President’s Report
I would like to take a minute to thank all the chapter members for put-
ting there faith in me by electing me President and everyone for the help I have
received since joining the Boston Chapter Board of Directors. I hope everyone is having a good
summer and has enjoyed their time off.
Let me take a moment and try to convey my vision for what I hope to accomplish in
the next couple of years, while I am President.
First, as I have been discussing in my earlier articles as VP legislative and VP Techni-
cal that the board has been attempting to start the first ever student chapter at Wentworth
Institute of Technology. I have appointed Al Marzullo our immediate Past President, as Educa-
tion Chairman for the Boston Board of Directors to assist in the formation of the student chap-
ter. The board has discussed this student chapter at great lengths and my feeling is that we
can use this opportunity to create a place where Engineers, Manufacturers and Factory Repre-
sentatives alike will be able to hire Co-op students which are familiar with their industries. This
can be accomplished with assistance of all the Boston Chapter members. The Board will be
asking members to speak in front of the new student chapter. Topics may be about what your
chosen aspect of the business is or to actually instructing the student members in how to engi-
neer systems. This should be a good resource for all employers within the chapter to be able to
hire individuals with experience even though it may be limited.
Secondly, we will be developing a number of new programs to both attract and retain
Boston Chapter members. At this time I would like to ask suggestions of all Boston Chapter
members on the best ways to accomplish these two objectives. If anyone has any thoughts or
suggestions on these issues please feel free to contact me at fneth@cosentini-ma.com.

Technical Report
This year marks the beginning of
“Boston’s Best”
Do you want to learn from the best in the Boston area?
Do you want to understand their tricks of the trade? Do you want to get your hands on those formulas, spread-
sheets, calculations, and application insights that could
make you an even better designer and engineer?
If you want to tap into the local experts, and have
one Tuesday evening a month (the second Tuesday of the
month), you need to come tour 2007-2008 monthly meet-
ings. We have scheduled some great speakers from The
Boston Chapter, and they will be sharing their secrets to suc-
cess, and things to avoid, with the attendees. The programs
for this coming year will be loaded with handouts, that are
time-tested by the best engineers in Boston. We have Joe
Barbera, Blair Chamberlain, Frank Teebagy, Bahig Kaldas,
and Joe Ianessa, to name a few. We also have experts in the
field of water re-use systems design (Brian Hagopian), and for
LEED innovation credits applications for the Plumbing de-
signer/engineer (Mark Warren of SEi Companies). All-in-all, a
number of industry leaders presenting topics that we all need
to use on a continuing basis.
We will begin the year on September 11th with Wa-
ter Re-Use Systems designs, by Brian Hagopian. In October
it’s Water Conservation and LEED innovation credits with
Blair Chamberlain and Mark Warren. In November it’s the
Biennial Product Show with 5 Technical Sessions, including
the Keynote Session with Julius Ballanco, ASPE President,
conducting a course on High-Rise design.
We hope that you’re enticed enough to join us, and
your industry colleagues at a Monthly meeting this year. We
have an energized and innovative group on the Board of Di-
rectors, and look forward to a great year. I look forward to
seeing a lot of new faces this year.
Sit back, enjoy the summer, relax and re-charge,
cause come September we’ll be back in full swing.

Legislative Report
This month’s article will review the Massa-
chusetts Board of Registration of Professional Engi-
neers changes to 250 CMR section 3.04 “Application and Exami-
nations” (The requirements registration in the state of Massa-
chusetts). Changes took effect on March 23, 2007 and were
posted on the board’s website on April 11, 2007. This month’s
article will also review the standing requirements for profes-
sional registration in Massachusetts.
The change is to the “20 Year Rule”, candidates 20
years experience applying for their PE will now have to pass the
PE written exam in order to become licensed, the candidate can
still apply for registration without having passed the Fundamen-
tals in Engineering Exam
Currently, the requirements for registration (PE) in the
state of Massachusetts are as follows:
An applicant must have acceptable education. Acceptable
education is defined as a degree of Bachelor of Science in
Engineering, Bachelor of Science in Engineering Technology
in related engineering sciences or a Masters Degree in Engi-
neering. All three degrees need to be accredited by Accredi-
tation Board for Engineering Technology. Non-accredited
degrees must be approved by the board. The education
requirement, with board approval, can be waived by the “20
year rule” described above.
With each type of accredited degree comes a required
amount of experience. An applicant with a Bachelor of Sci-
ence in Engineering is required to have four years of rele-
vant work experience, an applicant with a Bachelor of Sci-
ence in Engineering Technology is required to have 8 years
of relevant work experience and an applicant with a Mas-
ters Degree in Engineering is required to have 3 years of
relevant work experience. The experience must be full time
and can not include college internships or co-operative pro-
grams.
The applicant for the PE is required to have passed the
Fundamentals (FE) exam, formally called the Engineer in
Training (EIT) exam. Acceptable education for taking the
FE/EIT exam is an approved Bachelor of Science Degree.

I do not think I have ever met nor will I ever meet in my life
time a finer gentleman.
Regardless of what he was associated with, be it family,
business or just everyday chores his belief in “quality and
ethics in all that you do” will always be with me and I am
sure that all of you who knew him will carry this belief and
hopefully pass it on to future generations to come.
His strong belief in his profession should be an inspiration
to all of us. Bernie would always say “good enough is not
good enough” it must be done in good faith and done well.
I can recall speaking to Bernie at a meeting, we were dis-
cussing the military so I asked Bernie if he ever served in
the military, he answered yes, I was an English Major at-
tached to the British Thermal Unit so was his humor.
I never had the honor of working with Bernie but our asso-
ciation through ASPE lasted more than thirty years, during
that time I became very close to him and now that he is no
longer with us in body he will be with me in spirit.
I would like to extend to his family my deepest sympathy not
only in Bernie’s passing but for Virginias as well.
