1. Introduction

1.1 Project Background

The New Museum in Western Sydney Project, as described in the New Museum in Western Sydney Extended Final Business Case (the 'EFBC') relocates the functions of the Powerhouse Museum to the Riverbank site in Parramatta. The Project will decommission the existing Powerhouse Museum and collection storage, less the retention of a Cultural Presence, and will create a new flagship facility.

In the Original Final Business Case, all functions of the Powerhouse Museum, including significant collection storage and care facilities, were to be relocated to the Riverbank site. In the EFBC, the majority of collection care spaces, and collection storage for the New Museum will be provided for at a new purpose built facility at the MDC. Smaller labs and collection access and care facilities will be factored into the New Museum in Western Sydney, and into any potential Ultimo facility in order to enable collection management, conservation and incoming exhibition management (object preparation, packing/unpacking, assembling and staging) on those sites.

The additional facilities to be located at MDC will also require the relocation of some staff to the MDC rather than the New Museum in Western Sydney.

1.2 Purpose of Brief

The purpose of this brief is to outline the anticipated scope, budget, available storage space and programme for the additional storage facilities to be planned at the MDC (the 'MDC Storage Project). The work undertaken is preliminary in nature, the brief establishes a budget envelope for the MDC Storage Project, and outlines the likely quantum of the space available on the site. A detailed planning and design phase will be required following a Government commitment to proceed with the Project.

The brief identifies accommodation arranegements for the following functions associated with the MAAS Project:

· Replication of the current Collection Storage Capacity at Ultimo;

· Replication of primary collection conservation and care laboratories;

· Replication of key photography and collection documentation facilities;

· Staff accommodation for all key collections staff across conservation, registration, and image library staff, and additional space for curatorial, researchers and other MAAS staff working on site (approx 48 ppl);

· Metal, Wood and Paint Workshops for exhibition fabrication and construction, including mount making, framing, and crate workshop space etc;

· Staff accommodation for all workshop staff;

· Non-collection storage facilities for crate, display cases, mannequins, and other storage and display support materials and equipment.

1.3 Outcomes

Through consultation with MAAS, the identified storage and collections care space requirement is 7,271sqm. Through high level planning, and with consideration to space and height constraints 6,455 sqm of space has been identified as available for the project requirements. The MDC storage Project will require the construction of a new building, J-store, and the refurbishment of an existing building, A-Store.

The new J-Store will be constructed on the site of the existing G-Store building that will be demolished. The achievable GFA for the new building, due to footprint and height limitations, is 5056 sqm. The estimated capital cost for the new J-Store is $32.5rnillion.The existing A-Store building will undergo refurbishment to enable the construction of additional workshop spaces. The estimated capital cost of this refurbishment is $9.8dion. The total Project cost is $42.31 million. All costs are escalated to 2020 in line with the overall MAAS Project programme requirements.

Following approval of the MAAS Project by Government, the MDC Storage Requirement will require a period of detailed planning and analysis to inform the final design outcomes and capital cost. The construction of the new storage facility is a key component of the MAAS Project, and is critical to achieving the overarching MAAS Project Programme objectives. Timely planning and construction of the new facility is required to enable the move of the MAAS Collection from the existing Powerhouse Museum.

2. Project Requirements2.1 Existing Condition

The Museums Discovery Centre at Castle Hill is the core (large and medium) object storage facility for MAAS, It has a number of different storage buildings onsite and has combined facilities for MAAS, Australian Museum (AM) and Sydney Living Museums.

The following existing buildings on the site, I-Store, A-Store and G-Store are relevant to the MDC Storage Project for the following reasons:

2.1.1 I-store

The MDC was recently expanded with the creation of the I-Store. This facility was the result of a detailed requirements and fitout design process, It serves as the 'model' for the creation of any new collection storage facility. I-Store provides storage capacity for small to medium sized objects. The I-Store building has a building footprint of approximately 3,396sqm, and has 3 levels of storage shared between MAAS, AM and SLM.

The I-store building is the precedent building for the design and cost planning activities for this brief, due to its recent design, specification and construction.

2.1.2 G- Store

Due to spatial constraints on the site, the only available space remaining on the site for the construction of an additional storage facility is the location of the existing G-Store Building. G Store has an existing building footprint of approximately 1,024 sqm. The existing G store contains existing MAAS collection that will need to be accommodated within the final storage outcome, and in the H-Store building on site.

The existing G store will be demolished to enable the contruction of the new J-store facility.

2.1.3 A-Store

The A-Store building is a 2 storey building (with a ground floor and mezzanine floor) that contains existing workshop and collection care spaces. The primary function within the building is an existing heavy engineering workshop(s), with a combined area of 570sqm that must be retained.

The existing A-store building has approximately 1969 sqm of space, and will be refurbished as part of the MDC storage Project to include additional workshop and collection care spaces.

2.2 Storage Requirements

2.2.1 Original Final Business Case

The following collections care and storage requirements were included within the Original Final Business Case. The areas detailed below were primarily derived from the requirement to replicate the facilities within the Powerhouse Museum:

3.1 New J-Store

The Storage capacity of the J-Store is constrained by the existing site conditions. J-Store is proposed on the site of the current Building G. Building G will be demolished and a new building constructed, Town planning advice has confirmed that the building footprint can be increased from 1024sqm to 1,264 sqm as indicated below:

The overall building height for J-Store must not exceed the existing roofline of Building G, the apex line of which is at RL +129.74. This RL acts as a constraint on the vertical dearances in J-Store, which can be seen in the cross section below:

The cross section above models the available height clearances in J-Store. The Ground floor achieves a 6m — 5.65m height clearance on the ground floor. The middle floors (L1 and L2) show that a 3.15m floor-to-soffit clearance will be possible, between the down stand beams. The clearance shown on L3,

between the down stand beams, is a 3.65, floor-to-soffit.

High level massing diagrams have been prepared by Fender Katsalidis architects. These are diagrammatic and provide an overall floor area per level that can be achieved within the new building.The below area schedule comparison describes the area that can be achieved within the new J-Store building. The GFA achieved within the J-Store is 5056sqm. This is less than the briefed area requirement. A more detailed review of spaces to be contained within the

3.1.1 Refurbished A-Store

The A-Store is an existing shed building on the MDC site, which is to be refurbished to accommodate workshop spaces. A key feature of the building are the conservation machinery workshops.

Very high level planning analysis has been undertaken to ascertain the available space within A-Store. The analysis has looked at the area footprints (only) for sqm rate costing, and has not resolved detail planning and relationship mapping. The retention of the existing heavy engineering workshop spaces (A and B on the plan mark up above) results in a shortfall of 836 sqm between space demanded and space supplied. It is also assumed that existing amenities will remain in place. To meet some of this shortfall the mezzanine slab has been extended by

approximately 292 sqm, as described in the sketch provided at Appendix B. The shortfall between the briefed areas of 2531sqm less the total available area of 1969sqm is 544 sqm.
