BY JACKLINE ADYANG Aleast 1.6 million Kenyans living in Arid and Semi Arid Lands of the country are faced with acute shortage of food due to failed rains during the last season. Cabinet Secretary Anne Waiguru said preliminary assessment of the situation indicated that the affected people required food aid over the next six months to avert a looming famine disaster. Ms Waiguru was however optimistic that the measures her ministry in collaboration with county governments have put in place to mitigate the drought will ensure that no one dies of hunger. She told a press briefing at her office following a meeting of the Inter-Governmental consultative committee on Drought and Food Security in Arid and Semi-Arid Counties that the national and county governments from the affected areas moved swiftly to cushion the communities in time after it emerged that the short rain season between November and December were erratic. “The findings attributed the poor harvest to unpredictable rainfall patterns as the rains which were less than normal and sparsely distributed started late and ended early,” she noted. Mandera, Garissa, Isiolo, Wajir and parts of Tana River counties were cited as the neediest counties where the government intends to stock storage depots with maize during this period. Equally affected were marginal agricultural zones of Tharaka Nithi, parts of Meru, Makueni and Kitui counties where farmers reported more than 50 % in losses after the rains fell silent during the critical stage of their crops.

Pleasant surprise for Kiamugumo Girls as CS Waiguru delivers President Kenyatta's school bus gift

Cabinet Secretary Anne Waiguru switches on the

It was jubilation and celebration at Kiamu-

gumo Girls Secondary School in Kirinyaga

county on Saturday 21st February when Cab-

inet Secretary Anne Waiguru came calling

with goodies that will go a long way to make

a difference in the lives of the young girls.

Ms Waiguru delivered a brand new school

bus which President Uhuru Kenyatta had

promised to buy for this School that provided

the venue for a thanksgiving ceremony the

CS held in September last year. President

Kenyatta was the chief guest at the thanks-

giving ceremony.

Ms Waiguru also gave the girls 150 boxes of

sanitary towels that they and other girls from

neighboring schools will use for the next

four months. In addition, she brought 420

desks and chairs for neighbouring Kiamu-

gumo Primary School.

The CS also launched the Anne Waiguru

Scholarship Fund that will support the

brightest students in Kirinyaga county

through high school. She issued the first

six scholarships for the pioneering bene-

ficiaries.

Earlier, Ms Waiguru commissioned

Rung'eto Farmers Cooperative Society

Milk Cooling Plant which was complet-

ed following President Kenyatta’s dona-

tion of a cooler for the project. The new

cooling plant will enable the cooperative

to handle over 5,000 litres of milk every

day.

Kirinyaga County Governor Joseph

Ndathi hailed the completion of the

plant as a major step towards uplifting

the living standards of the residents

noting that it will provide a ready mar-

ket for their milk produce.

Prof Karega Mutahi to head Inter-governmental Relations

Technical Committee

Cabinet Secretary Ms. Anne Waiguru

has appointed Prof. Karega Mutahi

Chairman of the Inter-governmental

Relations Technical Committee for a

period of three years.

Other members of the committee are

Dr. Francis Kalama Fondo, Rtd. Ma-

jor Billow Khalid, Mrs. Elizabeth

Njambe Muchane, Prof. Shanyisha

Khasiani, Judith Migunda-Attyang,

Allyce Kuneiya Esintele and Ray-

mond Nyeris.

Ms. Waiguru made the appointments

through gazette notice No.879 in line

with the powers conferred to her by

Section 11(2) (b) of the Inter-

governmental Relations Act.

Prof. Mutahi once served as Perma-

nent Secretary in the Ministry of Educa-

tion and also Local Government during

the NARC Administration and the Grand

Coalition government respectively. He

will be remembered for his contribution to

the introduction of free primary education

as well as spearheading the enactment of

the devolution laws which are currently

guiding the devolution implementation

process.

The Inter-governmental Relations Tech-

nical Committee will be responsible for

the day to day administration of the Na-

tional and County Government Coordinat-

ing Summit and in particular implement-

ing the decisions of the Summit. The

committee will take over the residual

functions of the Transition Authority upon

its dissolution.

