falls during leaped Ashadha month.Leaped month is also known as AdhikaMasa and Ekadashi which falls duringShukla Paksha of Adhika Masam isknown as Padmini Ekadashi. Hence noLunar month is fixed to observePadmini Ekadashi fasting and it isdecided based on leaped month. ThisEkadashi is also known as AshadhaAdhika Masa Ekadashi

Parana means breaking the fast.Ekadashi Parana is done after sunriseon next day of Ekadashi fast. It isnecessary to do Parana withinDwadashi Tithi unless Dwadashi isover before sunrise. Not doing Paranawithin Dwadashi is similar to anoffence.

Parana should not be done duringHari Vasara. One should wait for HariVasara to get over before breaking thefast. Hari Vasara is first one fourthduration of Dwadashi Tithi. The mostpreferred time to break the fast is Pratahkal. One should avoid breaking the fast during Madhyahna.If due to some reasons one is not able to break the fast during Pratahkal then one should do it afterMadhyahna.

At times Ekadashi fasting is suggested on two consecutive days. It is advised that Smartha withfamily should observe fasting on first day only. The alternate Ekadashi fasting, which is the secondone, is suggested for Sanyasis, widows and for those who want Moksha. When alternate Ekadashifasting is suggested for Smartha it coincides with Vaishnava Ekadashi fasting day.

.A history was created on 21st June 2015. A large number of people across

the globe participated to celebrate the event having deep significancefor humanity. On the day people joined to welcome the decision of the

United Nations which has declare 21st June as International Yoga Day to becelebrated every year henceforth. 21st June 2015 was the inaugural year of thedeclaration and it was greeted with enthusiasm by the people across the world.The Prime Minister Narendra Modi himself participated in the Yoga sessionorganized on the Rajpath in New Delhi while BJP National President AmitShah, union ministers and chief ministers along with a large number of dignitariesand yoga practitioners participated in the event to mark this historic occasion.

In December 2014 a UN General Assembly resolution co-sponsored by 177countries, an unprecedented number for such resolution, was passed to declare21 June as International Yoga Day. It was mainly due to the efforts of PMNarendra Modi that the resolution was introduced and received such a hugesupport at UNGA. While addressing 69th UNGA on 27 September 2014 thePrime Minister emphasized the uniqueness of India’s philosophy which believesin establishing a bond with the nature. As he highlighted India as a countryhaving immense potential of opportunity and prosperity he said that it has alsoembraced universal justice and dignity as its core values and suggested that theUnited Nations work towards an International Yoga Day. His appeal wasinstantly welcomed by the world community and Yoga was given its deservedrecognition at the international level.

It is an irony that while the entire world community has welcomed Yogawith open arms, there are some divisive voices in the country who seek tomislead the nation on almost every issue of national interest. While Yoga means“to join”, some people are trying to create wedge in the society. The peopleacross India and throughout the world have given them befitting reply byturning out in large numbers to participate in this international event. Yoga hasgained popularity across the globe and across different communities just becauseit has a holistic healthcare system having potential to improve mental, physicaland spiritual health of the practitioner. Any attempt to criticize Yoga Day justbecause Yoga originated in India and its root’s rooted in Indian civilizationshould be strongly condemned. People of the world have shown that they canrise above petty considerations to welcome something which is a boon tohumanity.

India has contributed to the rise of humanity from ancient times through itsunique knowledge system in almost every field of human progress. Many of itsachievements still enthrall the world and its genius engages the best minds oftoday. Many of its findings still await to be unraveled from the mystery thatsurrounds them. Many of ancient Indian ideas keep inspiring today’s generationwho seek guidance from the formulations of the sages and seers of yore. India’scivilizational knowledge system still remains unfathomed, untapped and unused.Yet, it’s limitless, vast, sometime incomprehensible and without borders. Yoga

4,300 Hindu, Sikh refugees from Pakistan,Afghanistan get Indian citizenship

A ccording to a report published in The Hindu the NDA governmenthas granted citizenship to nearly 4,300 Hindu and Sikh refugeesfrom Pakistan and Afghanistan in its one year of being in power,

nearly four times the number granted to such persons in the precedingfive years under UPA-II. BJP in its manifesto 2014 clearly states thatIndia shall remain a natural home for persecuted Hindus and they shallbe welcome to seek refuge here.

According to officials in thegovernment, this rapid increase ingranting citizenships is in keepingwith the BJP’s stated aim ofpositioning India as a ‘naturalhome’ for Hindus fleeingpersecution anywhere in the world,a policy similar to Israel’s Law ofReturn that grants only Jews theright to return and settle there. Thispolicy was outlined in the BJP’selection manifesto for the 2014 LokSabha elections.

According to report publishedin the newspaper the Centre haddecided to grant citizenship toHindu immigrants fromBangladesh. There are about 400Pakistani Hindu refugee settlementsin cities across Rajasthan.

Since May 2014, nearly 19,000refugees in M.P. have got long-termvisas. 11,000 such visas were given in Rajasthan and 4,000 in Gujarat.Officials say there are about two lakh Hindu and Sikh refugees fromPakistan, Bangladesh and Afghanistan living in India. During the entiretenure of UPA-II, they said the total number of citizenships granted tosuch persons was only 1,023.

Ever since the Modi government assumed charge in May 2014, nearly19,000 refugees have been given long-term visas in Madhya Pradesh,around 11,000 in Rajasthan and 4,000 in Gujarat, official sources said.

