Youth Congress protest outsidePakistan High CommissionNEW DELHI

The Delhi Youth Congress on Saturday staged aprotest outside the Pakistan High Commission here overthe Gurdaspur terror attack and Pakistani scientistAbdul Qadeer Khan's derogatory remark about late for-mer president APJ Abdul Kalam.

Over 500 Youth Congress workers assembled outsidethe Pakistan High Commission and demanded an apol-ogy from the Pakistan government for the derogatoryremark made by Khan.

"We also staged the protest against the recent terrorstrike in Gurdaspur, Punjab and continuous ceasefireviolations," said Delhi Youth Congress president AmitMalik. He warned Pakistan that if it did not change itsways, it would have to suffer the consequences it facedin Kargil (in 1999).

A few of the protesters were detained in south Delhi'sChanakyapuri police station and later released.

Criticising the Aam Aadmi Party (AAP)-ledGovernment in Delhi for allegedly spending hugeamount of money on advertising, Congress leader JPAgarwal on Saturday said the former was not spendingmoney to fulfil the promises made to people of the citybefore elections.

"There is no scope for lying in the democracy. Themoney which should have been spent for betterment ofDelhi is not being spent. They are not spending it to ful-fil their promises. Delhi woman kidnapped, molest-ed in moving carNEW DELHI

A 30-year-old woman, working with a NGO, hasalleged that she was kidnapped and molested by threepeople in a moving car here, police said on Saturday.

The woman claimed that she was kidnapped fromwest Delhi`s Hari Nagar area around 10.30 pm onFriday when she was waiting for an auto-rickshaw toreach home.

In her complaint to police, she also said that therewere three men in the car who molested her and pushedher outside the vehicle in Binda Pur area an hour afterthey abducted her.

"As per the complaint of the woman, we have regis-tered a case of molestation against the three accusedwho are known to her. They have been detained andquestioned to verify the woman`s allegations," DeputyCommissioner of Police, Pushpendra Kumar, told anews agency.

He added that they have found discrepancies in thewoman`s statement and have "doubts" whether the alle-gations made by her were correct or she was just tryingto trap the men.

"As per her complaint, one of these men is the ownerof an under construction building while the two othersare his associates," Kumar said.

The woman alleges that she stopped the constructionof the building a few weeks back, a development whichenraged its owner who along with his associates kid-napped her last night and molested her, the official said.

"But, in their statement to police, the three men madecounter allegations against the woman, saying that shewas trying to trap them under charges of molestation toderive personal benefits," said Kumar

He said they were making thorough investigationsbefore making any arrests. All the three men are resi-dents of Hari Nagar area, while the woman stays inTilak Nagar area.

DMC suspends 4 doctors for a monthover negligence in treatmentNEW DELHI

In the wake of alleged negligence in treatment that ledto amputation of a leg of a 11-year-old boy, the DelhiMedical Council on Saturday suspended registrationcertificates of four resident doctors - two each of HinduRao and Safdarjang Hospital - for a month.

According to DMC officials, on May 1 last year, a2.5-inch long piece of glass had pierced the boy's leftleg, while he was playing in his neighbourhood at RanaPratap Bagh and remained stuck inside.

He was first taken to a quack, who dressed the woundwithout any diagnostic investigation and the piece ofglass remained there. "As the child shrieked in pain, hisparents took him to Hindu Rao Hospital on May 2. Thedoctors on emergency duty again dressed the woundand discharged him even as the x-ray clearly showed thepresence of the glass piece inside the skin.

"As the pain did not subside, the boy was again takento Hindu Rao hospital on May 3 the doctors removedthe glass piece but then it had already led to an infectionin the wounded arteries," DMC registrar Dr GirishTyagi said. After some days, the boy was referred toSafdarjung hospital where the doctors did not admit himand further referred him to a vascular surgeon.

Next month, the boy was taken to a private hospital inMeerut where the doctors amputated his left leg to savehim as the infection had turned life-threatening, Tygaisaid. When the DMC held an inquiry into the incident,the four doctors could not give any satisfactory responsein the matter following which they have been barredfrom practising for the next one month.

In her two letters, Maliwal,who was handpicked by ChiefMinister Arvind Kejriwal forthe post, raised the issue of thebrutal murder of a teenager girlMeenakshi in Anand Parbatarea last month and said theincident which has "shamed"Delhi is not just the murder ofan individual but reflects on thefailure of entire system andsociety.

"In light of the Meenakshimurder case and the increasingrate of crime against women in

the state, we wish to undertakea study on women safety inDelhi and come up with recom-mendations for the central,state governments and Delhipolice.