The Kenya Youth Empowerment

Programme will be rolled out in the

Arid and Semi-Arid (ASAL) coun-

ties through the National Youth Ser-

vice (NYS). The Programme will

mirror the Slum Upgrading Pro-

gramme being implemented by NYS

in Kibera, Mathare and Korogocho

slums.

Cabinet Secretary Anne Waiguru

announced that NYS will work with

the community youth from the

ASALs in various initiatives aimed

at empowering the youth through

enterprise development, building

community assets, instilling a sense

of nationhood and community ser-

vice.

Speaking while opening the Third

ASAL Stakeholders Forum (ASF)

at Kenyatta University on Monday

23rd February, Ms Waiguru dis-

closed that NYS is already on the

ground in Turkana County and will

be deployed in eight more counties

in the next one month.

As part of its mandate to provide

policy direction and leadership for the

ASALs, the Ministry of Devolution and

Planning is reviewing the ASAL Policy to

ensure that it captures all the emerging

legislative and development issues and

experiences gained in the implementation

of devolution in the last two years.

“Successful implementation of devolution

will radically transform the country,” Ms

Waiguru said as she called on ASAL

stakeholders to give their input during the

review in order to make the document all

inclusive.

The Ministry has developed a strategy

Framework for Ending Drought Emergen-

cies in collaboration with stakeholders. Ms

Waiguru noted that the successful imple-

mentation of the strategy will require the

efforts of all stakeholders as it cuts across,

sectors, regions, and agencies.

The CS also launched the ASF mapping

tool that will be used to capture the details

of the stakeholders in ASALs in order to

enhance synergies and collaboration and

also reduce duplication of activities being

implemented.

World Bank directors led by the Executive

Director of Africa Group 1 Constituency Louis

Peter Larose toured the ongoing National

Youth Service-led youth empowerment and

slum upgrading projects in Kibera slums on

18th February.

The officials were in Kenya to appreciate the

country’s development progress, opportunities

and challenges.

The directors commended the government for

the achievements realized in Kibera particular-

ly in upgrading the slum and empowering the

youth. They expressed optimism that the noble

initiative will transform many lives in the in-

formal settlement.

Kenya hosts 1st Africa for Results peer review meeting

The 1st Peer Review Meeting for the Africa

for Results (AFRIK4R) and Common Mar-

kets for Eastern and Southern Africa

(COMESA) will be held in Nairobi from 24th

– 26th February 2015.

The Ministry of Devolution and Planning

through the Monitoring and Evaluation De-

partment and the Public Service Transfor-

mation Department will host the three days

meeting that will seek to provide evidence-

driven processes featuring case studies

and practical policy examples as well as

promote interactions among states.

The Peer Review process will inform and

create dialogue platforms that will em-

power the participants and enhance their

abilities as change agents who can trig-

ger and accelerate regional transfor-

mation.

The meeting is supported by the African Com-

munity of Practice on Managing for Develop-

ment Results (AfCoP-MfDR) in collaboration

with the African Development Bank and the

African Capacity Building Foundation (ACBF).

It will bring together experts and other partici-

pants from civil society, civil service, private

sector, youth and gender sectors from Burundi,

the Democratic Republic of Congo, Kenya, Mad-

agascar, Malawi, Uganda, Tanzania, Zambia and

Zimbabwe.

the tour of the sprawling slum.

Ms Waiguru expressed her

satisfaction with what has been

attained in terms of job creation

for the residents of Kibera as

well as the significant decline

in incidences of crime in the

area.

The National Youth Service has

partnered with the local com-

munity in undertaking various

projects among them cleaning

up sewer lines, rehabilitation

and tarmacking of access roads,

and opening up of clinics that

offer free medical services to

residents.

Mentor your juniors - CS Waiguru tells senior officers

Cabinet Secretary Anne Waiguru has asked

heads of departments and other senior officers

in the ministry to mentor those below them for

higher responsibilities.

She observed that failure to mentor those

below stiffles their growth and also affects the

organization’s performance should the senior

officer be indisposed, engaged elsewhere or

exit the organization.

The failure to nurture and develop internal

capacity for succession goes against

established management principles, she

noted, and called on the officers to

institutionalize a mentorship culture that

empowers their mentees to handle the

duties of a higher office whenever

called upon.

