NEW DELHI India and Australia will undertake their first joint naval exercise later this year even as the two along with Japan look at the pos- sibility of a trilateral exer- cise, a move that will like- ly rile China. India, Japan and Australia have decided to deepen their ties in all sec- tors, especially in the field of maritime security, defence sources said. The trio had held their first-ever high-level trilat- eral dialogue here last week which was attended by Foreign Secretary S Jaishankar, Japanese vice foreign minister Akitaka Saiki and Australian secre- tary of the Department of Foreign Affairs and Trade, Peter Varghese. While they discussed a range of issues, maritime security, including free- dom of navigation in the South China Sea and trilat- eral maritime cooperation in the Indian Ocean and Pacific Ocean, topped the agenda. Government schools need improvementin quality: AAP surveyNEW DELHI

A survey by Aam Aadmi Party (AAP) aimed atimproving education in Delhi government schools hasrevealed that the quality of education in governmentschools needs to be improved.

More than 60 percent of the students surveyed said itrequired them to take additional tuition after school.

Survey results also mentioned that science studentswere highly likely to study further after school. Studentsfrom arts or vocational courses were found to be takingup jobs ahead -- mostly to support their families.

"The survey helped us understand that sports andextra-curricular activities are not being given impor-tance in government schools. Students have also point-ed out a key aspect of cleanliness, which is lacking intheir schools," said a party official Rashmi Shrivastav,who was involved in conducting the survey.

Over 720 government schools with an average of 170students per school took part in this survey.

Shrivastav added that the survey enabled them toreceive feedback from the students studying at Delhi'sgovernment schools.

AAP releases list of department-wisebreakup of ACB arrestsNEW DELHI

The Aam Aadmi Party on Sunday released a list con-taining the department-wise breakup of the 35 officersarrested by the Anti Corruption Branch (ACB).

The list, which was released on twitter, informs thatthe maximum number of officers arrested were from theExcise Department (12), followed by the Delhi JalBoard (nine).

The list also reveals that one officer from the DelhiPolice was also arrested by the ACB.The BharatiyaJanata Party had earlier this month called for the ArvindKejriwal-led government in the city to release thenames of all the officers it has arrested or suspended oncharges of corruption.

The Delhi government`s anti-corruption posters,which have adorned the city, highlight the success of theanti-graft helpline, which has resulted in the arrest of 35officers and the suspension of 152 officials.

Soon after the discovery of the device, an investiga-tion was initiated to ascertain whether it was deliberate-ly planted there or left by mistake.

However, initial inquiries suggest that the device con-tains no video or audio recording. Still, police are look-ing to ascertain any likely motive that might have led tothe device being left behind in Meena's office. Delhi LtGovernor Najeeb Jung had appointed Meena aftersuperseding Kejriwal's hand-picked candidate for thepost, SS Yadav.

The AAP government had reacted sharply to the deci-sion. Shortly after his appointment, Meena was askedby Sukesh Kumar Jain, Secretary and Director(Vigilance), to go back to Delhi Police as it was pointedout to him that no such post exists in Delhi ACB.

Further, Deputy Chief Minister Manish Sisodia hadclaimed that Meena had tried to frame him in the caseof alleged suicide by Rajasthan-based farmer GajendraSingh at an AAP rally here.

Additional Sessions Judge Reetesh Singh acquittedSurjeet and Sonu Daggar, who were arrested by SpecialCell of Delhi Police in November 2010. Two pistolswere allegedly recovered from their possession.

"The lacunae coupled with the contradictions in theversion of the prosecution witnesses... Cast seriousdoubts on their version. The benefit of such doubt willhave to go in favour of the accused persons," the courtsaid. "The net result of above discussion is that prosecu-tion has been unable to prove the charges framed againstaccused Surjeet and Sonu Daggar beyond reasonabledoubt," it said.

According to police, Surjeet was awarded life term ina case and he had jumped parole while his associateSonu was involved in a double murder case and attemptto murder cases. They claimed that they had received atip-off on November 15, 2010, that Surjeet, who waswanted in cases lodged in Delhi and Haryana, and Sonuwould be coming here through Sindhu Border in a car.