"For this we will be takingAnand Parbat as a pilot areaand would request you to theprovide us with the details ofall complaints received by thepolice station here," it said.

Maliwal also sought informa-tion on the number of com-plaints of crime against womenand girls including rape,molestation and sexual harass-ment the city.

has expressed its "shock" overa special report prepared by theIntelligence Bureau (IB) whichfound that about 37 percent ofminor ports in the country areabsolutely defenceless.

The committee has said thatthe report should act as an"alarm bell" for the govern-ment, especially at those portswhich are located along thecoastline of Gujarat andMaharashtra. "The committeeis shocked to note that accord-ing to the Ministry of HomeAffairs, out of 203 non-major/minor ports, 45 are non-operational while 75 have nosecurity force even for namesake to guard them. Further,many of these non-operationalports are used as fish landingpoints/jetties and this listincludes 49 non-major ports."

"The committee takes a veryserious note on the grave defi-

ciencies highlighted in thesecurity audit report ofIntelligence Bureau (IB) and isof the view that this report ofIB should act as an alarm bellfor the government, particular-ly with reference to such portsin Gujarat and Maharashtra," areport of the ParliamentaryStanding Committee on HomeAffairs (coastal security) tabledon Friday said.

The IB report said that out ofthe 49 non-major ports, 21 arelocated in Gujarat, nine inMaharashtra, five in AndhraPradesh, two in Karnataka, 6 inTamil Nadu, two in Puducherryand one each in Goa, Andamanand Nicobar islands, Kerala andOdisha.

It said as per the report, thereare "several shortcomings inthe existing security arrange-ments like X-ray is not avail-able, non-maintenance ofrecord of incoming or outgoingcommunications, to name a

few."The panel has recommended

to various coastal states andUnion Territories to implementthe suggestions made by thesnoop agency to plug thesegaps.

"The committee feels strong-ly that the recommendationsgiven in the above said reportshould be implemented at theearliest by all states and UTs.The Ministry of Home Affairsshould support states/UTs byproviding any required techni-cal and financial assistance aswell as monitoring regularlythe implementation of the rec-ommendations given in thesecurity audit report," the panelsaid.

The IB has suggested thatCCTV cameras, bomb disposalsquads, X-ray scanners, watchtowers and additional patrollingshould be mounted in andaround these areas for effectivevigil.

Availability of land is a bigchallenge and has become abig debate in the country, hesaid at a conference here onsustainable and inclusiveurbanisation.

"If you want to build newcities, you need land and alsolarge spaces are required forbusinesses to flourish and forthat you need spaces withinthe existing cities," he said.

"By all estimates that I haveseen, it will easily take aboutup to 5 years for any acquisi-

tion of land to construct a cityor something like that. That Iam assuming that every stepgoes in smooth process with-out any challenges fromNGOs, either judicial one or

any kind of protest. So proce-durally, it is a difficult Act,"Panagariya said.

The horizontal space is alsoscarce, he said, adding thatone way to overcome this

space problem is to constructvertically but there are issueswith that as well.

He said Indian cities havechosen a policy of low floorspace index (FSI) and whichhave resulted in high rentals.

"You also need orderlyurbanisation. Rapid movingtransport and dense networkof transport is needed so thatpeople can reach desired placein a smooth manner. It alsoallows people to live in largerspaces outside the main city,"he added.

On growth prospect, he saidIndia has the potential to hitdouble digit growth.

"I have been arguing thatIndia is poised for very rapidgrowth. Current growth rate is7.5 per cent. I expect it to riseto 8-9 per cent. May be we can

hit the double digit also," hesaid.

That, Panagariya said,would mean faster transfor-mation, faster urbanisationand greater prosperity andrapid elimination of poverty.

Perhaps it is fitting thatMullah Omar’s end is asshrouded in mystery as his

beginnings. Did he live and dieexclusively in Afghanistan, asthe Taliban claimed in its saccha-rine eulogy? Or did he spend hislast decade in Quetta andKarachi, dying in the latter city’shospital as a ward of the intelli-gence service that had propelledhim to the heights of spiritualand temporal power in the1990s? Either way, there is littleto mourn. Omar was an intoler-ant fundamentalist, a war crimi-nal, and a man whose recalci-trance in 2001 directly led to thedeaths of tens of thousands ofAfghans in a war that still rages.Yet his continued existence in astate of limbo — not alive andnot dead — served importantpurposes, not just for the Talibanbut also for those who hoped topersuade them to put down theirarms. The Taliban’s newly cho-sen leader, Mullah AkhtarMohammad Mansour, finds him-self leading a restive organisa-tion whose rank-and-file hedeceived for the past two yearsover Omar’s death. The resultcould be greater disintegration,uncertainty, and instability.

