SHAMLI After a tense weekend which saw the police clashing with thousands of residents, the Shamli dis- trict in western Uttar Pradesh is striving to reconfigure to normal. On Friday, a group of Muslim clerics who were travelling on a train to neighbouring Saharanpur were pushed around by a mob of men. The next day, around 2,000 Muslims then protested on the train tracks, accusing the local police of failing to help the clerics. The demonstration, which lasted over an hour, turned violent and some protesters and policemen were injured. The police has registered a case against 2,000 protesters, including a state lawmaker from the ruling Samajwadi Party. Nahid Hasan has been listed damaging rail property and disrupting train services, according to news agency PTI. None of the men who roughed up the clerics have been arrested as yet. The president of the Delhi unit of the Congress Party,Ajay Maken, on Monday said that the allegations ofmolestation against AAP leader Kumar Vishwas are veryserious in nature, and demanded a thorough investiga-tion on it. "These are very serious allegations; there mustbe a thorough investigation on this. It is a serious issue,"said Maken.

Jilted lover kills girl's brother in Delhi, heldNEW DELHI

A teenager has been arrested for killing the 12-year-old brother of a girl who spurned his advances, policesaid on Monday.

Lakhan, 18, was arrested on Sunday from his rentedhouse in west Delhi's Sagarpur.

He took the victim, identified as Prince, to a secludedplace nearby on April 28 on the pretext of a local excur-sion and strangled him to death.

Prince's body was found on April 29 morning, policesaid. Lakhan had come to Delhi from Uttar Pradesh forstudies. He stayed with his sister and brother-in-law whowere tenants of the victim's family.

"As Lakhan had stayed as a tenant at the house of thedeceased a few years ago, he was picked up on the basisof suspicion. He later confessed to his crime duringinterrogation," Additional Deputy Commissioner ofPolice Nupur Prasad said.

"While living as a tenant at the house of the deceased,he studied with his sister and developed affection forher." "Later on, Lakhan shifted to a nearby colony butcontinued his affection for the victim's sister. He hasappeared in class XII exam this year. The girl hadspurned his advances and started avoiding him recently,"the official said. Due to this Lakhan developed a grudgeagainst her, police said.

The Centre on Monday advised Delhi LieutenantGovernor Najeeb Jung and Chief Minister ArvindKejriwal to work as per the Constitution while discharg-ing their respective responsibilities.

"Delhi is a Union Territory. We all have to understandthat Delhi is not a full-fledged state. The LieutenantGovernor has certain constitutional duties and responsi-bilities. "The Chief Minister also has certain duties andresponsibilities. We all have to work under a set-upwhich is there in the Constitution," Minister of State forHome Kiren Rijiju told reporters here.

The Union Minister's comments came after reportsthat Jung and Kejriwal were on a tussle after the LGdirected Delhi Ministers and top officials to route allimportant files through him as per Constitutional frame-work and laid down procedures.

Jung's order came after reports that Kejriwal has askedhis Ministers and senior officials of Delhi governmentnot to bother the LG's office by sending files to him.

Rijiju, however, refused to elaborate further.

Uttar Pradesh Chief Minister Akhilesh Yadav and hisDelhi counterpart Arvind Kejriwal on Monday held ameeting to find a solution to the dispute over ownershipof land in south Delhi.

Yadav was accompanied by cabinet ministers of UPShivpal Singh Yadav and Rajendra Choudhary. DelhiDeputy Chief Minister Manish Sisodia was also presentin the meeting. The meeting was also attended by seniorofficials of both the states, in which the two sides dis-cussed the ongoing case in the Supreme Court about thedispute. Both the states tried to understand the viewpointof each other, and the apex court will be apprised of theoutcome of the meeting on the next date of hearing.

The dispute between Delhi and Uttar Pradesh govern-ments relates to ownership of 214 bighas of land inSouth Delhi. The land is next to irrigation departmentfacility of UP government in Okhla.

Kejriwal has accused the media ofaccepting a supari or contract to fin-ish off his Aam Aadmi Party (AAP),in his sharpest attack yet on journal-ists. The Chief Minister also calledfor a "public trial" of media groups.

Mr Kejriwal made the remarkswhile defending his Law MinisterJitender Singh Tomar, who is accusedof faking his law degree, during thelaunch of a website.

"There is a need for a public trial ofthe media to expose their bias," theChief Minister said, alleging that "alarge section of the media" had triedeverything to tarnish his party'simage.

AAP had its back to the wall in thepast few weeks over the alleged sui-cide of a farmer at its rally and a uni-versity's claim in court that the lawminister faked his degree.

"TV channels did everything todestroy us before the election andeven now they are trying. But peoplewill not be fooled," said Mr Kejriwal,who apologized last month for mak-ing a speech even after a Rajasthan

farmer hanged himself from a tree athis rally.

Last week, the Chief Minister con-fronted violent protests by oppositionparties who have demanded the sack-ing of Mr Tomar. Mr Kejriwal said hewas satisfied with his minister's clar-ification and said he was beinghounded by the media.

"The media's aim is not to know thetruth but to get Tomar sacked. I am

not Tomar's relative or friend. I hadsought an explanation from Tomar onthe controversy. He gave a satisfacto-ry answer and said he wasn't at faultas his degree is genuine," MrKejriwal said.

