Part 2: Planning Approach

We began with some key questions:

1

2

3

What retail uses will enhance vibrancy in our downtown and harness current trends?

How should regulations distinguish between ground floors vs. upper stories or main streets vs. side streets?

Have we missed opportunities due to existing zoning?

1 What retail uses will enhance vibrancy and harness current trends?

Active uses that are supported by office and residential space.

Service uses that will bring consumers of traditional retail into the downtown.

Village must capitalize on trend toward “experientialretail” (dining, shopping, gathering spaces, entertainment and culture)

How should regulations distinguish between ground floors vs. upper stories or main streets vs. side streets?Main Streets: Sloan Street, South Orange Avenue

Downtown Side Streets: all other CBD streets

Distinct Corridor: Valley St, Irvington Ave

2

How should regulations distinguish between ground floors vs. upper stories or main streets vs. side streets?Ground Level: Active uses especially retail, dining, entertainment (“locked door test”)

Upper Levels: Residential, office, services and less active job-dense uses

2

Have we missed opportunities due to existing zoning?

• Gyms / fitness

• ”General assembly” (paint & sip; music school)

• Tattoo / art gallery

• Arcade
