Technological development from SESAR and local initiatives
Remote provision of aerodrome ATS (FIS and/or ATC, Alerting Service)
System support (radar sensors, cameras) enabling situational awareness by synthetic reproduction instead of by direct visual observation
RMT initially focused on small size/low traffic density aerodromes

FIS in EU Regulations – Reg.1035/2011
SES Framework: FIS included in ATS
Reg.1035/2011: FIS providers have to be certified with Derogations (a reduced certification scope under specified conditions defined in Article 5)
Article 8b(3) EASA BR: States may allow FIS providers to declare their capability and means of discharging the responsibilities associated with the services provided
Alignment SES/EASA BR to be achieved with the introduction of the ‘SES II +’ package
Provisions in the ANS common requirements and safety oversight thereof under development will implement the EASA BR principles

FIS in the upcoming Opinion
Article 7 implements Art.8b(3) and sets up eligibility criteria for declaration, namely:
• FIS is provided by one working position; or
• The service is of temporary nature, as agreed with the CA
Additional reqs. on the conditions for the declaration are provided in ATM/ANS.OR.A.015(d)
Provision ATM/ANS.OR.A.030 (new in CRD) defines conditions for the continued validity of the declaration
N.B. - when a State decides not to apply declarations, the possibility for a limited certificate applies (see ATM/ANS.OR.A.010)
N.B.2 - definition of AFIS is proposed – ‘flight information service and alerting service for aerodrome traffic at an aerodrome’

ATS requirements - RMT.0464
To develop provisions for the implementation of ERs in BR Annex Vb 2.(c) concerning the provision of ATS
Objectives: • to transpose the relevant ICAO provisions on ATS, thus contributing to their harmonised
implementation, as a basis for EU aviation law;
• to harmonise ATS provisions throughout EU, based on mandatory (IRs) and flexible (AMC and/or GM) requirements; and
• to define proportionate and cost-efficient rules.
Activities
• Analysis and transposition of provisions in ICAO Annex 11, Docs 4444, 7030, 9426;
• Analysis of filed differences; identification of commonalities to be introduced in the EU law;
• Where necessary, identification of new provisions complementing those transposed from ICAO
• Establishing correlation between ICAO provisions and the corresponding EU provisions;
• Ensuring consistency with EU legislation (e.g. SERA);

RMT.0464: Focus on AFIS
• AFIS not established as a ‘standalone’ service by ICAO – Provisions for FIS apply
• Guidelines for AFIS provided by ICAO Circular 211-AN/128
• EASA BR - Objective (Art. 2.2(d):
to assist Member States in fulfilling their obligations under the Chicago Convention, by providing a basis for a common interpretation and uniform implementation of its provisions, and by ensuring that its provisions are duly taken into account in this Regulation and in the rules drawn up for its implementation;
• EASA BR ER Annex Vb: No explicit mandate to specifically regulate AFIS
• Diverse implementation across EU States – No uniform practices to establish a common regulatory reference seem to exist
• The need for regulating AFIS has not been identified by EASA advisory bodies
• The need for AFIS specific reqs. will be discussed by the RMG
• Introducing specific EU measures could require the endorsement of the EASA advisory bodies to amend ToRs of RMG.0464