To support his allegations of bias,he accused the media of deliberatelynot reporting an auditor's report onviolations by Purti, a company linkedto union minister Nitin Gadkari.

Women has summoned AamAadmi Party leader KumarVishwas and his wife on a com-plaint by a woman volunteer of hisparty, who wants him to make apublic clarification that they werenot in an "illicit relationship" whilecampaigning for last year's nation-al elections.

Mr Vishwas has alleged "charac-ter assassination" and accusespolitical rivals of trying to malignhim and his party. "Na hum sahibse darenge na sahib ki party sedarenge (Neither sahib nor hisparty intimidates us)," he said,referring to Prime MinisterNarendra Modi and his party, theBJP.

The woman volunteer allegesthat her reputation has been tar-nished and she has been aban-

doned by her husband after shewas falsely accused of having anaffair with Mr Vishwas. This fol-lowed rumours, she said, that theAAP leader's wife found him in a"compromising position" with awoman in Amethi, Uttar Pradesh,where he contested against

Congress vice-president RahulGandhi.

The woman alleges Mr Vishwashas ignored repeated requests tomake a public denial. "I have justasked him to come forward, makeit clear publicly that nothing hap-pened between us, why can't he do

that?" she asked, adding, "I'm nei-ther the BJP's agent nor theCongress'."

The commission, which is head-ed by Barkha Singh of theCongress, has said it has sum-moned Mr Vishwas tomorrow as"now it is a matter of her respect."

Kumar Vishwas said the policemust help the woman against thosemaligning her. "She wrote to mesaying 'Bhaiya' (brother) I've filedan FIR, what should I do next? Wetold her to consult the AAP legalcell," he said.

As the Congress and the BJPrushed to attack AAP, Mr Vishwashas threatened to sue for defama-tion.

His party's Sanjay Singh said,"Please don't malign our families.Please spare our families fromthese unsubstantiated, baseless sto-ries. It pains us and our families."

NEW DELHIA 26-year-old businessman

was allegedly assaulted bythree drunken men in a roadrage case in the Rohini area ofouter Delhi, police said.

According to police, in theincident which took place lastnight in Sector 6 of Rohini, oneAmarjeet Chopra was thrashedby the trio, who also misbe-haved with his parents.

"As Chopra, who was driv-ing, reached a traffic signal, hisWagon R car hit a Swift Dzirecar from behind which waswaiting for the signal tochange," a senior officer said.

Infuriated over the knockfrom behind, the men sittinginside the other car got out and

started abusing Chopra. Thespat turned violent and theystarted hitting Chopra.

Police said that the victimhas complained that he was hitwith a rod and also punchedseveral times in the face. Healso alleged that his parents,who were sitting in the rearseat, too, were misbehavedwith when they resisted theattack on him.

After thrashing Chopra, thetrio fled the scene while theinjured businessman was takento a hospital and police wasinformed.

Police said they have arrest-ed an accused, identified asMayank (23), while a manhuntis on to nab the others.

"He (Gadkari) asked me to pay for acquisi-tion and then they will develop roads. Wherewill I get the money from? How is it possi-ble?" Mr Gogoi asked.

Paytm in turn decided to honour MrChauhan's gesture by gifting him the laptop.

27,000 MTNL...state-run telco are used to pay salary to

34,000 staff.A top official of MTNL told PTI that

27,000 employees are going to retire in thenext 10 years.

MTNL, which offers telecom services inDelhi and Mumbai, has also identified13,000 employees, whose skills are not rele-vant due to the changing technologicaladvancements in the telecom sector.

The employees are though utilised in someother services.

"We have 13,000 employees whose skillsare not relevant in the changing technologi-cal environment in the telecom sector. Wehave identified them as wasting cadre, whichmeans we don't require that set of peoplewhen they retire," the official said.

According to a standing committee report,which was tabled in Parliament recently,MTNL CMD PK Purwar had said that theturnover of MTNL in 2014-15 has been Rs3,600 crore and the operating loss is about Rs3,000 crore.

"The biggest reason for this loss is the costof salary to its 34,000 staff, which is around70 per cent of the total revenue," he had said.

The Department of Telecom has informedthe committee that MTNL is under a seriousdebt burden of around Rs 16,332 crore (as onJanuary 2015) and is unable to mobilisefunds required for various network upgradeand expansion projects.

"At present, MTNL is passing throughsevere financial difficulties because of whichit is able to take up only those projects forwhich external funding arrangements aremade," the report has said.

