parts of the country. He also stressed
upon the need of school of government for nurturing the budding politicians. He
expressed his wish that a day will come the Prime minister of this country will be an
alumni of MIT School of Government.
The function was anchored by Mrs. Vanishree Ramnathan and Vote of thanks was
proposed by Gp. Capt. D. P. Apte, Director MIT School of Government.

DESIGNATION: Private Secretary to Union Minster of State for Agriculture
SUBJECT: Role of Bureaucracy and All India Services
On Day 1 on lecture, he discussed the meaning of bureaucracy and asked students views
about bureaucracy. After knowing students' views, he guided students about bureaucracy,
its role and functions. He interacted with students' about public administration, structure
of civil service, division of powers, constitutional provisions regarding civil services etc.
The lecture was followed by question-answer session.

DESIGNATION: Private Secretary to Union Minster of State for Agriculture
SUBJECT: Bureaucracy and policy making
On Day 2 of lecture, Dr. Balasundaram discussed bureaucracy and
policy making. He said, "Policy is something which not only
government practices, but there is common people agenda in
policies. It is principle of action." He guided students on how
policy works, sources of policy, resolutions, role in judiciary in
framing policy, role of media in formulating policies, how policies
are derived in our constitution etc.

DESIGNATION: Deputy Commissioner of Police, Pune City (Traffic)
SUBJECT: Traffic Management in Pune City
Mr. Manoj Patil had an interaction about traffic discipline
with the participants. According to him, drink and drive,
rash driving and talking on phone while travelling are the
worst traffic violations. He feels that at every junction, a
traffic expert needs to do research and come out with a
solution. He said that if a driver is careful about driving than 50% of accidents can be
prevented. At the end of his lecture, he answered to the questions of participants.

GUEST SPEAKER: Mr. Dhiraj Singh
DESIGNATION: Program Consultant to Hon’ble Speaker, Lok Sabha
SUBJECT: A brief insight into the programming of Lok Sabha
In his address Mr. Dhiraj Singh stressed on the importance of
parliamentary democracy and how the initiative taken by Mr.
Somnath Chaterjee, former Speaker of Lok Sabha brought the
proceedings of the parliament closer to the public domain. This
also introduced the parliamentary procedures to the common
man. This is unique in the world in terms of telecasting the
parliamentary proceedings through an exclusive TV Channel
dedicated to Parliament. Lok Sabha TV is answerable only to
the honorable Speaker which gives it a unique position in wake
of proliferation of various channels.
Mr. Singh also mentioned some of the technical details concerning the studio set up and
how this technology can credibly work during the busy hours of parliament without
disturbing its procedures while covering all its proceedings. This channel provides
coverage of the activities of every parliamentarian so that people of their constituency is
informed about their performance of their representatives and can also monitor whether
he or she is raising the questions/issues concerning their welfare or not. This channel as
an exclusive
parliamentary
channel can
also be termed
as a precursor
to the Right to
information.
He also
stressed upon
the feedback
he received from country’s youth about this channel and that it reaches the grass roots of
this country.

GUEST SPEAKER: Mr. Rajendra Singh
DESIGNATION: Founder of Tarun Bharat Sangh
SUBJECT: The journey of the Water Man
Mr. Rajendra Singh, a veteran activist and an icon in water
resource movement was on a day visit to the MIT School of
Government. He addressed participants of MIT-SOG in the
first half on the field on the issue of dead rivers and explained
some geographical aspects of land water. During the post lunch
session Mr. Rajendra Singh addressed the participants in the
classroom. In his address he explained the basic concepts of Global Warming and its
impact and also presented a case of some of the villages of Rajasthan which were facing
heavy water shortage. Later he briefed the participants about the work of Tarun Bharat
Sangh and how its activities ushered in a magical change resulting in those villages having
surplus water in during the summer season. He expressed deep concern at the menace of
deforestation and how it has affected the water table. Some of the traditional methods of
securing water conservation and reducing soil erosion were debated. He also underlined
the importance of experience and practical education in his line which he learned from
illiterate people of a village from Rajasthan. The session was very lively with informal
interactions and discussions.

