BEIJING China said it is making "every effort" to address India's concerns on USD 47 billion trade deficit as it called for combining Prime Minister Narendra Modi's 'Make in India' ini- tiative with its 'Made in China' to step up invest- ments. "We are making every effort to fundamentally solve the issue. "It has been decided that in 5 years, Rs 50,000 crore from the central Budget would be utilised for the Pradhan Mantri Krishi Sinchai Yojana. States' share will be over and above this," Finance Minister Arun Jaitley said while communicating the Cabinet decision. He further said: "This can also be utilised to help the material component in MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act)." The decision was taken at the meeting of Cabinet Committee on Economic Affairs (CCEA) headed by Prime Minister Narendra Modi yesterday. For the current fiscal, he said the allocation is Rs 5,300 crore. The spending this year is expected to bring an addi- tional 6 lakh hectares under irrigation while 5 lakh hectares will benefit from drip irrigation. That apart, 1,300 watershed projects have been marked for completion. Currently, 142 million hectares are used for culti- vation, of which only 45 percent farm land is under irrigation. "The major objective of the PMKSY is to achieve convergence of invest- ments in irrigation at the field level, expand cul- tivable area under assured irrigation (har khet ko pani), improve on-farm water use efficiency to reduce wastage of water, enhance adoption of preci- sion-irrigation and other water-saving technologies (more crop per drop)," he said. In another embarrassing case for the Aam AadmiParty, a court here on Thursday took cognisance of acomplaint that a party MLA gave different education-al qualifications in different election affidavits.

AAP MLA Bhavna Gaur furnished wrong informa-tion apropos of her education qualification in her affi-davits, the complaint alleged.

In an affidavit she submitted during 2013 elections,Gaur mentioned that she was Class 12th pass.However, during the 2015 elections, she mentionedB.A. and B.Ed. as her educational qualification.

The AAP is already in the dock over the arrest of for-mer law minister Jitender Singh Tomar in fake degreecase. Tomar had resigned from his post after he wasarrested by the Delhi Police in the case that embar-rassed the AAP.

Tomar arrested on June 9. Police have slapped a caseof cheating, forgery and conspiracy against him.

Delhi High Court on Wednesday sought responses ofthe Centre and city police on a plea seeking directionsto replace "archaic and difficult words and phrases ofPersian and Urdu language" with simple Hindi orEnglish words for day-to-day work at police stations.

A bench of Chief Justice G Rohini and Justice JayantNath issued notice to Ministry of Home Affairs andCommissioner of Delhi police on a PIL opposing "useof Urdu and Persian words in proceedings at policestations, recording of statements, submitting of challanin courts, etc".

The plea, by advocate Amit Sahni, has submittedthat cops are trained at the Police Training Collegehere to use Urdu and Persian words.

"It is not only cumbersome for Delhi Police officers,who have to learn these archaic Urdu/Persian wordsbut also for accused/counsels and even judicial offi-cers to learn these words in order to understand theproceedings of police," the PIL has said.

The petition has also said that "it would be reason-able and convenient for everyone concerned if sucharchaic words are replaced with simple words ofHindi/English" as it would decrease burden on trainingcops to use such words.

Sahni has said in his plea he had made a representa-tion on March 2, 2015, to the ministry and police toreplace the archaic words with simple ones, but noaction has been taken till date.

He has also said that "the practice of using Persianand Urdu words in police complaints was common,but many states have issued directions to discontinuethe usage of such perplexing terms.

"For instance, Haryana Police has recommended theuse of Hindi in complaints, charge sheets, reports andother proceedings connected with police investiga-tion," the petitioner contended.

"We will also give mod-ern technology to civicbodies to check leakage,"the deputy Chief Ministersaid, adding that the gov-ernment will use theamount to augment envi-ronment-friendly public

transport system in thecapital.

In the first detailed com-ment from China over itsmove to block actionagainst Pakistan in the UNSecurity Council, a seniorChinese official said thetwo countries are victimsof terrorism and are work-ing quite well to combatthe menace.

"Both India and Chinaare victims of terrorism.We have similar positions

on this. We are workingquite well in this field. Weare opposed terrorism allforms," said Huang Xilian,Deputy Director Generalof the Asian AffairsDepartment of the ChineseForeign Ministry.

But at the same time hesaid that when it comes tothe specific issue in multi-lateral institutions itrequired further discus-sions.

"We need to have furtherdiscussion and conversa-tion so that we can havebetter understanding andcan work closely on it. Weare ready to do that. Wehave a mechanism ofcounter-terrorism consul-tation between the twoministries" in which it canbe discussed, he told

Indian journalists yester-day.

The meeting of thecounter-terrorism mecha-nism is scheduled to beheld in the second half ofthis year.

The incident occurred when the pri-vate bus, carrying 38 passengers, col-lided head-on with a truck on theKhandwa-Indore road, KhandwaSuperintendent of police MSSikarwar told Press Trust of India.

The bus was on its way toKhandwa from Indore while the truckwas heading towards Indore, MrSikarwar said, adding, at the time ofthe collision both the vehicles weremoving at a high speed.