As the dust settles over Nepal, the landlocked coun-try is saddled with questions related to disastermanagement and state structure, to be answered

by its polity and those in charge of governance. As reportspoint out, Nepal’s earthquake tragedy — with the loss of7,000 lives (and counting), physical and psychologicalinjuries to many more, and extensive damage to property— has been exacerbated by the fact that rescue, relief andrehabilitation efforts are concentrated in the Kathmanduvalley. Areas closer to the epicentre are mostly inaccessi-ble: the roads are broken, and landslips have ravaged analready difficult terrain. Yet it is in these very areas thatthe damage has been the most severe. The Nepal govern-ment has virtually thrown its hands up, showing up itsincapacity to address the severity of the problem, as aidflow from agencies, and countries including India andChina, has filled the breach to a limited extent. This inca-pacity is, to a great extent, the Nepal polity’s own making,unable as it has been to complete the Constitution-writingproject started in 2008. Meanwhile, poor governance hasrendered Nepal a difficult place to live in. Out-migrationhas been on the rise, even as many Nepalis have flocked tothe capital city despite its congestion. Most of the eco-nomic activity is concentrated in and around the valley. Soare the donor agencies and the bulk of the political leader-ship in charge of aid distribution. The issues that have heldup the successful completion of the Constitution-writingprocess are closely related to the present inability of theNepal government to respond quickly and effectively tothe natural disaster. If Nepal had been a truly federalrepublic with greater decentralisation of power at the locallevels, and had a diversified economic base that is not lim-ited to the valley, would there not have been better roadsand more responsive administrative systems in place insome of the most-affected places beyond the valley? Ifthese federal units had been structured in such a manner asto give local communities greater power and responsibili-ty, would they not have been more prepared to handle dis-aster? Would not a strong executive unhindered by differ-ences between the presidency and the parliamentary lead-ership have helped more streamlined decision-making?The answers to these questions are in the affirmative. Thisthen suggests that the promise of the successive Jan-Andolans that led to the formation of the ConstituentAssembly in the first place has to be realised by a respon-sible and forward-thinking polity. Nepal’s political classought to use this juncture as a spur to finalise aConstitution. This should allow its citizenry to be betterprepared for any more such tragedies in the seismicallyfragile zone they inhabit.

The intense fighting thatresulted in the virtualtakeover of Yemen by the

Shia Houthis earlier this year sentforeign nationals fleeing the chaos,resulting in the recent, splendidlyexecuted, and deservedly, well-pub-licised rescue of more than 5,000Indian and foreign nationals by theIndian government. It also sentshock waves through neighbouringSaudi Arabia which chose to reactrobustly though there was no attackon Saudi Arabia by Yemenis.

To properly understand the situa-tion, one first needs to studyYemen, its politics and its turbulenthistory. The Shia Imams ruledYemen for over 1,000 years till1962, when the Imamate was over-thrown by nationalist military offi-cers led by Col. Abdullah Sallal.Both Col. Sallal and RepublicanYemen’s second President, AbdulRahman Yahya Al-Iryani, wereZaydi Shias; Ali Abdullah Saleh,President for 34 years, is also aZaydi. In fact, Mr. Saleh waged abitter military campaign against theHouthis from 2004 to 2010. TheMuslim Brotherhood is quintessen-tially a Sunni entity, but in Yemen,its chairman and secretary generalare Zaydis. Thus, all this shows thatpolitical contestations in Yemenhave always been driven by person-al ambitions and political ideology,and never by sectarianism.

Chronic infighting

A unique attribute of Yemeni soci-ety is that every individual has sev-eral firearms. As a result, the coun-try is awash with millions ofweapons. Rockets and missiles,Kalashnikovs, machine guns, andeven tanks have been on sale open-ly for decades. Also, resorting toviolence is the usual medium of set-tling disputes. Both theImams/Kings of Yemen in the 20thcentury were assassinated; aPresident too. Two others wereoverthrown in coups. In Yemen,

chronic infighting is a normal thing.

Soon after Saudi Arabia was for-mally established in 1932, it invad-ed Yemen in 1934 and absorbed theYemeni provinces of Asir, Jizan andNajran. In the Yemen civil war of1962-1967, Saudi Arabia supportedthe Zaydi Imam. Since then, SaudiArabia has sought to influenceinternal political dispensations byproviding billions of dollars in aid.

Yemen was among the four Arabcountries convulsed by massivedemonstrations from February 2011onwards. Alarmed by its protégé,Mr. Saleh’s inability to control bur-geoning unrest, mediation by theSaudi-led Gulf CooperationCouncil (GCC) forced him to stepdown in February 2012, whilepower was redistributed among theother existing power holders — Mr.Saleh’s General People’s Congress,the Mushtarak, the “loyalist”Opposition and the Sunni Islahparty, leaving out the Houthis eventhough they had participated veryactively in the 2011 uprising. AbdRabbuh Mansour Al Hadi, Vice-President under Mr. Saleh, waselected President without any can-didate to oppose him. However, helacks legitimacy in the eyes of thepeople, especially after fleeing thecountry and operating from SaudiArabia. He has no tribal or politicalsupport base in northern Yemen andeven in the south, outside Aden.

With both Mr. Saleh and theHouthis shut out, the stage was setfor an alliance between these erst-while bitter enemies. Having head-ed the Army for so long, Mr. Salehenjoys considerable support withinit and particularly among the pow-erful Republican Guard. TheArmy’s huge weapons inventorybecame the key factor that enabledthe Houthis to take control ofSana'a in September 2014, andlater, of many of the country’s maincities and ports, and more crucially,its administrative, energy, financialand governmental apparatus.

