Dave Godfrey was an award-winning author and publisher, a vintner, a father and a husband. Politically, he was a pundit at the community level and a critic in the municipal realm.
Saanich knew him for all of these reasons, and yet he managed vari-ous levels of privacy despite being such a public figure. It wasn’t until he passed away on June 21 – seven weeks shy of his 77th birthday – that the community learned he succumbed to stage four pancre-atic cancer.
The diagnosis came just six weeks prior: that’s the way it goes with pancreatic cancer, the symp-toms of which are dangerously eva-sive.
“He was a private man, when he decided not to run (again) for the (Cadboro Bay Residents Associa-tion) board of directors election in May, all he said was, ‘I’m not feel-ing that well,’” said CBRA presi-dent Eric Dahli. “That was it, and yet, ‘I’m not feeling that well’ was actually stage four cancer. He was
always looking towards what we could do for the future of Saanich and Cadboro Bay.”
Politically, Godfrey was involved in the local scene, a prominent player behind the scenes of the most recent Saanich election, and a voice in the sewage debate. So are two thirds of his surviving fam-ily, as wife Ellen and son Samuel are active in the provincial theatre. Daughter Rebecca is a respected author and professor of literature
at Columbia University. “Dave was an idea man to the
max, and had the energy of 10 men. He brought that to the (Cadboro residents association),” Dahli said.
He also brought it to his God-frey-Brownell Vineyard in Duncan, where he regularly “out-worked young men” in the field, Ellen said.
From the time Ellen and Dave met at a Stanford University party in 1960, until very recently, Dave was in perfect health. He did, how-
ever, notice he was tired while working in the vineyard last year. In retrospect, Ellen suspects it was likely the cancer.
“He took no pills, he had low cholesterol and a strong heart,” she said. “We looked at (his ail-ments) with doctors. But with pan-creatic cancer you (often) have no recognizable symptoms until it’s too late.”
The family is still in shock. The progression was so advanced, chemo only helped to minimize some of the pain. But it was too late for Dave, who was unable to eat.
“It’s hard to believe,” Ellen said. His presence will be missed. Godfrey’s love for the Cadboro
Bay area stemmed from his child-hood, when he would visit his grandparents and stay in their Samuel McClure-designed cottage, originally commissioned by Victo-ria pioneers Thornton and Eliza-beth Fell in 1909.
That house was passed on to Dave’s uncle, Clifford Godfrey, a historical Saanich character whose influence helped shape Dave.
“(Clifford) grew his own vege-tables, fished and sailed his own hand-built boat in Cadboro Bay, all this at a time when there weren’t a lot of houses along the beach front,” Rebecca said.
Dave’s parents moved to Ten Mile Point in 1974, and the God-
frey family followed soon after. By that time, Dave’s work had defined itself as the stuff of Canadian leg-end. Among his published works, The New Ancestors, won the Gov-ernor General's Award for English language fiction in 1970. He co-created three publishing houses, the House of Anansi Press (1967) with writer Dennis Lee, which published early works by Marga-ret Atwood, Matt Cohen, Michael Ondaatje, Roch Carrier and more, as well as the New Press and the Porcupine’s Quill.
From 1977 to 1982, he chaired the University of Victoria creative writing department.
Through it all, he had an eye on the potential of digital communi-cation, the Internet. He formed a (since defunct) company in the late 1980s that might have been the first provider of private inter-net access in Greater Victoria, if not B.C.
Dave was always ahead of his time, said UVic writing professor Lorna Crozier.
“We need more passionate Cana-dians, writers and intellectuals like him. He saw no contradiction with being a businessman and a novel-ist, with being an inventor of pro-grams and a creator of stories. I hope his last years as a wine maker were as exciting to him as his years as a teacher and writer.”