Over the past year, both theTaliban and their environmenthave changed a great deal. TheTaliban are engaged in a suc-cessful spring offensive, impos-ing massive casualties onAfghan forces (a third higher inMay than the previous month),attacking in larger formationsthan before, and seizing key ter-ritory in both the north (Kunduz)and the south (Helmand). Butthey face severe pressures fromwithin and without. Internally, apower struggle is unfolding atthe top of the organisation, trig-gered by China-brokered andPakistan-hosted peace talks. Atthe same time, the Taliban facenew competitors on Afghan soil,

the most dangerous of whichcould be the jihadists of IslamicState (IS).

The changing Taliban

In many ways, the Taliban’sfragmentation is not a new story.The authority and legitimacy ofolder Taliban leaders, who estab-lished the emirate in the 1990s,had been waning for years. TheUS-led campaign to kill and cap-

ture vast numbers of mid-levelcommanders has had a profoundaffect on the organisation. Theresearchers Alex Strick vanLinschoten and Felix Kuehnhave noted in their book AnEnemy We Created that thosewho filled the gap were “moreideologically motivated and lessnationalistic than the older gen-erations and are therefore lesspragmatic. They are not interest-ed in any negotiations or com-promise with foreigners. Theydo not remember nor were theypresent during the Taliban’s gov-ernment of the 1990s; as such,they have little incentive ordesire to compromise. They havenever lived in an Afghanistanthat was at peace”. We treat theTaliban as a monolithic, struc-tured, and hierarchical group.The truth is that it has becomeless coherent and more fluid.

More recently, the Talibanhave also looked less coherent atthe top. Outsiders have played a

role in this, too. Over the pastyear, China has cajoled Pakistanto press the Taliban to talk to theAfghan government. In parallel,President Ghani was reachingout to Islamabad and — morecontroversially — Rawalpindi.The culmination of these twotracks was a breakthrough meet-ing, several weeks ago on 7 July,in the Pakistani town of Murree.But much as Ghani’s rapproche-ment with Pakistan placed him

under immense strain at home,so too did the Taliban’s leader-ship — notably Mansour — facepressure from their rivals.Mansour’s opponents, includingMullah Omar’s 26-year-old sonMullah Yaqub and former mili-tary commander Abdul QayumZakir (whom Mansour had pre-viously sacked), have reportedlybeen unhappy at the direction oftalks. Once this dispute intensi-fied, the awkward question ofMullah Omar’s status was boundto arise.

The power of the corpse

The truth appears to be thatmany in the Taliban wereexploiting the moral authority ofa corpse. It is not hard to see whythey would persist with the hoax.As Vali Nasr once told the jour-nalist Steve Coll, Omar was “theHo Chi Minh of the war”. “Ifyou have him, if you hold him,you control the whole organiza-tion”. As Felix Kuehn observed,

“he is more than a man, he is aninstitution”.

And so, on 15 July, the deadman, the institution, “endorsed”the peace talks in his regular Eidmessage, smoothing over a dis-agreement between the Taliban’sPolitical Commission in Qatarand other leaders. The myth mat-tered. Omar’s perceived impri-matur of individual leaders andfor the talks themselves lent the

process a degree of coherenceand credibility. It suggested therewas a chance, however slim, thatsomething agreed in Pakistanihotels could, in due course,translate into changes on theground. To be sure, even withOmar “alive” it’s unclear howmany commanders and fighterswould abide by a settlement. Butacknowledgment of his deathwould challenge the legitimacyof those who claim to speak andact on their leader’s behalf.Those who leaked news ofOmar’s death to the Afghanauthorities may have done soprecisely for this reason.

What happens now is uncer-tain. With Mansour’s succession,those in favour of talks are innominal control. They mightseek to ride out the conse-quences and try and continue thedialogue with Kabul. The ISI,which will seek to shape theleadership transition to itsadvantage, might support thesefactions. This isn’t necessarily to

Ghani’s disadvantage. Whetherone approves of his strategy ornot, it is clear that, from the start,he viewed this dialogue as pri-marily an Afghanistan-Pakistanone rather than an Afghanistan-Taliban one. However, it’s hardto see how Mansour is anythingbut weakened. The Doha factionwill stiffen their opposition andMansour can no longer draw onghost-written Eid messages tomollify them. He might also seeincreasing dissent, and evendefection, from his commandersin the field. This is where IScasts a particularly dark shadow.It has increasingly sought tochallenge the Taliban’s authorityon the ground in the south andeast. It has made few inroads sofar, in part due to a radically dif-ferent sectarian and politicalenvironment to the one theyexploited in Syria and Iraq,although a splintering of theTaliban could change that.

