The Council met a t 9:30 a.m. i n Committee of t he whole f o r the purpose of interviewing two appl.icants f o r t h e posit ion of Maintenance Foreman, a matter which had been referred t o t h i s Committee a t t h e l as t meeting of t h e Council. The Reeve deferred proceedings u n t i l 9:45 a.m. t o permit a l l members t o take t h e i r seats and at t h a t time a l l members were present with t h e exception of Councillor a r d i e l Reeve Mesbitt i n t h e Chair.

The Reeve cal led the meeting t o order and i n opening the proceedings pointed out t h a t several members of t h e Municipal Employees' Association had indicated t o him t h e i r displeasure with t h e recommendation made t o Council t h a t an employee with less sen io r i ty of employment should be appointed t o the posit ion of Maintenance Foreman, contrary t o t h e provisions of t h e Working Agreement. He a l so pointed out t h a t at no time had t h e C o d t t e e responsible f o r select ing t h e person t o f i l l t h i s posit ion given any concrete reasons f o r its decision but had inferred t h a t t he senior man's services had been unsatisfactoyy and."that he talked too much". Council should discuss t h i s matter f u l l y before t h e men i n question were called i n f o r interview.

A lengthly discussion then ensued during which it w a s pointed out t h a t t h e posit ion of Maintenance Foreman was not subject t o t h e Agreement between t h e Corporation and the Surrey Municipal Employees' Association and t h a t Council could appoint any person it wished t o the position.

Councillor Stagg drew a t ten t ion t o a pa ra l l e l condition which had exis ted when a Foreman had been appointed t o a posit ion i n t h e southern part of t h e Municipality earlier t h i s year and a t t h a t time Council had decided t o accept t h e recommendation of t h e Administrative staff. He suggested t h a t Council should es tab l i sh firm policy as t o how appointments w e r e t o be handled i n future.

A debate arose during which Councillor Kuhn pointed out t h a t Council had not been given sa t i s fac tory reasons as t o why t he Committee had decided t o recommend the appointnent of t h e man with less seniority.

Th i s motion was not seconded and a debate ensued during which t h e Reeve suggested t h a t two members of Council might sit in with t h e Administrative staff when appl icat ions f o r employment were under consideration. w

It was then decided t o recommend t o Council t h a t i n respect t o the f i l l i n g of a l l vacancies i n Supervisory and Administrative posit ions i n t h e service of t h e Corporation, a l l vacancies be advertised i n t h e l o c a l press i n addition t o posting same pursuant t o agreement with the Municipal Employeest Association and tha t all appointments be made subject t o a probationary period of employment.

The two appl icants f o r the posit ion of Maintenance Foreman were then cal led in to the meeting and were advised of the decision reached e a r l i e r i n the meeting t o f i l e a l l applications received f o r the position and t o inv i te new applications f o r same. t o re-apwwhen-the posit ion had been posted and t h a t t h e i r applications would be given due consideration.

Department of Municipal Affairs designed t o solve const i tut ional and administration problems which have ar isen i n the Municipality. A l l members were present. Reeve Mesbitt i n t h e Chair. Mr. J. E. Brown, Deputy Minister of Municipal Affairs was present as arranged t o out l ine t h e Department's pronosals.

The Reeve cal led the meeting t o order and asked Mr. Brown t o speak and out l ine h i s Department's proposals t o t h e meeting.

The Reeve then reminded the Council. of the agreement with the Minister of Municipal Affairs which w a s reached during the meeting with him i n Victoria on the 23rd instant .

"The following is a br ief ou t l ine of a suggested change i n the const i tut ion and organization of t he Municipality of Surrey. It may be considered as an up-grading of t he present urban areas as provided f o r 9n t h e r%unicipal Act1! o r a modified form of county government - e i the r description seems appropriate.

The const i tut ional setup which appears to o f f e r some advantages is a modified ward system consisting of the General Council and a number of Local Councils; t h e loca l Council looking a f t e r l oca l matters r e l a t i v e t o a par t icu lar urban area. of t he municipality would be elected a t large, while t h e members of the general Council would be elected f romthe various areas o r f romthe r u r a l par t w i t h t h e representation being i n proportion t o the assessed

The administrative problems t h a t remain could be se t t l ed i n the following manner. The Local Council Chairman, Deputy Reeve fo r area, i n respect of loca l matters would d i r ec t t p e Municipal Manager in the same way as he is directed by Reeve and t h e Manager would i n carrying out h i s du t i e s see t h a t the S ta f f s assigned t o different areas carry out the work as requested. On ordinary maintenance it appears t h a t S t a f f s a r e deployed by areas now and a r e kni t together by radio telephonic communications. might cause some d i f f i c u l t y is where specialized machinery might be required i n various parts of the municipality and the p r i o r i t i e s of jobs as between on urban area and another would then have t o be se t t l ed a t t h e General Council level .

Brown agreed t h a t there should be some l imi ta t ion incorporated in to the Act which would l i m i t t he s i ze of an urban d i s t r i c t and it was suggested t h a t density of population i n any part- i c u l a r portion of t he Municipality might be used as a guide, with t h e suggest- ion being t h a t no urban area could be created unless and u n t i l population density had reached a minimum of three persons t o the acre. t o give t h i s proposal fur ther study.

Brown pointed out t h a t t h i s matter w a s outside of h i s terms of reference and t h a t he could not discuss the matter in re la t ion t o t h e present problem.

Cormcillor Patterson then spoke and s ta ted t h a t he was prepared t o accept t h e proposals i n pr inciple but t h a t he would have several questions t o ask a t a la ter da te after he had had an o p p r t u n i t y t o study t h e pro- posals . t o give t h e Department's proposals fur ther consideration and t h a t he would submit t o Council as soon as possible a second d r a f t of t h e proposals out- l i n ing i n greater d e t a i l t h e varkous matters discussed a t t h i s meeting and taking in to consideration.various suggestions which had been made during t h e progress of t h e meeting. t o the Council as soon as possible so t h a t t h e matter could be proceeded w i t h without unnecessary delay. agreement on t h e matter i n order that necessary l eg i s l a t ion could be draf ted and presented t o t h e Provincial House at i t s next session.

Discussion then ensued regarding arrangements f o r the meeting which had been convened by Council t o acquaint representatives of t h e various rate- payers organizations and other in te res ted groups with t h e Departmentts proposals and it was agreed t h a t t h e Reeve would a c t as Chairman of t h i s meeting, t h a t M r , Brown would be t h e only speaker and t h a t he would out l ine the Department's proposals t o t h e ratepayers present. Questions would be invi ted from the delegates representing the various groups and an e f fo r t made t o obtain views of the various interested bodies, meeting t o be held

Surrey t o be made the subject of an experiment i n government without adequate study And whereas it i s f e l t t h a t thorough study of these proposals should be made by a selected group of t h e Union of B. C. Municipalities And whereas these s tudies may involve a lengthy period of time BE I T THE;REFORE RESOLVE3 t h a t t h e County Form of government not be consid- ered by t h i s Council. a t t h i s time and t h a t $he Deputy Minister of Municipal Affairs be informed t h a t t b i s Council does not wish t o deal any fur ther with these proposals u n t i l & t a i l e d s tudies have been made by h i s department in co-operation with the U.B.C.M. executive.

A meeting of representatives of t he various ratepayers organizations and various other interested bodies i n the Nunicipality w a s convened by the Municipal Council and was held on the above mentioned date, commencing at 8:OO o'clock p.m., a l l members of t h e Council being present. Brown answered numerous questions put t o him by various delegates.
