James Sullivan, Rutherford County Schools 8. FACILITIES (TAB 2) A. Stewarts Creek High The staff at Stewarts Creek High has requested to install a canopy to protect the school’s UTV’s. This canopy will be located near the rear loading dock and will be attached to the building. Engineering and Construction has reviewed the proposed location and finds it acceptable for this purpose. The cost for this canopy will come from the school’s general fund. Recommend Approval ‐‐‐ motion to approve the addition of a wall mounted canopy to protect the schools UTV’s as presented. B. Stewarts Creek High Baseball and Softball The staff at Stewarts Creek High has requested to begin planning and fund raising to construct a hitting facility for baseball and softball. This facility has yet to be designed, but the location has been reviewed by the Engineering and Construction. This facility will be at no cost to the Board and will be of similar size to other school’s structures. After Board approval, the final building design and plans will need to be brought back for approval. Recommend Approval ‐‐‐ motion to approve the concept to begin raising funds for a joint use hitting facility for both baseball and 9. INSURANCE UPDATE

5. VISITORS
Michael Schmidth, Allison Bloodworth and Michael Belden, citizens, addressed the Board regarding the Foxland Drive traffic flow at the Stewarts Creek Schools. Mr. Tyson Hoppe, representing the REA, thanked the departing Board Members, Wayne Blair and Aaron Holladay, for their services.
6. FACILITIES
A. Smyrna Middle School Additions and Renovations Change Order
Sain Construction Company has submitted an Additive Change Order in the amount of $12,780.00 for additional scope of work during the Smyrna Middle School Additions and Renovations Project. The additional scope of work consists of but not limited to the excavation and pouring of concrete storm water swells located in the front and rear of the building. This would change the contract amount for the construction of Smyrna Middle School Additions and Renovations from $10,207,367.00 to $10,220,147.00.
Motion made by Mr. Blair, seconded by Mr. Hodge, to approve Additive Change Order submitted by Sain Construction Company. Vote: All Yes B. New School Sites Due Diligence 1. Site Layout Engineering and Traffic Impact Study At the request of Gary Clardy, Goodwyn, Mills, Cawood and Perry Perry Engineering have submitted a quote for various proposed school sites in Rutherford County for due diligence before purchase of the sites by the Rutherford County School Board.
The Scope of these services include preliminary site plans, zoning ordinance research and traffic impact studies for a cost not to exceed $10,000 per site. Also, reproduction, printing, copying, overnight deliveries and travel are included in this lump sum fee. This is a professional service.

Motion made by Mr. Holladay, seconded by Mr. Estes, to approve the Site Layout Engineering and Traffic Impact Study. Vote: All Yes 2. Surveying and Topographical Contours, Utility Location At the request of Gary Clardy, Brown Land Surveying Inc. and Ragan-Smith Associates, Inc. submitted their rate schedule for surveying of various proposed school sites in Rutherford County for proposed school buildings. Due to the current work load of surveyors, we are bringing forth these two different companies for approval. This is a professional service.
Motion made by Mr. Young, seconded by Mr. Hodge, to approve Surveying and Topographical Contours, and Utility Location. Vote: All Yes 3. Geotechnical Testing and Environmental Study
At the request of Gary Clardy, Collier Engineering Co., Inc. has submitted a proposal for geotechnical and environmental services for proposed future school sites for Rutherford County Schools.
The not to exceed prices are as follows:

The breakdown for these prices are presented for the Board’s examination. Also presented for the Board’s examination are examination are current rate schedules from Collier Engineering Co. Inc., that were requested by Mr. Lee earlier. I am asking for approval of these rates for use on this proposed property or any changes that may take place for the purpose of expediting the purchases. These rates include proposed geotechnical, proposed material testing and survey fee rates. These are all professional services.

Motion made by Mr. Holladay, seconded by Mrs. Moore, to approve Collier Engineering Co., Inc. for geotechnical, environmental, material testing and surveying fees. Vote: All Yes 4. Appraisal and Property Comps At the request of Gary Clardy, Johnny M. Sullivan, SRA has submitted a proposal for appraisal of proposed school sites for future Rutherford County Schools. The fee for an 85 to 125-acre tract will not exceed $3,000 per site. This fee includes a complete appraisal report with property comps. This is a professional service. Motion made by Mr. Hodge, seconded by Mr. Blair, to approve Johnny M. Sullivan, SRA for Appraisal and Property Comps. Vote: All Yes 5. Soil Type and Porosity for Wastewater Disposal At the request of Gary Clardy, Lonnie Norrod Professional Soil Scientist submitted a unit price for soil testing for wastewater disposal at proposed school sites for new school buildings. His not to exceed price is $50 per acre for preliminary work and $550 per acre for a Water Resources Soil Map for the final wastewater system design. We will do preliminary testing on all proposed sites to see if they are worth pursuing for future school sites. Motion made by Mr. Young, seconded by Mr. Holladay, to approve Lonnie Norrod Professional Soil Scientist for preliminary and Water Resource Soil Map work on proposed school sites. Vote: All Yes 7. FINANCIAL MATTERS
2018/19 General Purpose School Amendments – Fund 141 A. Board Member Fees The Rutherford County Commission raised the pay for the newly- elected County Commission and School Board on August 16, 2018. This is the first increase in twenty years. The first meeting of the month will

be $500 instead of $300. Other meetings in the month will be $250 rather than $150. The Commission funded this change by amending $64,810 from our unassigned fund balance to cover this change to the 2018/19 General Purpose School Budget. The Board needs to approve this use of its fund balance. This amendment will not need to be sent to the Commission. Motion made by Mr. Blair, seconded by Mr. Young, to approve the amendments to General Purpose School Fund balance. Vote: All Yes B. Donations and Appropriations from Fund Balances This amendment uses $56,575 in donations and $18,900 in fire insurance proceeds that have gone to fund balance accounts and a new $30,000 donation from the Jennings Jones Foundation to the Spectrum Program to fund the expenditures related to this $105,475.

8. RUTHERFORD COUNTY DIRECTOR OF SCHOOLS’ GOALS
Goal 1: RCS will prepare students for college and career readiness by increasing the average ACT composite score by 0.3 points, and increasing EPSO opportunities while maintaining a high graduation rate above 95%.

Goal 3: RCS will increase math achievement to exceed the single AMO target, double AMO target and increase value-added scores to ensure that all students are demonstrating growth. Students will be prepared for the next grade level expectations.
Goal 4: RCS will recruit, retain and grow effective teachers, building leaders and district leaders to support our growing diverse student population.
Goal 5: RCS will implement strategies to ensure all students will receive a well-rounded education and will have an opportunity to learn in a safe orderly environment.
Goal 6: RCS will engage stakeholders throughout our district through a series of townhall meetings. Information concerning the mission, goals and day to day operations of the school system will be disseminated during these meetings. Feedback will be sought to provide opportunities to identify the strengths of the system and areas in which we can improve. Our goal is to develop partnerships and produce strong advocates for our school system.
Goal 7: The Director of Schools will assist the Board in making decisions that positively impact the mission of the Rutherford County School System. Resources that will be used in meeting this goal will be provided through clear communication, annual trainings and leadership by the Board Chairman.

6. TITLE-RECOGNITION OF SCHOOLS FOR TENNESSEE SAFE STARS
Rutherford County High Schools have been awarded Gold Level recognition as Tennessee Safe Stars leagues. Safe Stars is a new effort to recognize Tennessee youth sports leagues with high standards of safety for athletes. This summer, Safe Stars expanded its scope to recognize schools for their outstanding safety policies and Rutherford County Schools are the first educational institutions to receive recognition from the program.
The Tennessee Safe Stars was awarded to the following schools: Blackman High
School, Central Magnet School, Eagleville School, Oakland High School, Riverdale High School, Siegel High School, Smyrna High School, and Stewarts Creek High School. This is the first year to receive this recognition. 7. VISITORS - No visitors.
