10. CITIZENS REQUESTS TO ADDRESS THE BOARD A. ROBERT S. FRY, CHAIRMAN, WESTERN TIDEWATER FREE CLINIC
Mr. Bob Fry, Chairman of the Board of Directors of the Western Tidewater Free Clinic (WTFC) has requested a few brief moments on your agenda to update you on their work over the past year and thank you for your support. As you know, the Board included $22,000 in the FY 2020 annual budget for the WTFC - $40,170 was requested based upon their funding formula. A copy of their latest annual report is attached.
B. LESLIE M. UTLEY, VOLUNTEER, ANIMAL CONTROL SHELTER
Ms. Leslie Utley, a volunteer at the Animal Control Shelter has requested a few moments on your agenda to share recommendations for improving efficiency, reducing risk and building community outreach programs in order to reduce the euthanasia rate and boost local adoptions. Attached herewith are a couple of handouts to which she’ll be referring.
C. RYAN GIBBS, PARTNERS AMONG CATS AND CANINES
Ryan Gibbs, a representative of “Partners Among Cats and Canines,” which is a local nonprofit that works diligently to find permanent homes for homeless dogs and cats and educate the public on the importance of spay/neuter, has requested a few moments on your agenda to request physical upgrades to the Southampton County Animal Shelter. Attached herewith is a document to which she’ll be referring.

With a slight dip of the brush, the canvas comes to life and is forever changed by the artist. Similarly, Western Tidewater Free Clinic (WTFC) is also a true work of art, the result of passion and commitment to painting a healthier tomorrow for all who live in our community. Our donors, volunteers, board members, and staff have all created this health home where bursts of color flow, resulting in a beautiful, blended masterpiece. With you as our partners and patrons, we offer our patients hope, strive for tolerance and patience in delivering high-quality healthcare, and allow love to color and complete our mission.
In 2018, WTFC continued to provide record-high numbers of patients with access to life-changing, comprehensive healthcare services. Our pharmacy program processed an all-time record-high number of 30-day prescriptions. No-show rates were reduced and emergency room visits were tracked to better coordinate patient care with Sentara Obici Hospital. In addition, new oral and mental health screening tools were implemented resulting in improved patient referral efficiency. New clinical volunteers were recruited and operational expenses were kept below budget to maximize funds for direct patient care.
Western Tidewater Free Clinic is truly an exquisite painting, colored with love. It belongs to our entire community. With you, we will continue to paint a healthier tomorrow here, one brush stroke and patient at a time.

WTFC volunteers Stephie G. Broadwater and Virginia L. Savage, RN, BSN, MSN were honored at the 2018 Hampton Roads Volunteer Achievement Awards
(HRVAA) hosted by Volunteer Hampton Roads. Stephie Broadwater was honored with the Best of Board award for her work as an active WTFC
board member since the Clinic was opened in 2007. She is the immediate past Chair, serving two terms in that role and totaling almost 1,900 hours of time donated. Virginia Savage received an Individual Adult Volunteer award for her community changing work, tireless passion and untold hours that resulted in
WTFC being formed. She spent a decade on the WTFC board of directors, donating more than 1,300 hours during that time. Volunteers are the lifeblood of WTFC, and Stephie and Virginia have made an incredible difference at WTFC

WTFC staff and volunteers are committed to the Clinic mission – providing healthcare to those in need and without access to it. In many cases, our patients’ overall wellbeing has declined for years without health insurance and healthcare. Shelly worked part-time as a school bus driver and suffered from multiple chronic
illnesses including diabetes, heart disease, and sleep apnea and required a colostomy bag. Shelly could not afford her critical medications and her health was further declining. She turned to WTFC for help. At the Clinic, Shelly quickly received
medical, dental, and pharmacy services. Once Shelly received disability benefits she told the staff and volunteers good-bye, but her sister, Sharon, never forgot the comprehensive, life-changing care Shelly had received at WTFC. Tragically, due to
past health neglect and extreme heart failure, 49-year old Shelly passed away in the spring of 2018. Her sister is now a Clinic donor, giving in Shelly’s memory. Sharon
says she is “donating to the people that helped her sister when no one else would.”

