Why an ENoLL PPP?
….to strengthen the Europe-‐wide open RDI ecosystem of the 274-‐strong European Network of Living Labs insCtuConally, financially and in terms of its RDI infrastructure, including new avenues of research and experimentaCon in social and other sciences. This can occur through the consCtuCon of a Public Private Partnership – the ENoLL PPP – to be launched in the final years of the 7th Framework Programme and consequently, this having the potenCal to change dramaCcally the innovaCon landscape in Europe in Horizon 2020.

ENoLL PPP Ini.a.ve • Long-‐term vision: Europe as a dynamic, mul.-‐layer and mul.dimensional Innova.on
ecosystem (Europe 2020 Strategy). • ENoLL PPP ini.a.ve developed during 2010 and publicly announced in Ghent (Dec 2010).
ENoLL Council core group developing ini.al policy paper followed by open and wide consulta.on. Ini.a.ve already supported by the European Commission and the European Parliament
• New global Higher Educa.on and Research network addressing Living Lab needs in par.cular the facilita.on of open user-‐driven innova.on. Training and coaching on LL learning
• Living Labs as Open Access PlaXorms for Large Scale pilot projects with a focus on the social aspects of technology applica.ons. Sustainable Smart Ci.es and Regions
• Alliance with Local, Regional, Na.onal Authori.es to integrate Living Lab innova.on and sustainability policies
• Cross-‐border and cross-‐thema.c collabora.on addressing the key challenges and business opportuni.es at a global scale
• Large-‐scale user behaviour transforma.on through social and societal innova.on

ENoLL PPP – Workplan
Planned ac.ons in two categories: • Strategic Innova.on Ecosystems, large-‐scale pilot
ini.a.ves aiming to s.mulate the growth and development of Living Lab innova.on ecosystems across a broad spectrum of sectors and at different levels of governance.
• Enabling Ac.ons, five strands of ac.vity covering a range of areas that support and reinforce the strategic innova.on ecosystems and defined as: – Knowledge Crea.on – Talent Development, Capacity Building, and Job Crea.on – New Policy Instruments – Interna.onal Coopera.on – Coordina.on, Dissemina.on and Engagement

Strategic Innova7on Ecosystems
• 10-‐15 large-‐scale ini.a.ves with the aim of s.mula.ng the development and growth of innova.on ecosystems, linking the research Community to communi.es of ci.zens, businesses and public authori.es across Europe.
• Projects will include a mix of 8-‐10 IPs with a 7-‐12M budget each and 10-‐15 STREPs with a 2-‐4M budget, selected according to a mul.-‐stage process allowing for the aggrega.on of strategic objec.ves and the mobiliza.on of all relevant stakeholders, and can be of two types: – Thema.c pilots: these focus on a specific social challenge such as health, energy,
or the environment, linking specifically with on-‐going research in the relevant domains. The larger-‐scale IPs of this type will explore their field as a complex mul.-‐level system ie at local, rural, urban, regional, na.onal, EU, and global levels.
– Smart Places: these pilots involve networks of a specific territorial model – Smart Ci.es, Smart Rivers, Smart Regions, etc. – as integrated systems, with a strongly transversal approach with respect to the sectors iden.fied in the thema.c pilots. Specific emphasis will be placed on Local Digital Agendas linked to local and regional communi.es and development strategies such as ERDF regional OPs, EARDF LEADER+, etc. The IPs of this type will build extensive networks .ed to research systems in Europe such as the ERA and the EIT.

Enabling Ac7ons
• Enabling Ac.ons in the ENoLL PPP are structured according to four Strands and one programme support ac.on as follows: – Knowledge Crea.on – Talent Development, Capacity Building, and Job Crea.on
– New Policy Instruments – Interna.onal Coopera.on – Coordina.on, Dissemina.on and Engagement

Strand 1: Knowledge crea7on
• Research required to develop emerging topics that are either not adequately dealt with in other programmes or that require a deep mul.-‐disciplinary (ie cross-‐programme) and mul.-‐stakeholder approach in order to produce relevant results for Living Lab ecosystems
• Projects will consist of one cross-‐thema.c IP, one CSA, and approximately 10 STREPs funded through tradi.onal calls for proposals. The thema.c areas: – Understanding the User Experience – Complex Innova.on Systems – Living Lab Governance – Evalua.on and Impact Assessment

Strand 2: Talent Development, Capacity Building, and Job Crea7on
• Addresses the new challenges for educa.on and learning for the capaci.es and skills required to support diffused Living Lab innova.on ecosystems and the new learning and educa.onal paradigms thrown up by the Living Lab approach itself
• Projects will consist of one cross-‐thema.c IP, one CSA, and approximately 10 STREPs funded through tradi.onal calls for proposals. The thema.c areas: – Innova.ve Learning Systems – Ac.on and Prac.ce-‐based Learning – Skills and Capaci.es – Learning Repository

Strand 3: New Policy Instruments
• Tes.ng new approaches to suppor.ng innova.on in the public interest, as well as promo.ng the uptake of best prac.ce in public administra.ons at all levels
• Projects will consist of one cross-‐thema.c IP, one CSA, and approximately 10 STREPs funded through a tradi.onal call for proposals. The thema.c areas: – Coordina.on of funding sources – Public Procurement – Private financing – Crowdfunding and similar approaches

Strand 4: Interna7onal Coopera7on
• Beyond the possibility of networking with exis.ng knowledge and excellence abroad, this strand aims to capture and incorporate different preferences, needs and meanings of consumers in order to beier adapt products and services to different cultures and regions. ENoLL offers the opportunity to provide services to (re)-‐define, localize and co-‐create ICT innova.ons in different parts of the world, making them truly universal
• One IP at the global level, one CSA, and approximately 10 STREPs • Other features specific to projects in this strand include:
– Special requirements common to interna.onal coopera.on ini.a.ves – Links with relevant EU ini.a.ves in INCO, ENPI, etc. – The par.cipa.ng role for interna.onal organisa.ons such as the UN and its
agencies, the World Bank, etc.

Coordina7on, Dissemina7on and Engagement
• Two CSAs • CSA ac.ng as a suppor.ng mechanism for the en.re ENoLL
PPP programme, par.cularly: – Marketplace/exchange plaXorm between on-‐going projects and with actors external to the programme, including mechanisms such as challenges, crowdsourcing, etc.
– Opera.onal network support and coordina.on – Dissemina.on and engagement (media channels, workshops and events, etc.)
– Recommenda.ons for the full-‐scale ENoLL PPP in Horizon 2020
