  • Time for Sensible Budget Solutions

    DESPITE a collegial tone in his State of the State message, Gov. Schwarzenegger followed with a slash and burn budget proposal two days later. With a theme of jobs, jobs and more jobs, the governor seeks to reconcile a projected $21 billion deficit over the next 18 months by cutting safety net programs that create and protect jobs. In addition, the proposed budget inappropriately juxtaposes economic growth against hard-fought environmental protections and public transit programs. While the governor, by his own admission, is in denial about this being his last year in office, he should not be denying that his budget proposal is unrealistic when it relies on $7 billion of new, uncommitted federal funds. If the state does not receive federal funds, the governor plans to eliminate funding to CalWORKs (the welfare to work program), the In Home Support Services (IHSS) program and the Healthy Families program. The elimination of CalWORKs, with 5,418 participants in Santa Cruz County, will result in loss of jobs and revenue. In fact, CalWORKs generates $3.9 billion annually in matching federal funds that in turn generate $7.1 billion in economic output, 137,000 private and public-sector jobs and $130 million in sales tax revenues. The IHSS program supports 2,500 participants in Santa Cruz County and, if eliminated, will jeopardize not only essential support care for disabled clients but also would require wage-earning family members to quit their jobs to provide family member support.

    The governor seems more focused on bottom-line calculations than real-world impacts, as his budget plan is void of alternative budget solutions. The only alternative vision expressed by the governor seems to be a frontal assault on environmental protections in the name of economic stimulus. I believe this to be a false argument that undermines the governors articulated support for A.B. 32 (reduction of CO2 emissions).

    I have previously supported legislation to impose an oil extraction fee on existing land-based oil production. California could join all other oil-producing states that assess an oil extraction fee and would realize $1 billion in additional general fund revenue. By comparison, the governor seeks to revive support for new offshore drilling at Tranquillon Ridge that would generate only $100 million annually while putting our coastal environment at risk. Last year, we garnered a majority of votes to increase the Vehicle License Fee by $15 to sustain our state park system and to increase the tobacco tax to support childrens health care. Unfortunately, these revenue options failed for lack of a two-thirds vote in the Legislature.

    Not all of the governors proposals will become law. The budget process will require his all cuts challenge to be vetted by the Legislature, and I remain committed to fighting for the underserved in our communities. It is my strong belief that our economic and jobs future is directly linked to the states ability to encourage and support green technology, jobs and construction. This linkage is critical to the future of our economic recovery, as is the need to preserve existing job-creating programs. For the Legislature to be successful in challenging the assumptions and impacts of the governors proposed budget, the engagement of an active citizenry will continue to be critical. The voices of constituents are heard by legislators and must be heard by the governor as well.

    Ive heard that this year there will be awards for the best supporting actor in a daytime commercial, the best dead victim in a crime drama and the best actor in a late night infomercial. Im sure Ive only scratched the surface here.

    However many there are, you can bet well be exposed to one or two big award extravaganzas, lasting several hours, each week until they are eventually replaced by March Madness.

    Am I the only one who sees the irony in people who are placed in front of the public on screen and TV on a regular basis, are paid millions for this work and then get shoved in our faces again while they all congratulate each other with a fancy ceremonies and ornate trophies?

    We get it! These people are mega rich and mega popular. Shouldnt that be enough? Do we have to watch them hug each other and give long-winded speeches?

    Where are the awards for the people who fight forest fires, maintain our parks, scientists, teachers and the painless dentists?

  • state and city governments expected to continue in 2010, if not worsen, groups like the CPVAW and the Walnut Avenue Womens Center will likely hear the familiar exhortation to do more with less.

    Our No. 1 priority right now is just to keep our doors open, says Kristie Clemens, director of Domestic Violence Programs at WAWC, who has shown up to hold a candle at Schrocks vigil. Were seeing the level of violence in peoples relationships escalate. But were getting no help from the state government, and donations have been hard

    to come by. It definitely makes it harder to help the people that need it.

    Under the fiscal year 20092010 budget, the city of Santa Cruz cut funding to WAWC by roughly $27,000 and to the CPVAW by nearly $33,000. On the state level the picture is even grimmer. Having cut financing completely for all 94 of the state-sponsored domestic violence shelters last year and forced state legislatures to borrow temporary funding to keep shelters open, the latest state budget proposed by Gov. Arnold Schwarzenegger continues to offer no financial support to

    domestic violence programs like WAWC. The results have been axed staffClemens had five associates in her department in 2008 and has two nowas well as shorter hours and longer waits when women come in seeking help.

