1.0 INTRODUCTION Air Energy TCI Inc (AET), the North American subsidiary of TCI Renewables Ltd., a UK registered company,
proposes to develop (construct, operate, and eventually decommission) the Adelaide Wind Facility (the
“Project”), a renewable energy generation facility (wind facility). Although the Project was originally to have a
name plate capacity of up to 72 MW, the Project design has been modified and will now consist of 40 x 1.5 MW
turbines with a name plate capacity of 60 megawatts (MW).
The Project was previously subject to the provincial environmental assessment process and was assessed
under the Electricity Project Regulation (Ontario Regulation 116/01) following protocols outlined in the Guide to
Environmental Assessment Requirements for Electricity Projects (MOE, 2001). Since AET was considering
applying for federal funding under the ecoENERGY for Renewable Power Program, there was a potential trigger
of the Canadian Environmental Assessment Act (CEAA), and the environmental assessment report was written
to also address requirements of the Wind Power Production Incentive (WPPI) EIS Guidelines for Screenings on
Inland Wind Farms under CEAA.
On June 8, 2009, a combined Environmental Screening Report (ESR) and Environmental Impact Study (EIS)
(ESR/EIS) for the Adelaide Wind Farm was finalized and a Notice of Completion of a Screening Report was
published. The ESR/EIS was posted on the AET website with copies of the ESR/EIS made available in the
Strathroy Public Library, Middlesex County Library Administration Office and the Adelaide Metcalfe Township
Offices for review by any interested parties. Following the posting of the Notice of Completion, the Project
underwent a 30-day public and agency review period as required under O. Reg. 116/01.
On July 10, 2009, at the completion of the 30-day period, a total of five requests for elevation of the Project had
been submitted to the Director of the Environmental Assessment Approvals Branch (EAAB) of the Ministry of
Environment (MOE). AET and Golder Associates Ltd. (Golder) provided responses to each request for elevation
on July 24, 2009. Following a review of the requests for elevation, the Director of the EAAB denied all five
requests for elevation and on September 15, 2009 sent decision letters with detailed responses to each request
for elevation. The Director’s decision was to be made final on September 30, 2009 (15 calendar days after the
notice of a decision), if there were no requests for the Minister of Environment to review the Director’s decision.
Following that time, AET was prepared to submit a Statement of Completion to the MOE and the Project could
proceed under O. Reg. 116/01, subject to additional permits or approvals required prior to construction.
On September 24, 2009, Ontario Regulation 359/09 of the Environmental Protection Act received Royal Assent
and on October 1, 2009 was filed and came into force. The environmental assessment requirements under
O. Reg. 116/01 are now no longer applicable to renewable energy projects, including wind facilities.
O. Reg. 359/09 now contains the current requirements for approval of renewable energy projects under the
Renewable Energy Approval (REA) process. Based on the project classification scheme outlined in Part II
Classes of Renewable Energy Generation Facilities, Section 6 of O. Reg. 359/09, the Project is categorized as a
Class 4 wind facility (further detail on the classification system is provided in Section 2) and must now meet the
transitional approval requirements for this class of wind facility as agreed to by the Director.
Because a Statement of Completion was not submitted for the Adelaide Wind Farm prior to O. Reg. 359/09
receiving Royal Ascent, the Project will now be assessed under the Transition Process. The Director of the
EAAB has formally identified the Adelaide Wind Farm as a transitional Project based on the progress of the
Project under the O. Reg. 116/01 process; this includes posting of a formal Notice of Completion, the completion