In April, the Home Ministry had rolled out an online system forLong Term Visa applications and for their processing by various agencies.The decision was taken to address the difficulty being faced by Hinduand Sikh minorities of Pakistan, Bangladesh and Afghanistan who hadcome with the intention of settling permanently in India. There are 400Pakistani Hindu refugee settlements in cities such as Jodhpur, Jaisalmer,Bikaner and Jaipur. Hindu refugees from Bangladesh mostly live in WestBengal and the northeastern States.

It was an unprecedented demonstration ofIndia’s soft power as millions of peopleacross the world, besides crores in India,

performed yoga on 21 June, 2015 to mark theinaugural International Yoga Day. A record-breaking 37,000 people, led by Prime MinisterShri Narendra Modi, took part in the mainearly morning event at Rajpath in the heart ofNew Delhi.

Yoga was performed at events across theworld — from New York to Trinidad andTobago, from the Maldives to Australia, fromTel Aviv to Moscow, from on board Indiannaval ships to the high Siachen glacier, atschools and at innumerable residentiallocalities ; all to mark the InternationalYoga Day on June 21.

The mega event at Rajpath wasreplicated across state capitals, cities,towns and rural areas in the country.Shri Modi described the event as thestart of a new era for training thehuman mind for mind-body balance,peace and harmony.

the day at official events, AYUSH Minister ShriShripad Naik said. Events were held in the morninghours in 192 countries, organized by the Indianmissions and yoga centres. As the sun rose on theglobe, the yoga events began kicking off, with theeastern most countries sending in their pictures.

within communities and between nations.As a knowledge system, Shri Modi said,

yoga has been enriched by contributions fromdifferent quarters across the globe. It wasmore than physical exercise; rather a way toachieve a stress-free life. “Yoga isn’t aboutbending your body. If this was true, evenkids working in a circus would be called yogis.It is more like tuning instruments before aconcert. In the ecosystem of yoga, Asanas arelike that. The real journey is much longer.And we are trying to move in that direction.”

He added, “Yoga is for the welfare ofhumankind, for a stress-free world. It is aprogramme for love, peace, unity andharmony.”

Shri Modi did all the 35 Asanas listed inthe Common Yoga Protocol. A group of yogaexperts did the yoga exercises on a stage,beamed to the crowd via around 25 largescreens, with instructions in Hindi and English.The one-and-a-half-hour event, which beganat 6.45am after Shri Modi’s arrival, ended at8am.

Over 1,400 women training to join DelhiPolice did the yoga asanas as did seniorcitizens. Despite the month of Ramzan havingbegun and many of them being on fastMuslims, took part in huge numbers withenthusiasm.

Former Sri Lankan President MahindaRajapaksa hailed Shri Modi. “As a practitionerof yoga, I commend PM for his efforts at theUN,” he tweeted.

Indian soldiers did yoga at the Siachenglacier, the world’s highest battlefield at 5,400metres altitude, and in Ladakh and Kargil,besides at all major stations.

The Art of Living said some 50 millionpeople across 132 countries did yoga with thespiritual group.

On 21 June, it was a concourse brimmingwith thousands of school kids, college studentsand practitioners from different yogainstitutes. The lawns too were packed. Anoverwhelming majority wore white T-shirtsand dark track pants. Watching them performon the giant LED screens spread across the

Bharatiya Janata Party National PresidentShri Amit Shah attended the InternationalYoga Day celebration in Patna on 21 Junewhere he lauded Prime Minister NarendraModi for getting a resolution passed by theUnited Nations to accord recognition to yoga.

Shri Shah delivered a brief speech at theevent marking the International Yoga Dayand performed light breathing and neckexercises.

Describing June 21 as a big day, the BJPPresident said, “The proposal of NarendraModi to celebrate International Day of Yogagot endorsement from over 175 nations and Ihope it would emerge as a big globalmovement.”

Coinciding with the arrival of Shri Shah tothe venue, thousands of Yoga supportersthronged the ground, shouting ‘Bharat MataKi Jai’ slogans.

Former Union Minister Dr. CP Thakursaid there was no need to see yoga from anyreligious or political prism. “I am a doctorand know the importance of staying healthy.Yoga is the best way of achieving good health.It has benefits and so it cannot be opposed inany way,” he said.

From Siachen to Sikkim, Armedforces mark Yoga Day

On June 21 the Indian Army soldiersstretched their hands in freezingtemperatures at 18,800 feet in the North;their counterpart in the Navy contortedtheir bodies in the hot, humid sea downsouth. Far East, as Indo-Tibetan BorderPolice (ITBP) men bent their backs at18,700 feet in Sikkim, CRPF men fightingthe Maoists stretched in a Surya Namaskarunder the scorching sun in Chhattisgarh.Nearly three lakh soldiers from the armedforces and the paramilitary participatedin the mega event.

While yoga sessions were carried outby Army units across the countryincluding Kargil and Ladakh, similarcamps were conducted across navalinstallations. The Indian Navy declared‘Yoga across the Oceans’ as its theme forthe first International Yoga Day and yogasessions were conducted onboard all navalships deployed from the South China Seain the east to the Mediterranean Sea. TheIAF too carried out yoga sessions acrossthe country which included not just theairmen but also their families.

India sets two world records

On the evening of 21 June, it wasannounced that the Union ministry ofAyush had set two records — for thelargest yoga session ever with 35,985participants and for most nationalities,84, taking part at a single venue. Theearlier record on the first count washeld by Vivekananda Kendra, aGwalior-based institute, with 29,973participants.

“It is a matter of pride for Indiathat we have broken two records onone day,” minister of AYUSH, ShriShripad Naik, later told reporters,saying Prime Minister Shri NarendraModi congratulated all for thesuccessful record event. The awardswere received by Ayush Minister ShriShripad Yesso Naik fromrepresentatives of Guinness WorldRecords — Victoria from Britain andMarco Frigatti from Italy.