    Whats been a saving grace, says Clemens, is the number of volunteers who have offered their help and the grassroots efforts of other women who pledge their time away from the center. Isabelle Rosenlund is one such volunteer. Her unnamed group of about six local ladies was at last weeks CPVAW meeting. Theyre here now, at Schrocks vigil, with candles in hand.

    Women need to stand up and demand action, says Rosenlund, who has organized a Jan. 28 Women Take Back Our Streets community march through the darkest places in Santa Cruz. We cant depend on the city or the state to help us. Weve got to do it ourselves.

  • Home in the Range

    LETS START by stating the obvious: people around here feel very

    strongly about housing development. Or putting a stop to it.

    This little coastal town has seen some big divisions and plenty of

    lines drawn in the sand when it comes to deciding how to house

    the new immigrants, students and trannies (as in transplants) that arrive in

    a steadily increasing stream each year. Some of the best-known playersthe

    bitterati of the housing fighthave been battling for decades now along

    predictable factional lines: environmentalists vs. developers, progressives vs.

    business interests. Toss in the affordable housing advocates, the anti-university

    front and the people who just like things the way they are, and what you get is

    a turf war as heated as gangland. There is no shortage of drama here.

    But thats not the kind of discussion Rick Longinotti wants to have

    anymore.

    This is an important time. There is a convergence in interests

    between developers and those interested in social justice,

    says the family therapist and co-founder of Nonviolent

    Communication Santa Cruz. I think that some of the conf lict

    has been based on understandings or beliefs that have now been

    changed or are changing.

  • For the last 20 years, Santa Cruz County has maintained the dubious honor of being one of the least affordable places in the nation. While the U.S. Department of Housing and Urban Development considers housing that costs 30 percent or less of ones take-home pay affordable, over the last 10 years the Santa Cruz County Community Assessment Project has consistently found that at least half of county residents spend more than that.

    In 2007, 24.8 percent indicated they spent half or more of their income on housing; the figure has more or less held steady since. Rents have been on a runaway train for years, leaping 48 percent from 1995 to 2004 and 22.6 percent between 2003 and 2009. Even during an economic recession that saw the median price of a home plummet from $655,000 in 2007 to $347,000 in 2009, the average rent still rose; a two-bedroom apartment that cost

  • Although Swift is currently working on the controversial Golf Club Drive project that neighbors Pogonipa plan criticized by enviros, who says its wiping out farmland, and transportation advocates, who say its not on a major corridorLonginotti says thats not what he wants the discussion to center on. Im done arguing over the individual projects. The main idea is something people can agree on, he says.

    The main idea, and why TSC is involved, is pretty simple: Santa Cruz has jobs. If its too expensive for our baristas, field workers and stockboys to live here, theyll have to drive here from outside. Every person behind the wheel is pushing up greenhouse gases and fossil fuel consumption. Why not develop mixed-use communities along transit corridors dense enough to promote affordability and alternative transportation, and render commuting obsolete? Appropriate density improves the quality of life, says Longinotti. More housing in Santa Cruz is a good thing for the environment.

    Were So PrettyHow did we get here? One of the

    main reasons is no ones fault: Its just too beautiful here. If youre well off in California, you probably will move to the coast, says former Santa Cruz mayor and Week One series speaker Bruce Van Allen. That means huge demand that is not going to let up for a long time. That demand is making it harder for people who work in Santa Cruz to be able to afford to live here.

    The other indisputable factor is the arrival of the University of California Santa Cruz in the 70s, which caused a sudden 29 percent jump in population in the city of Santa Cruz. The university put huge pressure on the housing market here. I dont think anybody disputes that anymore, says Van Allen. Six [students] can afford a much higher rent than the family they pushed out with two working people. It works directly against tenants.

    Beyond these two unchangeable factors (What should we do to make this place less desirabledrop stink bombs? says Van Allen) are the policies that arose in response to them. Measure J, passed in 1978, drew urban service lines to discourage sprawl and put a cap on the county growth rate (it also included a 15 percent affordable housing provision). Santa Cruz developed tight building restrictions and elected a series of picky, environmentally minded

    $1,466 in 2007 commanded $1,713 last year. Meanwhile, our numbers creep relentlessly upwardCAP estimated the county population was 268,637 in January 2009, and AMBAG estimates that number to grow to 274,000 by 2015and to 290,000 by 2030.

