Health Insurance Options for Pre-Medicare Spouses
Dear Savvy Senior,My wife, who’s 60, is on my health insurance plan
through my employer. When I retire in a few months at65, and go on Medicare, what happens to her? Do wehave to purchase private insurance, or is there somekind of Medicare coverage for dependent spouses?
Nearly RetiredDear Nearly,Unfortunately for you and millions of other couples in
your position, Medicare does not provide family coverageto younger spouses or dependent children when you quali-fy for Medicare. Nobody can obtain Medicare benefitsbefore age 65, unless eligible at a younger age because ofdisability. With that said, here are some options for yourwife depending on your situation.
Work longer: If possible, you should consider workingpast age 65 so your wife can continue coverage under youremployer health insurance until she becomes eligible forMedicare, or, if that’s too long, at least for a few moreyears.
Check employer options: If your employer providesretiree health benefits, check with the benefits administratorto find out if they offer any options that would allow yourwife to continue coverage under their plan. Or, if your wifeworks, see if she can she switch to health insurance pro-vided by her own employer.
Use COBRA: If you work for a company that has 20 ormore employees, once you make the switch to Medicare,your wife could stay with your company insurance plan forat least 18 months (but could last up to 36 months) under afederal law called COBRA. You’ll need to sign her up within60 days after her last day of coverage. You also need toknow that COBRA is not cheap. You’ll pay the full monthlypremium yourself, plus a 2 percent administrative fee.
The other benefit of using COBRA is that once it expires,your wife will then become eligible for HIPAA (HealthInsurance Portability and Accountability Act), which givesher right to buy an individual health insurance policy from aprivate insurer that can’t exclude or limit coverage for pre-existing medical conditions. To learn more about COBRA,visit askebsa.dol.gov or call 866-444-3272.
If, however, the company you worked for had fewer than20 employees, you may still be able to get continued cov-erage through your company if your state has “Mini-COBRA” (39 states offer it). Contact your state insurancedepartment (see naic.org) to see if this is available whereyou live.
Buy an individual policy: This is health insurance youbuy on your own, but it too can be expensive depending onyour wife’s health history. Any pre-existing condition suchas heart disease, diabetes, cancer, etc., can drasticallyincrease her premiums or can nix her chances of beingaccepted at all. To search for policy options and costs goto healthcare.gov. If you need help, contact a licensedindependent insurance agent. See www.nahu.org/con-sumer/findagent.cfm to locate one near you.
Or, if you only need health coverage for a short period oftime – less than 12 months – a short-term policy is anotherlower-cost option to consider. You can get quotes and cov-erage details at ehealthinsurance.com.
Get high-risk coverage: If you can’t purchase an indi-vidual health policy for your wife because of a pre-existingmedical condition, you can still get coverage through astate or federal high-risk pool.
State pools, which are offered in 35 states (seenaschip.org), provide health insurance to any resident whois uninsurable because of health problems. While costsvary by state, premiums run about 150 percent of what anindividual policy costs.
Or, consider the federal Pre-Existing ConditionsInsurance Plan (see pcip.gov) which is available nationwide.Created in 2010 under the health care reform law, this pro-gram is intended to bridge the gap until better optionsbecome available in 2014 when the main provisions of thelaw go into effect. To qualify, your wife must be uninsuredfor six months before applying.

BLOCK PARTY BEANS3 lbs. ground beef1 c. diced onions1/2 lb. bacon, fried1 c. chopped celery1 (10 3/4 oz.) can tomato soup1 (6 oz.) can tomato paste1/2 c. Ketchup1 (16 oz.) can pinto beans, drained
1 (17 oz.) can lima beans, drained1 (16 oz.) can wax beans, drained1 (15 oz.) can chili beans, undrained2 (16 oz.) can pork and beans,undrained1/2 c. brown sugar2 tbsp. prepared mustard
Preheat oven to 325º. In a large Dutch oven, brown meat and drain off fat. Addonion and celery and cook until tender. Stir in soup, tomato paste, bacon, andketchup; simmer for 20 minutes.Add remaining ingredients, draining as indicated and stir. Bake uncovered for 1to 1 1/2 hours. Serves 25 to 30.

Sue was one of two tomake it to the general elec-tion. She had 12 years expe-rience in the office. Heropponent had no experiencein the position. Sue waselected and has worked atotal of 29 years in theoffice. On August 31, 2012she will retire.
The Dodge CountyBoard of Commissionershave decided to let countyresidents vote in the primaryelection Tuesday, August 14on whether the position ofcounty recorder should beelected or appointed by com-missioners. The position iselected every four years.
Alberts is a strong supporter of having the positionappointed by the county board because there is always thatone big, what if.....someone were elected who had no experi-ence in the position. "There are no requirements other thanbeing of voting age and paying the $50," said Alberts.
With Sue Alberts retiring and no other interest within theoffice for the position there is the possibility of an inexperi-enced person being elected into office. "If people really careenough to have a well qualified person in office the positionshould be appointed," said Alberts.
Alberts points out that a person in this position shouldhave a basic knowledge of legal and real estate descriptions.Insuring the accuracy of recording documents is importantand the office periodically has to resolve boundary disputes.The recorder also helps with the process of establishing gov-ernment corners in the county and supporting the pictometryprogram.
County administrator Jim Elmquist points out there arealways new state and federal regulations the recorder mustkeep up with. "Some things you can learn on the job, such asissuing driving licenses, but for the most part the recorderneeds to have a diverse background in the position," addedAlberts. Also, "The recorder needs to be the person incharge."
If the position is appointed commissioners can set guide-lines and develop expectations when hiring the recorder. "Ithink this way we get the best person to take over the posi-tion," said Elmquist.
Kittson and Yellow Medicine are the two most recentcounties to go with making the position of recorder appoint-ed. There are 24 in the state that have done so, includingGoodhue, Steele and Olmsted in this area.
"The people of Dodge County deserve the best person forthe job," said Alberts. "Appointing the position is the best wayto ensure that." All of the Dodge County Commissioners arealso in full support of the position being appointed.