“You should not feel insecure to the

extent that you become reluctant to

mentor those below to succeed you,”

Ms Waiguru said.

The CS made the remarks during a meeting with

heads of directorates and divisions in the State

Department of Planning at her Harambe House

office on Tuesday 17th February.

Kippra staff get First Aid and Fire Marshal training

Kenya Institute for Public Policy Research and

Analysis (KIPPRA) staff completed a three

days training on First Aid and Fire Marshal at

the institute’s premises located at Bishops

Gardens Towers, Nairobi. The training was

conducted by Emergency Response Trainers

from 17th to 19th February, 2015.

The participants got detailed lessons on inci-

dent management such as how to open the

airways of victims and conduct cardiopulmo-

nary resuscitation in case of an accident. They

learnt about different accidents and injuries

such as burns and scalds, wounds and bleed-

ing, poisoning, bites and stings and musculo-

skeletal injuries and how to effectively man-

age them. Each lesson was accompanied by a

practical session where they applied the ac-

quired knowledge.

The second phase involved learning fire

safety techniques focusing on how to man-

age fire accidents, types of fires and the

extinguishers to manage them.

employees to master their organization’s Emer-

gency Action Plan and safety measures that

give guidelines on what to do in case of a fire

outbreak.

The Government has given impetus to

the resettlement programme following

the creation of the National Consultative

Committee on Internally Displaced

Persons.

The Chairman of the Committee, Sheikh

Adan Wachu says they will move

quickly to establish protocols and

provide impartial guidance to address

the problem of displacement in the

country without giving in to any issues-

political or otherwise.

Mr Wachu was speaking during the

induction retreat for members of the

Committee at the Kenya School of

Government, Nairobi that was officially

opened by Devolution Principal

Secretary Ms. Mwanamaka Mabruki.

The Committee was created in

accordance with The Prevention,

Protection and Assistance to Internally

Displaced Persons and Communities

Act, 2012 and mandated to

oversee all matters arising out

of internal displacements in

the country.

Kenya experienced

unprecedented internal

displacements since

independence following the

post election violence of

2007/2008 when there was no

legal, institutional or policy

framework on Internal

Displacement, posing a big

challenge to the Government

on how to provide solutions to

the hundreds of thousands

displaced by the violence.

This Financial year, the

Government has allocated

Ksh 705 Million for

construction of houses for

internally displaced persons,

surveying and stock-taking of

all resettlement programmes,

and resettling of 243 IDPs who

are still holed up in Uganda.

MoDP attracts wide media coverage for its programmes

The Ministry of Devolution and Planning has

continued to enjoy remarkable coverage

across all media channels owing to its numer-

ous engagements that cut across various di-

rectorates and SAGAs.

According to the latest monthly Media Repu-

tation Analysis for January, the ministry had

249 stories appearing across mainstream me-

dia platforms - 106 were carried in the main-

stream print media, 107 in mainstream radio

stations across the country and 36 stories on

the country’s main television platforms.

36% of the stories elicited a positive percep-

tion rating about the ministry on key sec-

tors, 63% were neutral and 1% of the cov-

erage gave a contrary perception.

The number of stories appearing in the

media for the month of January had a Pub-

lic Relations (PR) Value of Kshs 180 mil-

lion, according to Inter Management Group

Kenya Limited who did the analysis. The

agency compiles daily media monitoring

reports and monthly media reputation anal-

ysis focusing on the media’s coverage of

the ministry.

PR Value is the worth associated to a PR

engagement for an organization whose

value to the consumers is 2.5 times higher

than perceived advertising cost. This means

that had the ministry chosen to advertise the

information through the various media, it

would have cost the ministry well over Kshs

180 million.

Some of the ministry’s institutions whose

news content contributed to the wide cover-

age include Huduma Kenya, Uwezo Fund,

NYS, Anti FGM Board and NGO Board

among others.

Anti-FGM Board wants County Governments to establish rescue

centres for girls

The Anti-FGM Board will liaise with govern-

ments of counties where female genital muti-

lation is rampant to establish rescue centres

for girls who run away from the cut.