President of India inauguratesInternational Yoga Day

The President of India, Shri PranabMukherjee inaugurated a mass Yoga event atRashtrapati Bhavan to commemorate theInternational Yoga Day on June 21, 2015.

Speaking on the occasion, the Presidentconveyed his best wishes to all onInternational Yoga Day. He said that India isthe home of Yoga where it was practiced overcenturies. One of the most important teachersof Yoga was Yoga Guru Patanjali. He statedthat Yoga is both an art as well as a science.It has amazing curative as well as preventivepowers for the well-being of humanity andfor the management of many modern lifestylerelated disorders.

Union Ministers kicked off Yoga Daycelebration in States

On 21 June, IT and communicationsminister Ravi Shankar Prasad kicked off theYoga Day celebrations at the Sports Authorityof India complex in Kolkata, while DefenceMinister Shri Manohar Parrikar was in Meerutfor the celebrations. Science and technologyminister Dr. Harsh Vardhan observed it inKharagpur and minister of state for urbandevelopment Shri Babul Supriyo participatedin a camp in Burnpur in West Bengal.

African countries celebrate International Yoga Day

Thousands of enthusiastic people on 21 Juneturned up at various venues across SouthAfrica to celebrate the first International

Yoga Day, with the coastal city of Durban recordingthe maximum participation. The celebrations thatmostly had Indians in attendance incorporated avariety of activities including talks on the benefitsof yoga and ayurveda as well as a wide rangeAsanas. The biggest gathering was on the beachin the coastal city of Durban.

In Nigeria thousands come together to celebratethe first International Day of Yoga in Lagos, onJune 21. Individuals came forth in all their diversityfrom all walks of life to perform graceful yogicpostures, Surya Namaskar and meditation. The event themed as “Yoga for Happiness” was organized

by The Art of Living Foundation, Nigeria OlympicCommittee, SEWA International and also supportedby United Nations Nigeria Chapter.

Through this event, Nigeria became a part ofover 192 countries where the International Day forYoga is being celebrated globally. The chairman ofthe Nigeria Olympic Committee, Prince HenryAmike addressed the audience and remarked thenumbers in which participants had voluntarilycome to attend this workshop on health andwellness.

Likewise many other countries in Africacelebrated the first International Day of Yoga.

Health minister Shri Jagat Prakash Nadda andminister of state for labour and employment ShriBandaru Dattatreya took part in yoga exercises inHyderabad. Minister of state for youth affairs andsports Shri Sarbananda Sonowal presided over ayoga session in Guwahati, while agriculture ministerShri Radha Mohan Singh took part in a mass exerciseat Motihari in Bihar.

HRD minister Smt. Smriti Irani joined yoga daycelebrations in Shimla even as minister of state forminority affairs Shri Mukhtar Abbas Naqvi addresseda yoga event in Faridabad.

day of the 350th foundationday celebrations of AnandpurSahib said that he wants tothank CM Badal from the coreof his heart for having invitedhim on this historic day.

Notably, the holy city ofSri Anandpur Sahib wasfounded in 1665 by the ninthSikh Guru, Tegh Bahadur andfurther carrying his legacy,Khalsa Panth was createdhere in 1699 by Guru GobindSingh.

The Home Minister alsosaid that India is a landwhere people ofdifferent faithsincluding Muslims,Christians, Sikhs,Hindus and othershave peacefully co-existed for centuriestogether and cited anexample that whenParsi community waspushed out of Iran, thiscountry became theirhome and one of itsmember even went onto become India’s Armychief.

Speaking about communalharmony, Singh said, “Indiais the only country where 71sects of Islam exist in theentire world”.

“This is our rich historyand culture, for which theKhalsa Panth and the Sikhshave given numeroussacrifices to protect andpreserve,” he said, andreferred to the secular rulewhich was established by thethen Maharaja Ranjit Singh.

CM Prakash Singh Badalsaid that holy land ofAnandpur Sahib was notsimply a town, but a thought,a philosophy.

The Bharatiya JanataParty (BJP) is all set tolaunch its ambitious

Maha Prasikshan Abhiyan fromJune 30, 2015. This is the firstof its kind leadership trainingprogramme undertaken by apolitical party in the country.

This is the third landmarkorganizational campaign theBJP has taken up since theparty came to power at thecentre with a massivemandate. The party firstestablished a world record bymaking a quantum leap in itsmembership by enrolling 10.5crore members. Then it tookup a Maha Sampark Abhiyan toconfirm and verify the threefold increase in partymembership. In the third inthe series a four-tiermembers’ trainingprogramme is being taken upwhich will involve the entiregamut of the party’sorganizational structure.

In the first phase of thefour month long workers’training programme is a threeday national level trainer’straining camp to beinaugurated in Delhi by theparty National President ShriAmit Shah on July 1, 2015.This will be attended byabout 250 persons consistingof national office bearers ofthe party, five representativesfrom each state who will traintrainers in their respective

states and members of the allIndia training programmeannounced by the Party chief.Similar workshops for thetrainers will be conducted ineach state where the trainerswill be apprised of thegigantic task that the partyhas taken up.

In this campaign thefirst segment to becovered is the mandal.There are nearly 11000mandals in the country.Each mandal will hold atwo day trainingprogramme for 150selected workers. Nocamp will have moretrainees. If a particularmandal has more thanthat number, suchmandals will hold twoseparate camps. Thesecond stage is thedistrict level camps.Here also the same rulewill apply as far as thenumber of participantsis concerned. The statelevel camps are thethird tier. Here also thecamps will have only150 delegates for eachcamp.

