1. About Delhi Skill and Entrepreneurship University

The Delhi Skill and Entrepreneurship University (DSEU) has been established through an actof the Legislative Assembly of the National Capital Territory of Delhi, namely the “Delhi Skilland Entrepreneurship University Act, 2019” (Delhi Act 04 of 2020) to provide qualityeducation in applied sciences and skill education. The University aims to equip students withworld-class skill education to enable access to aspirational jobs and inculcate entrepreneurialmindset and entrepreneurship. DSEU shall create a win-win for the youth and the industry byfilling the existing gaps in skill training.

Building on the education philosophy of thinkers such as Mahatma Gandhi and Vinoba Bhave,DSEU aims to integrate the use of the hand, head, and heart for balanced living andengagement in lifelong learning. The focus will be on teaching both self-reliance for life-longindependence and the wisdom towards nurturing and valuing interdependence.

The University wishes to change the existing paradigm of skilling, making skill acquisitionaspirational and providing opportunities to all for skilling, up-skilling and reskilling. Besides,DSEU will support and nurture entrepreneurs and provide quality mentorship to steer theentrepreneurial journeys of those interested, by providing incubation, and handholding.

The University will offer courses to people from all walks of life and empower themarginalized and minority groups by providing them with an opportunity to attain world-classeducation. The University aims to develop aware and well-rounded citizens.

The course curriculum offered at DSEU will be inspired by industry requirements and willhelp graduates to be career-ready. Holistic development at affordable costs will be the aim ofthe University while also ensuring that no student is denied admission due to lack of theirability to pay. The University will provide opportunities of scholarships, freeships andfinancial assistance for getting loans and support from the Delhi government schemes forhigher education.

Candidates applying for Undergraduate courses (B.A./ B.Com./ B.Sc./ BBA/ BMS) have to take themandatory non-proctored interest profiling test called PEG. The test is available online at the Universitywebsite https://dseu.ac.in/dseu-peg-test/ and is free of cost. The test does not require any preparationand takes approximately 40 minutes to complete.

A unique reference number and a PEG report in PDF form will be generated for each candidate.Thecandidate shall be asked to share their PEG report reference number and upload the test report beforemaking course and campus preference.

Step 1- Go to the Admission section on the main menu at www.dseu.ac.in. Select “DSEU PEG Test”.

Step 2- Select “Take PEGTM Test”, take the test and download your test report.

Step 3- Login to your online application student dashboard and select PEG Test for UG.

One (1) additional point to be awarded to a student based on a letter of recommendation from theHead of School (Principal/ Vice Principal). The format for the letter of reference is in Annexure -II. The annexure can be downloaded from www.dseuonline.com. The Principal will need tosubmit the document electronically, duly signed, stamped and scanned to DSEU vide email tolor@dseu.ac.in by 10th August 2021.

12. Physical Fitness

All the students shall be required to submit a Medical Fitness Certificate from a Registered MedicalPractitioner (Annexure: III) at the time of admission. If the student has any mental illness it must bedisclosed including the line of treatment being taken by the student and a certificate from the doctorsaying the student is fit for undertaking studies.

Note: Admission of the student shall stand cancelled if any information supplied or documentsubmitted is proved to be false/ fake at any stage even after admission.

13. Reservation

13.1. Region85% seats in all the courses are earmarked for candidates belonging to the Delhi region and 15% seatsare earmarked for students belonging to outside Delhi region.

13.1.1. Delhi Region Candidates (85% of seats)

A candidate passing the qualifying examination from a recognized School / College / Institute locatedwithin the National Capital Territory (NCT) of Delhi will be considered for Delhi Region only.

13.1.2. Outside Delhi Region Candidates (15% of seats)

A candidate passing the qualifying examination from a recognized School / College / Institute locatedoutside the National Capital Territory of Delhi will be considered for Outside Delhi Region only.

Note: For a candidate, who has passed the qualifying examination through Patrachar Vidyalaya, Delhi/ National Institute of Open School, Delhi (NIOS), the criterion for deciding the region shall be thelocation of his/her centre of examination. In other words, if the centre of examination is located in theNCT of Delhi, the candidate shall be considered under the Delhi Region and if the centre ofexamination is located outside the NCT of Delhi, he/she shall be considered under the Outside DelhiRegion.

13.2. Reservation Policy

13.2.1 Scheduled Caste (SC): 15% of the total seats are reserved for Scheduled Caste candidates.

13.2.2. Scheduled Tribe (ST): 7.5 % of the total seats are reserved for Scheduled Tribe candidates

13.2.3. Other Backward Class (OBC): 27% of the total seats are reserved for Other Backward Class(Non-Creamy Layer) candidates.

