A secured and dedicated minimum financial allocation on Social inclusion

At least 20% of MS total ESF envelope earmarked on the thematic objective "Promoting social inclusion, combating poverty and any discrimination"

A significant increase compared with the past programming period:

• 2007 – 2013 : 17% (i.e. EUR 12,9 billion)*

• 2014 – 2020 : 25.5% (i.e. EUR 21,1 billion)

A comprehensive thematic objective

1. Active inclusion2. Integration of marginalized communities such as the Roma3. Combating discrimination based on sex, racial or ethnic origin

or belief, disability, age or sexual orientation4. Enhancing access to affordable, sustainable and high quality

services including health care and social services of general interest

5. Promoting social economy and social entreprises6. Community led local development strategies

Ex Ante Conditionalities

Ensuring the right framework conditions for successful investments on social inclusion through ex ante conditionalities:

• General ex-ante conditionalities (for all ESI Funds) such as on anti-discrimination, gender and disability

• Thematic ex-ante conditionalities linked to the investment priorities related to social inclusion:

National strategic policy framework for poverty reduction National Roma inclusion strategic policy framework National or regional strategic policy framework for Health

Transnational cooperation

Coordinated approach around Common Themes (= Common Framework) including Inclusion, Social Entrepreneurship

Setting up of thematic networks for each common theme

Organisation of calls for proposals across all the common themes

Next steps on the monitoring of social inclusion

At Member State level : • Ongoing process : the setting up of the monitoring committees

(composition, selection criteria, follow up on the CSRs…)• From 2016 : annual report on the OP implementation to be

submitted by MS

At Commission level : • By 31 December 2015 : submission of a report on the outcomes

of the negotiations on the PAs and OPs (art. 16 CPR Regulation)• From 2016 : submission of a summary report in relation to ESIF

programmes based on the annual implementation reports.