Through true community collaboration, WTFC patient Mary Grissom was given a priceless gift of hearing. The Bennett’s Creek Sertoma Club, which
raises funds to benefit individuals suffering from hearing and speech impairments, originally brought the idea to WTFC, asking if there might
be a Clinic patient who needed their help. WTFC Charge Nurse Cathy Culbertson immediately thought of Mary. Mary had suffered hearing loss
for 15 years, leaving her disconnected from life and struggling to hold conversations. Dr. Carrie Knox of Knox Audiology & Hearing Care joined the efforts and outfitted Mary with a Starkey Muse hearing aid. Through

WTFC Director of Clinical Services Pamela H. Witt, RN, BSN was awarded the 2018 Clinical Champion, presented by the Medical Society of Virginia, from Virginia Association of Free and Charitable Clinics (VAFCC) to honor her dedication to the mission of the Clinic for more than a decade. At WTFC, Pam oversees all clinical operations and direct patient care as well as the medication assistance and dental programs. During Pam’s 11 year tenure, she has expanded and sustained vital services while working tirelessly to create a medical home for every single patient that comes to WTFC. Pam’s passion and belief that everyone deserves access to healthcare have always guided her throughout her career. Her clinical skills, caring, and commitment have greatly benefited WTFC – and more importantly our vulnerable patient population. She works tirelessly to create a health home for every single patient and as a result thousands of patient lives have not only been changed by her work, many have been saved as a result of her dedication. We are so proud and grateful Pam chooses to change lives at WTFC!

I wish to respectfully request to speak during the Citizen Comments section of the Board of Supervisors meeting, scheduled for Monday, November 25, 2019. I would like to submit documentation to you, in advance of the meeting, to supplement the information on which I would be speaking. I hope to provide the Board with details about program development initiatives which could greatly enhance the Southampton County Animal Control Department's ability to reduce euthanasia rates, increase adoption rates, build stronger community partnerships, and open up new revenue opportunities to the County. Specifically, I would like to provide case studies of other Virginia municipal shelters that have benefitted from launching foster care programs, community volunteer initiatives, and educational activities. Good morning, Mike - Thank you again for clarifying! I appreciate your insight into this process! :) To the extent that the Sheriff's Office has remaining funds re-allocated at the end of each fiscal year (2.54% for July 2018-June 2019, and 4.35% for July 2017-June 2018), we will make in-budget requests (such as the purchasing of liability insurance for volunteers) to the Sheriff's Office. I assume that Officer Josh A. Wyche, Sr. will start his new term in this role around January 1, 2020? Some volunteers from our group hope to speak to the urgent need for improved facilities to meet the state requirements for shelter facilities. I understand that this request would be outside of the annual budget allocated for the Sheriff's Office, and would probably best supported by participating in the next round of budge discussions, starting in February? I'd like to focus on sharing recommendations for improving efficiency, reducing risk, and building more effective community outreach programs, which have been shown to increase successful adoptions and reduce intake in many counties and cities. I'd also like to present data (see attached) on the value that the partnership between Southampton County and its non-profit partner PACC have brought, in terms of increase the average save rates for the county from 28% to 72%, since their partnership began in 2015. Our group is struggling to maintain the level of effort needed, year after year, to make the current model sustainable (as there are only a handful of us) without additional support from the County, in the form additional kennel capacity and/or a full-time Office Manager/Transfer Coordinator position. I've included the two documents here, that I'd like to share, DataSavesLives.pdf and RescueOrganizations_BestPractices.pdf. I was planning on printing around 15 copies of these docs for members of the Board (including the 3 newly-elected incoming members), the Sheriff Stutts and Officer Wyche, the current and incoming Treasurers, and yourself. I could drop these off at your office tomorrow morning, if that works? (I'm actually transporting a pregnant dog from Southampton Animal Control tomorrow morning --- since they don't have the facilities required to shelter her, per code --- to a rescue group in Virginia Beach.) Southampton County Animal Control and Public Shelter
and Partners Among Cats and Canines (PACC)
In 2015, Partners Among Cats and Canines (PACC) partnered with the Southampton County Animal
Control Public Shelter to provide low-cost spay/neuter and vaccination services and transfer and
placement coordination assistance. Prior to this partnership, from 2005 – 2014, the Southampton County
averaged a save rate of only 28.2% (70.3% average euthanasia rate) for dogs. After partnering with PACC,
from 2015-2018, the County raised its average save rate to 71.85% (and lowered its average euthanasia
rate to 27.3%) for dogs. PACC has met the need for funding primary through donations and pledges from
the community. Volunteers for PACC assist with placement and transfer to Virginia and U.S. non-profit
rescue organizations through networking, phone calls and social media marketing strategies.

COMMON BEST PRACTICES FOR SHELTERS …to help reduce intakes and increase adoptions
TO REDUCE OWNER-SURRENDERS OF PETS
Diverting owner-surrender of pets by providing:
o Obedience training to prevent surrenders based on behavioral problems;
o Access to free or low-cost medical care for pets, to reduce financial barriers;
o Assistance with animal housing, legal humane tethering and/or fencing repair for people who
are facing citations due to inadequate shelter for their pets;
o Access to temporary kenneling or foster-care for owners who moving;
Managed Intake Programs can be implemented most easily when:
o a certified dog-trainer is on staff to provide free, routine obedience training;
o a municipal shelter partners with a non-profit rescue organization to provide free and low-cost
assistance and services;
o a municipal shelter has a foster-care program and a network of potential fosters;
TO INCREASE ADOPTION RATES
To increasing adoptions and placements, shelters are advised to:
o offer open visitation of the shelter for potential adopters during normal business hours and on
weekends;
o establish a formal foster-care program by purchasing annual liability insurance (~$1700/year) for
fosters and volunteers;
o encourage community volunteers to take shelter pets on "day-out" field trips to help reduce the
animal's stress and to promote adoptable pets in public and on social media;
o attend charity-organized adoption events, hosted at local pet-friendly businesses;
o enlist community volunteers to assist at the shelter, to develop community outreach;

ALLOWING COUNTY PRISONERS TO SERVE THEIR WORK-RELEASE AT THE SHELTER
The policy which allows Southampton County prisoners on work-release to conduct supervised
maintenance in the shelter is not worth the free labor that the County receives. This policy legally
prohibits community volunteers from participating in shelter activities and greatly decreases the
shelter's community outreach capability. In effect, there can be no community involvement in the
shelter while prisoners are scheduled to work there.
The loss of potential community partnerships with local businesses, civic organizations, service-
learning groups, and educational field trips is catastrophic in terms of the missed opportunities for
sponsorships & donations, volunteerism, promotion of adoptable pets, marketing activities for the
shelter, educating the public on responsible pet ownership, and sharing information about access to free
and low-cost services. Many municipal shelters do not allow prisoners to work around animals, and
instead, focus on training and enlisting a citizen corps of community volunteers for these roles.
LACK OF LIABILITY INSURANCE FOR VOLUNTEERS
Due to a lack of volunteer liability insurance coverage for volunteers and transporters,
Southampton County is not permitted to place dogs into short-term or long-term foster-care. Dogs that
are otherwise adoptable, but that are experiencing traumatic stress in a shelter environment are
difficult to assess and therefore, more difficult to find homes for. Although we receive many requests
from community members who wish to foster a dog, we are unable to do so, resulting in a more urgent
need to place all dogs quickly and more challenges over which dogs to prioritize. Foster-care programs
allow for a smaller in-shelter population and increase community engagement and support of a shelter.
This lack of liability insurance also prohibits volunteers from transporting dogs to adoption
events at local businesses, such as PetSmart, PetCo and Tractor Supply. These events are often
successful paths for adoption and promotion of shelter pets on social media. However, transporters
sometimes transfer dogs for routine vetting at local clinics. Since there is no formal waiver process, it
seems that Southampton County may be opening itself up to legal risks, should any animal injure a
person or become injured, during transport.