It said that a police team was constituted and, afterthey spotted their car, they signalled to its driver to stopbut he increased speed and the other person sitting in thevehicle allegedly fired at the police team.

The police officials also fired back to stop their car butthe accused tried to flee from the spot near Narela andthey stopped their vehicle and fired again at the cops.

It was claimed that both the accused were apprehend-ed after a chase and two pistols were recovered fromtheir possession. During the trial, the counsel for theaccused argued that the version of police regarding themanner in which his clients were apprehended andrecoveries were effected from them was full of contra-dictions.

CCTV in 5,000 Delhi buses in Iphase, Rs 100 cr to be spentNEW DELHI

In an effort to enhancesecurity in city buses, par-ticularly for women com-muters, Aam Aadmi Partygovernment has decided toinstall close circuit televi-sion (CCTV) cameras in5,000 buses in the firstphase, besides deployingtrained marshals.

The government willmake a provision ofaround Rs 100 crore in theupcoming Budget to exe-cute the flagship projectfor CCTV installation thatwill cover DTC andOrange-colour Clusterbuses

At present, there arearound 4,700 DTC busesout of which 924 standard-floor buses (yellow) are allset to be scrapped as theyhave completed their age.

Apart from that, 1,300cluster?buses, run by DelhiIntegrated Multi-ModelTransit System (DIMTS),are also plying in the capi-tal.

"Government has decid-ed to install CCTV cam-eras in 5,000 DTC andcluster buses. As per plan,three CCTV camears willbe installed in each bus tokeep a close vigil on everypassenger," TransportMinister Gopal Rai toldPTI.

According to the govern-ment, installation ofCCTVs will help to checkany attempt of violenceagainst women or eve-teasing in buses.

"CCTVs will be installedin all DTC low-floorbuses, including air condi-tioned buses. All the 1300cluster buses (orange) willalso come under this proj-ect," the minister said.

A senior official said thatgovernment will make aprovision of Rs 100 crorein the upcoming Budget toexecute the project.

Apart from CCTV proj-ect, around five thousandtrained marshals will alsosoon be deployed in allbuses to put a check onincidents of eve-teasingand violence againstwomen.

"At present, the govern-ment is currently providingtraining to personnel ofHome Guard and CivilDefence as marshals toprevent and deter crime,especially against women.

"Government will alsomake a provision of somefunds for them separatelyin the Budget.

"These marshals willsoon be deployed in thecity's buses plying in thenational capital," the offi-cial also said.

'Travelators' to bridge dis-tance at interchangemetro stations in DelhiNEW DELHI

Platform hopping is set to becomeeasier at key interchange stations ofDelhi Metro's upcoming Phase-III net-work with the introduction of travela-tors.

A total of 58 travelators, which isakin to a automated or moving walk-way, are being installed at DhaulaKuan and the upcoming RajouriGarden and Punjabi Bagh stations onLine 7.

The 58-km-long Line 7 (Pink Line)would connect Mukundpur to ShivVihar with 38 intervening stations.

Although DMRC is constructingfoot over-bridges (FOB) at all 11 inter-change stations of the corridor, travela-tors are being constructed at placeswhere a commuter has to travel morethan 300 metres. "For example the dis-tance between the existing DhaulaKuan station and the upcoming onethat would provide connectivity to theSouth Campus station would be 920metres which is close to 1 km," ametro official said.

Punjab, no state hasacquired land under theland acquisition Act of2013, according to datafurnished by 20 states tothe Joint Committee ofParliament examining con-tentious amendments to thelaw.

One of the contentions ofthe NDA government forbringing amendmentsthrough an ordinance to theUPA's land law of 2013was that it was necessitatedbecause the states hadcomplained of difficulty inacquiring land under the

old Act.The states were asked by

the panel to furnish thedetails of land acquiredafter the 2013 law cameinto force followingOpposition's rejection ofthe contention that Modigovernment had to bringthe ordinance to enablestates to tide over difficul-ties in land acquisition.

The BJP-ruled Haryana,Maharashtra andJharkhand have not givenany data regarding landacquisition to theCommittee so far, while 20states and UnionTerritories have furnished

related information to thepanel.