DESIGNATION: Scholar and Veteran Communist Activist
SUBJECT: Indian Democracy – A Leftist Perspective
Prof. Dilip Simeon addressed the
participants at the MIT School of
Government, on the significant issues that
confronted India during its pre-
independence days and the subsequent
developments in the post-independence era.
He expressed his concern on the prevailing
socio-economic crisis in the remote areas of India with particular reference to Uttaranchal
and Jharkhand, underlining the issue of Naxalism.
He called for a dispassionate understanding of the role of the political leaders and freedom
fighters of the country, so that one can approach the issues after being abreast with the
factual history and transcend prejudices. He also advised participant to study history in a
comprehensive manner while arriving at conclusion on issues that are vital to the Nation’s
interest. While accepting his leftist
ideological orientation he also reiterated
his faith in parliamentary democracy and
emphasized that Left extremist/naxalites
must shed violence and renounce arms.
He called for good governance to benefit
all the sections of the society and
supported use of technology in curbing
corruption, leading to transparent governance system.

DESIGNATION: General Manager, YASHADA
SUBJECT: Indian Bureaucratic System
Mr. Sanjay Chahande General Manager of YASHADA, delivered a lecture on ‘Indian
Bureaucratic System’ at MIT School of Government on 31st May 2011. He talked about
politics, professionalism, model of development, and many other things. The lecture was
followed by question-answer session.

GUEST SPEAKER: Mr. James Michael Lyngdoh
DESIGNATION: Former Chief Election Commissioner
SUBJECT: Tackling corruption and Role of Civil Society.
In his guest lecture on tackling corruption and the role
of civil society at the MIT School of Government, Mr.
Lyngdoh lamented the cyclical movement of money,
where in corporate houses were funding political parties
and seeking political patronage. At the same time the
state was subsidizing the costs for the corporate sector,
through land acquisition and tax holidays. In other
words the state has been waiving of large amount of
money which the corporate sector owed to the state.
Secondly he cautioned against the blatant misuse of land acquisition laws wherein there
has been large scale plunder of natural resources by private sector and facilitated by the
state by a systematic abuse of the land acquisition law. This has resulted in a scenario of
no governance anywhere.
Moreover the private sector has
infiltrated various departments
of the government.
Angering to a series of
questions from the audience
Mr. Lyngdoh opined that even the richest people even cannot live without government
and that the political class is afraid of the Jan Lokpal since it could deeply curtails their
sphere of influence and misuse of power. But he also added that while the framing of RTI
involved the active role of the government, so was not the case with the Jan Lokpal hence
it explains the indifference of the government towards it. The government is dishonest
about the Jan Lokpal Bill. On the role of EVM he stated that they were foolproof as they
are run on single chip with single program, and thus cannot be tampered with. He also
stated that while electoral victories are determined by few number of votes, the option to
have ‘None of the Above’ is not being implemented by the politicians as it would portray
them in poor light.

DESIGNATION: BJP Vice-President, Mumbai
SUBJECT: Women’s Empowerment through Reservation
"Reservation for women has always been a most talked and
debated topic", said Dr. Manisha Kayande during her lecture.
She told brief history about women association with
independence movement, women's participation in history
and social awareness. Later, she talked about current scenario
regarding women in parliament. She said, "The male
dominance in party is still keeping women away from
politics".
She discussed about representation of women in Lower
House of Indian Parliament from 1st to 15th Lok Sabha,
women in Rajya Sabha. She gave examples of neighboring countries regarding women’s
representation in South East Asia where women's representation was higher than in India.
At the end, she interacted with students regarding reservation for empowerment of
women.