All the camps in states willprogress simultaneously andin the end there will be anational level camp. Theentire training programme isexpected to be complete infour months. To make thesetraining programmes moreeffective, all the availablemodern technology tools willbe fully utilized. There willbe separate sessions in eachstate to highlight the specificsocio-political aspects of thatparticular state and also therewill be session to update theactive workers on theachievements of the centralgovernment and the BJP-ruledstates where a number ofpath-breaking initiatives havebeen successfullyimplemented.

On the completion of thisintense training campaignwhich is expected to train 15lakh workers on the coreideological mooring andpolitical mission, the BJPwould have set a newstandard in politicalcommunication and workerstraining. No other party sofar has taken up a task of thismagnitude.

The Prime Minister, ShriNarendra Modi on June18 met sugarcane

farmers from Uttar Pradesh.In the meeting he discussedthe vision of making thefarmers and the villages self-reliant and prosperous.Addressing a group of about150 farmers from variousdistricts of Uttar Pradesh,the Prime Minister saidthe Union Governmenthad taken a number ofsteps with this vision inmind. The farmers calledon him at his residence inthe evening, to thank himfor the UnionGovernment’s recentdecision to provide Rs.6000 crore to sugarcanefarmers, and also forother recent pro-farmersteps taken by theGovernment in the sugarsector.

The Prime Ministerexplained at length, howhis Government isworking to provide 24x7powers to all villages, andhow this will change the livesof the people, and provide anopportunity for valueaddition to the crops. ThePrime Minister said that theGovernment’s decision toprovide soil health cards toeach farmer in the country,would help the farmersreduce input costs, andimprove productivity.

Similarly, micro-irrigationwould also help the farmerproduce more crop, per drop.Shri Narendra Modi explainedthe benefits of the financialinclusion and social securityschemes launched by hisGovernment. He said directtransfer of benefits wouldeliminate leakages and

middlemen from the system,so that the entire financialassistance that is sanctionedfor the farmers is deliveredto them. The Prime Ministeralso explained how theGovernment’s decision to fixthe support price of ethanol,and on ethanol-blending,would help the sugarcanefarmers.

The cabinet committee oneconomic affairs(CCEA) increased the

minimum support price (MSP)for rice by Rs.50 per quintalin the 2015-16 season. Thisworks out to a 3.6% increaseover the MSP of Rs.1,360declared last year. MSP is theprice at which the centreprocures foodgrain fromfarmers and supplies it to thepublic distribution system.

The governmentsubstantially raised the MSPfor all pulses and gave Rs.200per quintal as a bonus overthe Commission forAgricultural Costs and Pricesproposal.

While MSP for moong wasraised by Rs.250 per quintal,tur (arhar) and urad supportprices were raised by Rs.275per quintal.

The Cabinet alsodirected that a credibleprocurement mechanism forpulses and oilseeds be put inplace if the need arises. Lastweek, a decision to importpulses was taken. Thesemeasures are expected tocomplement efforts to keep acheck on the price rise inpulses.

To give a boost to thetechnology needs of farmers,the cabinet also approvedRs.3,900 crore for

establishment of Krishi VigyanKendras (KVKs) andstrengthening existing KVKs,telecom minister Ravi ShankarPrasad told reporters.

KVKs are bodies thatinclude experts and scientistsat district level. These bodieslook into transfer of latesttechnologies and farmresearch and serve as a linkfor overall rural developmentin the district.

The scheme includes newcomponents, including use ofinformation andcommunication technology,farm innovation and disastermanagement funds and miniseed-processing facilities.

CCEA also approved theinclusion of Uttarakhand,Jharkhand and Chhattisgarhin the list of states to becovered under the NationalDairy Plan Phase- I (NDP-1).

The programme is alreadybeing implemented in 15states in the country, whichbetween them account formore than 90% of thecountry’s milk production,over 87% of the breedablecattle population and 98% ofthe country’s fodderresources. However,coverage of NDP-I is acrossthe country in terms ofbenefits accruing from theproject.

The project is designed toimprove productivity of milchanimals and providing ruralmilk producers greater accessto the organized milkprocessing market.

An official statement putout by the government saidthat Jharkhand andChhattisgarh have substantialmilch animal population.

Meanwhile, the cabinetalso cleared the ‘Housing forall by 2022’ scheme for urbanareas, which aims to buildmore than 20 million homes,and revised India’s solarpower capacity target from20,000 megawatts (MW) to100,000MW by 2022, aimingto make India one of theworld’s largest green energyproducers.

The housing schemeenvisages rehabilitation ofslum dwellers with theparticipation of privatedevelopers, using land as aresource, promotion ofaffordable housing forweaker section throughcredit-linked subsidy,affordable housing inpartnership with public andprivate sectors and subsidyfor beneficiary-led individualhouse construction orenhancement. It is mainlyexpected to benefiteconomically weaker sections

India, Nepal, Bhutan andBangladesh have inked aMotor Vehicles Agreement

for the regulation ofpassenger, personnel andcargo vehicular traffic inThimpu, Bhutan. Theagreement, signed on June 15by transport minister NitinGadkari on behalf of India,will enable seamlessmovement of people andgoods across the borders forthe economic benefit of theentire region. The roadtransport ministers of thethree countries met in Thimpuand signed the motor vehiclesagreement, or MVA, for theregulation of passenger,personal and cargo vehiculartraffic.

“This would further needto be supplemented throughbuilding and upgradingroads, railways andwaterways infrastructure,energy grids, communicationsand air links to ensure smoothcross-border flow of goods,services, capital, technologyand people,” said road-transport minister Shri NitinGadkari.

A similar framework hasbeen finalized between India,Myanmar and Thailand, theminister said. Once it is signedIndia will get access to thelarger ASEAN marketthrough seamless passengerand cargo movement.

“Secretary level discussionswere successfully concludedin Bengaluru this month andconsensus has been reachedon the text of the agreement,”he added.

A joint statementreleased by the fourcountries said, “Werecognise that the BBIN(Bangladesh, Bhutan, India,Nepal) agreement is acomplementary instrumentto the existing transportagreements or arrangementsat the bilateral levels thatthe contracting parties willcontinue to honour.Implementation difficulties,if any, will be resolvedbased on provisions of themotor vehicle agreement.”

The agreement is a goodway to boost the economiesof Northeastern states ofIndia. Limited transportationaccess, at high cost throughthe Siliguri Corridor, orChicken’s Neck, that connectsnorth-eastern states to the restof the country, has held backeconomic progress in theregion. Road and rail links,and waterways that cut acrossBangladesh have been crucialfor accessing the north-east.

For Bhutan and Nepal, theproject assumes specialsignificance. India is thelargest trading partner forboth. The absence of ports

limits the tradingopportunities available tothem; as such they are heavilydependent on India to accessthe coast. Better connectivityto India and Bangladesh willboost trade ties immensely.Nepal, which has suffered asevere blow following theearthquake in April, will beaided in rebuilding itseconomy.

It is well-known that theSouth Asian Association forRegional Cooperation (Saarc)has not lived up to its promise,largely because of Pakistan’sobstinate behaviour in raisingbilateral issues in thatmultilateral forum. At theSaarc summit held inKathmandu in November,there was a move to finalizean agreement similar to theone signed on Monday.

Pakistan refused to signthat and two moreagreements that would haveboosted road transport andelectricity sharing. Thecountry cited “internalprocesses” as the reason forits refusal. Given the state ofPakistan’s economy,especially the power problemsit faces, the country’sreluctance to sign theseagreements was absurd.Now, four of the eight-member countries havedecided to go ahead with thepact on their own. Bharatiya Jan Sangh, was bornin Calcutta on July 06, 1901.Dr. Mookerjee, the illustriousson of Sir Asutosh Mookerjee,“the Tiger of Bengal” andSmt. Jogmaya Debi was astatesman who fought notonly against foreignrulers but also againstIndian detractors. WhenJansangh was formed on21st October 1951, he wasformally elected itsnational President.Addressing the delegatesin the Jansanghconvention in Delhi as itsfirst national PresidentDr. Mookerjee touchedupon many issues. We arepublishing a few excerptsfrom his speech for ouresteemed readers. Hebegan:

“I rise to welcomeyou all to this historicconvention which meets at amomentous period in thehistory of India. I am wellaware of the fact that the taskahead of us is a difficult one...I am confident that if we allproceed unitedly withundaunted courage andvigour, not deviating fromthe right path, keeping toservice of the people and theadvancement of the honourand dignity of our belovedmotherland as the principal

aim before us, we are boundultimately to attain success...Four years have passed sincethe attainment of politicalindependence and it isadmitted on all hands that thecountry today is in a much

worse condition... Today, thecountry is in the grip of deep-rooted discontent andfrustration and the faith ofthe people in the capacity ofGovernment to run theadministration smoothly,impartially and efficiently hasbeen rudely shaken. Black-marketing, profiteering andcorruption have demoralisedour society...Governmenthave been singularlyintolerant of criticism andoften tried to suppress the

legitimate expression of freeopinion... One of the chiefreasons for the manifestationof dictatorship in Congressrule is the absence of well-organised opposition partieswhich alone can act as a

healthy check on themajority party and canhold out before thecountry the prospect ofan alternativeGovernment.”

“The Bharatiya JanaSangh, therefore,emerges today as an AllIndia Political Partywhich will function as theprincipal party inopposition... Oppositiondoes not mean senselessor destructive approachto all problems thatconfront a responsibleGovernment... Our aimwill be to approach allproblems in a constructivespirit.”In this speech, Mookerjee

addressed the issue ofnationalism as well asminorityism in a veryforthright manner. He said:

“We have thrown openour party to all citizens ofBharat irrespective of caste,creed or community. Whilewe recognise that in thematter of customs, habits,religion and language, Bharatpresents a unique diversity,the people must be united bya bond of fellowship and

“The Congress in itsanxiety to maintain the secularcharacter of Bharat hascontinued a suicidal policy ofappeasement of Muslims andsome of its leaders; speciallythe Prime Minister taken, havespecial delight in outragingHindu feelings andsentiments, and sometimesattacking Sikhs also. One mayremain a good Hindu, Sikh,Buddhist, Christian or evenMuslim and yet be a staunchIndian devoted to the highestnational cause.”

passed away at a hospital inGhaziabad on June 6. He wasunwell for some time. He was87. Since he had pledged todonate his body after death,his body was donated to theMaulana Azad MedicalCollege, New Delhi. His eyeswere donated to Guru NanakEye Hospital, New Delhi. Hewas affectionately calledYadav Kaka.