It should also not be forgottenthat Mullah Omar, Amir al-Muminin (commander of thefaithful), enjoyed the personalbayah (allegiance) of bothOsama bin laden and his succes-sor Ayman al-Zawahiri. WhenZawahiri announced the forma-tion of al-Qaeda in the Indiansubcontinent (AQIS) last year,he emphasised Omar’s suprema-cy. He did so to undercut theauthority of IS leader Abu Bakral-Baghdadi, the so-called“Caliph” Ibrahim. Omar’s lossmay therefore undercutZawahiri’s authority further,with implications for the globalcompetition between al-Qaedaand its newer rival. The irony isthat, after hunting him for over adecade, Mullah Omar’s enemiesmight come to regret the death ofhis myth.

The terror attack, on Monday,July 27, by a three-membercross-border fidayeen unit on

the Dinanagar police station inGurdaspur district, Punjab, hasreignited concerns about the revivalof terrorism in the Punjab region,after the Khalistan movement hadbeen effectively put down in the1990s. There are heightened con-cerns, as Jammu and Kashmir isagain witnessing a spike in militancy,after years of declining levels of vio-lence. This has raised the spectre of apossible linkage between Khalistaniterrorists and jihadi outfits, previous-ly attempted but without success.Instead, as militancy in Jammu andKashmir intensified in the 1990s, lev-els of violence in Punjab began todecline.

The concerns are genuine as bothmilitant groups pay obeisance to acommon master viz., Pakistan’sInter-Services Intelligence (ISI). Thelatter, notwithstanding the occasionalshifts and changes seen when a civil-ian government is in power inIslamabad, remains undeterred in itspolicy of “weakening India through athousand cuts”.

ISI’s pivotal role

Hence, this attack outside Jammuand Kashmir is a wake-up call forIndia. Several months of relativepeace from terrorist attacks appear tohave lulled both the government andthe security apparatus into a sense ofcomplacency, subsumed in the beliefthat the rhetoric and aggressive mienof the new government would act asa deterrent to provocations fromPakistan. Nothing could be furtherfrom the truth.

The ISI construct is essentially thatof deviating from the “theory of com-pellence” of economist ThomasSchelling, and involves initiatingactions, irrespective of the conse-quences of such actions. Therefore,peace moves and dialogues will notconstrain the ISI. Rather, it wouldencourage further provocations.

Hence, calling off National SecurityAdvisor (NSA)-level talks wouldhardly matter in so far as the ISI isconcerned.

The ISI holds the key to any changein Pakistan’s attitude towards theconduct of relations with India.However, there is no evidence what-soever of a change in the ISI’sthought process. Rather, the organisa-tion seems to be further hardening itsapproach, encouraged by the state-

ments of Pakistan’s Army Chief ofStaff, General Raheel Sharif, thatKashmir is “the unfinished businessof Partition”, and the Lashkar-e-Taiba chief, Hafiz Sayeed’s call foran “all out war” against India.

This hardening is clearly manifesteven during international securityconferences. At such events, ISI rep-resentatives have become still morecritical about India, following theadvent of a new, so-called right-winggovernment. At these events, ISI rep-resentatives do not feel constrained inprojecting India as an inveterateenemy of Pakistan, and of the need tocounter this. This well implies theadoption of a more “activist

approach” on the part of the ISI andPakistan.

Exploiting strategic confusion

Consequently, speculation that theISI is working behind the scenes toactively foster close links and coop-eration between jihadi militants andKhalistani elements cannot be disre-garded. As it is, there is confirmedintelligence of increasing coopera-tion and coordination among Sikh

radical groups abroad, specially inEurope and the United States. Thereis also intelligence about their grow-ing “tilt” towards joining hands withother anti-India elements, especiallyKashmiri militants. The BabbarKhalsa, the Khalistan LiberationFront and the Khalistan Tiger Forcealready have links with Pakistan’sLashkar-e-Taiba.

The ISI is also known to haveundertaken the training of some ofthe Khalistani foot soldiers, in addi-tion to training and equippingLashkar-e-Taiba and Jaish-e-Mohammad cadres and those belong-ing to other pro-Pakistani terroristoutfits. This apart, the ISI seems

intent on exploiting what it perceivesas an element of “strategic confu-sion” that prevails in India on what isthe right approach to be takentowards Pakistan.