Note- Reservation category certificate of candidate claiming reservation under Delhi category seatswill be from the competent authority of Delhi jurisdiction. Certificate of candidates claimingreservation against seats allocated for outside Delhi candidates, will have to furnish the certificatefrom the competent authority to establish their eligibility for reservation under the concernedreservation category.

13.2.4. Economically Weaker Section (EWS): 10% of the total seats are reserved for EconomicallyWeaker Section candidates.

Sub-categories namely ‘Defence’ and ‘Person with disabilities’ are available under each category(General, SC, ST, OB).

13.2.5. Defence : 5% of the total seats in each category are reserved for candidates belonging to theDefence sub-category in the following priority:

Persons with Disabilities (PwD): 5% of the total seats in each category are reserved forcandidates belonging to the ‘Persons with Disabilities’ sub-category in accordance with theprovisions of 'The Rights of Persons with Disabilities Act 2016’ (PWD ACT). All the candidateswho furnish PD certificate from any Government Hospital located in Delhi or Outside Delhiunder the provisions of ‘The Rights of Persons with Disabilities Act 2016, shall be eligible forclaiming reservation on Delhi and outside Delhi seats (based on the location of their qualifyingexam).

xii. Kashmiri Migrants (KM) (Supernumerary): 01 (One) seat over and above the total intake isavailable.Under this category, first preference will be given to a Kashmiri Migrant candidate:a) who has passed the requisite qualifying examination from a school /college / institute located

within the NCT of Delhi;b) whose parents are registered in Delhi up to 11.06.2001 as Kashmiri Migrant; andc) who is residing in the NCT of Delhi.

Note: In case of seats remaining vacant, Kashmiri Migrants settled Outside Delhi will be considered.

14. Seat Conversion Rules

14.1 After exhausting the complete list of PD and CW subcategories, remaining vacant seats in thesesubcategories will be transferred to respective main categories.

14.2 After exhausting the complete list of SC, ST, OBC and EWS candidates, the vacant seats will betreated as unreserved in the Spot Round. The conversion of vacant Outside Delhi Region seats toDelhi Region seats and vice versa will be done only in the Spot Round as per the followingprocedure:

i. If the complete list of ST, Delhi candidates exhausts, then the remaining vacant seats under thiscategory will be filled from the list of SC, Delhi category candidates or vice versa.

ii. If the complete list of ST, Outside Delhi candidates exhausts, then the remaining vacant seatsunder this category will be filled from the list of SC, Outside Delhi category candidates or viceversa.

iii. If the complete list of SC/ST, Delhi candidates exhausts, then the remaining vacant seats underthis category will be filled by creating an equal number of seats in the GN, Delhi category.

iv. If the complete list of SC/ST, Outside Delhi candidates, exhausts, then the remaining vacantseats under this category will be filled by creating an equal number of seats in the GN, OutsideDelhi category.

v. If the complete list of EWS, Delhi candidates exhausts, then the remaining vacant seats underthis category will be filled from the list of GN, Delhi category candidates.

16.1. How to complete (DSEU) Online Admission Application Process?

16.1.2 How to fill the application form?

Step 1: After activation and validation of your Registration on the Delhi Skill and EntrepreneurshipUniversity (DSEU) Portal, you can login into the application portal with your registered mail ID &password.

After login, you will be able to see the dashboard, then to proceed please click “My Application”.

Then you will be able to see the following page with the title "Status of Applications"

Now the Confirmation Popup will appear on the screen, Check confirmation and click on “Add theApplication button”. As shown in the screenshot below.

Now click on Application Details and then you will be able to see the applicant details page.As shown in the screenshot below.

In the Applicant detail page please fill all the required details correctly

Note: Mandatory fields have been marked with red asterisks. They are to be essentially filled to 'Save'the form.

After filling up the application click on the 'Save and Continue' Button given at the bottom.

16.1.3. Photo & Signatures upload:

To upload the image file of your scanned passport size colour photograph and signature, click on the'Upload Photograph and Signature' button available on the left panel. On clicking, you will see thefollowing screen:

After filling up the application click the 'Save and Proceed' button given at the bottom. Now, you haveto fill the required fields of the 'Educational Details', here you have to fill various details of previousexaminations and Click on the 'Save' button to proceed further.

Note: If your result is awaited then click on the “Result Awaited” checkbox button.

After entering the Educational Details press “Save & Proceed” to go to the next section

Class X Subjects & Marks: You need to fill class X marks of all the subjects and then Click on the'Save & Proceed' button. If the subject name is not found then choose “Other” and type your subjectname. If results are declared then fill the marks also here. Please read the eligibility condition of variouscourses as some of them require students to have taken specified subjects at Class X level for becomingeligible for those courses.