Later, he joinedDeendayal Research Instituteand held the responsibility ofits organising secretary andPrincipal Secretary from 1990to 1998. He edited Manthan,the monthly magazinepublished by DRI. He wasalso member of DRI’s centralmanaging committee. He wasmember of CAPART from2001 to 2003. He was vicepresident of JanshikshanSansthan in Gonda from 2002to 2004. Presently, he waspatron of the Akhil Bharatiya

Ganga Mahasabha.Yadav Kaka was a source

of inspiration to hundreds ofworkers and the karyakartas.In the initial years of DRI inChitrakoot, he workedshoulder to shoulder withNanaji and helped him layinga strong foundation of thework, fine-tuning it with thephilosophy of IntegralHumanism. He also gaveimpetus to intellectualactivities by Shri DevendraSwarup paying tribute theInstitute when Nanaji wasfully engaged in ruralreconstruction work.

Yadavraoji as a motivator,inventor and the man withbrilliant brain. When he wasmanaging editor ofRashtradharma, Rajju Bhaiyawas Director in- charge. Inthose days, Panchjanya usedto be published fromLucknow and it was printedon a rotary press purchasedfrom Russia. Yadavraoji madesome amendments in themachine to print two colours-saffron and black. The saffroncolour used in the mastheadof Panchjanya began with theefforts of Yadavraoji. Thereare many incidents, whichdemonstrate the uniquenessof his personality.

The Congress Party today hada meeting of the ChiefMinisters of the nine Congress

ruled States. The Party leadershipraised an issue that Congress ruledStates have been discriminated againstby the Centre. Facts however speakotherwise. The following two chartsexplicitly make this point. Chart 1indicates the total tax devolution to thenine Congress ruled States during theperiod 2010-2015 and the proposedallocation pursuant to FourteenthFinance Commission for the period2015-2020. Chart 2 indicates how muchthe nine States received in the last yearof the UPA Government i.e. 2013-14.It also shows the figure after theFourteenth Finance Commission thateach of these States is likely to receive in the year 2015-16. How much has the WestBengal benefitted fromthe Fourteenth FinanceCommission

Union Finance Minister ina press statement revealedthe Central Assistance to WestBengal. He said in thestatement that Some friendsin West Bengal asked forgreater central assistance toWest Bengal. He added “The impact of the FourteenthFinance Commission on thefinances of West Bengal hasto be understood. In the lastfull year of the UPAGovernment (2013-14), WestBengal received a totalamount of tax devolution,Finance Commission grantsand planned transfers ofRs.42029.22 crores. In the firstfull year of the NDAGovernment i.e. 2015-16, thisamount will be raised to

Rs.63578.00 crores. Duringthe period 2010-15, WestBengal received a total taxdevolution of Rs.103539crores. Between 2015-20,this amount will increaseto Rs.285200 crores.”According to the pressstatement the followingchart indicates the totalamount that West Bengalis receiving in the currentyear as compared to theprevious two years:

PM calls for greater synergy between the Digital Indiainitiative & related programmes of the Sarva Shiksha Abhiyan

The Prime Minister, Shri Narendra Modi on June 22 called for each school in the countryto plan its own targets, which it aims to achieve by 2022, India’s 75th year of independence.Reviewing the progress of the Sarva Shiksha Abhiyan at a high-level meeting, the PrimeMinister reiterated his suggestion for Swachh Bharat – Swachh Vidyalaya competitionsamong various schools.

The Prime Minister asked concerned officials to explore the possibility of a twinningarrangement between one class of a school in an urban area, and one class of a school in arural area. He said best teaching practices should be identified, and a repository of the samecreated, for wider dissemination.

The Prime Minister said basic data for all school teachers, such as Aadhaar numbers,email IDs and mobile numbers should be maintained in a database.

Shri Narendra Modi reiterated his call for an aptitude test to be conducted for allstudents. He also called for greater synergy between the Digital India initiative, and relatedprogrammes of the Sarva Shiksha Abhiyan.

The NDA’s first year inoffice has been a game-changer. A new

paradigm of governancewhere growth and welfare gohand in hand has beenintroduced — investmentaimed at double-digit growthis being planned in tandemwith pro-poor initiatives.Transparency and probity, asevidenced by the coal andtelecom auctions and theinitiatives against blackmoney, are the order of theday. The results are alreadyvisible, with the economygrowing at 7.3 per cent in2014-15. This, after inheritinga low growth rate due to 10years of scams, indecisivegovernance, global recession,etc.

Acting on the premise thatinfrastructure-creation driveseconomic growth, the NDAhas focused on this sector. ARs 70,000 crore increase ininfrastructure investment in2015-16, over the last financialyear, is on the cards. Five newpower projects of 4,000megawatts (MW) each, inplug-and-play mode, havebeen announced. Publicinvestments in irrigation andrural infrastructure have beenprioritised and governmentpolicy has been tailored toattract both public- andprivate-sector investment ininfrastructure.

A transparent approach to

natural resources was vital,given that the biggest scamsduring the UPA years had todo with coal and spectrumallocation. The NDA thusopted for e-auctions. Revenueof more than Rs 2 lakh crorefor coal-bearing states hasbeen generated through thisprocess (during the UPAregime, the states onlyreceived royalty from coalmining). The telecom

spectrum auction fetchedmore than Rs 1 lakh crore.

Centre-state relations andIndia’s global image haveimproved drastically. Theprime minister has repeatedlyemphasised the importance ofTeam India for progress. Tohelp states focus on theirdevelopment plans andstrengthen the federalstructure, the NDA swiftlyimplemented the 14th Finance

Commission’s recommendationto increase the states’ shareof total federal tax revenuesfrom 32 to 42 per cent.

In terms of legislation, thepast year has been fruitfulthanks to the BJP’s clearmajority in the Lower House.The 2015 budget session wasthe most productive of the last15 years. Lok Sabhaproductivity — the numberof actual working hours as apercentage of the totalscheduled hours — was 123per cent. The Upper Housewas slightly behind, withproductivity of 101 per cent.