The Pentagon said it supportsChina's rise and encourages it tobecome a partner for greater inter-national security.

"However, China's actions areadding tension to the Asia-Pacificregion. For example, its claims tonearly the entire South China Seaare inconsistent with internationallaw," it said.

"The international communitycontinues to call on China to settlesuch issues cooperatively andwithout coercion. China hasresponded with aggressive land

reclamation efforts that will allowit to position military forces astridevital international sea lanes," thereport said.

While Russia has contributed inselect security areas, such ascounter-narcotics and counter-ter-rorism, it also has repeatedlydemonstrated that it does notrespect the sovereignty of itsneighbours and it is willing to use

"It is pursuing nuclear and mis-sile delivery technologies despiterepeated United Nations SecurityCouncil resolutions demandingthat it cease such efforts," it said,adding that North Korea's pursuitof nuclear weapons and ballisticmissile technologies also contra-dicts repeated demands by theinternational community to ceasesuch efforts.

"None of these nations arebelieved to be seeking direct mili-tary conflict with the United Statesor our allies.

Nonetheless, they each pose seri-ous security concerns which theinternational community is work-ing to collectively address by wayof common policies, shared mes-sages, and coordinated action," thePentagon said.

Sirsa district have built themselves a bridge they wereawaiting for almost four sdecades. The 214-feet long, 16-feet wide steel and concrete bridge over river Ghaggar isnow a reality. For the locals, it will cut short a 40-km jour-ney via unjab to 10 km.

"Our children used to face a lot of difficulty while goingto school," said a resident, Rajender Beniwal. "No onecame to our help... not even when we started construc-tion," added another local, Rajbeer. From the time of thelate Chief Minister Devi Lal to current chief ministerManohar Lal Khattar, the villagers had met one and all.

"Governments came and went... They all promised, butno help came. We met ministers, Parliamentarians, chief

ministers, leaders from Congress, BJP and INLD... but allwe got were assurances," said Major Singh, secretary ofbridge construction committee.

Undeterred, the locals of Paniyari and the nearby vil-lages decided to take matters in their own hands.

From old age to widow pensioners, 5 thousand locals of9 nearby villages stepped forward. Together, they man-aged to raise Rs. 1 crore. The construction began in Aprillast year and now, the bridge is close to completion. Sofar, they have spent Rs. 90 lakh.

But the villagers have decided to get their own back.They say they are thinking of boycotting these leaders inelections. And for good measure, no VIP or politician willever be allowed to use the bridge. It will remain of thepeople, by the people and for the people.

Rescue operations underway inDarjeeling; fresh landslide reportedDARJEELING

Rescue operations were underway inthree subdivisions of Darjeeling districtwhere multiple landslides have claimed 38lives besides washing away highways anddamaging homes.

A fresh landslip was on Thursday report-ed at Gayabari, 56 km from Darjeeling,cutting off the road link betweenDarjeeling and Mirik which alone hadaccounted for 21 deaths in yesterday'slandslides, an official of West Bengal'sDisaster Management Department said.

With no rains lashing the hills today,National Disaster Response Team, CivilDefence personnel and local volunteersbegan rescue work in the affected areastoday.

Rescue teams from the Sashastra SeemaBal and the National DisasterManagement Authority have also beenpressed into service.

The landslides in Darjeeling, Kalimpongand Kurseong sub-divisions had causedextensive damage to NH-10 and NH-55,cutting off vital road links to the region.

Efforts were on to clear the roads tofacilitate the return of the tourists to the

plains.Chief Minister Mamata Banerjee, who

had rushed to Siliguri from Murshidabadyesterday, told reporters last night that theDisaster Management Group of the statewas doing a good job.

The Chief Minister said she would takea decision about visiting the naturalcalamity-affected spots only if it did notdisturb the ongoing rescue operation.

The Chief Minister had announced acompensation of Rs 4 lakh each to thefamilies of the deceased in landslides.

Prime Minister Narendra Modi hadannounced a compensation of Rs 2 lakheach to the families of the deceased anddeputed Union Minister of State for HomeKiren Rijiju to rush to the area.

A central team, headed by Rijiju, hadvisited the landslide-hit areas in Kurseongyesterday and took stock of the rescue andrelief operations.

Rijiju visited relief camps in Tinglingarea under Kurseong sub-division, wherehundreds of people were rendered home-less after the disaster, and met the injuredin hospitals.

The BBC’s so-called exposé onIndia’s external intelligenceagency, Research and Analysis

Wing (RAW), funding the MuttahidaQaumi Movement (MQM) party in Sindh,has triggered a furore. But has anyone inthe BBC cared to look at the story’s sourc-ing? As someone who, for 17 years withthe BBC, reported extensively on bothintelligence and insurgency, I have doubtsover the story’s veracity, written by myformer colleague Owen Bennett-Jones,over the RAW’s MQM connections. Thefirst line in the story gives it away — andover an issue all BBC reporters weretrained to hold dear. This is how the storybegins: “Officials in Pakistan’s MQMparty have told U.K. authorities theyreceived Indian government funds, theBBC learnt from an authoritativePakistani source.”

Confirming sources

A British reporter of the BBC getting tohear what the MQM has told U.K. author-ities from “an authoritative Pakistanisource”? In my time in the BBC, suchsourcing would never be accepted. TheBBC newsroom would surely ask for asecond reliable source. And commonsense would dictate the newsroom to go infor confirmation from the U.K. authori-ties, preferably those directly involved inthe MQM investigations. Several keyquestions arise. Do the Pakistani sourceshave access to U.K. authorities who areinvestigating the MQM? Has the U.K.shared such details with the MQM? If theU.K. has got clinching evidence aboutMQM money-laundering, has it movedagainst their U.K.-based leaders? Butmost important — why can’t the BBC, ofall organisations, get authentic U.K.sourcing on such a sensitive story? In sub-sequent paragraphs, the whole story ismade to hang on Pakistani sources.

In the last few months, top Pakistaniministers and military officials haveblamed the RAW for all the smoke andfire in Pakistan, accusing it of fuellingunrest in Balochistan, North-WestFrontier Province, Sindh — even for theTaliban attack on the Army school inPeshawar in which more than 100 school-children were killed. The allegations bornof paranoia after India got several con-sulates from a friendly Afghan govern-

ment in towns bordering Pakistan hasbeen carried to extreme limits, as is seenin this case where India is being blamedfor a Pakistani Taliban attack on an armyschool in Pakistan. In the absence of con-crete U.K. sourcing, the BBC story looksas much like any story in Pakistani media,

which blame the RAW for all the unrest inPakistan now.

In my time with the BBC, stories Iwould often get through my extensivecontacts in Bangladesh and Myanmarwould be used only when verified by localbureaus there. On rare occasions, the BBCdid run my newsbreaks like UnitedLiberated Front of Assam (ULFA) topshotAnup Chetia’s arrest in Dhaka, but onlyafter ULFA and the Indian intelligencehad confirmed it and it had been cross-checked with Bangladesh sources.

The RAW’s MQM connections andwith other ‘assets’ in Pakistan in the pastare well-known. The RAW’s late veteranB. Raman had alluded to it in his bookThe Kao-boys of R&AW. He had gone sofar as to say: “If Rajiv Gandhi had not lostthe elections in 1989 and if A.K. Vermahad continued as the chief of R&AW fortwo or three years more, Pakistan wouldnot be existing in its present form today.”It is well-known by now that I.K. Gujral,when he was Prime Minister, closed downall RAW offensive operations in Pakistan,forcing the agency to close down the CITcells (J and X) that were used for them.

There is absolutely no evidence to suggestthat these cells or similar ones wererevived for offensive operations anymore. When such a decision is taken, thecarefully nurtured ‘offensive assets’ areeither pulled back if they are infiltratedfrom India, or they go astray in the

absence of support if they are locals. So,is Pakistan raising a calculated furore overMQM’s India links at a time when theirleaders are being investigated in the U.K.for possessing weapons (that came tolight over the investigations of a murder)and for money-laundering? Is it trying toraise hell over what happened 20 yearsago to score brownie points in the currentcontext? That clearly seems to be the case.

The Sindh card

While elaborating on state-sponsoredinsurgencies in South Asia between 1947and the 1990s earlier, I had argued thatnation states in post-colonial South Asiahave reciprocally backed insurgencies andmilitancy against each other. The docu-mentation covered how Pakistan, Indiaand even Bangladesh used cross-borderinsurgents as part of national policy. Thisindeed is the unique feature of hostileneighbourhood relations in South Asiaafter the departure of the colonial power.The late Benazir Bhutto had told Indianeditor M.J. Akbar that President Zia-ul-Haq is making a mistake by fuellingKhalistani militancy in Punjab. “If he

plays the Punjab card, India will surelyplay the Sindh card,” she had said. Indiadid play the Sindh card for quite a whilein much the same way she had anticipat-ed, but that is history.

After Gujral started his ‘parantha diplo-

macy’, the Indian state went into a defen-sive limbo. Repeated requests by a RAWstation chief to mount an assassinationattempt on ULFA military wing chiefParesh Baruah in Bangkok using Thaipolice assets were refused. From theKachin Independence Army (KIA) to theShanti Bahini in Bangladesh’s ChittagongHill Tracts, to the MQM and otherMohajhir hit-groups in Sindh, the RAWpulled back on all these offensive trans-border operations.

From 2000 onwards, India started per-suasive regional diplomacy to hit mili-tants across the border. The name of thegame changed. It worked in Bhutan andBangladesh because friendly govern-ments there decided to go after Indianrebels based in their territory with someseriousness. It did not work in Myanmarand surely not in Pakistan. But there is lit-tle evidence to show India is as yet tryingsomething different — or something ithad tried in the days of Rajiv Gandhi andA.K. Verma.

The European Union (EU) wasnever a union. Greece hascalled the bluff. At the heart of

the economic crisis in the EU is apolitical failure. The inability, indeedthe unwillingness, of the membernations of the “Union” to movebeyond a single market and a mone-tary union to create a political entity.The economic crisis in Greece is amanifestation of that political failureacross the EU. National politics haveworsted regional economics.

Imagine an India in which a lessdeveloped State was on the verge ofdefault and neither New Delhi norany of the more developed Stateswere willing to step in and help. Thesuccess of the Indian Union rests onthe fact that the developed regions ofthe country, and the Union govern-ment, have taken upon themselvesthe responsibility of offering a safetynet to the less developed regions. Allfederal systems and continentalnations are built on this foundation ofregional interdependence and mutualsupport facilitated by federal politicalsystems.

A commentary on EU

The failure of the EU’s more devel-oped nations, especially Germany, toprovide such a safety net to a lessdeveloped one like Greece hasbrought the EU to the brink of unrav-elling. This situation has been long inmaking.

The distance between Brussels,Berlin and Athens was brought hometo me 20 summers ago when I optedfor Athens as a destination for mytravels as a guest of the EuropeanUnion Visitors Programme (EUVP).The head of the Delegation of the EUin Delhi at the time, a French diplo-mat, suggested politely that I dropAthens and opt for Paris instead. TheEUVP invitee was allowed to visittwo European capitals of choice apartfrom the visit to Brussels. Berlin andParis are the heart of Europe, she toldme. Why waste time visiting Athens?

Since I had been to Paris manytimes and never to Greece, I insistedon Athens. When the ambassador ofGreece to India found out that I wasunder pressure to visit Paris ratherthan Athens, he threw a mighty fitcausing a diplomatic brouhaha inBrussels. Two decades later, the rela-tionship between Europe’s major

powers and its peripheral nations hasnot changed much.

Germany has behaved much in thesame way that developed States inIndia like to when it comes to thequestion of transferring funds to lessdeveloped States. The former usuallysermonise the latter on the virtues ofindustriousness and hard work andblame them for their backwardness.The latter demand all manner of spe-cial assistance. The Indian union hasthe political instruments to deal withsuch issues. The EU doesn’t.

Through the 1990s and well intothe 2000s, EU enthusiasts from vari-ous European, especially German,think tanks would often lectureIndians about the virtues of regionalcooperation and hold up the EU as anexample for South Asia to emulate.The fact is that long before the EUtried its experiment with unification,India did. The reason why India stucktogether and the EU is now facing theprospect of “Grexit” and “Brexit”

(the exit of Greece and Britain) isbecause the Indian Union became notjust an economic and political unionbut adopted the principle of federalfinancing administered by a demo-cratically elected Union government.

The absence of such a principle ofinternal safety net for an implodingeconomy, and the weakness of the

EU’s political institutions, hasbrought the EU to this brink. How thecitizens of Greece would view theirfuture and how much importancethey attach to their membership ofthe EU to safeguard their future willbe determined this weekend whenGreece conducts a referendum.

Future of Europe

Two exogenous factors have cometo shape the Western response to anunfolding Greek tragedy. First, therise of Germany as a geoeconomicpower and, second, the return ofRussia as a geopolitical player. Overthe years, a more economically suc-cessful and prosperous Germany hasasserted itself, projecting its post-war“geoeconomic’” power to acquirepolitical influence. The eastwardexpansion of the EU has further facil-itated this.

Germany’s ascendance withinEurope was shaped by two additionalfactors. First, the relative decline of

other European economies, especial-ly the economies of southern Europe.

Second, the induction into the EUof several east and north Europeaneconomies worried about the resur-gence of Russia as a geopoliticalplayer. Russian President VladimirPutin’s aggressive leadership has senta shiver down Europe’s spine and

many of East Europe’s smallernations.

Germany and multipolar world

While southern Europe, includingItaly, worries more about growingGerman assertiveness within Europe,northern and eastern Europe worryabout a re-assertive Russia. It isagainst this background that Greece’snationalist and Leftwing leadershipreached out to Russia for help andMr. Putin was quite happy to step intoEurope’s troubled waters. Indeed, thefact that Greek voters opted for aLeftwing leadership has added a newdimension to the resolution of the cri-sis, given concerns in Germany andthe United States about rising left-wing and right-wing forces in Europeand the decline in the influence ofcentrist political parties. Therefore,the stakes are high. The crisis inGreece is not just about sovereigndefault. It is about the future ofEurope.

There is an interesting parallelbetween the Asian financial crisis ofthe late 1990s and the European crisistoday. In 1997-98, when Indonesia,South Korea and Thailand faced apayments and debt crisis, it was thepolitical fallout of that crisis, and thefailure of the International MonetaryFund (IMF) to help the economies introuble, that altered Asian geopoli-tics. While the IMF sermonisedKorea and dictated to Indonesia,China stepped in and bailed outThailand. The IMF has not been ableto return to Asia since, while Chinahas set up its own regional financialinstitutions.

Russia does not have the deeppockets to be a China to beleagueredGreece, but the IMF and Germany’smyopic policy response to Greece’ssocial crisis has set in motion politi-cal responses that could have similarlong lasting impact on big powerequations within Europe and beyond.In Greece it is not just the IMF butalso Europe’s own regional financialinstitutions that have been foundwanting.

