Railway Board has conveyed instructions vide their letter no.2007/M(C)1202/1.Pt-A dated 04.12.2008 for Self Generating coaches with LHB Shell and ICF bogie fitted with pneumatic suspension at secondary stage. 1.1 In order to assess the riding quality and stability of SG variants of 13t axle load coaches with LHB Shell and ICF bogie fitted with pneumatic suspension in secondary stage, detailed oscillatiorvtiials 'and long confinmatory runs were carried out using standard SG GS (13t) coach to simulate 13t configuration under Tare load of 37.6t, and upto full axle load of 52t, on track maintained to standards other than C&M-I Vol-I. These trials were done upto a maximum test speed of 115 kmph on Oaund- Solapur section of Central Railway. The results of oscillation trials of this Self Generating prototype coach with LHB Shell and ICF bogie are contained in ROSO's Report no. RDSO/2009/TG/MT-915/F/Rev.O dt.30.01.2009. The resuijs indicate that SG coach with LHB shell and ICF Bogie exhibits satisfactory riding upto a test speed of 115 kmph on straight track and 110 kmph on 'Z' Curve and Station yard. Page I 017

1. Railway Board has conveyed instructions vide their letterno.2007/M(C)1202/1.Pt-A dated 04.12.2008 for Self Generating coacheswith LHB Shell and ICF bogie fitted with pneumatic suspension atsecondary stage.

2. On the basis of the above it is certified that the following SG variantsdesigned for 13t axle load ooaches with lHB Shell and ICF bogie,provided with pneumatic suspension at secondary stage are fit foroperation upto maximum speed of 105 kmph on track maintained tostandards other than those laid down in ROSO's report no. C&M-I, VaLl tothe conditions given below:

2.1 Track

2.1.1 The track shall be to a minimum standard of 52 kg rails on sleepers toM+7 density and minimum depth of ballast cushion below sleepers of 250mm which may consist of at least 100 mm clean and the rest in cakedcondition, on compacted and stable formation..

2.1.2 For track maintained to lower standard than that mentioned above, theChief Engineer shall decide the lower maximum permissible speed on thebasis of maintenance condition. In this connection, Railway Board's letterNo. 65JWOO/SRJ26 dated 19120-10-1996 may be seen. When the ChiefEngineer considers that the road bed is not compacted or there isimproper drainage, he may suitably restrict the maximum penmissiblespeed depending upon the local conditions.

2.1.3 The maximum permissible speed on curve shall be decided on the basisof existing provision of the Indian Railway Permanent Way Manual,second reprint 2004 and should not be more than 100 kmph.

2.2 Bridges

2.2.1 The clearance refers to bridges with standard design of girders, slabs,pipe culverts, piers and abutments etc. issued by ROSO for BGMl, RBGand MBG-19B7 standard loadings. However the bearings of span 78.8m(effective) designed for BGMl standard loading as per ROSO's drawingnO.BA-11154 should be strengthened by providing two additional anchorbolts.

2.2.2 Superstructures & bearings of non-standard spans including Arches andsub-structures of all bridges are to be examined under the directions of the

Chief Bridge Engineer concern and certified safe by him in terms ofcurrent IRS Bridge Rules, Steel Bridge Code, Concrete Bridge Code, ArchBridge Code, Bridge Sub-Structures and Foundation Code, etc. read withup to date correction slips.

2.2.3 Specific restrictions are applicable which are indicated in relevant SpeedCertificates of hauling locomotives issued by ROSO.

2.2.4 The clearance is subject to the following parameters of SG variants of 13taxle load coaches with lHB Shell and rCF bogie Coach fitted withpneumatic suspension at secondary stage:-

(i) Maximum axle load(ii) Max. C.G. Height from Rail level

= 13.0 t= not exceeding 1830mm.

2.2.5 Zonal Railways to certify adequacy of existing bridges for permitting rollingstock based on physical condition of bridges by keeping them underobservations considered necessary by the Chief Bridge Engineer ofRailway.

2.2.6 location of bridges on which speed restridions are imposed shall benotified by the Railways and incorporated in the working timetable.

2.3 Signaling

2.3.1 Provisions of GR, SR, SEM & all extant instructions issued from time totime shall be complied with.

2.3.2 On the sections where EBO of more than 1 km is to be catered for, seconddistant signal or automatic signalling should be available failing whichsuitable speed restridion is to be imposed.

2.3.3 The condonation regarding infringements in schedule of dimensions shallbe obtained in accordance with local conditions, before movement.

2.4 Rolling Stock

Before initiating the operation of the coach, CME of the concernedRailway will certify the track worthiness and safety of the rolling stocks. Hewill also ensure proper maintenance of the rolling stock.

2.5 General

2.5.1 All the permanent and temporary speed restridions in force and those thatmay be imposed from time to time due to track, bridges, curves, signalingand interlocking etc. shall be observed.

Hon'ble MR has also announced in his Budget Speech 2008-O9 that productionof stainess steel coaches wm commence in 2008-09 and from 2009-10onwards. only such coaches will be manufactured. Instn.K:tions were also issuedto ICFI RCF to plan production of coaches In the form of rakes as per productionplan for the allotted Railways. Railways halle to plan lor operation of thesa newdesign coaches from the next financial year 8S and when the rakes are indudedinto the system.

In order to commence compkrte switch over for manufacture of SG staink!sssteel coaches from 2009-1 0, ~ Is necessary that all leyoutsl drawings arefinalized and speed certificates tor various types 01 ooac:I1es are issued to enableZOnal Railways to gel CRS sanction in lime. .

RoSO must take imrnedilile action in respect of following to avoid any delay onthis account

. a) Submission of layout drawings for approval of Board and tor issue 01detailed drawing by PUs to plan manufacturing. Layoul drawing ofcomposites coaches, Pantry car, SRD, VPH elc e19 yet to be issuedbyRDSO.

b) OsclUation trlaI for each type of coaches. Oscilletion /rials 818 to beearned out tor eU types of ooeches except for AC 3 tier.

c) Issue of speed certificate tor each type of ocachea.

Immediate action may be taken tor early completion of above~. ThB statusreport alongwilh the target dates may be advised for intorm Board.