Financial inclusion of thepoor has been an immediatepriority. Accordingly, threesocial security schemesproviding insurance coverand pension have beenlaunched. Dovetailed with theJan Dhan Yojana, they are a

decisive step towardsinstitutionalised financialinclusion, rather than dole.

The launch of the MudraBank was another significantstep towards the financialempowerment of citizens.India boasts some 5.7 croresmall enterprises, whichaccount for 90 per cent of thenon-agricultural workforceand 40 per cent of the non-agricultural GDP. Themajority, around 62 per cent,of these are run byindividuals from SC, ST orOBC communities. Cut offfrom the banking system post-Independence, they have nowbeen given access to minimalinterest loans of Rs 50,000 toRs 10 lakh.

Interestingly, these smallenterprises contributed toIndia’s global economicdominance before theIndustrial Revolution.Strengthening the traditionalsmall-is-beautiful model couldwell help realise the dream ofturning India into a globalmanufacturing hub.

Addressing the skills gap,which has thus far hamperedefforts to take advantage ofthe demographic dividendand generate largescaleemployment, the NDA hascreated a special ministry forskilling 500 million youth by2020. Nearly 1.5 crore youthenter the job market everyyear, but only a tiny fractionreceive formal vocationaltraining, as compared to 60-96 per cent in industrialisedcountries.

India enjoys a huge

demographic advantage witha billion people under 45 —in contrast to the increasingdependency ratio in the West.By 2020, the average Indianwill be 29 years old,compared to 37 for China and48 for Japan. Instinctivelyrealising that a decisive leaderis needed to make the mostof this opportunity, theelectorate has placed its faithin Narendra Modi. Judgingfrom the first year, he hasused that mandate to forgeahead with an innovative,even revolutionary, paradigmof equitable growth.

Bureaucratic notings onfiles, if collated,compiled and studied as

a subject, would giveinteresting insights into theculture of India’sadministration. One suchseries of notings is stillrecounted as an account ofunfettered authority wieldedby the district collectorduring the British raj. Anoutgoing district collectorgave a terse instruction to hissuccessor about an influentiallandlord: “Crush him.” Thesuccessor dutifully followedthe instruction and left twowords in his noting for hissuccessor: “Crushed him.”The new incumbent justadded one word and notedon the file: “Found himcrushed.”

This legacy of the Britishera civil servants stillcontinues. In post-independent India, thebureaucracy stuck to its pastand continues to assume anadversarial role when dealingwith people. Unlikepoliticians, who are thrownout of power if they performbelow par, the bureaucracyremains firmly ensconced inthe power structure andcannot be dislodged. Theythrive on opaqueness, secrecyand in an atmosphere ofconspiracy. This is the precisereason why the bureaucracyoften evokes more contemptthan the political executive.

Thomas Paine, one of thefounding fathers of the UnitedStates, described the state asa parasite and said that thegovernment even in its beststate is “but a necessary evil”.Though the US nurturedbureaucracy and promotedfree market at the same time,there have been successive USpresidents who promised tode-bureaucratise the nationby reducing the state’s role inthe citizen’s life. For instance,Ronald Regan used to say that

the most terrifying words inthe English language are “Iam from the government andI am here to help.”

Indian prime ministerNarendra Modi largelyborrowed from thesecampaigns when he coinedthe slogan, “maximumgovernance with minimumgovernment.” The explicitmeaning of the slogan isapparently to throw themonkey off your back andreduce the overbearing andintrusive nature of thebureaucracy. What exactlydid Modi mean by his newformulation? Will he reducethe size of the government

and rely more on the market?Modi has had a unique

experience of brush withbureaucracy as an ordinarycitizen, as a chief minister andnow as the prime minister.As an ordinary citizen, hewould have certainlyencountered a slothful,indifferent and even hostilebureaucracy which retains itscolonial and feudal traits. Asan administrator withformidable experience inGujarat and now at the

national level, Modi knows ittoo well that the bureaucracyis the essential instrument ofdelivery of the government’sschemes which cannot be doneaway with. In his stint asGujarat chief minister Modidevised several innovativeways of disabusing the civilservants of the ‘master of allthey survey’ notion and madethem facilitators of thegovernment’s agenda. Heorganised events all over thestate to make civil servantsthe government’s interfacewith the people.

Modi seems to havecarried this experiment at thenational level too. He has

been holding a series ofreview meetings with civilservants to gauge theprogress of central schemesand projects. These meetingshave 140-odd officersincluding top bureaucratsacross the country linkedthrough video-conferencingand the PM can easily interactwith everyone. In one suchmonthly meeting, the Biharchief secretary was ticked offby Modi for giving wronginformation about a railwaybridge project in Patna. Therehave been several instancesin which the PM hasintervened to inquire aboutthe delay in certain projectsand asked officials fromdifferent departments tocoordinate and clear hurdlesat the earliest.

What is peculiar aboutthis monitoring method isthat the agenda for the reviewis prepared well in advanceand civil servants are askedto come to the meeting withdetailed preparations. Asenior official whoparticipated in the meetingpointed out that since officialsentrusted with the task ofcarrying out the government’sprojects are under constantscrutiny, they cannot getaway by flimsy excuses. Thisis the first time that suchmonitoring of governmentschemes and projects is beingundertaken at the highestlevel. Though it may notappear to be a majorbreakthrough at first glance,yet the entire exercise hasbroken the silos and the

comfort zone in which civilservants tend to work.