Class XII Subjects & Marks: You need to fill class XII marks of all the subjects and then Click on the'Save & Proceed' button. If the subject name is not found then choose “Other” and type your subjectname. If results are declared then fill the marks also here. Please read the eligibility condition of variouscourses as some of them require students to have taken specified subjects at Class XII level forbecoming eligible for those courses

After filling class XII marks an Extracurricular activity page will appear on the screen.Here you can add various extracurricular activities from the drop down list ( maximum 3) and thenClick on the “proceed to next page button”

Note- This is only for the candidates applying for 3-year undergraduate programs.

Now you have to upload all the required Documents as PDF files in the “Document Details'. You haveto choose the file and press on the “Upload button” for uploading the PDF files one by one for eachdocument requested. Only after all required documents are uploaded will you be able to proceedforward.

Now the Course type page will appear on the screen, here you can select the Course Types you want toapply to. Please make sure you read the eligibility conditions properly. Once the right course types arechosen then click on the “Save & Continue” button. As shown in the screenshot below.

Now you can see all the details filled in by you. If everything is ok then click on the I CONFIRM THEABOVE checkbox & Click on the 'Confirm & Submit' button.In case you want to edit some details then click on the Go Back button

After confirming all the details you will be shown the Proceed to Payment button to start the payment process.

16.1.4. How to pay Application Fees?

Step 1: To proceed with the online payment you need to select an online method (Credit Card, Debitcard, SBI Net Banking or Net Banking on other banks.)

Step 2: After selecting an online method and entering various card or netbanking details you will be shownthe 'Proceed to Pay' button then Click on the Pay Now & Submit Application button to complete youronline application process.

After successful payment you can click on the Print button and Save your form for future correspondence.

8. Conduct and Character Certificate from the Head of the Institution from where the qualifyingexamination has been passed/ or from a Gazetted Officer (Original and One self-attestedPhotocopy).

9. Certificate of Medical Fitness to be signed by a Registered Medical Practitioner in the format asgiven in Annexure - III in the Information Bulletin (Original).

10. Undertaking regarding the prohibition of ragging (Annexure: VII)11. Transfer Certificate/School leaving Certificate/ Migration Certificate (Original and two

self-attested copies).12. Declaration/ Undertaking for non-migration (inter-polytechnic/institute) after admission.

Note-1. All the candidates seeking admission under the Person with Disabilities (PWD) quota are

required to bring a certificate from Vocational Rehabilitation Centre (VRC) for Handicapped,9-11 Vikas Marg, Karkardooma, Delhi-92, and for Dyslexia a certificate from Institute ofHuman Behavior and Allied Sciences (IHBAS), Tahirpur Road, Dilshad Garden, Delhi-110095,only as to whether he/she is fit for undergoing the course applied for. No other certificate in thisregard shall be entertained. Non submission of certificate or admission on the basis of wrongchoice filling other than as mentioned in their PWD certificate will lead to cancellation ofadmission”.

2. The OBC (Non-Creamy Layer) certificate is to be issued on or after 01-04-2021. If it is issued

prior to 01-04-2021, it should be accompanied with a Valid family Income certificate issuedon or after 01-04-2021 and is Valid as on 01-08-2021 from the competent authority mentionedin the list of approved authorities.

3. Candidates applying under EWS category, with family Income up to Rs. 8 Lakh per annum andassets as per the Family Income and Asset Certificate Produce Valid Family Income & Assetcertificate issued by competent authority on or after 01-04-2021 and is Valid as on 01-08-2021.

4. Candidates who have passed in the year 2021 are allowed to upload the downloaded mark sheetin order to streamline the admission process. However, at the time of reporting, the candidatemust submit the original mark sheet (along with a copy) issued by the recognized educationalBoard so as to verify the uploaded document.

5. Any following shall be considered for Date of Birth Certificate;(a) Certificate/ Mark Sheet (Original and Downloaded) issued by the recognizededucational board indicating date of birth.(b) Character Certificate issued by the school/educational institute last attended indicatingdate of birth.(c) Admit Card of Matriculation Certificate if the student appeared for the said examinationin the year 2021 and if date of birth mentioned therein.(d) Any other Bonafide Certificate issued by the School/ Board indicating date of birth.(e) Certificate of DigiLocker.

However, at the time of reporting, the candidate must submit the original certificate/ mark sheet(along with a copy) issued by the recognized educational Board/ school indicating date of birthso as to verify the same with the uploaded document in this regard.

6. Income Certificate in case of OBC:(a) OBC candidates who are unable to submit the latest valid income certificate at theclosing date of online form submission then they are allowed to submit a latest validincome certificate at the time of reporting at the institute (those having old certificate).(b) In case of OBC income certificate issued from other state with validity of more than oneyear and if it is valid as on date 01 August 2021 then the same is to be accepted.