GUEST SPEAKER: Mr. Shantanu Bhagwat
DESIGNATION: Political Activist
SUBJECT: Politics
Mr. Shantanu Bhagwat interacted with students about the politics. He guided the students
and talked about why students want to get into politics; what will it take to win and
equipping them with the knowledge and tools to lead India.
He discussed and asked students their views on issues like poverty, corruption, reality of
politics, bribery, transparency in system, laws and its enforcement, critical strategic
concerns, terrorism, art of communication etc. He shared his own experiences to shape
students views on the occasion.

Shindewadi
Beginning from the Grassroots:-
Visiting Shindewadi village in Maval Taluka near Pune was an insight giving and
educative experience for the MPG-06 batch participants as it introduced them to the basic
unit of Indian administration and politics. On 30th September participants of MIT-School
of Government criss-crossed the Shindewadi village that spread in three localities. The
emphasis of the visit was to understand the political and administrative set up at village
level.
As the participants landed in Shindewadi they were warmly welcomed by the men and
women at the very entrance of the village. They put Kunkum on the foreheads and folded
their hands to greet the guests. It was followed by two hour interaction in the Gram
Panchayat hall wherein Ashok Lavande,
the young Sarpanch, Shirish Sonwane,
the Deputy Sarpanch and B N Botre, the
Gramsevak explained the different
aspects of village development and their
respective role in it.
The most important outcome of the
discussion was the role and scope of Gramsabha in the village administration. Though
Gramsabha has been given immense importance by the 73rd amendment, in reality, its
resolutions are not considered by the Panchyat Samiti and Zilla Parishad. When the
Gramsabha of Shindewadi passed a
resolution demanding roads in the
village they were provided with a
graveyard instead which was not
urgently required.
The Shindewadi village has bagged the
award in ‘Tanta Mukta Village campaign’
(A village free form dispute) scheme initiated by the Govt of Maharashtra. The financial
propriety by maintained by the Ggram Panchayat is transparent at such level that not a
single application has been made by the villagers under RTI. In fact, the photocopies of all
the transactions are given in each house.

The relation between the Gramsabha and Gram Sevak too are too cordial in
Shindewadi. B N Botre, the Ggramsevak explained that his role was to explain all the
developmental schemes to the members of Grampanchayat and he does it honestly. Thus
the relations between the elected and appointed class need to be is disharmony as is the
case in most of the villages. The participants also glanced thorough the 7*12 document
which is the basic land record and discussed about its significance.
A peculiar thing about Shindewadi was that the elected body of Grampanchayat
belongs to no leading political party of the state. They all are independent candidates
supported by ‘Yukrand’ (Yuvak Kranti Dal), a non-political organization which is quite
an exceptional incident.
The visit to Shindewadi proved to be more than a study visit and everyone returned
establishing their connection with the grassroots.

Knowing a ‘State’ of India:-
A weeklong visit from 9th to 17th October
to Madhya Pradesh was truly an insight
giving and educating experience for the
MIT-SOG participants. The major
outcome of the visit has been the
institutional understanding of the state,
an insight into the minds of political
leaders across the parties, interaction
with the citizens and the other prominent members of civil society.
The interaction began with the
veteran socialist leader Raghu Thakurji
who the co-activist of J P Narayan and
Ram Manohar Lohiya. Interaction with
him revealed the need of socialist
principles in the society gripped by the
fever of market economy. It was followed
by a meeting with Shri Babulal Gaur, the
former CM of the state. He has been the MLA for the nine times wish to continue in the
future. He explained about the developments in state since the last decade. They also had
an interaction with Krishna Gaur, the
mayor of Bhopal city. She spoke about
slum rehabilitation and challenges of
urbanization.