Importance of Punjab

Punjab is the camphor needed toreignite the “jihad” in Jammu andKashmir, as also to enlarge the arc ofterrorist violence within the country.The modus operandi — terrorists

dressed in military fatigues, exploit-ing chinks in the international border(as “distinct from the Cease FireLine”/Line of Control) in Jammu andKashmir and now in the Punjab, theuse of the Global Positioning Systemand modern gadgets to attack prese-lected targets including police sta-tions, security installations and highprofile targets, all carry the hallmarkof planned and properly calibratedactions drawn up by counter intelli-gence specialists belonging to theISI.

The new twist lies is exploiting“vulnerabilities” such as the poorstate of Punjab’s defences — weak-ened by an administration hobbled by

financial stringency and poor leader-ship, and “softened” by the drugmenace — and the opportunities per-ceived to exist of exploiting polaris-ing communal issues. The timing issignificant, for, notwithstanding therelative peace that India has beenenjoying for the past year and more,the overall security environment haschanged for the worse in this period.The situation has become more com-plex and diverse. It involves far morethan a mere nexus between terroristsand the ISI, and the significant influ-ence of the Taliban in both Pakistanand Afghanistan.

Hence, dealing with this will need agreat deal of heart-searching, on whatcan and needs to be done. It wouldentail a drastic overhaul of the exist-ing security system. In addition, itwould call for a major change inapproach on the part of the politicalleadership and those in-charge of theintelligence and security establish-ment. The main imperative should beto significantly upgrade the ability ofintelligence agencies and securityforces to detect, disrupt and destroysources of threat ahead of any suchaction on their part. In short, we needa system with multi-level indicationand warning windows, accompaniedby considerable support from mem-bers of the community — in short acitizen intelligence network.

Facing the threat

It would be important for the morevulnerable States, specially the bor-der States, to establish a counter ter-rorism grid to deal with a range ofthreats. Intrinsic to this, would beenhancing the capabilities of intelli-gence agencies — specially at theState level — regarding HumanIntelligence (HUMINT). This wouldmean increasing the number of“operatives” in sensitive areas, andbetter training for them to achievebetter and deeper penetration of thetarget groups. The more vulnerableStates should establish a dedicatedCentre for Counter-Terrorism, capa-ble of both defensive and offensivecounter-terrorist operations.

Better knowledge of technology isimportant to enable counter-terroristagencies to deal with the growingcomplexity of communicationmethodologies being exploited byterrorist groups. The digital worldhas been both a positive and a nega-tive factor and it is important thatcounter-terrorist agencies remainahead of the curve, to deal with thecurrent crop of terrorists. This willinclude interception and monitoringof communications and analysis ofmetadata.

Agencies will simultaneously needto enhance their analysis and assess-ment capabilities. Apart from themulti-agency centre in Delhi and thesubsidiary multi-agency centres atthe State level (both of which mayneed to be given a fresh look), Statesthat face a major terrorist threatshould experiment with the setting upof collation centres at the districtlevel, and a fusion centre at the Statelevel to coordinate all available infor-mation.

Border security has become criti-cally important. The system thatexists on the Jammu and Kashmirborder — including the concept of anintelligence grid — needs to beextended to the other border Stateslike Punjab and Rajasthan. Jammuand Kashmir has a three-tier systemin place, and while it is not foolproofand may need further strengthening,Jammu and Kashmir is far better pro-tected than other border States.Instead of being relegated to merelydealing with infiltration, borderguarding forces also need to beinvolved to a greater degree in theeffort to garner ground level intelli-gence. This will provide greaterdefence in depth. Police stations, notonly in the border areas but also inthe hinterland, should be suitablymobilised and their capacitiesenlarged, since they, in a sense, pro-vide intelligence and vigil at the bot-tom of the pyramid.

The decision of the expert committee appointed bythe Supreme Court to allow a minor who wasraped, to undergo an abortion after 24 weeks of