The Iranian angle

Saudi rhetoric has focussed onIranian involvement. Yemeni ZaydiShias are “fivers” whose ideology iscloser to the Sunnis than to theIranian “twelver” Shias. There is norecord of significant Iranianinvolvement with the Zaydi Shiasof Yemen beyond some Houthispursuing religious studies in Iran inthe early 1990s. Among them wasHussein Badr Al-Deen Houthi, thefounder-leader of the Ansar Allah,during which he picked up whatbecame the Houthi motto: “Death toAmerica, Death to Israel, Damn theJews, Victory to Islam.” Iranianinterest was kindled by the six-yearconflict between Mr. Saleh and theHouthis from 2004 to 2010 but trulymeaningful interaction between thetwo began only after the Houthistook control in Sana'a. Directflights between Tehran and Sana'astarted in March 2015 after a gap of25 years. Iran has signed agree-ments with the Houthi-led Yemeniauthorities to supply Iranian oil, forhelp in the construction of powerplants, and the modernisation ofstrategic ports. Implementing theseagreements will take a long time, ifever.

There is little credible evidencethat Iran has provided large enoughconsignments of weapons to theHouthis to make any tangible dif-ference on the ground; logistically,it is almost impossible to do so.However, with several airports andports now under Houthi control, thepossibilities of Iranian weaponssupplies to Yemen exist, if needed.From being an interested bystanderat best, Saudi actions, policies andrhetoric in the past few years haveenabled Iran to acquire crediblelocus standi and become an activeplayer in the processes of determin-ing Yemen’s future.

Iran’s influence throughout WestAsia has risen dramatically sincethe so-called Arab Spring unrest

began — it has become the mostinfluential power in Iraq, Lebanon,Syria and now Yemen also. The suc-cess of negotiations between theU.S.-led P5+1 (the United States,the United Kingdom, Germany,France, Russia, and China, facilitat-ed by the European Union) has fur-ther augmented Iran’s regionalstanding while further exacerbatingalready mounting Saudi concerns.

The Saudi response

Saudi King Salman ascended thethrone on January 23, 2015, andwithin hours appointed his son, lessthan 30 years old, with no govern-mental experience, as DefenceMinister. Ambitious, brash, andoozing self-confidence, he isbelieved to be the driving forcebehind Saudi Arabia’s extremelymuscular reaction to events inYemen. Within hours of PresidentHadi fleeing Yemen, Saudi Arabialaunched “Operation DecisiveStsorm” on March 25. The DefenceMinister has been personally super-vising these operations.

Rather impressively, Saudi Arabiahas successfully forged a “grandSunni alliance” in a matter of daysand committed 100 fighter jets,150,000 soldiers deployed along theborder and some naval units, withBahrain, Kuwait, Qatar, Jordan,Sudan, the United Arab Emiratesand even faraway Morocco joiningthe air strikes. Egypt is deployingan unspecified number of naval andair force units; ground forces willbe deployed “if necessary.” TheUnited States is only providing“logistical, intelligence and techni-cal support”. Concerted efforts ledby King Salman personally to per-suade Pakistan to join have failed.This could have consequences forPakistan later. Despite initial sup-port for the air strikes, Turkey nowfeels that a negotiated solution is abetter approach.

“Operation Decisive Storm” hasinvolved extensive daily air strikes

against Houthi and Saleh forcesmainly in and around Sana'a, Saada,Taiz, Hodeidah and Aden. Despitealmost 2,500 air strikes, the over-whelming majority by SaudiArabia, killing many Houthi andallied fighters and resulting in thelarge-scale destruction of theirweaponry, the Houthi/Saleh domi-nance has not been meaningfullydented. The air strikes are causingmounting civilian casualties andwholesale destruction of villages,sending thousands fleeing fromtheir homes; this is causing a fur-ther alienation of Yemenis fromSaudi Arabia.

The UN Secretary-General hascalled for an immediate ceasefireand has appealed for $274 millionin aid for urgent relief and rehabili-tation measures. The ceasefiredemand has been rejected but KingSalman has decided to contributethis entire amount immediately.However, this will not mitigateYemeni anger. Meanwhile, bydefault, the al-Qaeda in Yemen isbenefiting enormously.

Though the war cannot be wonthrough air strikes, sending inground troops will be disastrous.Given that Saudi troops performedpoorly against the then much weak-er and less organised Houthis in2009-2010, and have no real com-bat experience, they are hardly like-ly to do any better this time fightingagainst battle hardy Yemenis ontheir own terrain. Nevertheless, onApril 21, King Salman ordered themobilisation of the National Guardalso which has since been deployedalong the border. Confusingly, laterthat evening, Saudi Arabia unex-pectedly announced the end of“Operation Decisive Storm” and thebeginning of “Operation RestoreHope”, promptly welcomed by theU.S., only for the air strikes to beresumed the very next day andwhich continue with increasingintensity! It is reasonable to assumethat the Defence Minister wasbehind this since on April 29 he was

also appointed Deputy CrownPrince.

Despite growing U.S. reserva-tions, Saudi Arabian hardlinersseem determined to impose a mili-tary solution; instead, Saudi Arabiais likely to find itself mired inYemen for a long time in anunwinnable war.

The way forward

The Houthis have welcomedYemen’s exiled PresidentAbdurabuh Mansur Hadi’s recentappointment of Khaled Bahah, anIndian-educated former Yemeni PRto the UN and Prime Minister, asthe new Vice-President; this pro-vides an opening for negotiationswhich are the only way forward.Initially they should be convenedby the new U.N. Special Envoy forYemen and the Yemeni governmentrepresentation should be led byKhaled Bahah. The various UN res-olutions over the past four years,the Peace and Partnership agree-ment signed between the Houthisand Mr. Hadi in September 2014and the outcomes of the NationalDialogues in 2013 and 2014 pro-vide a good basis for negotiations.

If Yemen is to have long-termdomestic stability, it is exceedinglyimportant that all power brokers ofthe past are exiled abroad for atleast five to 10 years. Reports thatMr. Saleh and his family have leftYemen, probably for Oman, whichhas offered to mediate between thecontending parties, are encourag-ing. However, restarting the politi-cal process will take time and get-ting results even longer. In themeantime, the unfortunate peopleof Yemen have to face an eventougher future than their difficultpast.

Recently, a parliamentary commit-tee declined to extend the size ofhealth warnings on cigarette pack-

ets due to lack of independent evidenceon the health impacts of smoking on theIndian population. A longitudinal studyconducted by the National Council ofApplied Economics (NCAER) andUniversity of Maryland shows that inIndia too, smoking kills.

The India Human Development Survey(IHDS) was first conducted in 2004-05. Inthis survey, 41,554 households were sur-veyed in both urban and rural areas in allStates and Union Territories with theexception of Andaman-Nicobar andLakshadweep. At this time, extensiveinformation about the lifestyles of overtwo lakh individuals residing in thesehouseholds was collected. In 2011-12,these same households were surveyedagain. We were able to re-interview about83 per cent of the original households. Atthe time of the re-interview, informationon current location of the individualsfrom the original household was obtained,including whether they are still alive.Thus, we have access to a prospectivedata set, which contains both informationon smoking tobacco products and whetherthe individual has died in the seven yearsbetween the two interviews. The resultsunambiguously show that even after wetake into account individuals’ age, gender,education and household wealth, thosewho are reported to be daily smokers aremore likely to die.

In the initial interview, 26 per cent menand 1.6 per cent women above the age of15 smoked. These statistics are very simi-lar to those observed in the Global AdultTobacco Use Study by Professor Ram andhis colleagues at International Institute ofPopulation Sciences, conducted on behalfof the Ministry of Health and FamilyWelfare in 2009-10. The GATS study alsonoted that 24.3 per cent of men and 2.9per cent of women aged 15 and abovesmoked.

Categorising smokersSince smoking is often underestimated

for younger people, when smokers tend to

hide their habits from the older familymembers, we focus on individuals whoare 30 and above. In this age group, near-ly 36 per cent men in the IHDS samplesmoke; 29 per cent smoke daily. Amongwomen, only 2.5 per cent smoke.Although men from all walks of lifesmoke, smoking is disproportionatelyconcentrated among Dalit, Adivasi andMuslim men. Among this group, about 45per cent men smoke; 37 per cent smokedaily. Lack of education also plays a role.About 46 per cent of illiterate men smoke,while only 16 per cent of the college grad-

uates smoke. Moreover, smoking is con-centrated among the lowest incomegroup. Nearly 46 per cent of the men inbottom fifth smoke compared to only 20per cent in the upper fifth. Death rates arehigher for daily smokers than for non-smokers or occasional smokers. About11.3 per cent of men aged 30 and aboveand who smoke daily died in the sevenyears following our initial survey; only10.2 per cent of the non-smokers andoccasional smokers died. However, as wenoted above, smokers come from lowersocio-economic strata. Hence, it is diffi-cult to know if these characteristics, ratherthan smoking, may be the cause of higher

death rates among smokers. So we com-pare like with like and control for educa-tion, marital status, age, caste/religiousbackground, urban/rural residence, stateof residence and whether the individualwas employed at the first interview. Wealso control for household wealth. Thisdoes not change the relationship observedabove.

Even after taking into account all thesedifferences, we find that smokers have ahigher death rate than non-smokers.Among men, daily smokers are 1.14 times

as likely to die between the two inter-views as the non-smokers and occasionalsmokers. Lest this seem like a small dif-ference, the improvement in survival bygiving up smoking would be more than bydifference between illiterate and thosewith eight years of education or betweenmen living in Uttar Pradesh andKarnataka. For women, smoking is evenmore harmful but given the very smallnumber of women who smoke, thisimpact is not significant.

Delaying anti-smoking campaigns willtake a heavy toll on the Indian population,particularly poorer and less educated men.

What is disturbing about the currentdebate is the message that it sends to cur-rent and potential smokers. Whether thepictorial warning covers 20 or 30 per centof the package is less important than theimplication that Indian population’s riskprofile is somehow different from that ofnon Indians and that until a study has beenconducted in India, we should not believethat smoking increases health risks inIndia. Nonetheless, the results we showabove should lay to rest the argument thatIndians are not somehow immune tohealth consequences of smoking thatbeset non-Indian populations.