of numerous studies equivalent to the new REA requirements and previous public consultation activities.
Personnel from AET and Golder met with the MOE on two occasions (October 13 and November 3, 2009),
during which time an appropriate transition process was determined. As part of the transition agreement, MOE
requested that an Addendum Report to the ESR/EIS (this document) be submitted to the Director and be posted
in Draft form for public and agency review prior to the final public meeting for the Project. Through meetings with
MOE it was agreed that AET would provide the following information, which is the focus of the remainder of this
document:
A comparative table to illustrate the required information provided in the existing ESR/EIS document under
O. Reg. 116/01 and reference to how this information addresses the requirements for information under
O. Reg. 359/09.
In cases where requirements have not been addressed in the ESR/EIS, or relevant changes have been
made, AET was to provide new or revised support documents to address reporting requirements within
Table 1 and Section 54 (with regard to noise reporting requirements for wind facilities) of O. Reg. 359/09.
At a minimum, this was to include an updated Noise Impact Assessment Report if there were any changes
to the design or proposed turbines and a Built Heritage and Cultural Landscape Study, since this was not
previously required under O. Reg. 116/01.
Updated information on the Project Description, consultation activities, potential effects to natural heritage,
or water resources.
Any other information deemed relevant to include in the Addendum Report at the discretion of AET.
2.0 DEFINITION OF A WIND FACILITY Under O.Reg. 359/09, wind facilities are defined as “a renewable energy generation facility at which wind is used
to generate electricity through the use of one or more wind turbines”. Each type of renewable energy facility is
further classified according to specific characteristics of the facility (e.g., location, generating capacity or power
source). There are five classes of wind facilities (1-5) that are determined based on three characteristics: the
location of the facility relative to surface water features, the nameplate capacity for energy generation, and the
greatest sound power level generated. The Adelaide Wind Facility is classified as a Class 4 wind facility
because it is located at a site where no part of a wind turbine is located in direct contact with surface water (other
than in a wetland), the Project has a nameplate capacity that is greater than 50 kW, and the proposed wind
turbine generators (WTG’s) have a maximum sound power level that is greater than 102 dBA.
3.0 COMPARATIVE TABLE – REQUIREMENTS FOR O. REG. 359/09 ALREADY MET UNDER O. REG. 116/01
Table 1 summarizes the requirements for a wind facility application under Part IV, Sections 11 to 32 of
O.Reg. 359/09 and the location in the Adelaide Wind Facility ESR/EIS document describing where these
requirements have already been met under O.Reg. 116/01. Table 1 also provides detail on updated or
additional information that is still required and will be discussed in this Addendum Report.

It should be noted that some effects assessments conducted for the Adelaide Wind Farm under O. Reg. 116/01
are now no longer required for renewable energy projects, including wind facilities. These include the following:
geophysical environment, atmospheric environment, visual landscape, socio-economic resources, land use,
traffic, electromagnetic interference (EMI), public health and safety, the effects of the environment on the Project
and cumulative effects. Although no longer required under O. Reg. 359/09, AET has voluntarily updated their
shadow flicker analysis based on the revised turbine layout and new wind turbine model. The results are briefly
described in Section 11 and the revised analysis output is provided in Appendix D.
4.0 UPDATED PROJECT DESCRIPTION Although the Adelaide Wind Farm Project will remain largely as described in the ESR/EIS Project Description,
there have been some minor changes to the Project layout relative to the EIS/ESR to address changes in the
turbine model proposed. These changes are minor and are limited to the following:
Change in the make and model of wind turbine from the Vestas V90 1.8 MW, to the GE 1.5 xle
(specifications provided in Table 2 below);
Relocation of substation and addition of a new access road location;
Relocation of Turbines #3, 4, 21, 23, 25, 26, 33 and 40 and realignment of associated access roads and
cable routes; and
No change in the total number of turbines, but reduction in capacity from 72 MW to 60 MW due to smaller
turbine size.
The new Site Layout is shown in Figure 1, and an illustration of the changes in the layout from the ESR/EIS
version to the new layout is shown in Figure 2. Based on a review of the site layout revisions relative to
assessments conducted as part of the ESR/EIS using the previous site layout, the changes made will not
change the predicted effects described in the ESR/EIS, with the possible exception of those described in the
sections below (i.e., natural heritage, noise, and archaeology and heritage).
5.0 NEW WIND TURBINE SPECIFICATIONS The Adelaide Wind Farm will include 40 GE 1.5 xle wind turbines. Turbine technical specifications are provided
below in Table 2. Additional wind turbine specifications are found in the manufacturers data provided in
Appendix B. This includes acoustic emissions data, including the sound power level and frequency spectrum, in
terms of octave-band sound power levels.

6.0 CONSULTATION
6.1 Recent Consultation Activities The following table outlines the consultation activities with members of the public, Aboriginal communities and
local governments that have been undertaken since the completion of the ESR/EIS in June 2009.

