Technical information

1. Organization:

The Oceania Masters/Veterans Open Championship is an IJF recognized event organized in full co-operation with the Oceania Judo Union, which is the Host organization.

2. Championship dates:

The competition will be held on Sunday, 12th April, 2015

3. Championship venue:

The Championships will take place in Noumea, New Caledonia

4. Official Championship website:

5. Eligibility:

All the following conditions must be met in full for an individual to be considered eligible to participate in this Championship.

a) Minimum age of 30 by December 31, 2015, ie. (born in 1985 or earlier).

b) Minimum rank of senior 3rd Kyu, (green belt) or equivalent

c) Hold a current and valid license (membership card) issued by a National Federation currently affiliated to the International Judo Federation.

d) Pay the appropriate entry fees in full within the deadline time outlined in this document.

e) Check-in at Registration (see Timetable of Registration).

f) Meet the specific weigh-in requirements as applicable.

g) Provide photographic proof of your identity and date of birth using a valid current passport or a current National I.D. Card.

h) A competitor must not have represented a National Team in any competition at international senior level at any time in the twelve month period before April, 2015,however Oceania registrants are excluded from this requirement.

i) The exact nationality of competitors will be taken as that which is indicated in their current passport or current National I.D. Card. Competitors may only represent one country and in any cases of changing nationality a one year ineligibility period must be served prior to April, 2015 unless both National Federations involved have already agreed and confirmed in writing their approval of this change in conformity with the Sport and Organizational

Rules of the IJF. If this is the case then the appropriate documentary evidence must be supplied with the application for entry to the competition.

j) It is recommended that all competitors should have had a recent medical check up prior to this championship.

6. Insurance:

Competitors are responsible for their own insurance for injury and third party cover (public liability) either held personally in the form of specific insurance cover or travel cover (that does not exclude participating in competition judo) or as part of their National Federation insurance arrangements.

Neither the International Judo Federation, its staff or volunteers; nor the Oceania Judo Union, its staff or volunteers nor the Ligue de Judo de Nouvelle Caledonie, it’s staff and volunteers shall be liable for any loss, injury or death due to a person’s participation in this championship.

7. Age Divisions and contest duration (Individual) in minutes:

7.1 Age divisions – Athletes will be allocated an age division based on the following criteria:

7.2 Contest duration:

The durations will apply to both individual and team events.

8. Individual weight divisions (official IJF weight categories):

9. Golden score:

This rule will apply in all individual contests. The maximum length of the extra contest duration will be two minutes for contests in individual categories M1/F1 to M6/F6 and one minute for contests in individual categories from M7/F7 and above.

10. Competition rules:

IJF competition rules will apply with the exception of the modifications made to contest duration and Golden Score. In case of a new equality at the end of the Golden Score, the winner will be decided by the referee’s team with the Hantei procedure.

There is no limit to the number of entries permitted from each National Federation for individual categories.

11. Elimination system:

The type of elimination system applied in the competition will depend on the number of entries.

1 entry – no contest (or Category combining). 2 entries – best of three contests (or Category combining). 3 entries – pool of three (or Category combining). 4 entries – pool of four. 5 entries – pool of five 6 entries – two pools of three. Top two from each pool progress to semi-final with the winner of

Pool A fighting the runner-up from Pool B and the winner of Pool B fighting the runner-up from Pool A.

7 entries – a pool of three and a pool of four. Top two from each pool progress to semi-final with the winner of Pool A fighting the runner-up from Pool B and the winner of Pool B fighting the runner-up from Pool A.

8 entries or more – Compound Knockout and Double Repecharge.

All the contests in any one age division will be held on the same day.

12. Medals:

Medals will only be awarded if the competitor has fought and the allocation is determined by the number of players competing in a category as follows: One player: no medal Two players: two medals (best of three contests is the gold medalist; second is the silver

medalist and both players must have won one fight for two medals to be awarded)

Three players: three medals (player must win one fight to receive a medal)Four players: three medals. Five players: three medals Six or more players: four medals

If a competitor competes in a combined category the only medals awarded will be the one set of medals for the competitors in that combined category.

13. Seeding:

There is no seeding of athletes in these Championships.

14. Women players:

Female competitors must wear a long white short-sleeved non-transparent T-shirt or leotard. The bra must not have any hard pieces. Long hair has to be bound in order that it does not come loose during contests. Make-up and jewelry are prohibited, and nails must be cut short.

15. Judogi:

White and blue judogi are mandatory and all competitors must have one blue and one white judogi. IJF approved judogi and belts are not compulsory but strict judogi control will be enforced prior to each contest. Any athletes with non-compliant judogi will not be allowed to fight.

16. Back patches:

IJF back patches are strongly recommended. They can be ordered at www.ijfbacknumbers.com.

17. Anti-doping:

There will be no anti-doping control.

18. Weigh-in:

All athletes must weigh-in for all weight divisions the afternoon prior to competition, on 11th April, 2015. See schedule of events for times.

Scales for unofficial weight control for competitors will be available from April 9th (see notice at Registration to identify their exact location and times of availability). Official weigh-in rules are as follows:

Registration will issue competitors with an Accreditation Card which they must take with them and show to the officials at the weigh-in. A competitor must also be able to provide proof of his/her identity by presenting their current passport or a current National I.D. Card for review by the officials at the weigh-in.