Debate in other countriesThis debate is reminiscent of similar

battles fought in other countries. In theU.S., for decades cigarette companiestried to throw a smoke screen overresearch results that unambiguouslyshowed that smoking caused cancer andincreased mortality. In France, even in thelate 20th century, the legislature arguedthat controlling public smoking was pit-ting non-smokers’ rights against smokers’rights. Financial interests played animportant role in the French debate too.Constance Nathanson notes that by 1990,French tobacco market had been capturedby multinationals, leading a smoking pro-ponent to grumble that anti-smokingadvertising would selectively weakenFrench tobacco industry and, “there willno less smoking or drinking in sweetFrance but smoking and drinking will beless French and more American.” Thesedelays in anti-smoking legislations haveled to slower decline in smoking inFrance than in other high income coun-tries; as World Atlas of Smoking shows,today 34 per cent French men smokecompared to 23 per cent in neighbouringSwitzerland.

Let us not give mixed messages to ouryoung men and increasingly, youngwomen; smoking is not harmless, smok-ing is not cool. Smoking kills, even inIndia.

tion, particularly poorer and less educat-ed men. What is disturbing about the

current debate is the message that it sendsto current and potential smokers. Whether

the pictorial warning covers 20 or 30 percent of the package is less important than

the implication that Indian population’s riskprofile is somehow different from that of nonIndians and that until a study has been con-

ducted in India, we should not believe thatsmoking increases health risks in India.

Defence Minister Jean-Yves Le Drian's visit,India on Monday said thatnegotiations for the pro-curement of Rafale fighterjets for the Indian AirForce (IAF) will begin thismonth, and the multi-bil-lion dollar deal will befinalised "as early as pos-sible".

"The government togovernment committeewill be set up which will

begin negotiations on thedeal. The negotiations willstart anytime in May andwe have to conclude themas early as possible,"Defence MinisterManohar Parrikar toldPress Trust of India inGoa.

He, however avoided toset any deadline to seal themuch talked-about dealclaiming "since it is gov-ernment to governmentprocedure, the deal wouldhappen quickly".

"He will visit only forthe purpose of setting upmodalities and take theprocess forward. We willnot be directly involved infuture talks. The commit-tee is being appointed forit by two governments tokick start the process andfix the modalities," MrParrikar said.

The Defence ministersaid the governmentappointed committee willcomplete the negotiationsin a time bound fashion.

He said that the proce-dure to work with coun-tries in the defence sectorhas been well established.

tinue to oppose the landBill as it is "anti-farmerand dilutes the pro-farmerprovisions of LandAcquisition Act-2013"which was passed with theconsent of all parties, for-mer Union Minister JairamRamesh said today.

Mr Ramesh also dubbedas "totally rubbish" theclaim of Prime MinisterNarendra Modi that underthe 2013 Act, it will not bepossible to acquire land forhospitals, schools androads among others andclarified that there was nobar on acquiring land forgovernment, includingdefence projects.

"We are against theamendments made in the2013 Land Act by theModi government throughOrdinance without callingan all-party meeting,despite the fact that it waspassed with the consent ofall parties," he toldreporters in Bhopal.

"In the current scenario,it is impossible for this Bill

to get passed in the RajyaSabha as the SP, BSP, JD-U, TMC, DMK and evenNDA allies like Shiv Senaand Akali Dal are opposedto it," the senior Congressleader said. The Congressis opposing these amend-ments on five grounds, hesaid. Elaborating further,he said the Bill dilutes theconsent clause of securingconsent of 80 per centfarmers for acquiring landfor private companies and70 per cent for projects tobe implemented on PPP(Public, PrivatePartnership) mode.

The present Bill dilutesprovisions of SocialImpact Assessment for pri-vate projects to check thepractice of acquiring landfor a government projectand handing over to privateplayers after sometime, hesaid. There was a provisionin the 2013 Act that if theacquired land is not usedwithin five years, then itwill be handed back to itsowner, but this clause wasalso removed in the 2014Land Bill, he said.

The provision of acquir-ing one-km stretch of landon either side of the major

road is being done with anintention to help privatecompanies, and Congressis opposed to it as it isimpractical, Mr Rameshsaid. The Congress isopposing removal of theprovision for providingfour times compensationfrom back date to thoseland owners who were notsatisfied with the awardthey got at the time ofacquisition, he said.

Mr Ramesh said that theCongress demands imple-mentation of 2013 LandAct in toto and will notallow any dilution of it.

"Previous work had thought theburial sites represented local, mid-dle-class people. There was nonotion that outsiders were wel-comed and integrated by localswithin the city. It's not clear whycertain young hinterland peoplewere sent to the city.

"All told, these novel methodsprovide windows into the life his-tory of past people and underscorethe role of interdisciplinaryapproaches to illuminate dynamicsof human migration," Dr Valentineadded.

the process for setting upof a regulatory body on thelines of telecom sector,said Union Minister SureshPrabhu who has asked theNITI Aayog Chairman toprepare the roadmap for it.

Asserting that there wasa need for having a regula-tory mechanism independ-ent of the public trans-porter for getting privateparticipation, Mr Prabhusaid once the model wasready it would be put onthe website for wider dis-cussions.

"A regulatory mecha-nism is specificallyrequired...so that privateparticipation does not com-promise public interest,does not hamper publicfunction. Private sectoralso need not worry aboutthe security of their invest-ment. We have to trade offthe balance between pri-vate and public," MrPrabhu told PTI in an inter-view.