6.2 Additional Public Meeting Section 15(1) of O. Reg. 359/09 states the following:
A person who proposes to engage in a renewable energy project shall distribute,
(a) notice of the proposal to engage in the project; and
(b) notices of the location and time of at least two public meetings to be held for the purpose of
conducting consultations in respect of the project.
Because of the advanced status of the Adelaide Wind Farm, a combined Notice to engage in the Project and
notice of a third and final public meeting was agreed to by the Director and subsequently prepared by AET. A
letter and Notice were mailed to all RR and SS letter carrier routes in the postal code area N7G and to assessed
landowners owning parcels but not residing in the N7G postal code. Letters and the Notice were also provided
to Aboriginal communities that had previously been sent Notices under O. Reg. 116/01. The Notice will also be
published in The Age Dispatch on two consecutive weeks.
Notification for the public meeting was provided a minimum of 60 days in advance of the public meeting
scheduled for Tuesday January 26, 2010. The meeting is to be held at WG MacDonald School, located at
29059 School Road, in the Township of Adelaide Metcalfe.
In accordance with Section 16(5) of the regulation, a draft version of this Addendum Report will be made
available through the following methods:
During a period of at least 60 days before the final public meeting is held, a person mentioned in
subsection (1) shall make available drafts of all documents mentioned in subsection (6) by,
(a) posting the drafts on the person’s website, if the person has a website;

(b) making paper copies of the drafts available to the public in each local municipality and in
each part of unorganized territory in which the project location is situated;
(c) making paper copies of the drafts available in any Aboriginal community on the list obtained
under section 14, if the Aboriginal community agrees to the making of the drafts available in the
community; and
(d) distributing the drafts to each Aboriginal community mentioned in subparagraph 5 ii of
subsection 15 (6).
Copies of the Draft Addendum Report and the ESR/EIS document will be made available to the general public at
the Strathroy Public Library, the Middlesex County Library and at the front desk of the Township of Adelaide
Metcalfe Office a minimum of 60 days in advance of the scheduled Open House. Digital copies of these reports
will also be available on the AET website and can be accessed at www.adelaidewindfarm.ca.
6.3 Aboriginal Engagement Section 14(1) of O. Reg. 359/09 requires that proponents of renewable energy projects obtain a list from the
Director of the EAAB of Aboriginal communities having constitutionally protected Aboriginal or treaty rights that
may be adversely impacted by the project or otherwise may be interested in any negative environmental effects
of the project. Recent Aboriginal engagement activities for the Adelaide Wind Farm are shown in Table 3 above.
This information was requested from the Director on November 3, 2009, but to date a response has not been
received.
7.0 NATURAL HERITAGE Section 24 (2) of O. Reg. 359/09 requires that the proponent of a renewable energy project conduct a Site
Investigation, in accordance with Section 26 of the Regulation. The purpose of the Site Investigation, which
consists of a “physical investigation of the air, land and water within 120 metres of the project location”, includes
a determination of the following:
Confirm the assessment made in the Records Review;
Determine if any additional natural features exist that were not identified in the Records Review;
Determine the boundaries of natural features located within 120 metres of the Project location that were
identified during the Records Review; and
For natural features located within 120 metres of the Project location, determine the separation distance
between the Project and the natural feature.
For the purposes of this determination, as defined in O. Reg. 359/09, a “natural feature” is defined as all of, or
part of the following features:
Area of Natural and Scientific Interest (ANSI; earth science);

ANSI (life science);
Coastal wetland;
Northern wetland;
Southern wetland;
Valleyland;
Wildlife habitat; or
Woodland.
A detailed Records Review and numerous Site Visits were conducted as part of the ESR/EIS for the Adelaide
Wind Farm; however, mapping and detailed measurements of separation distances between Project
components and natural features was not provided as this was not required under O.Reg. 116/01. Figure 3
shows the location of all significant natural features in close proximity to the Project location and Table 4
provides a summary of the significant natural features and separation distances to Project components.