    On the surface, this may not appear to be of concern to Transition Santa Cruz, the year-and-a-half-old grassroots organization Longinotti helped found. The group focuses on planning for a thriving post-peak-oil-era Santa Cruz, and its past workshopson re-skilling, local food and land usehave been geared to that end. But Longinotti discovered last June at a TSC workshop that some of the regular attendees were also players in the ongoing affordable housing debatepeople like developer John Swift, former mayor and environmental attorney Celia Scott and former chairman of the City of Santa Cruz Housing Advisory Committee (and Santa Cruz Weekly calendar editor) Paul Wagner. Longinotti noticed that, while they may not have always agreed with one another on housing issues in the past, ending Santa Cruzs reliance on fossil fuels was something they could all get behind. It was people who had been enemies, on opposite sides of the issues. When theres a particular project, you go up and say your piece to city council and you dont talk to each other. This was a new experience for some people, says Longinotti.

    It made him realize that the housing problem and building a post-peak-oil-era Santa Cruz are inextricably linked, and that these players had more in common than they might have once thought. It inspired him to plan Housing Within Reach: Of Our Pocketbooks; Of Our Workplaces, Schools, & Stores, a five-week lecture series on making Santa Cruz County a more affordable place to call home. The first meeting, called Overview of Housing Economics: Why were losing ground on affordability and what we can do about it, is this Thursday, Jan. 14. Meetings follow every other Thursday night through March 11.

    So what kind of issues could possibly get a for-profit developer, an environmental lawyer and an affordable housing advocate at the same table on the dais? I think the scales have tipped. For many years, it was the environment at all costs. I think that shortchanges some of the social goals this town also holds dear, says developer Swift, who will be presenting in the third week of the series. There is a legitimate environmental movement and a legitimate developer movement. The two are not at odds, ultimately.

  • of policies on a national, state and local scale that subsidize home ownership but do little for renters. Week two features Carol Berg, manager of Santa Cruz Housing and Community Development, talking about city programs for housing affordability and their effectiveness; and Jan Lindenthal, vice president of the nonprofit developer Mid-Peninsula Housing, on putting public funds toward affordable housing projects. John Swift will focus week three on practical ways to make smart-density a reality, through regulatory changes, design and zoning changes. Hell be joined by Jeff Oberdorfer, executive director of San Josebased First Community Housing, speaking about innovative public-private partnerships. Longinotti will touch on ways density and development can actually get cars off the streets, including specific thoughts on unbundling the cost of parking from rent or home purchase prices and lower parking requirements.

  • wants to amp up the number of granny units, while Van Allen is skeptical about their ability to lower rents. And while some people equate smart density with high-rise hell, Longinotti says thats not how he envisions things. Once you get past three stories and you have to start putting in elevators and infrastructure, the sustainability sort of flattens out, he says. Theres a sort of a sweet spot at three stories that shouldnt be too obtrusive.

    When asked to pick out a current or upcoming project they see as the right direction for housing in Santa Cruz, the participants give varying answers. Wagner likes the 40 percent affordable apartments at the 1010 Pacific and its sister project on Shaffer Road that were achieved through public subsidies. Longinotti likes the granny unit in David Fosters back yard where Fosters parents live. Swift likes the mixed-use 2120 Delaware projectwhich has stalled due to the economy but still has a sign stuck in the ground that reads If you worked here . . . youd be home by now!and Van Allen likes the mobile home parks whose residents have formed cooperatives.

    Nevertheless, Longinotti is hopeful that some new innovations and new blood will invigorate the Q&A sessions that will follow each meeting, and the local discussion as a whole. And he thinks all the speakers can agree on a basic vision of the Santa Cruz of the future. It looks like a community where people can enjoy getting to where they want to go without heavily relying on the automobile, and where theres housing that meets the needs of all levels of income, he says. Its not only people who work here that cant afford to live here, but people who grew up here, come of age and cant live in their community.

    Swift agrees. I think some people like a more vital environment where walking and bicycling and being more social in a socially dense environment is not a bad thing. Im not saying every place in the county has to be that way, [but] this could be a good way to live close to your neighbors, sharing your community, he says.

    CHANDLER: The original instructions [to the selecting committee] were to only go on the literary merit of the piece, not to worry if it was a period pace that would require costumes or a cast of 40, just go on the literary merits. And some years it was mostly funny. One year almost all of them had food in the titles.

    BRIAN SPENCER: And last year it was mostly ghosts.

    CHANDLER: Its a serendipitous fiesta.

    SPENCER: Some companies have a theme. Actors Theatre leaves it open, which means we get plays that range from religious to heavy drama, political.