Germany, it would appear, wouldnot mind the exit of Greece, andmaybe even Italy, because it hasacquired a more loyal hinterland toits east. This could well mark thebeginning of a new “PaxGermanica”. The crisis in Europe isalso a test for the U.S. Havingfathered the post-war trans-Atlanticorder, the U.S. is unable or unwillingto step in and preserve the EU in itspresent form.

When the dust settles in Europe theemerging multipolar world will cometo stay. If the Asian financial crisisconsolidated Chinese power in Asia,the European financial crisis willconsolidate German, and perhapsRussian, power in Europe. Economiccrises do have geopolitical conse-quences.

Developed economy risk

The crisis in Greece does not in

itself pose an economic risk forIndian investors and traders, but aEurope-wide crisis would. Even asthe Indian economy begins to recov-er from the consequences of India’sown bad policies it may face the riskof dealing with those of Europe.There may be some business oppor-tunities for Indian investors arisingout of the decline in asset valuationsin Europe, but caution would be thebetter part of valour.

Over the past five years, there hasbeen a flight of capital from India toEurope. Many Indian companieshave found investing in Europe a bet-ter proposition than investing athome. What the Greek crisis shows isthat even in developed marketeconomies there can be governmentfailure, if not market failure. Indianbusinesses that seek foreign marketsand external investment opportuni-ties must invest more in understand-ing the nature of political risk aroundthe world. Far too many analystshave worried about “emerging mar-ket risk” to have bothered about“developed economies’ risk”. Thisnow deserves attention.

What the Greek crisis also bringshome to Indian policymakers is theimportance of responsible economicmanagement at home and the needfor creating multiple interdependen-cies externally. Greece’s weakness isthat few in the world worry about itseconomy capsizing. India was in thatspot in 1990-91 and, mercifully, is nolonger in that worrisome place. Butthe debate on the extent of globalinterdependency that India shouldcreate and maintain continues. Thelesson from Greece is not that a coun-try should isolate itself from the glob-al economy but that it should careful-ly manage its relations with theregional and world economy.

The government’s proposal to open up the legal serv-ices sector to foreign participation in a limited waymay mark the end of India’s policy of barring inter-

national law firms from entering the country and of keep-ing domestic firms and lawyers insulated from the grow-ing global market for trade in legal services. The govern-ment says it has both the Bar Council of India and theSociety of Indian Law Firms (SILF) on board. The pro-posed entry of foreign firms will be limited to aspectsother than litigation and to international commercial arbi-tration. The presence of overseas lawyers in forums of lit-igation is of course ruled out. It is unlikely that foreignfirms will be interested in litigation work, which is by andlarge organised and regulated on national lines. Further,unless there is reciprocity with regard to recognition oflegal qualifications among member-countries, it will notbe possible for visiting legal professionals to overcomebasic eligibility norms. Ever since the General Agreementon Trade in Services was adopted by member-countries ofthe World Trade Organisation (WTO), the potential forlegal professionals to offer services outside their nationaljurisdiction has expanded exponentially. Apart from draft-ing of agreements and contracts and rendering generaladvice to overseas clients on domestic legal regimes andframeworks, advocates and law firms now play a big rolein starting new businesses, mergers and acquisitions,advising on investments, complying with regulations andobtaining clearances. At the same time, there has been dis-quiet in the legal fraternity about the possible adverseimplications of the entry of foreign firms which, presum-ably, are better organised and have better resources to cor-ner the legal services market. Some went to court andobtained favourable orders barring the entry of overseasplayers. The courts have so far said foreign firms cannotpractise in India without adhering to the Advocates’ Act.However, the Madras High Court has allowed overseasprofessionals to fly in to offer advice to clients on interna-tional legal issues, and participate in international com-mercial arbitration. The matter is now in the SupremeCourt, but if the government can carry the legal fraternityalong on its proposals, India will be in a position to bene-fit from opening up the sector. However, all stakeholdersmust see to it that it does not have an adverse impact eitheron the cost of litigation or on the livelihood of hundreds ofthousands of people enrolled as advocates in the country.A key consideration would be whether India ought not totry and get a share in the estimated $20-billion globalannual trade in legal services. The country now has betterlaw schools and a vast pool of legal talent; there is no rea-son why it should not succeed.

"There is also a need to go beyond accessissues and focus on affordability and multi-lingualism for inclusive growth and devel-opment. The formal launch of the 'DigitalIndia' programme by the Prime Minister ofIndia seeks to address these and other issuesrelated to digital empowerment of all its cit-izens," Mr Jha said.

Flagging key issues in areas for incorpo-ration in the WSIS + 10 review process, MrJha said there is need to recognize theimportance of building a common under-standing on the applicability of internation-al rights and norms, particularly the free-dom of expression to activities in cyber-space.

He stressed that there is also need toensure better protection of all citizens in theonline environment and strike an ideal bal-ance between national security and interna-tionally recognized human rights; and tocreate frameworks so that internet surveil-lance practices motivated by security con-cerns are conducted within a truly transpar-ent and accountable framework.

He further expressed the Indian govern-ment's strong affirmation of the principlesof net neutrality.

The official underscored that the overar-ching focus of the review must be to utiliseICT's for development and for the benefit ofdeveloping countries.