Of these, 18 states haveacquired no land since the2013 Act came into force.

They include SamajwadiParty-ruled Uttar Pradesh,Congress-ruled Assam,West Bengal ruled byTMC, BJP-ruled Gujarat,Aam Aadmi Party-ruledDelhi and AIADMK-ruledTamil Nadu.

States and UnionTerritories which haveacquired "nil" land includeNortheastern states ofManipur, Meghalaya,Mizoram, Sikkim andTripura, besides Goa,

Chandigarh, Lakshadweep,Puducherry, Daman andDiu and Dadra and NagarHaveli.

The BJD government inOdisha has acquired303.564 acres of privateland under Right to FairCompensation andTransparency in LandAcquisition Rehabilitationand Resettlement (RFCT-LARR) Act, 2013.

The panel has asked thestate governments to con-firm whether the land hasbeen acquired underRFCTLARR Act, since therules have not been noti-fied yet.

KATHMANDUA national crisis caused

by the April 25 earthquakeand its aftermath has pushedan estimated one millionpeople below poverty line, aNepal government reporthas revealed.

Presenting the findings ofthe Post-Disaster NeedsAssessment (PDNA) reporton Saturday, NationalPlanning Commission Vice-chairman Govinda RajPokharel said it was esti-mated that the poverty-levelwould go up by more than2.5-3.5 percent.

As per the HumanDevelopment Report(2014), the poverty preva-lence in Nepal is 23.8 per-cent.

The 7.9 magnitude earth-quake on April 25 rocked asmany as 36 of the 75 Nepalidistricts and among them 14are worst hit where 8,800

people were killed, thou-sands injured and an esti-mated one million residentsdisplaced.

The devastating quakeand aftershocks damagedassets and properties valuedat $5.13 billion (NepaleseRs.513 billion), and the lossin terms of foreign earningsin different sectors is to thetune of $1.88 billion, thereport said.

The PDNA states thatNepal needs an estimated$6.66 billion, or nearly one-third of the country`s GrossDomestic Product.

The report will be tabledbefore the donor communi-ty at an international confer-ence on June 25 here to col-lect resources for therebuilding and reconstruc-tion efforts.

Over the last threedecades, Nepal had beenregistering fast improve-

ment on the HumanDevelopment Index.

"The earthquake hasaffected agriculture, educa-tion, water and sanitation,and health, the crucial ele-ments of human develop-ment. These people will turnpoor because of loss ofhouses; income-generatingopportunities; productiveassets such as seeds andlivestock; and durableassets such as assortedhousehold items rangingfrom basic kitchen utensilsto jewellery," the reportsaid.

"This has exposed the pit-fall of the poverty reductiondrive launched by the gov-ernment -- `The high degreeof vulnerability`," says aWorld Bank report, whichwas extended to theNational PlanningCommission to supplementthe Post Disaster Needs

Assessment.The districts ravaged by

the earthquake are not thepoorest in the country.

Around 26.5 per cent ofthe population residing inquake-affected rural areasare categorised as poor.This figure is equivalent tonational poverty rate.

On the other hand, only9.7 percent of the popula-tion living in quake-affect-ed urban areas live belowthe poverty line. Nepal`spoverty rate stood at 24.8per cent in 2013.

It means that around aquarter of the population inthat year was living on lessthan $1.25 a day. But if theinternational poverty line of$1.25 a day was raised to $2a day at that time, 57.3 per-cent of the populationwould have been cate-gorised as poor.

"What this means is that a

large proportion of Nepalihouseholds are just a sick-ness, a bad monsoon or nat-ural disaster away fromslipping back into poverty,"says the World Bank report.

Considering this, theearthquake will end uppushing 700,000 to 982,000people (2.5 to 3.5 percent ofthe population) into povertyin 2015-16, the reportadded.

According to the report,of the people who fall backinto poverty, roughly 50 to70 percent are likely to hailfrom rural central hills andmountains where overallvulnerability was very highprior to the earthquake.

"The earthquake is likelyto have obliterated all theselivelihood channels, partic-ularly for those with limitedaccess to other forms ofassets and credit markets,"it says.