VIEWPOINTCanada Day a fitting farewell
Walking along Gorge Road through a sea of red and white revellers on Wednesday was a fitting end to my time at Saanich News. Dozens of people, who less than a year ago would have been just faces in the crowd, met me with smiles, good cheer and open invitations to
photograph their Canada Day pride.
You see, I’ve never really felt a sense of community in any of the cities I’ve lived. Perhaps it was due to wandering youth and an inability to stay in one place. The objective sidelines of journalism became a comfortable fit, where I could excuse myself from a room when things got too personal.
But I’ve since come to appreciate Saanich as a place
of genuine community where pride of home is infectious. And that pride has infected me.
The privilege of meeting hundreds of Saanichites and telling your stories was never taken for granted. I’m humbled by the many phone calls and well wishes I’ve received about my departure simply through word of mouth. And while most of you don’t have a personal connection with me, I can say that I truly cared about the way this paper affected you each week.
A good community newspaper should do two things: reflect the world around it, and enable residents to make well-informed decisions about relevant issues. We’ve used these guiding principles in our day-to-day coverage, and I know this paper will continue to reflect the joy, pain, excitement and sorrow of this incredible community.
Saanich is undergoing significant change with a new mayor and council, and the community has a host of generational issues to tackle in the coming years: amalgamation, the $1 billion sewage treatment project and the ever-increasing pressure of housing affordability, to name just a few. Whatever happens, I know Saanich will continue to thrive as one of the most enviable, best kept secrets to live, and Saanich News will be here to hold up the mirror when you need it.

Re: Langford mayor blasts Saanich on sewage site rejection, News (June 26)
Congratulations, finally a newspaper and editor willing call out the Luddite clique of Saanich councillors for their lack of critical thinking and unwillingness to consider a potential viable solution for the siting of a sewage treatment.
Langford’s Mayor Stew Young was right in stating that they shirked their responsibilities and acted as nannies instead of allowing an examination process to move forward.
And the whitewash of the spyware scandal by CAO Andy Laidlaw is unbelievable, in effect supporting a number of incompetent employees.
Our only hope is that a few councillors will resign and Laidlaw will move on sooner than later.
Saanich staff continue to give misleading statements about the EDPA. Read the bylaw. It does say a shed can be built, but only if you don’t damage existing native vegetation. If Saanich would explain how this can be done on an area that it says is of the “highest biodiversity,” I think this bylaw would be far less controversial.
In the end, the EDPA does nothing to preserve or restore the
environment (there aren’t even fines for violating it), and comes at a very high cost to homeowners.

Happy 100th on Canada Day for Saanich senior
Surrounded by family Marium Frayne Dalton couldn’t stop smiling as she prepared to to become a centenarian, celebrating her 100th birthday on Canada Day, July 1, at her home at the Victorian at McKenzie Avenue.
The happy 100 year old said, “I’ve had a really lovely life.”
Dalton Frayne was born in 1915, the middle child among 12 siblings, in the French community of Lac du Bonnett, Manitoba.
She grew up there, put herself through nursing school and then became a public health nurse working throughout remote areas of Manitoba with First Nations communities. She often worked alone and delivered many babies by herself.
She calculates that she delivered over 50 infants, a number of whom were given her name, Marium.
She loved her work as it gave her the opportu-nity to do different things in life and allowed her to make a positive difference for her patients.
Dalton Frayne married twice, first to Lawrence Frayne and then after he passed away in 1986 to Lawrence Dalton. She finds it amusing that she married two men named Lawrence.
She has three children, five grandchildren and six great-grandchildren.
She moved to Greater Victoria in 2007, fleeing Winnipeg winters and joining sons who already lived here.

Canada Day on the GorgeIt was a perfect day of sun and fun along the Gorge waterway for the 16th annual Canada Day Gorge Picnic, hosted by the Gorge Tillicum Community Association. Liberal Leader Justin Trudeau came to the West Coast Monday to unveil his party’s environmental platform for the Oct. 19 federal election, promising to ban crude oil tankers from B.C.’s North

If he forms the next government, Trudeau would invite premiers to join him at the next United Nations climate change conference in Paris next December,
and then meet them again within 90 days to come up with a national plan to regulate fossil fuel emissions.
“Central to this will be the creation of national emissions-reduction targets, informed by the best economic and scientific analysis,”
the party’s 12-page summary says, adding that the Conservative government’s emission reduction targets are “inadequate and meaningless without a plan to achieve them.”
Conservative Natural Resources Minister Greg Rickford and Environment Minister Leona Aglukkaq replied with a statement warning that the Liberal plan “will increase the costs of everything including gas, groceries, electricity.”
Rickford and Aglukkaq said Trudeau’s promise to end fossil fuel subsidies would remove Ottawa’s support for development of liquefied natural gas export facilities in B.C. In February, Prime Minister Stephen Harper announced increased capital cost tax credits for the LNG industry, similar to capital investment incentives offered by B.C.
NDP leader Thomas Mulcair has promised a national cap-and trade plan for carbon emissions, which would impose extra costs based on higher emissions and reward industries that are able to reduce them.
The Liberal plan promises a minimum $200 million annual spending to “support innovation and clean technologies in the forestry, fisheries, mining, energy and agricultural sectors.”

Smashing cars every which way to save lives
‘‘It’s quite a show to witness up close, but this is not entertainment; the various impact tests the IIHS run are designed to save lives.’’Keith Morgan
Ruckersville, Virginia: Crash, bang, wallop and the crash test is all over in a shorter time than it takes to say those first words aloud.And you would have to speak loudly to be heard over the loud bang and sounds of shattering glass that echo around the cavernous building used to test the crash worthiness of dozens of vehicles annually by the Insurance Institute for Highway Safety. It’s quite a show to witness up close but this is not entertainment, the various impact tests the IIHS run are designed to save lives. And, should you be tempted to smile, an inspection of the smashed vehicle will soon wipe it from your face.Prior to the test smash, a group of Canadian journalists spent a couple of hours touring the facility, eyeing many mangled wrecks, which, reassuringly, looked less wrecked the closer we got to later models. Clearly, their designers had learned some good lessons from the kind of thudding impact we witnessed. Car safety design has come a long way in the past 50-plus years and we were reminded of that as we entered the lobby. There was displayed a frighteningly crumpled 1959 Chevy Bel Air: nobody would have walked away from that smash in one piece.By the time we reached the viewing gantry above the test track, we were ready to witness, the ‘small overlap frontal test’, which simulates the impact of a car’s
front corner colliding with another car or utility pole. The lights began to shine brightly and we heard the rumble of the car as it launched along the 180-metre guide track. As the driver’s side of the car hit the one-metre high barrier, the dummy driving may just have noticed the spee-do was hovering at 65 km/h. (Shouldn’t have taken his eyes off the road.)All was captured on high-definition cameras from every angle and before we were released to amble over to inspect the damage, technicians armed with laptops downloaded all the crash data stored by sensors in and on the car. On impact, the car had spun off almost three metres to the right, rotating before it came to a halt it what might have been a sidewalk in real life. Hope there was no pedestrian in its path. At
the end of the day, the car manufacturer representa-tives would walk away with a DVD loaded with data and images to be followed by a detailed examination some weeks later.It’s over so quickly it’s hard for the casual observer to learn much but a slow motion video made for chilling viewing as you see the $250,000 dummy driver (some cost up to $600,000) flailing while hitting the airbag. Every habitual red-light runner should be forced to take in this horror movie.The IIHS, which began in 1959, is a U.S. non-profit
organization funded by auto insurers. The goal is to reduce injuries and fatalities (on U.S. roads and highways), but its powerful research has an impact worldwide, no pun intended.The tour was truly a revelation and demonstrated well how most of today’s cars come through rigorous impact tests with good marks and those that don’t soon get a fix. We were hosted by Subaru Canada, which has much to boast about, though it was re-strained in blowing its own trumpet on location.All Subaru models have been named IIHS “Top Safety Picks” for six years running. And that’s some feat: to qualify as a 2015 Top Safety Pick, a vehicle must earn ‘good’ ratings in the moderate overlap front, side, roof strength and head restraint tests, as well as a ‘good’ or ‘acceptable’ rating in the small overlap front test.Subaru is excited that its optional ‘Eyesight’ system has earned the top IIHS rating of Superior for front crash protection. According to Subaru Canada, the company expects the percentage of buyers opting for Eyesight to increase from the current 19 per cent to 30 per cent by the end of the 2016 model year. The Eyesight system detects obstacles and is capable of bringing a vehicle to a complete stop at speeds up to 50 km/h.By the way, for those concerned about crash test dummy cruelty, Raul Arbelaez, vice president of operations for the IIHS, says: “Our dummies aren’t getting as hurt as much they used to. We don’t have to replace as many rib cages anymore.”

Public speaking just lost the top spot as the most feared task for the young generation.Distracted, dangerous drivers are now their first concern, new research funded by Ford finds.Generation Z consumers are more afraid of other mo-torists driving dangerously than death, public speak-ing, spiders and snakes, according to independent research company Penn Schoen Berland.Top fears for Millennials and members of Generation Z:• Other motorists driving dangerously (88 percent)• Public speaking (75 percent)• Death (74 percent)• Spiders (69 percent)• Snakes (69 percent)“Younger generations are growing up with different fears than their parents or grandparents,” said Kevin Shkolnik, vice president, Penn Schoen Berland. “Younger drivers are worried about distracted drivers, but they think technology isn’t just the problem, it’s also the solution, as we are seeing growing demand for driver-assistance technologies.”
The most worrisome driving situations among survey respondents include:• Snowy or icy roads (79 percent)• Manoeuvring into a tight parking spot (75 percent)• Backing out onto a busy street (74 percent)• Monitoring blind spots (70 percent)• Not knowing where I’m going (69 percent)Penn Schoen Berland conducted the poll on behalf of Ford Motor Com-pany, surveying 1,000, Generation Z (ages 16-22) and Generation Y (ages 23-34). The online survey was conducted between April 29 and May 4, 2015; the margin of error is +/- 3.1 percent.Ford says the new research validates its decision to offer technologies that will help drivers with common driving
concerns. Ford has now announced it will migrate driver-assist technologies across its product lineup over the next five years.“Research like this is important to Ford and other automotive brands because it informs us about the situations that cause consumers the most stress,” said Crystal Worthem, Ford brandmarketing manager. “As driver distraction and safety conversations have broadened, we are seeing what technology will help customers tackle their greatest fears.”The research shows 65 percent of re-spondents are more likely to purchase a vehicle if it has technology to help with parallel parking. Of those polled, 62 percent want technology to detect objects in blind spots.

Saanich Police Sgt. Todd Lamb is stepping back as president of the Saanich Police Association union in the wake of controversy surrounding a fitness training video he posted on YouTube.
In a letter, Lamb told union members earlier this week about his decision, apologizing for the hyper-masculinity of his online fitness product, Spec Force Alpha, which received public backlash after a Times Colonist article was published.
The product promotes itself as a tactical fitness guide that will make men the dominant alpha male in any room, and then some, using phrases like the “silent feminization” and “sissification” of men in modern society.
The promotional video was still available on YouTube as of Wednesday.
Saanich Police Chief Bob Downie and Mayor Richard Atwell are declining comment while an internal review is undertaken on Lamb’s side business.
The Saanich Police Board released this statement: “The (Police) board is aware of concerns
about activities constituting outside employment engaged in by an SPD officer that may conflict with the officer’s duties. The matter is under review by the SPD’s professional standards office to examine whether they comply with internal policies and the Police Act. The Board cannot comment while this review is underway.”
Lamb’s letter of apology to members puts blame on himself and the marketing company responsible for the ad copy, but he admits the marketer did run the copy past him. “… I checked with both males and females in the fitness industry who agreed it was not offensive. … I felt assured that although it was edgy, it wasn’t offensive. … if the product has offended you, I apologize.”
Lamb also references past efforts to stand up for female officers in the Saanich workplace.
“I will do what I can to make (Spec Force Alpha) better and continue to work towards my personal goals of transforming people’s lives.”

The Victoria real estate market is sizzling but it has little to do with the current heat wave.
Through the end of May this year, Victoria had recorded 1,139 residential properties listed and 653 sales.
This compares to 2014 numbers that had 1,047 listings in Victoria and 492 sales through the same period, for an increase of about 30 per cent over last year.
“We’ve had a good year so far,” says Victoria Real Estate Board president Guy Crozier.
“When you talk to our members, there seems to be a real consumer confidence. Our local economy has been remaining strong and (coming off a holding pattern of the first few years), I think there’s a pent-up demand,” he says.
“All of a sudden people start to see value in the market.”
While part of the increase comes from people moving locally, anecdotally at least, there also seems to be a growing influx of people from out of town.
Much of that comes down to the
lifestyle that Victoria offers.“A lot of what I hear is that you have
two winters across Canada like they’ve had, and you have two winters like we’ve had, and people just don’t want to do it anymore,” Crozier says.
It’s also the appeal of walkable neighbourhoods like Fairfield and the Cook Street Village.
“They like the village lifestyle. People really like the atmosphere of those neighbourhoods, more so than ever before,” Crozier says.
The increasing listings and sales numbers are being seen in communities throughout Greater Victoria, but in
areas like Victoria, Saanich and Oak Bay, listings can’t keep up with demand, he says.
The effect of that demand is increased prices. “It’s putting pressure on the great properties that come along,” Crozier says, noting that while the beginning of the year saw price increases in the one- to 1.5 per cent range, he estimates the increase to be closer to five per cent now.
A market slow-down doesn’t seem likely soon.
“I don’t see any factors on the horizon that will cause things to change,” he says. I think you’re going to see stability in the market.”
What this active market underlines for both buyers and sellers is the importance of working with an experienced realtor, Crozier says.
“What’s really important in this market is that because things are changing so rapidly, (people should) give their realtor a call and ask what this means to their property.”