On the issue of internet governance, MrJha said it is imperative to acknowledge theplatform of the internet as a global publicgood, where all stakeholders have an equalstake in its functioning and efficiency.

"India would like to reaffirm and renewits commitment to the multi-stakeholderprocesses," he said.

"Our engagement at the WSIS + 10process stems from our deep and substan-tive understanding of the wherewithal need-ed to make ICTs truly relevant for the bene-fit of the entire planet and not just the priv-ileged few," he said.

Govt to spend...and introducing sustainable water conser-

vation practices by exploring feasibility ofre-using treated municipal water for peri-urban agriculture and attracting greater pri-vate investment in precision irrigation.

"The scheme also aims at bringing min-istries, departments, agencies, research andfinancial institutions engaged increation/recycling/potential recycling ofwater under a common platform so that acomprehensive and holistic view of theentire "water cycle" is taken into accountand proper water budgeting is done for allsectors," he said.

The programme architecture of PMKSYlooks at a 'decentralised state-level planningand execution' structure in order to allowstates to draw up a District Irrigation Plan(DIP) and a State Irrigation Plan (SIP), hesaid.

"DIP will have a holistic developmentalperspective of the district outlining medi-um- to long-term developmental plans inte-grating three components namely, watersources, distribution network and water useapplication of the district to be prepared attwo levels - the block and the district," hesaid.

All structures created under the schemeswill be geo-tagged, he added.

"While both parties have historically helda different view on the AFSPA and the needfor it in the State at present, as part of theagenda for governance of this alliance, thecoalition government will examine the needfor de-notifying 'disturbed areas'.

"This, as a consequence, would enable theUnion Government to take a final view onthe continuation of AFSPA in these areas,"the agenda reads.

Asked if the Centre had any plans to holdtalks with separatist groups in Jammu andKashmir, Rajnath Singh said, "We have noproposal to hold talks with the separatists inJammu and Kashmir.

"We are ready to listen (and) talk to any-one but anti-national activities should beopposed and boycotted."

Asked if the PDP-BJP government willlast its full term given the differences overvarious issues between the two parties,Singh said there was no reason to believeotherwise.

"The Act provides for separate taxation ofundisclosed foreign income and assets.Stringent penalties and prosecution, includ-ing rigorous imprisonment up to 10 yearsand penalty equal to three times of the taxhave been prescribed for violation," thestatement added.

The new law was passed by Parliament inMay and was notified on May 26, 2015 fol-lowing the President's assent.

Madrasas Not ...eligible for state funding until they teach

subjects like Science, Math and SocialSciences.

"Those schools which do not follow thecurriculum approved by the state govern-ment, will not be recognised as schools.Therefore, children studying in Madrasas orin any other institutions based only on reli-gious studies will not be counted amongschool students," said Dilip Kamble,Minister of State for Minority Affairs in astatement.

The statement also said that theMaharashtra government also plans to con-duct a survey on Saturday for a head countof students in the state who are being taught

in the informal education sector. These stu-dents will be marked as "out of school."

The aim of the exercise, Mr Kamble said,is to ensure such students can be "includedin the mainstream."

Apple Music rolloutseems to have beenhit by glitches that

are causing the deletion ofsongs and playlists fromthe iTunes library of sever-al users. The problemsseem to occur only whenusers turn on iCloud MusicLibrary (a feature intro-duced in iTunes 12.2 andiOS 8.4) with AppleMusic, an option that ismeant to provide featureslike offline caching. Otherusers report problems likethe substitution of bad art-work and metadata, apartfrom the replacement offiles with DRM-protectedones.

Multiple threads onApple's support forumwith complaints related toApple Music list problemssuch as "iCloud MusicLibrary just destroyed myMac's iTunes Library." Theissue is said to begin onlywhen Apple Music usersenable iCloud MusicLibrary to add songs,albums, and playlists toMy Music. After enablingthe option, some usersnoticed deleted songs apartfrom deleted localplaylists. Other userspointed out that theiriTunes library now hasduplicate album coversand other artwork, as wellas duplicated files.

One of the users reported

the issue on Apple's forumpage and said, "I'm havingthe same issue and amincredibly frustrated.Literally years' worth ofwork - collecting music,creating playlists, tweak-ing metadata, downloadingalbum art and more. After'upgrading' to iTunes 12.2my library is now showing2 or 3 copies of somesongs/albums, my playlistshave been gutted, sometrack metadata has beenchanged to be incorrect,and old albums that I delet-ed from iTunes Matchhave suddenly reappearedin my library as 'in theCloud.' What a disaster."

Alex Hern from TheGuardian also faced simi-lar situation as he tweeted,"So iTunes 12.2 managedto remove 6500 songs frommy iCloud Music Librarywhich is fun and not at allinfuriating."

Another problem pointedout by blogger KirkMcElhearn was that ifusers matched and down-loaded music files fromiCloud Music Library, thefile was converted into to aDRM-protected file thatonly works with an AppleMusic subscription.