Ambedkar's statue vandalisedin Punjab, protests by Dalits

leader in Tamil Nadu, ViduthalaiChiruthaigal Katchi (VCK) leader Thol.Thirumavalavan, took a decision thatcould herald a turning point for Dalit pol-itics in the State.

At a public meeting organised to conferthe ‘Ambedkar Sudar’ award onArundhati Roy in Chennai, Mr.Thirumavalavan made it clear that hisparty was no longer willing to play secondfiddle to the two Dravidian parties in theelectoral arena.

Emerging from the bitter negotiationsthat took place in the run-up to the LokSabha elections, when his party wasoffered merely two seats despite theabsence of any major player in theDravida Munnetra Kazhagam camp, Mr.Thirumavalavan declared that the VCKnow wants a share of power if others wantto benefit from its support base. His back-ing for any formation will now be solelyon the condition that after the 2016Assembly elections, his party would bepart of the government. In articulating thisstance, he sought the support of all thesmaller political parties in the State, say-ing that the majority governments of thepast five decades have managed to side-line emerging political forces by takingadvantage of electoral compulsions.

Revisiting the pastThe VCK’s emergence brought an alter-

native discourse to Dravidian politics inthe 1990s. For a long time, there had beensimmering discontent among the Dalits ofTamil Nadu about their exclusion fromexisting power structures and the contin-ued discrimination they faced in the socialsphere — despite the prevalent anti-casterhetoric in the State. This was largely dueto the mechanics of the Dravidian move-ment itself, which many scholars haveaccused of being centred around otherbackward classes and exclusive of theDalits in its functioning.

In the early 1990s, members of theVCK, a social organisation then, werebold enough to question even Dravidianicon E.V. Ramasamy’s method of socialengineering. While no aspersions werethrown on Periyar’s intentions, writerssuch as D. Ravikumar raised apprehen-sions about the caste-majoritarian strainvisible in the Dravidian movement. Thisform of politics essentially targeted theBrahmin caste’s dominance in the pre-

independence era, when the community’soverwhelming influence on administra-tion and society was contrasted to its rela-tively small population size. However, thenarrative, in the process, also becamedetrimental to the Dalits, whose sufferingnow continued at the hands of the increas-ingly powerful intermediate castes. Theother backward classes (OBC) becamethe biggest beneficiaries of Dravidian pol-itics. In other words, despite the years ofrhetoric, the fundamental hierarchicalstructure of the caste system continued toremain strong, with only the central play-ers being replaced.

Even among the intermediate castes,there was dissatisfaction when specificgroups gained immense political powerthrough the Dravidian outfits. This led tothe emergence of other caste-based organ-isations such as the Pattali Makkal Katchi,which espoused the cause of the numeri-cally strong but economically backwardVanniyar community.

The Dalit movement, therefore, startedas a counter-narrative that posed seriousquestions to the Dravidian parties. But itlost track of some of its original objec-tives when the Dalit parties decided to

experiment with elections and, in theprocess, were sucked into the bipolarpolitical game between the All India AnnaDravida Munnetra Kazhagam(AIADMK) and the DMK. Given howelections are fought in Tamil Nadu, witheconomic clout as much a factor as polit-ical presence, the financially weaker Dalitparties have been forced to depend on thetwo principal players for electoral suc-cess.

These parties were also affected byinternal divisions, escalated by strong per-sonalities who lead them. They also facedsevere criticism for focussing on largerissues of Tamil identity than on the tra-vails of the community, even though theshift to larger issues could have originallybeen a tactic to transcend narrow, limited,caste-based mobilisation.

A non-Dravidian frontIt is against this background that Mr.

Thirumavalavan’s concept of power-shar-ing is significant. The VCK is hoping fora repeat in Tamil Nadu of what transpiredat the national level in the late 1990s. Thesuccess of the National DemocraticAlliance forced the Congress to adopt thesame strategy and provide regional play-

ers with ministerial berths at the Centre,thus breaking the single-party domina-tion. Even if one of the two Dravidianparties could be coerced to accept thepower sharing formula, the idea is that theother would also come around eventuallydue to pressures of electoral arithmetic.

Participation in government would alsomean access to power, which wouldenable Dalit parties to take populist wel-fare measures that are to their benefit,which would, in turn, improve their ownvisibility and base. But will the attempt tounite all the smaller parties for this projectbe successful?

For starters, the situation in Tamil Nadu,with the DMK at its weakest and theAIADMK facing legal uncertainties,seems to be conducive for the emergenceof an alternative arrangement to single-party majority rule.

However, after the VCK mooted theconcept of power sharing, no party it hasreached out to has thus far provided anyserious commitment to remaining loyal tothe project, though representatives of theMarumalarchi Dravida MunnetraKazhagam (MDMK), the Tamil ManilaCongress, the Left parties, and theCongress have participated in discus-sions.

Quite significantly, despite the mount-ing criticism on majority governmentsled by the two Dravidian parties, Mr.Thirumavalavan has not openly delinkedhimself from the DMK camp, whichsomewhat undermines the seriousness ofhis campaign. His arguments tilt moretowards electoral strategies rather thanarticulating serious ideological questionsfrom the platform and point of view ofDalit politics.

There are also contradictions betweenthe parties the VCK is trying to unite.While the Left has already ruled out hold-ing hands with the DMK or the AIADMKfor the Assembly polls, others such as theMDMK seem to be gravitating towardsthe DMK. Also, what these smaller par-ties could achieve with a front of theirown, given the limited vote share theycommand, is a question.

If the project fails, the VCK could bestaring at a serious situation where itwould be forced to go back to negotiatingwith the DMK or AIADMK for a fewseats. In that happens, its credibilitywould take a massive beating and thiscould further harm Dalit politics.

The smart city is an urban meansto enhance the use of munici-pal utilities and public servic-

es. Its reliance on computerised dataand digitisation allows for an effi-cient allocation of resources and amore equitable distribution to cityconsumers.

Is such a description an adequatefoundation for the new Indian city?

For the most part, the Western def-inition of the smart city is spineless,if not altogether redundant in India— a mere glossing over of civic serv-ices and infrastructure. The urbanmigrant, seeking city employment, ismarginalised in ways that go muchbeyond just needing improved trans-port, roads or utilities. Without anycultural affinity to the place, he is arudderless atom with little or noattachment. For him, the city is anunformed rough frontier, a temporarymarket place where everyone lives ina semi-hard rubble of makeshifthouses and tenements, extractingfavours, exchanging livelihoods. Hiscity’s incompleteness and visibleineptness subsume everything into aneutral brown haze — a torturoushuman and material composition ofhabitation, excrement, movement ...

Urban despairThe formal city alongside, grows

with different considerations. Giventhe desperate demand for space, onlyits constantly changing and unmadecharacter is apparent. Behind grimy,monsoon-stained walls and dust-laden, glass facades, people buildaccording to antiquated regulationsand half-baked formulas, addingrooms, breaking walls, enclosing bal-conies. Like the tenements, the citythey make appears as a shifting,unfocussed transformation of mason-ry — irregular, disjointed, even ille-gal — an urban landscape on whichthe paint never dries. Without socialconnections or public life, the placetoo only has an air of purposelessnessand futility, with each man for him-self.

Such unstructured physical blightalso reflects in a daily atmosphere ofurban despair. Wherever you go, you

come face to face with the sad conse-quence of a degenerate, defeated city.Tired faces greet you behind bankcomputers, broken bricks andgarbage float on roads, shabby gov-ernment departments operate withofficials “not in their chair”; on thestreet, people’s movement is sluggishand shambling, expressions sour,even depraved. Unquencheddemands for water supply, electricity,rations, school admissions, licencesand sanctions, make life a daily bat-tle. Without museums, walkingspace, gardens, shaded parks or anypublic engagement, the rougherstrains of urban living take centrestage: rape, molestation, road rageare the symptoms of general urbanindifference and the dislocation thatcomes from migration and disparity.With an implicit mistrust of everyonearound, is it a wonder that peopleshoot each other over a wronglyparked car, or a servant kills an elder-ly couple for a pocket full of change?

