Project Overview
• ITS is seeking to partner with a well-established, experienced, and
solutions-driven company that provides on premise Infrastructure-as-
a-Service (IaaS) systems with management capabilities.
• The requested solution is to modernize the State’s existing shared
virtual infrastructure for compute, storage, top of rack networking,
and specified database and server software that support many of the
State’s mission critical applications.
• The selected Vendor’s IaaS solution will be housed at the State’s
primary data center located in Jackson, MS, with co-processing on
matching high availability, disaster recovery, and backup
infrastructure to be housed at an Ancillary Data Center located in
Starkville, MS.

Project Overview
• The overall project is divided into multiple phases.
• Phase 1:
• Implement Vendor’s hosted on premise solution in the State
primary data center.
• Migrate current agency workloads from the State’s existing
shared virtual infrastructure to the new Vendor managed
infrastructure solution.
• Obtain a steady state by migrating the current virtual environment
to the Vendor’s proposed hosted environment.
• Deploy Vendor hosted co-processing infrastructure in the
Ancillary Data Center to accommodate replication of offsite data.
• Decommission the State’s existing virtual environment once all
service migration is completed.

Project Overview
• Phase 2:
• Vendor will deploy additional capabilities in the State’s Ancillary
Data Center to accommodate agency capacity requirements, as
well as Business Continuity and Disaster Recovery needs as
specified by the agencies.
• ITS and Vendor will work with the state agencies to right size and
optimize their specific hosted environments.
• Develop and implement an on-line portal to accommodate
agency requests, performance monitoring, and expense
reporting.
• ITS and Vendor will work with the state agencies to determine
additional needs for high availability, disaster recovery, and
backup.

• Phase 3 (Future):
• ITS and Vendor will cooperatively investigate and establish a
Vendor managed public “cloud” brokered solution for transitioning
agency applications to these services as requested by the
agency.
• ITS and Vendor will work with the state agencies to evaluate
applications for “cloud readiness” and provide recommendations
to remediate deficiencies.
• ITS and Vendor will work with the state agencies in transitioning
“cloud ready” applications to the brokered solution.
• Expand the on-line portal to include additional service catalog
offerings.

• Target completion dates for each phase:
• Phase 1 - 90 days from project start
• Phase 2 - 180 days from project start
• Phase 3 – TBD

Project Overview
• Contract Term - Six (6) years with two (2) optional two year
renewals.
• Purview – State agencies, but contract made available to other
governmental entities (schools, libraries, community colleges,
universities, governing authorities)
• Infrastructure Housing Environments - State’s primary data center
located in Jackson MS, and ancillary data center located in Starkville,
MS.
• ITS will provide floor space, power, environmental, and connectivity
within and between data center locations.
• Provide details on the product infrastructure technology being
proposed.

Evaluation Overview
• Scoring is covered in Section VII Technical Specifications, Item 20.
• Scores are given based on a 10-point scale.
• Vendors must respond with “Acknowledge”, “Will Comply”, “Agreed”,
or “Exception”, on every requirement in Section VII.
• Non-Cost = 65 points; Cost = 35 points.
• Mandatory requirements must have a meaningful response.
• Taking exceptions to Mandatory requirements will face elimination.
• Evaluation is based on compliance with technical specifications and
great pricing.
• The combination of the best technical solution and lowest cost is the
key to being the selected vendor.