McElhearn noted on hisblog, "When you matchand download files fromiCloud Music Library

(without having an iTunesMatch subscription), how-ever, you get files withDRM; the same kind offiles you get when youdownload files from AppleMusic for offline listening.This means that if you'vematched your library withApple Music and iCloud

Music Library, you need tokeep backups of your orig-inal files. If not, you'll endup with files that you can'tplay without an AppleMusic subscription."

Third seed Murray, the2013 champion, brushedaside Robin Haase, theworld number 78 from theNetherlands, 6-1, 6-1, 6-4in just 87 minutes.

The 28-year-old fired 25winners past Haase andgoes on to face either expe-rienced Italian AndreasSeppi or highly-regarded18-year-old CroatianBorna Coric.

"I started the match offvery well. I started quicklyand Robin was a little bitslower at the beginningand then he started to comeback in it, he played bettertennis," said Murray afterhis fourth win in fivematches against his fellow28-year-old.

"That was the sort ofmatch I was expecting atthe end of the second andthe third set where he wasmaking it tough.

Directorate (ED) onThursday recorded state-ment of ex-BCCI presidentN Srinivasan in a case ofalleged money-launderingagainst former IndianPremier League (IPL) bossLalit Modi.

"Srinivasan appearedbefore us today and werecorded his statement forclose to three hours," con-firmed an ED official.

"We have recordedSrinivasan's statement ashe had filed the policecomplaint on behalf ofBCCI," the official added.

The ED has widened itsprobe into a foreignexchange violation caseagainst Modi and others,which involves an allegedillegal routing of Rs 21crore funds from aMauritius- based company.

Earlier, the agency, as

part of its FEMA probe,had written to agencies likethe Income Tax depart-ment, RBI and theRegistrar of Companies(RoC) to obtain detailedinformation about theoperations of the Rajasthanregistered firm, said to beowned by Modi and hisfamily members.

Sources had said that theagency may also get intouch with their counter-

parts in Mauritius to obtaindetails on the incorporationof a suspected firm therewhich allegedly sent fundsto the Indian company.

At a later stage, they hadsaid, the agency mayobtain a Letters Rogatory(judicial overseas request)from a court to get therecords.

The case pertains to therouting of the amount afew years ago into this firm

in alleged contravention ofthe Foreign ExchangeManagement Act(FEMA).

The sources had said thepresent and past executivesof the said firm would soonbe called for questioningand even Modi could beserved summons at a laterstage for recording of hisstatement.

The ED had begun inves-tigations into this case inOctober last year after itdetected some foreigninvestment coming intothis group which hadModi's relatives at thehelm.

But in 2007, the sourceshad said, the former cricketczar took over the director-ship of the company alongwith his wife.

The agency had alreadyrecorded the statements offew executives of the saidfirm.

medallist Sushil Kumarhas opted out of the WorldChampionships after sus-taining a shoulder injury,thereby taking the sheenout of the upcoming selec-tion trials, slated for July6-7 here.

The World champi-onships, scheduled to beheld in Las Vegas fromSeptember 7-12, will alsobe the first qualificationtournament for the 2016Rio Olympics.

"Yes, I have sustained aninjury to my right shoulderwhile practising. So Iwould not be able to takepart in the upcoming selec-tion trials. So, automatical-ly that rules me out of thefirst qualifying event fornext year's Rio OlympicGames," Sushil told PTI.

"I have been advised bythe doctors to take rest. Atthe moment, I don't knowexactly how long myinjury will take to healcompletely, but I am takinggood care," he added.

Sushil's injury has endedwhat could have been aenthralling battle betweenthe veteran wrestler andthe young NarsinghPancham Yadav in theselection trials slated forJuly 6-7 for a place in theWorld Championships.

After the WorldChampionships, there aresix more qualification tour-naments, all of which arescheduled to be held nextyear, starting from March2016. The 32-year-old

grappler said that it wouldnot be wise to aggravatethe injury as there are anumber of qualifyingevents before theOlympics.

"I am not keen to take achance, even though theinjury is not so serious. It isnot good to take part in acompetition half fit. I willbe competing in the quali-fying events next yearbefore the Rio Olympicsand I have been workinghard for it," insisted thewrestler from Haryana.

Sushil, who had createdhistory in 2010 by becom-ing the first Indian to win agold at the WorldChampionships inMoscow, had been prepar-ing hard for the first quali-fying event for theOlympics.

Sushil is the lone Indianto have won two individualmedals in the Olympics.He had bagged a bronze in2008 Beijing Olympicsand then followed it upwith a silver medal finishat London Games in 2012in the 66kg Freestyle. Buthe was forced to move upto 74kg division after the

world body, FILA re-jigged the weight cate-gories.

Since climbing up theweight category, Sushil hascompeted only twice buton both occasions, hemade the nine-kilogramaddition look like a cake-walk.

After a successful cam-paign in LondonOlympics, he took a longsabbatical. Having made acomeback in May last year,he competed in his newcategory at the SeniorInternational wrestlingtournament in Italy andfinished with a silvermedal. He bettered his per-formance in the next tour-nament at GlasgowCommonwealth Games inJuly 2014, winning the yel-low metal.

But he chose not to par-ticipate in any other com-petition after that andinstead started preparingfor the 2015 WorldChampionships.