There are no ANSIs (earth science), coastal or northern wetlands, valleylands or significant wildlife habitat
(specifically for birds or bats) within 120 m of the Adelaide Site Study Area (SSA) boundary. Furthermore, with
the exception of Significant Woodlands, there are no natural features within 120 m of Project components (i.e.,
wind turbines, access roads, the substation or overhead and underground cable routes; Figure 3). As a result, it
was deemed to be unnecessary to conduct additional Environmental Impact Studies to assess the potential
effects on natural features as there has been sufficient information already provided for Significant Woodlands in
the ESR/EIS.
As shown in Table 4 and Figure 3, there are 27 Project components located within 120 m of Significant
Woodlands, and 19 within 50 m of Significant Woodlands. As described in Section 7.3.4.6 Designated Areas of
the Adelaide Wind Farm ESR/EIS, potential effects on Significant Woodlands will be mitigated through the
following:
If construction is to occur during the sensitive breeding season, avian nest and mammal/herpetile den
surveys will be undertaken prior to commencement of construction activities near Significant Woodlands if
the proposed locations of Project infrastructure (i.e., access roads, underground cable routes or turbines)
are within a 50 m buffer around the Significant Woodland as identified in the Middlesex County Official
Plan; and
Appropriate species-specific setbacks will be created in consultation with MNR and EC/CWS, and exclusion
zones (if required) will be flagged for avoidance within the work area(s).
It was noted in the ESR/EIS that agricultural practices typically extend to the edge of most of these Significant
Woodland boundaries. With the implementation of these mitigation measures, minimal residual effects
associated with sensory disturbance to birds and wildlife within these Significant Woodlands are anticipated and
no further assessment under the REA process is required.
7.1 Confirmation from Ministry of Natural Resources A new requirement of O. Reg. 359/09 is that the proponent of a wind facility project obtains confirmation from the
Ministry of Natural Resources (MNR) that the significance of natural features identified during the Records
Review and Site Visits have been correctly assigned a significance level and appropriately located relative to
Project components. The AET and Golder Project team will to work with MNR to obtain a clearance letter prior
to the final Open House stating that the natural features are correctly identified and their significance has been
correctly evaluated. This letter will be provided in the Application for a Renewable Energy Approval to be
submitted to the Director.
8.0 WATER Section 29(1) of O. Reg. 359/09 requires that the proponent of a renewable energy project conduct a water
assessment which includes a records review and site investigation. These activities were conducted for the
Adelaide Wind Farm as part of Section 7.2 Aquatic Environment of the ESR/EIS. Section 39(1) of
O. Reg. 359/09 outlines prohibitions with regards to waterbodies and states that:

No person shall construct, install or expand a renewable energy generation facility as part of a
renewable energy project in a project location that is in any of the following locations:
1. A lake or within 30 metres of the average annual high water mark of a lake.
2. A permanent or intermittent stream or within 30 metres of the average annual high water mark of a
permanent or intermittent stream.
3. A seepage area or within 30 metres of a seepage area.
Subsection 39(1) does not apply to Class 3 or 4 wind facilities (including the Adelaide Wind Farm) if no wind
turbines or transformer stations (referred to as the substation in the ESR/EIS) are constructed within 30 m of the
water features above, and the proponent submits a report meeting the following requirements (Ontario
Legislative Assembly 2009):
Identifies and assesses any negative environmental effects of the Project on the waterbody and on land
within 30 metres of the waterbody;
Identifies mitigation measures;
Describes how the environmental effects monitoring addresses any negative environmental effects; and
Describes how the Construction Plan Report addresses any negative environmental effects.
As shown in Figure 4, the 40 turbines and substation for the Adelaide Wind Farm are all located outside of the
30 m buffer for all permanent and intermittent streams and seepage areas within the SSA, however there are
access roads and underground cable routes located within the 30 m buffer area for some streams within the
SSA. A detailed effects assessment, mitigation measures and best management practices for contractors
conducting works in and about streams was provided in the ESR/EIS Section 7.2 Aquatic Environment.
Encroachment into the Ausable Bayfield Conservation Authority and St. Clair Region Conservation Authority
Regulation Limits will require a permit under Ontario Regulation 147/06, Ontario Regulation 171/06, respectively
from these Conservation Authorities. Based on the existing information provided in the ESR/EIS, it is anticipated
that no further water assessment (excluding any tasks associated with the Conservation Authority permitting
process) is required for the Adelaide Wind Farm.
9.0 NOISE A revised Noise Assessment was completed to address changes in the regulation, revisions to the Project
Layout and change from Vestas 1.8 MW to GE 1.5 xle,1.5 MW turbines. The revised Noise Assessment report
is provided in Appendix B.
10.0 ARCHAEOLOGY AND HERITAGE ASSESSMENT There have been no changes to the requirement for an archaeological assessment with the implementation of
O. Reg. 359/09, though it has not been verified by the Ministry of Culture as to whether all archaeology
assessments need to be completed before an Application for a Renewable Energy Approval is submitted.
However, a heritage assessment is now required.