Anti-FGM chairperson Linah Kilimo said the

rescue centres will provide temporary refuge

for girls who are threatened with forced cir-

cumcision or rejection by their families for

refusing to undergo the retrogressive practice.

“The rescue centres will house girls for a

short while before they are reunited with their

families,” she said.

Mrs Kilimo was speaking in Oloitokitok town

in Kajiado County during a sensitization fo-

rum for law enforcement officers from Oloi-

tokitok sub-county on Wednesday 18th Febru-

ary.

Over 70 officers including chiefs, their assis-

tants and police were sensitized on the Prohi-

bition of Female Genital Mutilation Act 2011.

Mrs. Kilimo said that the future of girls from

the Maasai community and others who are

married off immediately after being cut was

bleak as they will not be able to compete with

girls from other parts of the country.

“Opportunities will by-pass girls from com-

munities that still pursue FGM and other

harmful cultural practices as they will not get

jobs and other economic and social benefits

associated with education,” said Mrs. Kilimo.

The Anti-FGM Board chair at the same time

asked women who suffer from fistula to seek

urgent treatment through her office.

She further asked men to be in the forefront

in the fight against FGM saying the negative

effects of the practice affected them in as

much as it affected women.

Oloitokitok Sub County Commissioner Jere-

miah Kikua called for more sensitization

forums saying FGM was grounded on many

myths and taboos hence making it difficult to

eradicate.

“Communities are threatened that they will die

if they do not perform FGM on their girls,”

said Mr Kikua.

He asked chiefs to take legal action against any

parent who refuses to take their girls to school

without exception.

“If sensitization fails, the law should take its

course,” said Mr Kikua.

ECOSOC hosts 2015 Youth Forum

The United Nations Economic and Social

Council (ECOSOC) hosted a group of youth

representatives from around the world to

discuss youth activism and engagement with

the UN. The Forum was held on 2nd -3rd Feb-

ruary, 2015 at UN Headquarters in New

York.

Youth Development Officer Ms Martha Bore

and Youth Representative to the United Na-

tions Wambui Kahara represented Kenya at

the Forum.

UN Secretary General Ban Ki-moon delivered

the keynote address telling the youth their gen-

eration has a historic opportunity to end pov-

erty, fight injustice, and create jobs. He said

that the 1.8 billion young people around the

world should be seen as a “force of change”

with creativity and ingenuity to tackle the

world’s problems.

The Forum through which the views of young

people could be brought in the Post 2015 devel-

opment agenda, allowed young people from

around the world to learn about UN processes

on development.

The forum was also addressed by ECOSOC

President Martin Sajdik who emphasized the

need for strengthening participation of young

people in the activities of the UN, and wel-

comed their opinions on climate change, devel-

opment, education and policy.

UN Envoy on Youth Ahmed Alhendawi

stressed that youth ownership of the Post-2015

development agenda will be crucial to their

implementation.

WEF up-scales efforts to increase uptake of loans in hard-to-

reach areas in Kenya

Nine women groups in Isiolo North Constit-

uency have received Ksh. 1,450,000 from the

Women Enterprise Fund (WEF).

The Fund’s Advisory Board Chairperson

Mrs Mumina Bonaya presided over the

cheque issuance ceremony on 7th February,

2015 at Bomen hotel in Isiolo Town. Also

present was Isiolo County Women Repre-

sentative Tiyah Galgalo and other Govern-

ment Officers.

Mrs Bonaya said the Fund is making deliber-

ate efforts to ensure women in the hard to

reach areas are able to access their services

adding that such efforts are evident by the

activities it has carried out in Isiolo North

Constituency.

She urged women to come out in large num-

bers to borrow from the Fund saying it guar-

antees them economic development.

Among the strategies the Fund plans to use

to increase the uptake of its products within

the hard to reach regions in Kenya include

sensitization of women to address their chal-

lenges in accessing finances, partnering with

local leaders to educate women on the im-

portance of borrowing, carrying out media

campaigns and creating synergies with Gov-

ernment departments.

The Fund will also sensitize women entrepre-

neurs on Sacco formation and also introduce

mentorship programs in order to increase their

access to funding and thus reduce marginaliza-

tion.