When daily survival is the primaryfocus of Indian urbanity, the culturallife of the city becomes a laughableideal. Music, sports, art, recreation

and social life assume secondaryimportance. The freshness of Danishparks, the thrill of a Los Angelesclover leaf exchange, the sidewalkcafés of Paris or Istanbul, and themuseums of New York — cultural,engineering, visual and sensoryfamiliarity rarely play a role in Indiancity routines.

The city and considerationsThe forces and demands that press

against the Indian city daily areformed out of entirely rudimentaryconsiderations. Shrinking homes,deteriorating air, poor sanitation andoverstretched transport have left thecity resident with low expectations.In the next decade, 35 towns willgrow into mega cities, each with apopulation above 10 million. Withinthese monuments to third worldurbanism, life will grind to a halt: thecurrent 60 per cent of slums will riseto a whopping 90 per cent, trafficmovement will decrease to cyclespeed of five kmph, and family occu-pancy space will shrink from thepresent 200 square feet to a mere 80square feet. What this foretells for theprovision of basic civic necessities of

these places is a painful, unansweredquestion. Their security, their socialand cultural life, their state of well-being, remain an unasked question.

However bleak this scenario, thepessimism need not translate intofuture planning. If anything, the plansfor Mr. Modi’s hundred cities andindustrial corridors must look in analtogether different direction.

The new cityUnlike its medieval conception as a

place bounded by walls and gates, thenew city, once built, will stretchbeyond visibility and physical com-prehension. It will house people,places, incidents and ideals that maynever intersect with each other. Butwithin the vast agglomeration will bethe existence of smaller cities, placeswith personal boundaries with con-stant engagements for its local resi-dents.

In many ways, these smaller,localised cities must enthral andengage in the traditional way. Such atraditional intent can only beachieved through a radical reversal ofproperty rights, zoning, bylaws andcivic design.

Nowhere in the new scheme shouldthe government extend any form ofhome or commercial ownership toprivate parties. Even if places arebuilt in partnership with builders ordevelopers, the ideals of leased andrental building would allow forgreater mobility of city residents. Inthe absence of gated communities,people would not just live, work andrecreate without unnecessary com-mutes, but the freedom of mixed-useliving would additionally create amore engaging social life. The pri-vatisation of social life in the Indiancity — pool, movies, libraries, playareas — has made the city insular andprotected. By returning the facilitiesto the public realm, the city wouldgain a more vibrant collective life.

One-dimensional surfaceMoreover, the Indian city has so far

been an entirely one-dimensional sur-face experience. Homes, offices,cars, pedestrians all inhabit theground, despite conflicting condi-tions of ecology or occupancy. Themismatch between pedestrians andvehicles, landscape and road is itselfenough reason to consider seriousseparations for each condition; and torethink the possibilities of makingplaces away from the ground — up inthe air, or underground, as in the skybridges of Chicago, the undergroundcommerce of Minneapolis. The ideawould be to provoke the users into amore comprehensive realisation ofthe third dimension. In cities short ofusable ground space, the earth belowand the rarefied sky would offernumerous architectural possibilities.

Best city experiencesThe best cities are ironically built

on undemocratic ideals. Even wheninnovating and providing opportuni-ty, they enforce severe restrictions ondaily life. London would not havesome of the world’s most naturalurban parks without ordinances con-trolling the building around them,and the imposition of a congestiontax that restricts polluting cars fromentering the centre of town.Singapore’s auction of a limitednumber of vehicle registrationsachieves a similar purpose. Along

the East Coast of the U.S., manysmall towns are designated forpedestrians only. Such restrictionshave been designed for the largercommon good, and clearly state pref-erences for better public health,green space, and enriching the expe-rience of surrounding heritage.Similar restrictive practices in futurecivic design will be necessary if theproblems of the current city are to beavoided.

Of the many threats to urban life,nothing is more repressive and mind-numbing than daily living withoutspontaneity, imagination and a readydose of the unfamiliar. A radicalmove away from current city con-ventions would allow greater densi-ties and more fluid approaches todesign. Hong Kong’s elevated side-walks and street escalators allowpeople to cross into buildings with-out descending to street level.Houses in traditional Italian townsconnect with each other above thestreets. In some of the new towns inSpain, train stations are incorporatedin municipal and commercial struc-tures. The importance of innovativecombinations of public uses lends acivic uniqueness to utilitarian places.