In the interaction with Prabhat Jha, President BJP, Madhya Pradesh and member of Rajya
Sabha who shared his experiences and
guided participants on how to acquire and
learn the skills to became a successful
political leader in social and political
domain. Shri. Nand Kumar Singh
Chauhan, office in-charge of BJP state
office organized a guided tour of BJP
headquarters and guided students on
working of BJP in Madhya Pradesh being a ruling party in Madhya Pradesh. They were
exposed to all activity cells such as Youth, Minority, Women, of Madhya Pradesh
Headquarters.
The purpose of the tour was also to understand the historical and cultural
understanding of Madhya Pradesh. A visit to Bhimbethka the archeological world
Heritage site declared by UNESCO provided an insight into the cultural understanding of
2000 year old tribal paintings and remains of tribal legacy of Incredible India. The
participants also visited the Sanchi stupa built during the Ashoka era.
The most memorable interaction during the tour that impacted on the minds of
participants was with Kalpanatai Parulekar,
the agricultural activist and MLA of
Congress. She shared her experience of
various movements led by her and resistance
she faced from some vested interests. The
tour would have been incomplete without a
visit to the Chief Minister of the state Shri
Shivrajsingh Chauhan. He informed the participants about a distinct scheme called ‘Lok
Seva Guarnatee Scheme’. It is an attempt to make the bureaucracy more accountable,
efficient and pro- public. Under this scheme
the applicant has to be responded within a
week, if not, the respective officer is subjected
to financial penalty which is given to the
applicant. The moments spent with the father
and the brother of the Chief Minister at his
native village Jait was also a different experience altogether.

Brijmohan Shrivastav, the State President of NCP explained the possibility of the third
front in Madhya Pradesh where the bi-polar politics is more a reality. In a meeting with
Forest Minister Sartaj Singh, participants were educated on the ‘Save Tiger Project’. But
the other interesting fact that came to the fore during the interaction was that to work
in public domain the only condition is your commitment. The obstacles like caste and
religion can no longer be constraints for a committed political worker.
Participants were also led to Dev Khajuri
village in Sagar district by the officials of
Jan Abhiyan Parishad of MP Government.
The Parishad is an interface between the
NGOs and the state government. It
informs NGOs about all the schemes
about the government and co-operates
with them. Apart from government bodies and officials the participants also met some
prominent members of civil society. One of them was Abdul Jabbar, the activist of
pressure group for rehabilitation of Bhopal gas tragedy victims. They visited some
suffering victims and the slums in the vicinity. They also interacted with the Vice
Chancellor of Makhanlal Chaturvedi Journalism University.
Ajay Singh, the Congress MLA and the son of Arjun Singh, the senior Congress leader
explained to the participant about the failure of Congress party in Madhya Pradesh in last
two elections. According to him, it was
because of internal feuds and factionalism in
the party. Talking about dynastic politics he
said that it doesn’t always help for the
individual though it helps in the take off
stage.
When participant went to meet the Arif Akil, the minority leader of Congress party he was
busy in a police station regarding a murder that had recently happened. But he found time
and joined the participants. He said that a political worker has to know his priorities that
make him more responsive and likeable among the people. The visit to Madhya Pradesh
was thus a great learning experience where the participant could experience the ground
realities in politics and civic life. From Chief Minister to Aaam Admi participants could
interact and know them in person.

MIT School of Government
(MIT-SOG) organized the
convocation ceremony for its
sixth batch of Masters Program
in Government, students. The
sixth batch students took part
enthusiastically in the
convocation ceremony, which was held on June 23, 2011 at MIT campus, Pune. The
students were given the MPG-06 certificates by at the hands of Hon'ble Speaker of Andhra
Pradesh Legislative Assembly, Mr. Nadendla Manohar.
Mr. Nadendla Manohar was the chief guest while Mr Bhai Jagtap, Member of
Legislative Council, Maharashtra, was the guest of honour. Founder and Executive
President of World Peace Centre, MAEER'S MIT, Prof Vishwanath D. Karad and Mr.
Rahul Karad, Executive Dean and Chief Initiator, MIT-SOG, were also present on the
occasion.
Mr. Nadendla Manohar said that politicians in the country must work on improving
sanitation, drinking water and basic infrastructure on a priority basis. Mr. Jagtap said,
"Politics has become a career option today and one must have a professional approach to it
like any other field". The convocation concluded with vote of thanks by Prof. (Gp Capt) D.
P. Apte.