Apparently Modi’s“minimum government”does not mean eitherreducing the size of thegovernment or bypassing theestablished structure. Farfrom it, there are allindications that the PM hasbeen placing excessivereliance on civil servants andpersuading them to deliverthe government’s agenda. Atthe same time, he has beenrelying on technology tohold civil servantsaccountable to their jobs andmake them responsive topeople’s needs. Given Modi’spenchant for declaringwelfare schemes one afteranother, the role of the statein the citizen’s life will onlyexpand significantly. He hasnot shown any inclinationto let market forces play therole of the state. On thecontrary, there is adetermined attempt toregulate the market andattune it to the concept offair play.

For a section of pro-market liberals, Modi’spolitics seems contrary to hisutterances which areconstrued as his preferencefor letting the free marketreplace the bureaucracy. Modiinstead has shown a tendencyto consolidate his position,reorient the bureaucracy tohis own agenda and regulatethe market firmly. There is astrong possibility that Modi’srhetorical slogan of“maximum governance with

minimum government” isgrossly misunderstood.

In his 2015 book, ‘TheUtopia of Rules: OnTechnology, Stupidity and theSecret Joys of Bureaucracy’,American anthropologist andLSE professor David Graebersummed up this phenomenonas the “iron law of liberalism”.In his view, “the iron law ofliberalism states that anymarket reform, anygovernment initiativeintended to reduce red tapeand promote market forceswill have the ultimate effect ofincreasing the total number ofregulations, the total amountof paperwork, and the totalnumber of bureaucrats thegovernment employs.”

In Modi’s case, there is astrong likelihood that thestate would expand andassume the role of thefacilitator and regulator ofmarket forces and everexpanding opportunities. Theincreasing technologicalintervention is expected toensure transparency in thefunctioning of the civil servants.That will be a transformativeimage makeover for the Indianadministration which willultimately cast off its coloniallegacy and the adversarial role.

The culture of the Indiancivil services will thendistinctly change for thebetter. The bureaucraticnotings on the file will bemuch less intimidating thanthey usually are.

as a journey from “Aham toVayam; Sva to Samasti.” (I towe; Self to Universe). He saidthat if we perceive our humanbody to be a unique creation,then Yoga is similar to a “usermanual” that made one awareof the immense capabilities ofthat creation.

In his remarks at theInternational Conference onYoga for holistic health, onthe occasion of the firstInternational Day of Yoga, thePrime Minister describedYoga as a “state of mind,”(avasthaa), as opposed tobeing a commodity or asystem (vyavasthaa). He saidthat the solidarity beingexpressed through Yoga, inthe coming together withbrothers and sisters in othercountries, brings our heartsand minds closer.

This support is not just forIndia, but for the greattradition of Yoga, the Prime

Minister noted. He describedYoga as a means to achieveharmony with oneself, one’sbody, surroundings andnature. He said that whenpractised correctly and withdiscipline, Yoga leads togreater fulfilment in life.

…….. Some people diewhen they are eighty yearsold; some die when they arein the womb; some die attwenty; some at forty. Whatis the cause for the variation?Who has fixed the span of lifefor all? This clearly proves thatthere is the theory of Karma,that there is one OmniscientLord who is the dispenser ofthe fruits if the actions of theJivas (individual souls), whofixes the span of life of theJivas in accordance with theirnature of Karmas or actions,who knows the exact relationbetween Karmas and theirfruits. As Karma is Jada orinsentient, it cannot dispensewith the fruits of their actions.

Whether the owl acceptsthe presence of light or not,there is always light. Whetheryou accept the existence ofGod or not, He always exists.He is ever shining in the ‘threeperiods of time.’ He existsbefore you begin to search forHim. He is closer to you thanyour breath and nearer to youthan your hands and feet.

Do you exist or not? Thisis my question. If you say‘No’, I see before my eyesyour figure with sinewy arms,a broad forehead and bigeyes. If you say, ‘Yes’, thisgives the clue to prove theexistence of God. The veryquestion whether God existsor not clearly proves that God

exists.Whatever you see is God.

Whatever you hear is God.Whatever you taste is God.Whatever you smell is God.Whatever you feel is God.This is the manifested aspect.The physical body belongs tothe Virat (Cosmos). The astralbody belongs toHiranyagarbha (Cosmicintelligence). The causal bodybelongs to Ishvara (Realitywith its veiling power). Whereis this ‘I’ now?

Emerson says: “A littleconsideration of what takesplace around us every daywould show us that a higherlaw than that of our will,regulates events: that ourpainful labours are veryunnecessary and altogetherfruitless: that only in our easy,simple, spontaneous actionare we strong, and bycontending ourselves withobedience we become divine.

Belief and love will relieve usof a vast load of care. O mybrothers! God exists. There isa soul at the centre of natureand over the will of everyman, so that none of us canwrong the universe. It has soinfused its strongenchantment into nature thatwe prosper when we acceptits advice; and when westruggle to wound itscreatures, our hands are gluedto our sites, or they beat ourown breasts. The wholecourse of things goes to teachus faith.”

Can you tell me, friends:Is there any one on the faceof the earth who is not afraidof death? Is there any onewho is not uttering the nameof the Lord when he is inserious difficulty, when hislife is trembling in the balanceor when he is in acute agony?Why then do you deny theexistence of God? Youyourself admit His existencewhen you are in trouble. Onaccount of perverted intellectand worldly intoxication youhave turned out to be anatheist, though to be sure, youcannot prove His non-existence by any means. Is thisnot a great folly? Thinkseriously. Give up arguing.Remember Him and attainimmortality and eternal peace.