If a competitor cannot fulfill the weight requirements for the weight category that they entered he/she will be permitted to compete in an appropriate higher weight division at the discretion of the event organizer (however Category Combining may apply to any particular age/weight division). Competitors presenting themselves after the closing of the official weigh-in will not be allowed to participate in the competition.

19. Division Combining:

A Technical Official from the Oceania Judo Union will delegate responsibility to a suitable individual who represents the Host Organization in order to oversee the operation of the Division Combining policy. This policy applies only to individual competitors.

Only weight categories with three or less entries may be subject to Division Combining. However in the case of only three entries if it is not possible to achieve Division Combining safely and according to the Guidelines then a pool of three elimination system will be considered.

In the case of two entries, the final result will be the best of three contests.

a) Combining within the same age division;

Players should remain within their age division if possible.

b) Combining using weight divisions;

Weight division– competitors may only be combined with other competitors who are no more than one weight division lighter or one weight division heavier. Special consideration should be given to the actual weight differences when dealing with the lightest and the heaviest female and male divisions (as a guideline a maximum of 10kg actual difference when combining the lightest weight division and a maximum of 20kg actual difference when combining the heaviest weight division should be considered as a limit unless there are other compensatory factors such as experience etc.).

Weight should be the primary consideration when moving players about within their own age division or combining them with other age divisions in accordance with the age division guidelines below.

c) Age divisions;

Competitors in age divisions M7 or F7 and above (for example M8/F8. M9/F9 etc.) may only be combined with other competitors who are no more than one age division higher or more than one age division lower ie competitors in M7/F7 may only be combined with competitors from M6/F6 or M8/F8.

Competitors in divisions M6 or F6 may be combined with competitors no more than one age division higher or two age divisions lower ie M7/F7, M5/F5 and M4/F4

Competitors in divisions M5 or F5 may be combined with competitors no more than one age division above or two age divisions below ie M6/F6, M4/F4 and M3/F3.

Competitors in divisions M4 or F4 may be combined with competitors no more than two age divisions below or two age divisions above ie M3/F3, M2/F2, M5/F5 and M6/F6.

Competitors in divisions M3 or F3 may be combined with competitors no more than two age divisions below or two age divisions above ie M1/F1, M2/F2, M4/F4 and M5/F5.

Competitors in age divisions M2 or F2 may only be combined with competitors one age division below and two age divisions above ie M1/F1, M3/F3 and M4/F4.

Competitors in age divisions M1 or F1 may only be combined with competitors in two age divisions above ie M2/F2 and M3/F3.

20. Draw:

The Draw for the individual weight divisions will take place at 4.30 pm (TBC) on Saturday, 11th April for all age divisions competing. See schedule of events. Information on the exact location of the Draws will be displayed in Registration.

A complete list of competitors who have successfully fulfilled the weight requirements will be displayed outside the room where the official Draw will take place prior to the draw starting. Officials from each country should check this list to ensure that all their players are on the list who should be on the list and that they have been correctly allocated to their respective age divisions and weight divisions.

Accredited officials will be entitled to attend the Draw.

No alterations or additions can be made after the official Draw has been completed.

Qualification Level: Referees must be IJF International or Continental licensed or the highest level of National license from their Federation.

Costs: National Federations will be responsible for all travel, accommodation and meals costs for their nominated Referees.

There is no limit on the number of Referees by National Federation. Only Referees nominated by their National Federation may enter.

Meeting – A meeting will take place on Thursday 9th April and attendance at this meeting will be compulsory for all referees. This meeting location will be posted at registration/check in.

Rules – the IJF competition rules will apply at this championship with modifications to the contest durations and the duration of Golden Scores.

22. Entry:

Entries will be accepted from a national federation, national club or individual athlete to the organizing office. On line entry available at www.oceaniajudo.org OR to be emailed to: [email protected]

Preliminary Entry of intent: 11th February, 2015First entry deadline is: 11th March, 2015Late entry deadline: Friday, 3rd April, 2015. ie one week before

the event with a late entry penalty fee of US$200.00.

23. Entry fees:

Entries to be received by 11th March, 2015

Individual Shiai competition: US$ 100.00 Coach/Companion Tickets: US$ 25.00 each

Training Camp entry fees: 1 day =US$40.00; 2 days =US$70.00; 3 days =US$85.00 4 days=US$ 100.00

Entries must be received prior to 11th March, 2015 as outlined above or the late entry fee will be applied.

All entry fee's are non-refundable. Receipts will be provided at registration but proof of bank to bank electronic payment could be requested by the registration officer at the accreditation desk.

24. Coach/Companion:

Each competitor can buy an accreditation for coach or companion that would allow them to be on field of play. This accreditation card will have a cost of $25.00 USD and will only be valid for the day of the Masters competition. There will be a limit of 2 accreditations that each athlete may order. You can order directly with your entry. All persons who wish to accompany the athletes must purchase this additional accreditation-card as an entry ticket.

25. Registrations:

Competitors are required to register during the scheduled hours on Thursday,9th April from 9.00 am – 2.00 pm

All participants should check their immigration requirements to travel to New Caledonia with regard to their individual passport. Participants should also check any requirements for a transit visas when traveling via:
