Program: Établissement de nouveaux chercheurs universitaires / New University Researchers Start-Up Program (2016-2017)

Objectives:

• To contribute to fostering a new generation of researchers within the research and university community by assisting new researchers who have just launched their career to become established as independent researchers and become competitive nationally and internationally;

• To strengthen the research system by providing new researchers with incentives to develop original avenues of research.

Value & duration: • Operating grant: Up to $20 000 / year, for 2 years (non-renewable) (Researchers acting in the regions may request up to $30,000 / year)

• Equipment grant(may be added to the operating grant): unit cost of $7,001 or more to a maximum of $50,000 (For equipment whose total cost exceeds $50 000, proof of other sources of complementary funding must be provided)

Note: The balance remaining upon expiry of the funding period may be carried over, but only for one more year.

Eligibility: • Candidates must be Canadian citizens, permanent residents of Canada, OR must demonstrate at time of application that he/she holds a valid working visa.

• At time of 1st year instalment (April 2016), researcher will have to demonstrate that the process to obtain a Certificat de Sélection du Québec (CSQ) has started. At time of 2nd year instalment (April 2017), researcher will have to demonstrate that the process to obtain Permanent Residency (PR) has started.

• Candidates must be an Assistant Professor or occupy a position at a similar level (or an Associate Professor if the candidate comes from the industrial or the governmental sector), or a Professor with an externally-funded academic appointment (professeur sous octroi) in a Quebec university for less than 3 years, namely that the position started September 16, 2012 or later. The candidate who will occupy such a position not later than September 1st 2016 is also eligible.

• Candidates must have obtained their doctorate or successfully defended their doctoral dissertation at the deadline of the competition, namely no later than September 16th, 2015.

• Candidates may ask for an extension of their eligibility period (requirement as to when the university position started) due to maternity or parental leaves, or for medical reasons.

• Candidates must benefit from a teaching release of at least 25% for the duration of the grant. The applicant’s university must commit to respect this condition which cannot retroactively be fulfilled. This must be confirmed by a letter from the Department.

• Candidates may apply to this program only twice during their eligibility period and can only be funded once.

The following candidates are NOT-eligible:

• Researchers who have been professors or occupied any equivalent position in Quebec, in Canada or abroad for 3 years or more.

• Researchers in fields that are not covered by FRQNT and that are not consistent with the FRQNT mission. Consult FRQNT’s areas of research

• Candidates who apply for or are funded under one of the following programs are not eligible:

o FRQSC Start-up program for new research professors "Établissement de nouveaux professeurs-chercheurs"

o FRQS Career Awards and Research Scholars - Junior 1 "Chercheurs boursiers" et "Établissement de jeunes chercheurs – juniors 1"

Mandatory :

• Application e-form (available only in French) To apply Form for information, French only (OSR Translation attached)

• PDF Attachment to application e-form «Fichier joint». Use accepted sizes, 8 ½" x 11" (216 mm x279 mm) and do not protect by a password. Please consult the requirements pertaining to the project description under section 3 of program guide

• Canadian Common CV must be completed and transmitted to FRQNT

• Detailed contributions (PDF document) must be added or updated in the electronic dossier. Use accepted sizes, 8 ½" x 11" (216 mm x279 mm).

• Letter from the university (Department) stating the date the candidate started (or will start) his/her position as a professor and stating that a teaching release of at least 25% will be granted for the period covered by the grant. In the case of funded researchers (professeurs sous octroi), this letter must also state the commitment to cover their salary for the duration of the grant. Provide as a PDF file.

• MANDATORY (INTERNAL DOCUMENT): Duly-signed OSR checklist

• Copy of Permanent Resident card (recto verso). For researchers who are not Canadian or Permanent Residents, a copy of a document proving his/her legal status in Canada (valid working visa) Note: To obtain the first instalment, the candidate will have to demonstrate that he/she has applied for a Québec Selection Certificate (CSQ) from the appropriate authorities. • Letter from the proper authorities of the institution attesting that the candidate successfully defended the dissertation and that the degree is forthcoming

• Document from a doctor or the employer attesting any maternity or sick leave, or an attestation of parental leave, or leave for any other family reason

• Letter or e-mail attesting that the publications declared in the Canadian Common CV form have been accepted by the publisher (Copy and paste them at the end of the Detailed contributions attached files)

• Two quotations from suppliers when the cost of one piece of equipment exceeds $20 000 (Exceptionally, one quotation when it is fully justified in writing by the candidate)

Additional information:

• Applications may be completed in either French or English, however, the title and summary of the project must be written in French. OSR can assist you with translation, provided that you submit your English version in Word format to [email protected] by September 09, 10:00 a.m.

Value:

Up to $ 20,000 per year for 2 years, non-renewable. 

An equipment grant of $ 50,000 maximum may be added to the opera ng grant. Eligibility:

Note: Although the «Integra on of the researcher within the research environment» and «the added value of the requested grant » are no longer criteria to be addressed, three of their previous indicators are used in the evalua on of the quality of the research project.

Ensure that all expenses are reasonable and jus fied. The amounts listed in the budget grid must be consistent with those jus fied in the ra onale, and must also be coherent with your project ac vi es.

Stipend 

Money paid to students (typically graduate) from a professor’s grant to allow stu-

dent to further their thesis research or other program or academic requirement.

Graduate students & PDFs stipends may include PGSS Health and Dental Insur-

ance ($ 434/year) as a non-discretionary benefit. If not paid from a grant,

PDF or graduate student will assume the cost.

Casual Research Assistant’s Salary  

An hourly wage for research work by a student that does not advance their own

research/thesis or assist the student in progressing towards their degree.

McGill sets the minimum hourly rates (See McGill’s Student Rates of Pay)

                As of June 1st, 2015:

Undergraduate students: $12.91+ mandatory benefits (see below) Graduate students: $14.90 + mandatory benefits (see below) 

Note: Graduate students at McGill cannot be employed more than 10 hrs/week on

topics unrelated to their thesis work.

Mandatory Benefits (paid on Salary)

Eligible expense with FRQNT funds Paid on salaries of Casual Research Assistants (students and non‐students):19.6% in addition to salary and includes: up to 12% mandatory gov-ernment benefits, 4% vacation indemnity,3.6% holiday indemnity  

Goods and Service Tax (GST)  

Budget items that are subject to goods and services taxes must add *6.937%. This

rate includes the Federal GST (*5%), Québec TVQ (9.975%), 67% rebate on the

federal GST and 47% rebate on the Québec TVQ.

Equipment Grant:  Cost for each piece of scien fic equipment requested must be

$ 7, 001 or more, up to $50,000 max.

New University Researchers Start Up Grants are assessed by mul disciplinary evalua on commi ees assisted by external referees (a minimum of 3 referees are assigned to most of the proposal). The mul-

disciplinary evalua on commi ees are as follows: 

Biology, chemistry, physics, and earth sciences

Engineering and materials

Mathema cs, computer sciences and logis cs

Commi ees will only evaluate applica ons that fall within FRQNT’s research areas and will rank the applica ons according to merit.