His absence from the matfor almost a year now hasseen Narsingh regularlyrepresent India in 74kgFreestyle.

the extradition of seven FIFA offi-cials detained in May setting offwhat could become a prolongedlegal battle over the handling ofthe major corruption case.

Swiss authorities said Thursdaythat the US embassy in Bern hadsent an extradition request the daybefore.

The seven were detained in adawn raid on a Zurich hotel onMay 27 as a FIFA congress wasabout to start. FIFA leader SeppBlatter was reelected to a new termat the congress but amid a storm ofcontroversy over parallel US andSwiss investigations, heannounced four days later that hewould stand down.

Blatter has not been accused byeither inquiry and again stronglydenied involvement in corruptionin a German media interviewreleased Wednesday.

The US legal authorities haduntil July 3 to make their request

and a Swiss federal justice officestatement said the embassy actionwas "within the timeframe setdown in the bilateral extraditiontreaty" between the two countries.

The seven officials -- all fromSouth and North America -- haveall indicated they will fight extra-dition. The seven held includeJeffrey Webb of the CaymanIslands and Eugenio Figueredofrom Uruguay, who are both for-mer FIFA vice presidents.

Costa Rican Eduardo Li wassupposed to join the FIFA execu-tive committee in May.

There was also Brazilian footballfederation chief Jose Maria Marin,Nicaraguan Julio Rocha andCostas Takkas, a Briton whoworked for the Cayman islandsfederation and Rafael Esquivel,president of the VenezuelanFootball Federation.All areaccused by US authorities ofinvolvement in more than $150million of bribes given for market-ing deals for football tournaments

Zurich police will now questionthe seven officials again and theywill have 14 days to respond to theextradition request, the federal jus-tice office said.Experts said thebattle over their extradition couldtake more than a year with hear-ings running alongside the electionfor a new FIFA president.FIFAdeclined to comment on the extra-dition request. "This is a matter forthe relevant authorities," said aspokesperson.

Blatter said on June 2 that a newpresidential election would be heldand he would hand over to a suc-cessor. Indications that he couldstand again have been stronglyopposed by other FIFA leaders.

The FIFA executive is to meet inZurich on July 20 to decide a date

for the election, expected betweenthis December and March 2016.

The 79-year-old Blatter hasdefended his own record, insistingin an interview with German mag-azine Bunte that no-one couldaccuse him of corruption.

"I will answer: Do you under-stand this word at all which youuse? "Anyone who accuses me ofbeing corrupt must first of allprove it to me," he insisted in theinterview released Wednesday.

"No one can do that, because Iam not corrupt."

The accusations against FIFA areunlikely to ease in the comingmonths, however.

Alongside the arrest of the FIFAseven, Swiss police are investigat-ing the attribution of the 2018 and2022 World Cups to Russia andQatar respectively.

Both have already been the tar-get of a FIFA investigation.Football`s world body said nothinghad been found which merited anew vote on the tournaments.

Modi then went on toname the three players,

who he claimed were inclose contact with the realestate tycoon who was alsonamed in the letter.

The most effective methodcomes from yoga, a very simplepranayam that cools your wholebody from within, more effectivethan any air conditioner.

Once I was in a large group, in asmall room, in the worst of sum-mer. The electricity failed leavingus boiling and miserable. We alldid the breathing exercises givenbelow and very soon everyone wascomfortable enough to go back towork.

Sheetkari pranayamBreath in through the mouth and

out through the nose.

To breathe in open the lips aswide as you can, exposing theteeth and gums. Touch the teethtogether. As you breath in air willgo through your teeth, instantlycooled by your saliva. Then closeyour mouth and breathe outthrough the nose. If you are doingit right you will immediately feelthe coolness go right down yourbody.

It also strengthens weak teethand gums.

Sheetali pranayamThis Pranayam is an even more

effective cooling but may not beeasy for everyone. If you cannotdo it, never mind, do the Sheetkariinstead. Once again you inhalethrough the mouth, exhale throughthe nose.

The difference is that you suck inair through the tongue as if throughthe straw. Roll your tongue so thatit is like a straw, the tip protrudingslightly out of your mouth. Closeyour lips around your tongue sothat no air goes in except throughyour tongue. Breathe in deeply and

feel the coolness travel all the waythrough your chest and stomach.Breathe out naturally through thenose.

When you do it properly you canfeel the coolness as it goes rightthrough your chest and down toyour stomach. Cooling is immedi-ate.

This pranayam is also very effec-tive for acidity.

Normally we breathe through thenose which filters air and keepsunhealthy particles out. When youbreathe through the mouth no suchfiltering happens, so make sureyou do this breathing only inunpolluted places.

Visualisation and breathingThis is a fun way to cool down in

the worst heat. Visualise yourselfin a lovely cool place like walkingin the snow, or a cool wind blow-ing. Visualise every detail of theplace, making the visualisation asclear as possible. Focus on feelingthe coolness of the wind or thesnow.

Breathing normally, imagine thatwith every breath you are breath-ing in the chill of the air and it isfilling you with coolness. In just afew minutes you should be relaxedand comfortable, and very cool no

matter how hot the summer.