It stretches the span of history and time. /`SbVS`SZ]QOZ^ZOgaSdS`ggSO`-CHANDLER: Oh, every year.SPENCER: Well have seven of the eight playwrights on opening night. Some are coming from San Francisco, over the hill. The one not coming is from Kansas. CHANDLER: But they have in the past.STEWART: Theyve come from as far as the East Coast. Washington state, Australia.SPENCER: Last year we had our first admission from Russia.CHANDLER: But that was a lousy play.STEWART: No Chekhov there!/`Sg]caSSW\UO\gPWUQVO\USaW\bVSO`bT]`[]dS`bVSgSO`a-7aWb[Obc`W\U-SPENCER: I think it changes with the economy, things going on in the world. Also the fact that the whole thing is growing because there are more contests. Every playwriting class in the country is being told by the instructor, look around, find a contest and enter it. Thats where we get a lot of our entries, Im sure.STEWART: I noticed this year there were more serious dramas. I think it is a direct result of the economy. In 2008 the theme was Iraq. Weve probably got two comedies this year. And usually we try to look at a balance, but it depends on the submissions.EVObR]g]cV]^Sb]OQQ][^ZWaVW\O[W\cbS^ZOg-CHANDLER: For me its like going into eight different rooms in a museum, with eight different artists, eight different displays of how they interpret life. Or looking through eight windows. What I hope to accomplish is to give a slide of life or picture of the world that the audience might not enter, whether a Japanese internment camp or soldiers in a foxhole. SPENCER: And because its compressed youve got almost a poetic feeling to it, because you have to economize in order to do that in 10 minutes. Some people are really good at it. Its that type of thing youre looking for, the person that can tell that story in that space of time and create interest that carries through. Its surprising how quickly an audience can be lost if at the beginning of the thing theyre saying, I have not a clue.STEWART: Wilma said it very succinctly. Youre giving a slice of live, a portal. And in that you challenge the spectrum of human emotion every time. For me as director, Im only interested in comedy

    or absurdist theater or dramas if it speaks to me emotionally. And then seeing the whole flow, the piece together and how it moves you through human emotion. You never know till you put it together during tech week. Last year I directed a comedic piece about a drunken Santa whose wife had left him, and Rudolph was his enabler. And this year Im directing a piece about addiction in upstate New York today. . . .SPENCER: Thats one thing that attracts directors. They can come in and handle this little problem. Next year maybe it will be something totally different. CHANDLER: I think the unsung heroes of this are the technical crew, the people who make the shifts. We used to have just rehearsals of those people by themselves, almost like ballet rehearsal. Every movement was crystallized, honed down, made absolutely flawless. No set change took more than one minute.SPENCER: Were trying to get that to 30 seconds.CHANDLER: But the theater loves watching that. Because when done well, theyre beautiful.BARR: Half the audience in the survey said they wish they were faster, the other half wished it was more artistic. 6]eR]g]cRSQWRSbVS]`RS`]TbVS^ZOga-SPENCER: Im trying to create a build in each act, a beginning place for audience that is a comfort type of thing and build to some sort of higher level at end of that act and then take a similar approach in the second act. Its not always possible, because other things come into it. If you have actors doing more than one play, you try to keep them out of same actCHANDLER: If you have a child in a play you try to get that into the first act or the opening show so they can go home. And its important how you end: what is last play? Theres been a raging debate about that for eternity. Leave on a joyful note or given them a dramatic punch ?SPENCER: Or the one with the adult words so they can leave.

I loved Mad Max once, but after yet another ocher-dyed load of scrapings from Tarkovskys dead skull, postapocalyptic adventures are rapidly becoming my least favorite genre, more than even stock-car racing movies and rape-revenge thrillers. Despite the opera on A Single Mans soundtrack, it couldnt be less operatic: nothing seems like a matter of life and death. Ford is good with the placement of actors on a set; hes a tableau-maker. The art direction is all in order, but the classic-movie looks of the film just add to the air of beautifully appointed early 1960s soap opera. The fine clothes dont make the men.

    Two other shared entrees impressed us, especially the house signature Spicy Basil Duck $14.45, loaded with jalapeos, carrots, basil, chiles, strips of rich, succulent duck, lots of crisp green beans and fresh slices of red bell pepper all wokd together in a complex curry sauce. Beautiful to look at, it was richly perfumed by the complex sauce.

    Another entree of lemon sole ($15.50) involved a substantial fillet of white fish (which might have been previously frozen) bathed in a sweet/tart sauce of lemon zest, lemon grass, garlic and chiles.