Asked about the contoursof the proposed body, hesaid it would be like regu-

lators for telecom andpower. "Arvind Pangarayiahas been requested to sug-gest a road map. He isindependent, very intellec-tual, very competent andalso part of our system ashe is the vice chairpersonof NITI Aayog. He met merecently and we discussedthe issue. Once he is readywith the model, we willhave wider discussion andwe will put it on websitefor comments," he said.

Young people areaware of the risksof cyber-bullying

but perceive others asbeing more at risk thanthemselves, says a study.

Young women are morevulnerable to this percep-tion than young men, thestudy said.

"Our findings suggestthat whilst young people

are aware of the potentialrisks associated withcyber-bullying, theybelieve that they are lesslikely to experience cyber-bullying than their peers,"said Lucy Betts fromNottingham TrentUniversity (NTU).

"This unrealistic percep-tion of invulnerabilityappears to lead many to

think it is something thathappens to other people,"she added.

The study, designed tomeasure how vulnerableyoung people felt to cyber-bullying and how vulnera-ble they felt compared toother people, included 63females and 46 males agedbetween 16 and 18 yearsold.

Analysis showed thatstudents rated themselvesas being at a lower risk ofcyber-bullying than othergroups (friends, studentsyour age, younger studentsand strangers).

Among these othergroups, younger studentswere identified as those atmost risk of becoming avictim of cyber-bullying.

Girls also had a higherperception of the risks ofexperiencing cyber-bully-ing than boys.

"However, given thereported high prevalencerates of cyber-bullying insome studies (ranging from7-70 percent) it may benecessary to implementmore measures so thatwhilst continuing to raise

young people's awarenessof the risks we also ensurethey fully understand thatthis could actually happento them," Bettssaid.

The findings are sched-uled to be presented at theBritish PsychologicalSociety's AnnualConference next week inLiverpool.

This shocking revelationwas made by DNA news-paper in an interview withSrinivason's son.

“I want my father to giveme my share of the familyproperty and let me livemy life like I want with mypartner Avi.“We’re beingheld captive against ourwill and tortured by myfather who wants me tobreak up with Avi, get mar-ried and have children tofurther the family line,”said Ashwin Srnivasan toDNA.

Ashwin has also claimedthat he along with his part-ner Avi Mukherjee arebeing held captive inChennai’s tony FirstAvenue neighborhood ofBoat Club in close vicinityto the residence of hisfather.

On being asked for proof

by DNA, Ashwin alsoshared various letters writ-ten by Srinivasan, clearlystating his opposition to hisson's relationship withanother man.

The letters, all written onN Srinivasan’s personalstationery between 2007and 2008 are in possessionof the newspaper.

One of the letters fromSrinivasN Srinivasan forc-ing gay son to marrywoman, personal lettersrevealan to Ashwin datedJune 20, 2007 reads: “Ash,you are my only son. Bothyour mother and I love youvery much. You are awareof the hope I had for you,”and advises, “I feel youneed to do certain things tohelp yourself”, before

going to explicitly state, “Ihave saved money throughmy own hard work.

That is to say my wealthis self earned. I would likeit go to my flesh and blood– I want a lineage to carryon the business. I can’tgive it tostrangers.Therefore I thinkit will be good idea for youto marry a girl acceptableto us which probably mightenable creation of a line-age.”

“You need to re-enternormal society which youleft years ago. Until youchange, I am going toinduct Rupa (Ashwin’s sis-ter, who is married toGurunath Meiyappan) onto the India CementsBoard. You can also join

the board after you accom-plish the changes I havesuggested,” signing offaffectionately as Anna.

Another letter, written onSeptember 27, 2007,states: “See how you’reliving now – man of youreducation and qualifica-tion, you are not preparedto face normal society. Ifyou make an effort tochange I will reward you.”

Clearly unhappy with hisfather's attitude, Ashwinlashed out againstSrinivasan with a letter.

Srinivasan on January20, 2008 replied to hisson's letter, stating: “I amin receipt of your lettertalking of vague andunconnected events at dif-ferent times in your privatelife. I see you are using allthis to threaten me andextortion is clearly visible.I can see desperation –without your knowledgeyour letter exposes the truecharacter of your ‘friend’(Avi) as a criminal whobreaks the law, indulges indrugs, etc. – all criminalactivities.

Trauma parenting specialistJane Evans, who was in thecity for a talk, discusses strate-

gies to haul your kid out of 5 emo-tionally damaging experiences

It's a cliche, and it's not even true.A `carefree childhood' needn't be

every kid's privilege in the 21st cen-tury, say parenting counsellors.Which makes it important for parentsto be able to handle a sticky situationwhere their child may have experi-enced a notso-happy incident, and beunable to cope with it, in the absenceof skills that adults tend to havepicked up along the way.

Jane Evans, a UK-based, traumaparenting specialist, who was inMumbai last weekend to helm a talkon tools to establish a special bondwith children at an event organisedby Born Smart, says trauma in kidsmust be addressed. "They won't just`go away'. Ignoring it can make yourchild's brain operate on survivalmode, sensing threat everywherethereafter," she explains. And the firststep is to recognise it, because unlikeadults who will spell it out, childrenare likely to express themselvesthrough behaviour. Some cope bytrying to please everyone and sacri-ficing their needs, says Evans.Others, may overreact to the slightestthing. "A tiny cut on a finger, thatshouldn't get more than a few min-utes of attention, will exag gerate intheir trauma-induced minds and feellike a catastrophe," she says.