WEF has to date disbursed loans worth Ksh

21.25 million to 4,155 beneficiaries in Isiolo

County. The county is composed of two con-

stituencies. In Isiolo North constituency alone,

the Fund has so far issued 17.65 million to

3,525 women beneficiaries since it started the

disbursements. The constituency has a com-

mendable repayment rate of 84%.

Youth Fund’s eight years of empowering the youth

Over 320,000 youth’s across the country have

received entrepreneurship training through

mandatory pre-financing entrepreneurship

training offered by Youth Enterprise Devel-

opment Fund (YEDF).

YEDF CEO, Ms. Catherine Namuye an-

nounced this achievement as the fund marked

eight years of existence on 1st February 2015.

“The training aims to equip youth with busi-

ness knowledge and skills to enable them tap

into opportunities in their respective counties

while at the same time embracing modern

business management methods,” Ms Namuye

said.

Since its establishment in 2007, the fund has

remained focused on its core mandate of

economically empowering Kenyan youth

through provision of affordable credit to start

and expand businesses.

Muthendi, a founder staff of the Fund, sum-

marises the eight year journey thus: "The

Fund has grown from a seedling to a wonder

of our continent. It has inspired many similar

funds in Africa".

Ms Namuye announced that YEDF has diver-

sified its loans products in an effort to meet

the dynamic needs of youth entrepreneurs.

The new products include the Film loan, Bid

Bond and LPO financing as well as Sharia

compliant loans.

In addition, the Fund has enhanced its entre-

preneurship training programme to include

the Identify, Train and Empower (iTempo)

and mentorship programme known as I’ve got

10 minutes….do you?. These programmes

aim to instill self-belief, motivation, entrepre-

neurship as well as leadership skills among

young people.

The Fund has disbursed Kshs. 11.1 billion in

loans to 263,000 youth groups and individu-

als, supported youth to market their products

locally and abroad, and also facilitated their

PSC delegates human resource powers to Cabinet Secretaries

Cabinet Secretaries have been given powers

to manage the human resource functions in

their respective ministries. This is in accord-

ance with new guidelines in a circular re-

leased by Public Service Commission dated

5th January 2015 that follows the launch of the

Policy on Decentralization of Human Re-

source Management in the Civil Service.

The delegated authority is in accordance with

article 234(5) of the Constitution of Kenya,

2010, and the Public Service Commission

regulations. The aim of the guidelines is to

provide norms and standards for implementa-

tion of the Policy on Decentralization of

Human Resource Management in the Civil

Service.

The delegated powers include development

and implementation of strategic human re-

source plans, rationalization of staffing lev-

els, administration of schemes of service,

recruitment of new staff, and promotion and

re-designation of officers in job groups “A”

to “P”. The CSs will be expected to ensure

prudent utilization of the personal emolu-

ments budgets and be answerable for the

performance of staff in their ministries.

Staff management will be based on measura-

ble performance targets while inter-ministerial

transfers will cease. Employees who wish to

move from one ministry to another will have

to apply for vacant positions as and when

advertised.

The guidelines are expected to enhance effi-

ciency, effectiveness and accountability in the

management of Human Resources in the civil

service by ensuring that employees are an-

swerable to the Cabinet Secretary as the Chief

Executive in the Ministry.

Ministry of Devolution and Planning staff on

Tuesday, 17th February at Kenya School of

Government.

ICT unit releases new staff email addresses

Members of staff in the Ministry of

Devolution and Planning will no longer need

to use their personal web based commercial

email addresses for official communication.

The ICT Unit has developed email addresses

where the initial of the officer’s first name

and the surname are combined to make the

user name. For example Kenya Citizen will

be [email protected].

To access the email url platform, the officer

simply goes to https://

mail.devolutionplanning.go.ke and logs in

with his/her user name and password in the

displayed field once the email account is

activated.

To get a new email address and have it

activated, an officer is required to send a

request for allocation of email address to

[email protected]. The request

will be replied within the shortest time

possible indicating the address together with

the password to commence the activation

process.

With this development, all official

communication by and among staff with

respect to letters, memos and newsletters will

henceforth be through the official email

addresses.

The ICT Unit will sensitize all officers on

their new email addresses in order to achieve

a seamless migration from their current web

based commercial emails to the official

ministry domain.
