Introduction

Objective: advise and guide the Regions on different matters related to an efficient use of ICT Structural Funds

• Anticipate ideas and views

• Express comments and address recommendations of how the SF can be efficiently used for new ICT, bridging the digital divide of undeserved regions

• Provide a scenario for facilitating and enlarging the successful use and investments of SFs in ICT R&D and innovation

European ICT SF Council

• Operational body (technical secretariat at BASSCOM, supported by ROSE), structured work – getting recognized, over 100 participants (new attracted)

• A public-private body of experts and policy-makers– Industry 40%– Academia 20 %– Associations 10%– State/Regional authorities partners 30%

• Experts have an important role in recommending changes, promoting good practices and influencing regional policies at EU level

• Voluntary-based• Council’s representation already active within Eris@ and the EBP,

expertise + policy-making adequate measures for best results

COUNCIL DOCUMENTS: OVERVIEW

• Document on issues of the Strategic Agenda and key objectives for the development of ICT in the Regions by an efficient use of Structural Funds, and is covering some of the main points raised during the discussions in Brussels.

• Document about drafting recommendations on positive policies for the development of ICTs in regions

• Position Paper on Future Internet focusing on Future Internet and the European Economic Recovery Plan.

• Position paper on Broadband Aggregation of Demand: based on the need of establishing a common definition for this concept and describing the main principles which it should be based on and suggest how can aggregation of demand be used as a tool within SFs policies and instruments

• Successful Regional Strategies in Structural Funds Programming: This document provides a critical analysis to better understand the Structural Funds management process and best practices to support ICT RTD as a priority for developing economies of regions.