The second step is to offer simpleexplanations to a child. If allowed tomake sense of the challenging situa-tion on their own, they are likely to

harbour misconceptions that can leadto anxiety. For instance, a child mayend up believing that the argumentbetween mummy and daddy happensbecause he is naughty. To tackle thisstress, the child may behave inconsis-tently with those he loves the most orseek out `self - soothing' strategies,including the constant use of videogames, alcohol, drugs or overeating.

Evans suggests how parents shouldhandle the most common causes oftrauma among children.

1. FAMILY FIGHTS

Signs:A child may have an emotional out-

burst, lashing out at other kids orfinding it difficult to make friendsand unable to develop social skills.They may find it tough to focus on atask at hand, get emotional and find ittough to calm down. Alternately, hecould also turn quiet and meek,observe more than speak and doexactly as told. Keeping everyonehappy may make him feel secure.

CORRECTIVE MEASURES:Compassion and kindness is what

you need here. Irrespective of achild's behaviour, be calm and try toconnect with him emotionally.Broaching the subject with, "I'm wor-ried about you," is a good idea.Getting them to talk will help rewirethe brain, which could be in survivalinstead of reasoning mode. If theypush another child at play, it's notbecause they intend to hurt a friend.It's because they are trying to venttheir feelings. Encouraging them to

come and play (accompany them), ortake up a class of yoga or singing willhelp regulate their feelings.

2. DEATH AT HOME

Signs:The signs could be similar to those

above. The child may appear with-drawn, worried and reclusive, or anx-ious. Eating patterns may be disrupt-ed. Eating too much or too little arered flags. They could seesaw betweenemotions -very quiet one momentand agitated another.Most childrenunder six don't fully understand theidea of death. They are unable tograsp its irreversible nature. Pre-schoolers will believe that their deaddog will wake up.

CORRECTIVE MEASURES:If the child asks questions, respond

to them honestly and in a way he willunderstand. Be sensitive to what thequestion really is and tailor yourresponse appropriately. Checking

after a few days of explaining, if thechild has any new questions, is agood idea. Processing news of trau-

matic events is crucial for helpingkids comprehend what happened.Ifthe child is holding itself responsiblefor the death, explain to him simply,that everyone's body gets sick some-times, and when medicines don'thelp, a person may die. It's possiblethat you may have to explain thesame thought over and over, althoughsensitively, before the child inter-nalises it.

3. DIVORCE

Signs:A typical trait, says Evans, in

behaviour of children from brokenhomes, has to do with a visit to theabsent parent. He may be wellbehaved there but have a dramaticoutburst on returning to the parentwith custody. Sometimes, it couldtake a week to calm them down. Thisoccurs because the child is likely to

repress what he feels when he meetsthe absent parent because he isn't toocomfortable around them.

Child custody disputes make thingsworse since kids interpret it as beingtaken away from a parent who lovesthem by the other.Parents who tryand communicate with theirestranged spouse through the childcause undue stress since the child isforced to negotiate a situation thatadults have washed their hands of.

CORRECTIVE MEASURES:Spare the child details of the sepa-

ration or divorce but let them knowthat you are always available to him,and open to talking about the separa-tion if they wish. If the child doesn'texpress feelings or have questionsabout the event, a simple explanationshould be sufficient. In any case, theparent living with the child shouldmake himself/herself available phys-ically and emotionally all the time.It's double the work, but imperative.

4. ACCIDENTS

SIGNS:As adults, an accident can invoke

anger or frustration, but among kids,the reactions are complex. Childrenmay withdraw, turn easily irritable,experience a decrease in appetite orhave repeated nightmares. In extremecases, children can also develop astrong response to locations thatremind them of the tragedy.

CORRECTIVE MEASURES:The only way to rectify this is by

openly discussing the event with

them when they are ready.This willoffer them closure, allowing you andthe child to refer to the event assomething that `happened' and re-inforce that you are now safe. Newsreports or disaster updates can repeat-edly trigger the imagery in theirminds. You need to help them disas-sociate from that imagery, and detachfrom the event and reinforce that youare now safe.

5. EMOTIONAL UNAVAILABLI-TY

SIGNS:It's a modern-age trauma that sev-

eral kids have to deal with. The pres-sure that both parents face to holdjobs, or race ahead in their career byworking long hours, can mean theyhave little emotional energy to investin their kids. Left alone to make senseof their emotions and everyday expe-riences, they lack inputs from `rea-sonable' adults. The latter is impor-tant because over time, it helps chil-dren learn to `self-soothe', makesense of relationships around themand their expectations from daily life.

CORRECTIVE MEASURES:It sounds simple, and it might just

be. Take time out every day to talk toyour child. Communication is key tobuilding an emotional connect. Beingemotionally available (in tune withtheir mental state) coupled with thembeing physically present (accompa-nying them out to play once in awhile) acts as both balm, and securi-ty reinforcer.
