DIRECTIVE 2014/89/EU establishing a framework for Maritime Spatial Planning (MSP)

Article 10 ‐ Data use and sharing“Member States shall organise the use of the best available data, and decide how to organise the sharing of information, necessary for maritime spatial plans.”

Article 11 ‐ Cooperation among Member States“As part of the planning and management process, Member States bordering marine waters shall cooperate with the aim of ensuring that maritime spatial plans are coherent and coordinated across  the  marine  region  concerned. Such cooperation shall take into account, in particular, issues of a transnational nature.”

MSP EUROPEAN PROJECTS

Shom is involved in 4 MSP European projects:• SIMCelt

• December 2015 March 2018

• Lead on data work package

• SIMNORAT• January 2017 December 2018

• General coordination and lead on data work package

• SIMWESTMED*• January 2017 December 2018

• General coordination and lead on data work package

• SEANSE• February 2018 January 2020

• Lead on data work package

* The project area representation of SIMWESTMED on the Western Mediterranean is indicative and represented without prejudice to maritime claims of sovereignty or jurisdiction of the countries

Data interoperability in Europe at a transboundary scale:

• A common framework: the INSPIRE directive

• But a great diversity of:• Topics• Data types• Data formats• Scales• Symbologies• …

• Experimentation tools: data portal demonstrators

DATA FOR MSP: BENEFITS FROM INSPIRE DIRECTIVE

Common standards across Europe for:• Metadata• Data exchange• Symbology

Possibility to handle multilingual information

Avoid data multiple storage

Ensure accessing to the most up-to-date data

• Web services instability• Temporary unavailability• Permanent unavailability

• Interoperability• Between Software solutions• Between protocols

• Few technical documentation

DATA FOR MSP: ENCOUNTERED GAPSTECHNICAL GAPS

• Uneven INSPIRE directive state of application between MS / Organisms• Metadata unvailable• Data not available in web services• Data unavailable in web services but not INSPIRE-compatible

• Data Licencing• No licence policy available• Many existing licences

DATA FOR MSP: ENCOUNTERED GAPSORGANISATIONAL GAPS

• Data portrayals diversity• Example: Maritime boundaries

• Official sources not matching

• Displaying non-geographicalinformation

DATA FOR MSP: ENCOUNTERED GAPSDATA-RELATED GAPS

• Support to partners on INSPIRE compliancy• Assistance in metadata implementation• Technical support for setting up spatial data infrastructures• Giving access to the tools deployed for publishing data and metadata

• Production of technical documentation among the projects deliverables

DATA FOR MSP: POSSIBLE ACTIONS TO ADDRESS DATA GAPS

CONCLUSION

• Assessing transboundary data interoperability for MSP• Incontestable impact of INSPIRE Directive• Many locks still existing

• Next steps• Connection with other European projects (e.g. EMODnet)• Complete the picture