The Stage 1 archaeological assessment has been completed and AET has received a letter of concurrence from
the Ministry of Culture (Appendix C). The Stage 2 and any resultant Stage 3 archaeological field work is
currently underway and reports will be provided to the Ministry of Culture upon completion. Based on the latest
layout, a Stage 2 pedestrian survey is being conducted at 5 m intervals in ploughed and weathered agricultural
fields. All turbine sites are being surveyed within a 50 m radius from the future turbine foundation’s centre point;
all future access roads and underground cable routes are being surveyed in 20 m wide corridors centred upon
their centre line; and the proposed substation site is also being surveyed with a 50 m wide buffer around the
proposed site. Currently 18 turbine sites plus their associated access routes and underground cable routes have
been surveyed with plans for the remainder to be surveyed in November 2009 and, if necessary, Spring 2010. A
Stage 3 archaeological assessment is being conducted on sites where the Stage 2 assessment located
archaeological resources and should be completed in 2009. Depending on the outcome of the ongoing Stage 2
archaeological assessment, some of the 18 remaining sites may require Stage 3 archaeological assessment and
those sites will be investigated accordingly. Pending clarification from the Ministry of Culture on REA
expectations, Golder will obtain a memorandum of understanding from the MCL stating that the Ministry will
accept Stage 2 and Stage 3 surveys at a later date.
Under Section 20 (1) of O. Reg. 359/09, proponents of renewable energy projects are required to undertake a
self-assessment to identify any known or potential effects to archaeological or heritage resources that could
result from the Project. Part of the assessment is to identify if there are any built heritage resources or cultural
landscapes within the project location and to assess their significance. Significance is based on a series of
criteria. The main criteria include:
National historic site;
Designation under the Ontario Heritage Act;
Listed on the municipal heritage register or provincial register;
Within or adjacent to a Heritage Conservation District;
Documentation exists to suggest built heritage or cultural heritage landscape potential; and
Existing buildings and/or structures over 40 years old.
Should this screening indicate that there are built heritage or cultural landscape resources of heritage
significance, the screening will further assess potential impacts which will include destruction; alteration;
isolation; shadows; direct or indirect obstruction; a change in land use; or land disturbances.
The heritage assessment, when finalized, will give information on the history of the project location and will
identify significant heritage resources; the potential impacts on these identified resources and preliminary
recommendations (to be included in Appendix C of this Addendum Report once finalized). Depending on the
outcome of the ongoing heritage assessment, further research may be required on mitigative and conservation
methods for impacted heritage resources. The heritage assessment is currently in progress and will be finalized
in advance of AET submitting their Application for Approval of a Renewable Energy Project under
O. Reg. 359/09.

11.0 REVISED SHADOW FLICKER ANALYSIS Shadow flicker analysis was conducted as part of the ESR/EIS to demonstrate that impacts from the Project on
nearby dwellings would be insignificant and mitigable. Although a shadow flicker assessment is not required
under the new Regulations, AET has re-examined this area to evaluate how the Project changes may have
affected the results included the EIS/ESR document.
Analysis has shown that because of the shorter hub height and blade length of the proposed GE 1.5 xle turbine,
the impacts are even less than concluded in the ESE/EIS document. Although there are no accepted standards
for shadow flicker (nor is shadow flicker regulated by any planning authorities at this time), court cases in Europe
have lead to currently accepted industry practices, in which up to 30 hours of shadow flicker per year is
considered acceptable.
Shadow flicker modelling to predict the frequency of shadow flicker events caused by the rotation of wind turbine
blades was conducted using industry standard software (WindFarm by ReSoft Ltd.). A shadow model was
created for dwellings within the SSA that were likely to be affected. It is generally accepted that shadow flicker is
not an issue beyond a distance equivalent to 10 blade diameters (825 m from the turbine base in the case of the
GE 1.5 xle model). Modelling parameters were kept consistent with the previous modelling conducted as part
the ESR/EIS in which a residential layout map was built using baseline mapping, ortho-photography and on-site
proofing and a worst-case “greenhouse” approach was used to model window layouts for each dwelling (i.e.,
each dwelling was assumed to have a single 1.0 m2 window, lying horizontal to the ground, and 2.0 m above
ground level, giving a 360-degree exposure). Once the turbine and dwelling location data were entered into the
WindFarm software, the model determined the total predicted effect (i.e., hours per year of shadow flicker)
occurring at each receptor location.
Through the residential layout map compilation process it was calculated that 32 dwellings were within the 825 m
buffer and therefore could potentially be affected by shadow flicker. However of these 32, the model predicted
that only 12 would actually be affected, and of these 12 none would exceed the 30 hours per year threshold. It is
important to note that the results show that the amendments to the Project design have resulted in less impact
from shadow flicker and that the worst-case non-participating receptor has been calculated at only 7.24 hours
per year. Detailed model output is provided in Appendix D (Table of Results).

This letter is to inform you that Air Energy TCI Inc (AET) is undergoing a formal regulatory transition process for the Adelaide Wind Facility (the Project). A transition process is required for this Project because the Environmental Screening under Ontario Regulation (O. Reg.) 116/01 was not formally completed when new legislation, O. Reg. 359/09 of the Environmental Protection Act, was enacted on September 24, 2009. A new Renewable Energy Approvals process for wind facilities is outlined in O. Reg. 359/09. The Project has been designed to meet requirements for a Class 4 Wind Facility.
AET is issuing this letter and Notice to comply with specific sections of O. Reg. 359/09 pertaining to notices of the Project and meetings. The Notice is provided on the reverse side of this letter and on a dedicated portion of AET’s website specific to the Project (www.adelaidewindfarm.ca).
On July 10th, 2009 a harmonized Environmental Screening Report/ Environmental Impact Statement (ESR/EIS) was made available and subsequently went through a 30-day public review and comment period under O. Reg. 116/01. In consideration of the regulatory changes and subsequent discussions with the Director, an addendum to the ESR/EIS has been prepared to address any further requirements of O. Reg. 359/09. Collectively the two documents provide supporting information for AET’s application for a Renewable Energy Approval. Paper copies of the completed ESR/EIS and a draft of the addendum will be available at the Adelaide-Metcalfe Township office as of November 23, 2009, with digital copies available on the AET website.

This notice is to inform the residents of Adelaide-Metcalfethat the Adelaide Wind Facility (the Project) is undergoing a formal regulatory transition process. The assessment and approvals process for the Project was previously governed by the Environmental Screening Process under Ontario Regulation (O. Reg) 116/01 of the Environmental Assessment Act. This Project is now governed by O. Reg. 359/09 of the Environmental Protection Act,which requires the proponent, Air Energy TCI Inc (AET) to acquire a Renewable Energy Approval (REA).
Project DescriptionAET plans to develop a wind project with a generation capacity of up to 72 MW. The Project would involve the erection of up to 40 wind turbines and installation oftemporary and permanent access roads, cabling, a substation, permanent meteorology mast and other ancillary works. The location of the Project is identified onthe map below.
Project Proponent and REA ApplicantAET is the North American subsidiary of TCI RenewablesLimited, a UK registered company and part of the TCI Group. The company is a leading independent renewable energy business with offices in Great Britain, Ireland andCanada, and interests in over 30 wind power development projects in these countries and the United States. Further information about the proponent is available at www.tcir.net.
The REA ProcessOntario Regulation 359/09 of the Environmental Protection Act became law on September 24, 2009. Anew process for the approval of renewable energy projects, including wind facilities, is outlined within thisRegulation. The Project is categorized as a Class 4 wind facility and will be designed to meet the associated requirements under O. Reg. 359/09.
The Transition ProcessA transition process is required for this Project because the Environmental Screening was not formally completed at the time that O. Reg 359/09 was legislated. The Director has, however, formally identified the Adelaide Wind Facility as a transition project since a formal notice of completion had been issued under the prior O. Reg. 116/01 process and many other studies with equivalent REA requirements have been completed. Notably, AET and their Project team have conducted environmental studies in accordance with the Environmental Screening Process. On July 10, 2009 a harmonized Environmental Screening Report (ESR)/ Environmental Impact Statement (EIS) was made available for a 30-day public review and comment period.An addendum to the ESR/EIS has been prepared to meet the new requirements of O. Reg. 359/09. Paper copies of the completed ESR/EIS and a draft of the addendum will be available at the Adelaide-Metcalfe Township office as early as November 23, 2009. The effects of surrounding buildings, hedgerows and trees are notmeasured in the WindFarm model. Combined with the requiredincidence of sky conditions these can help to substantially reducethe actual effect.

The figures in the data table (above) are taken from the weather database at London Airport.
The figures reveal an average incidence of sunshine over the year of 38.22% against total daylight hours. Thesemeasurements indicate that the figures determined from the WindFarm model would need to be adjusted to give a moreaccurate reading of potential shadow flicker.
In conjunction with the information on the Sunshine maps a Sunshine Index of 40% has therefore been applied to produce atotal adjusted hours figure in the data table.