EXTREMELY LIMITED ADOPTION HOURS AND CONTACT INFORMATION
Another barrier to increasing adoptions is the fact that the shelter is only open for one hour on weekday
mornings, from 8:30am – 9:30am. The lone Animal Control officer assigned to assist with adoptions is primarily
tasked with law enforcement for a community of 602 square miles wide. It is not possible for him to also be
available to meet with potential adopters, let alone coordinate health services and obedience training options
with new families. Owner education has been shown by many organizations to be an indicator of success for
new pet owners. Many shelters partner with local veterinary clinics to provide a discount on a first wellness
check and with local pet stores to provide coupons for supplies and food.
Southampton County is unable to support any of these services, with only one Full-Time Employee in the
role. This is why it is paramount to create a full-time Office Manager position within Animal Control, to provide
more availability for potential adopters to visit the shelter (both weekend and weekday hours) to set new
owners up for a successful experience. Many Southampton County residents are not aware of the location of the
shelter and do not know how to contact the shelter to make an appointment.
Although this may seem counterintuitive, most humane societies advocate for requiring new owners to
pay some reasonably small adoption fee for adoptions. First, this fee protects the dogs from being adopted for
nefarious purposes, such as, to be used as bait dogs. Surprisingly, requiring an adoption fee results in a greater
sense of value for each dog and owners who feel more invested in their decision. Not only does this lead to
greater retention of newly adopted dogs, it creates a revenue stream for the County. If the County had charged
a modest $50 fee for adoptions, the following revenue would have been realized for the last few years:
• 2018: 26 adopted dogs @ $50 per adoption = $1300
• 2017: 26 adopted dogs @ $50 per adoption = $1300
• 2016: 27 adopted dogs @ $50 per adoption = $1350
• 2015: 43 adopted dogs @ $50 per adoption = $2150
These revenue numbers may seem trivial, but the annual cost of liability insurance quoted for volunteers at the
Southampton County Shelter is approximately $1700 per year. As stated earlier, a volunteer foster program will
likely result in an increase in adoptions, which in turn, leads to a further increase in revenue. By ensuring greater
access to the shelter, a full-time staff Coordinator to manage the process, enhanced services and consistent
training for new adopters, Southampton County could increase revenue, reduce euthanasia rates, lower the in-
shelter population, and improve staff morale and community perceptions of Southampton County as a whole.
Southampton County has an inadequate animal shelter. With only 7 runs, it can only legally house 7 dogs at a time.
There is no area for cats so the animal control does not handle cats. Southampton County is 602 square miles with a
population of 18,570 citizens. A small animal shelter with 7 kennels in the back of a garage is not sufficient for the land
mass and population. There is no cat room, no adoption meet/greet area, and no curb appeal for people to locate the
shelter. The paint is peeling in the kennels. There was nothing for the dogs to sleep on until Partners Among Cats And
Canines stepped in and had Ku randa Beds donated so each run would have a bed. Corporal Joyner mans and runs the
animal shelter while there are 2 other officers that "help out" but this is not enough manpower either to answer the
number of animal related complaints. He has even expressed concerns about the inadequacy of the facility. There are
plans in the works on constructing a new facility which is how they get passed by the State Vet on an annual basis.
However, no actions are being taken to construct the facility.
Partners Among Cats And Canines (PACC) started assisting the animal shelter with adoptions and rescue transfers in
2015 (chart below for statistics). The euthanasia numbers have significantly reduced but the volunteers are becoming
drained and suffering from compassion fatigue. A new shelter with a proper staff would achieve the same goals and
more to help the community.
Many of our surrounding counties and cities have upgraded to larger animal control faci lities. For example, Isle of Wight
County, Sussex County, and the City of Suffolk have adequate sheltering facilities for the population and land mass that
they serve. Southampton County needs to upgrade the facility and catch up to the needs of the community.
Where will the money come from you ask? There are many grants available for shelter improvements and/or new
shelter construction. With the right research and grant writing skills, the money to upgrade or build a new facility can be
attained at no cost to the cit izens of Southampton County. There will be an increased cost of daily operations (utilities,
staff, cleaning supplies, etc) but creative budgeting will allow for these added costs. Also, the shelter could start
charging an adoption fee to offset some of the costs; there is currently no adoption fee. The shelter could use work
release inmates for the some of the dai ly operations. Also, there are many volunteer programs that allow for free labor
from the public. Also, there are many donors that would be willing to make donations towards the operation of a new
animal shelter. I am sure that the citizens of Southampton County would agree that the current shelter is not adequate
and that the residents and animals of the county will benefit from a more modernized facility.