gestation, is a welcome one. And doctors thus initiated theprocedure on the young person on Friday. In referring thecase to the panel, the court looked beyond the rule book,while treating the right to life as a revered constitutionalprinciple. Is the right to life absolutely inviolate? Earlierthis week the court allowed the three-member committeeto decide whether the appellant, a 14-year-old, couldundergo the abortion if it was “immediately necessary tosave the life of the mother”. One of the judges wonderedabout the future of the foetus, practically in the sixthmonth of gestation. Under the Medical Termination ofPregnancy Act of 1971 it is legal for a registered medicalpractitioner to do the procedure within 20 weeks of gesta-tion if “the continuance of the pregnancy would involve arisk to the life of the pregnant woman or of grave injury[to] physical or mental health.” In cases of rape, the lawsays, the anguish caused by pregnancy shall be presumedto constitute a grave injury to the mental health of thewoman. In the case of a person below 18, the decisionshould be taken by a guardian. All such extenuating cir-cumstances are applicable in this case — except that theappellant is a minor, and it is four weeks too late under thelaw. Obstetricians hold that while considering an abortion,a period of four more weeks does not really make a mate-rial difference. Going through with a pregnancy after arape and having to raise a baby, could be extremely trau-matic. Technological options for medical termination ofpregnancy are far more advanced today than in earlierdays, and the procedure, if done in a hospital setting withadequate support, can be safe enough for the mother. Infact, in cases where major fetal anomalies are detected atan advanced stage of pregnancy, termination is being doneeven up to 32 weeks, taking into account the health ofmother and baby. Delivered at 24 weeks, a foetus will beextremely pre-term, with the possibility of developingmajor disabilities. On the count of the age of the survivor,there is a precedent, too: in a 1993 judgment, a Bench ofthe Madras High Court held that minors who are matureenough to understand the consequences of opting or notopting for an abortion must be allowed to make their owndecisions. The state, ultimately, needs to look at its role inprotecting the right to life from an expansive point of view.For the law is, obviously, more than the sum of its rules.

Shinde said the NDA government was try-ing to divert attention from its own "inaction"in handling terrorism in the wake of theGurdaspur attack.

Yesterday, Singh, after making a statementin the Lok Sabha on the July 27 attack hadsaid that the previous UPA government hadcoined the term "Hindu terrorism", to changethe course of probe into the incidents of ter-rorism while accusing the Congress of weak-ening the fight against terror.

Shinde alleged that terrorism in the countrygot a boost after the hijacking of the flight toKandahar (leading to release of some terror-ists) during the NDA rule.

He said this was followed later by attack onthe Jammu and Kashmir assembly and attackon the Parliament house.

The Congress has been continuing with itsprotests in the Lok Sabha and the RajyaSabha over the two issues.

Both Sonia Gandhi and party`s vice presi-dent Rahul Gandhi have been at the fore frontof the aggressive protests by their members.

As the clock struck 12, the BharatBangladesh Enclave Exchange Co-ordinationCommittee (BBEECC) - an organisation thatfought for the rights of the enclave dwellers -- celebrated the occasion in Mosaldangaenclave of West Bengal`s Cooch Behar dis-trict.

Sixty-eight candles were lit, marking theyears the enclave dwellers have remainedstateless. Besides, a documentary was alsoscreened highlighting their struggle.

National flags were hoisted in all theenclaves in both sides of the border.However, the tricolour will be subsequentlyput on half mast as the country is in nationalmourning in the wake of former presidentAPJ Abdul Kalam's demise.

The 111 Indian enclaves are located in theBangladesh districts of Lalmonirhat (59),Panchagarh (36), Kurigram 12 andNilphamari (4) while all the 51 Bangladeshienclaves are situated in Cooch Behar districtof West Bengal.

The swapping is in pursuance of the inkingand exchange of documents of the LandBoundary Agreement (LBA) on June 6 inDhaka, in the presence of Prime MinisterNarendra Modi and his Bangladeshi counter-part Sheikh Hasina.

The LBA was first inked in 1974 by thenBangladesh prime minister Sheikh MujiburRahman and former Indian prime ministerIndira Gandhi.

"July 31, 2015 will thus be a historic dayfor both India and Bangladesh. The daymarks the resolution of a complex issue thathas lingered since independence. It alsomarks the day from which enclave residentson both sides of the border will enjoy the ben-efits of nationality of India or Bangladesh, asthe case may be, and thus access to civic serv-ices, education, healthcare and other facilitiesprovided by the two governments to theirrespective nationals," said an official state-ment released by the central government.

Other steps with regard to implementationof the 1974 Land Boundary Agreement and2011 Protocol are underway in accordancewith agreed modalities between the Indianand Bangladeshi governments, it said.

As per the criteria adopted, UP got the max-imum of 13 smart city slots. To ensure geo-graphical equity, every state/UT was assigneda minimum of one slot each.

"We have received 98 nominations forSmart City mission in time after detailedevaluation of all urban local bodies in eachstate and UT is a remarkable achievement.This is against the past trend of lethargy andcasual approach. This reflects the new senseof urgency on the part of states and UTs tomake a difference to our urban landscape,"Urban Development Minister M VenkaiahNaidu told PTI.

These cities will be developed into smartcities under the NDA government's flagshipurban projects while many other Indian citieshave been selected under mega Atal Missionfor Rejuvenation and Urban Transformation(AMRUT) plan.

The government has proposed to spendaround Rs 1 lakh crore on the two schemesover the next five years. While Rs 48,000crore has been earmarked for 100 smartcities, Rs 50,000 crore are marked for theAMRUT scheme for 500 cities.

The broad criteria of evaluation in the sec-ond stage of competition include credibilityof smart city plans, action plan for resourcemobilisation, economic impact including thenumber of people to be benefitted andemployment generation, environmentalimpact.

Naidu complimented the concerned offi-cials in his Ministry for their regular coordi-nation and follow up with states and UTs toensure that the nominations are received bythe indicated time.

Naidu further said,"We will complete scru-tinisation of the proposals this month-end toselect the first batch of Smart City."

He said that selection of smart cities andfurther sequencing of financing is being donebased on an objective criteria so that onlythose who can really deliver are picked upgiven the technical, financial and policy chal-lenges involved in making 100 cities smart.

Amanda Maler was-n't even born yetwhen Nintendo's

beloved Super Mario madehis debut 30 years ago.

But, the playfully heroicvideo game characterbecame fodder for fiercerivalry between Maler andher brother as children andshe pounced on a chanceto create a Facebook-infused level during a two-day hackathon at the socialnetwork's headquarters inthe Silicon Valley city ofMenlo Park.

Maler and fellow 20-somethings named theirteam "Move Fast and BrickThings" in a merging of aFacebook hacker-mindsetmotto "move fast andbreak things," with a refer-ence to brick blocks thatare well-known obstaclesin Mario games.

"We are millennials andwe grew up playingMario," 23-year-oldFacebook employee Malersaid at the hackathon onWednesday.

"We thought, 'Let's bringFacebook to Nintendo. Bebold.'"

More than 100 Facebookemployees took part in ahackathon that sprang outof an invitation by

Nintendo to create a levelfor a new "Super MarioMaker" game set forrelease on September 11.

side game in Lanka and spends some-time it will help. I don't think he hasany major issues (with his technique).He is a very aware cricketer. Me andKohli have had general chats. Notsomething very specific.

"But if you are spending four dayswith the Indian skipper, you are goingto discuss cricket. But I am not goingto come and tell you everything," saidDravid.

India A were outplayed byAustralians in familiar conditions butDravid said national team's benchstrength was not a worry.

"I wouldn't say it is a worry. Wewill have ups and downs but there issome exciting talent too. You can'tjudge them based on every singlegame. We will lose the odd game.Winning and losing an 'A' series isnot the end of the world. You areactually preparing them for the inter-national level. That is the goal.

"I have been quite happy to seesome spin talent. Ojha (Pragyan)came back and bowled well. ShreyasGopal has potential. Jayant Yadav isan exciting talent. There is Axar(Patel) and Karn (Sharma). So thereis a group that is coming through. Soit is not as it bleak as it seems. Samewith batting. They can learn from thisgame and play better against SouthAfrica," said Dravid referring to theseries against South Africa A.

On the significance of A series,Dravid said it was hard to judge play-ers.

"At this level it is hard to judge suc-cess based on whether you winmatches or lose. It is more about giv-ing guys opportunities, thinkingabout what kind of players the nation-al selectors are looking at in the longterm and short term. There were somenice things to see. Some guys camewell and performed. A lot of themhad success right through the season.For a lot, it gives a good understand-

ing of what is required at this level."So we need to get that balance

between picking the most experi-enced guys to win these games andpicking youngsters so that they canget games. For guys like Karun Nair,Shreyas Iyer, Shreyas Gopal, BabaAparajith, Vijay Shankar this oppor-tunity is great."

On the loss today, Dravid said the135 in the first innings cost India Adear.

"I am not so disappointed withtoday. Because it can happen. And wewere batting with tail-enders and theball was turning. But overall, Ithought winning the toss and scoring135 was not ideal. On a track that isgoing to deteriorate as the game goeson if you get only 135, you arealways on the back foot and yourback is against the wall.

"Second innings we batted well.But the difference was that they had aman who went on and got a big hun-dred. We didn't. That is the pointwhere we lost the game. I don't thinkwe bowled too badly. We did okay.We should have got a few more runsin the first innings," he said referringto the 150 made by Australian openerCameron Bancroft.

He added that he is enjoying hisrole with India A and doesn't seecoaching a foreign team as now.

"I don't think so. I am enjoyingdoing whatever I am. It is good fun,"he said.

"The fact is that playersloved it, embraced it. AsNovak (Djokovic) said noone expected it to be thatcompetitive. So we had allthe ticks in the boxes wewanted. Everyone is talk-ing about this (IPTL) onthe Tour this year and Iknow all the players aregoing to practice harder.They don't want to let theirteam down," Bhupathi saidat a press conference withthe co-owners of IndianAces.

ner Leander Paes is set toplay in IPTL this year forJapan Warriors andBhupathi says Paes' pres-ence will be a plus for theLeague.

"There are few people,who can entertain on thecourts and this is a fast for-mat. When it comes to netplay he is one of the fastestplayers in the world. It isgoing to be fun for thefans," he said.

Bhupathi said he won'tbe able to play for the nextfew months due to hisengagement in hostingIPTL.

"For the next 4-5 monthsthe focus is on IPTL."

Asked if he play nextyear on Tour, hereplied,"Your guess is asgood as mine."

Gulshan Jhurani, co-owner of Indian Aces said,they will continue to sellseasonal-tickets as it suitsall but they are trying tonegotiate with the Delhigovernment to reduce theentertainment tax on tick-ets.

"67 percent of the fanscame from outside theNCR area in the first sea-son. We are talking to thestate government andshould it happen, the bene-fit will be passed on to thefans."

Jhurani also said thatefforts will be made toenhance the consumer(fan) experience.

"The merchandise willbe larger and tickets,booked online, will bedelivered at home this year.The number of toilets willbe increased and it will becleaner. We have alsosecured a lot of parkingspace inside the IG stadi-um (venue)," Jhurani said.

Holding your breathAnother reason why your weight train-

ing performance might not be consistent.A common mistake during exercises likepushups, tricep dips and shoulder presses,holding your breath will do three things -1. It'll strain your neck muscles, leavingyou wide open to neck injuries. 2. It'llmake it tougher to engage your core, sincebreathing and core tightening go hand inhand. 3. It'll severely reduce your perform-ance levels, since incorrect breathing willmean an incorrect posture, rhythm andability.

Not going down to 90 degrees on squatsThis one isn't such a threat if your aim is

to maintain low intensity workouts and arewilling to wait a while for results. It mightnot be incorrect. But it's a waste of time.

When you lower your body for squats,your knees must be at 90 degree angles,with your back straight, chest spread outand knees never crossing the tips of your

toes. Any more than 90 degrees and you'llhurt your knees. Full range (more than 90degrees) squats where you go all the waydown, are best left for highly trained ath-letes, and even then their benefits are high-ly debatable.

Not increasing weights over timeWeight training is like any other exercise

where you need to continue increasingyour performance to get better results.This won't happen if you've been liftingweights for a year and are still pushing20s. Be less concerned about completing aset of 15 reps. be more concerned withattacking new and heavier weights, theminute you find that you can complete awhole set without breaking into a sweat. Agood strategy would be to increaseweights every fortnight or month, afterregular training. And by regular we mean -every day.

Not warming upWarming up is not an option. 7-10 min-

utes on a treadmill, elliptical, stationerybike, or skipping, spot-jogging or jumpingjacks are crucial to your workouts. Followup this warm up with a minute or two ofdeep stretching to loosen up your musclesand now you're good to begin your weighttraining workout. An absence of warm upswith warm stretching can lead to frequentinjuries (especially lower back) and regu-lar muscle cramps.

Taking long breaks between setsOnce your body's warmed up, taking

long breaks in between sets will cool itdown again. Before you know it, you'll getup from texting or socialising, lift a dumb-bell and pull your back. Long breaks makeyour weight training workouts less chal-lenging and take the pressure off yourmuscles to contract and release within atesting period. Avoid long breaks and stickto 30-45 second breaks, depending onyour fitness levels.

Zero cool downThe cool down phase with any workout,

especially a high intensity workout, is cru-cial to allow your heart rate and breathingto settle down. Stretching at this stage isimperative, as your muscles are warmenough for stretches and you're relaxingthem with some lengthening movements.Focus on deep breathing and relaxingevery part of your body for at least 3-5minutes. Once cooled down, you'll feelenergised, awake and full of life.

Not re-hydratingIt's easy to get dehydrated while work-

ing out, and it's important to continuereplenishing your body with water or otherhigh-performance fluids, if your activityneeds them. An average weight trainer cantake a couple of sips after each 3-5 min-utes of heavy activity. This becomes evenmore important with outdoor workouts,especially sports-based workouts.

movie but now reports confirm that she is out and instead,Alia Bhatt has been roped in as the protagonist. TheEnglish Vinglish fame Gauri Shinde became a breakoutstar post the Sridevi film but post that she hasn’t directedany movies. We hear that Alia’s mentor Karan Johar hasdecided to produce this film of Gauri Shinde’s.