What would it take to combineMumbai’s Victoria Terminus with acricket stadium or a public club? Orretrofitting Delhi’s main Metro sta-tions with swimming pools orlibraries? Could cycle tracks inBengaluru have benefited from analignment along the city park sys-tem? Like the public chaikhannas ofUzbekistan or the baths of Turkey,wouldn’t the Indian public too gainfrom the insertion of innovativesocial uses inserted into its dailymovement through the city?

At this stage in the life of India’solder cities, perhaps that is too muchto ask. But the designs for India’shundred new cities cannot beallowed to emerge from a mere busi-ness model; without an innovative,cultural and social blueprint, theplans might as well be shelved.

The G-7 nations put on a brave face againstRussia at a summit held this week in theBavarian Alps and decided to continue their

sanctions against President Vladimir Putin for whatthey called his war in Ukraine. U.S. President BarackObama in fact accused Mr. Putin of “wrecking hiscountry in pursuit of a wrong-headed desire to recre-ate the glories of the Soviet empire”. Russia coun-tered by warning that it would prolong its own count-er-sanctions, indicating there would not be any changein its Ukraine policy. While all this is happening, afresh outbreak of violence between government troopsand pro-Russian separatists in eastern Ukraine isthreatening to derail a tenuous ceasefire. Ukraine ispaying a heavy price for this stand-off. It has lostCrimea to Russia, is fighting a deadly civil war in theeast, and its economy is in a state of collapse, it hav-ing contracted by nearly 18 per cent in the first quar-ter of 2015.

The real crisis of Ukraine is that it is caught in agame of one-upmanship between the West and Russia.The West wants to punish Russia for its annexation ofCrimea and for helping separatists in eastern Ukraine.Moscow, on the other hand, sees Western involvementin the ouster of Ukraine’s pro-Moscow PresidentViktor Yanukovych, and seems determined to resistthe North Atlantic Treaty Organisation’s outreach toits backyard. If the West’s real intention is to getRussia to change its policy towards Ukraine, it shouldrethink its sanctions regime, which has been demon-strably ineffective over the past 15 months.Supporters of the sanctions might argue that thoseworked in the case of Iran and might work in Russia’scase as well. But Russia is not Iran. It is a geopoliti-cal giant, a former superpower and a huge countrythat still has substantial leveraging power in CentralAsia and Eastern Europe. Given the way policy-mak-ing works in the Kremlin, it is illogical to believe thatany kind of coercion would work against Mr. Putin.Besides, there is little to suggest that the Western pol-icy of isolating Russia is working at all. More than ayear after Russia was suspended from the G-8 follow-ing its annexation of Crimea, the leading powers stillneed Russia to deal with pressing global issues rang-ing from the Iranian nuclear talks to the Syrian civilwar. So a more pragmatic approach would be to starta diplomatic engagement in a mutually conduciveenvironment. The inept handling by both sides ofwhat was a domestic issue in Ukraine has turned itinto a regional problem. Left unchecked, the problemcould well turn into a war. It is high time the Westand Moscow set aside rhetoric and started addressingthe problem directly.

Lalit Modi...Minister had earlier admitted to helping

Lalit Modi with his travel documents, butmade it clear that she did so only onhumanitarian grounds.

Amid calls for her resignation by theopposition parties, Swaraj tried to clarifyher position via a series of tweets.

Swaraj said that she took a humanitarianview of Modi's case since his wife wassuffering from cancer.

"Yadavs feel that Lalu has betrayedthem by joining hands with Nitish, whoput thousands of Yadavs behind bars onpetty charges. They no longer think thatLalu is their leader. Under these circum-stances I felt that an alternative was need-ed," he had said.

The former CM had said he will contin-ue to run Hindustani Awam Morcha and itwould become "a part and parcel" of NDAto "destroy" the Lalu-Nitish alliance.

Asked about seat-sharing agreementwith BJP, he had then said said, "It hasbeen decided that we will go to whateverextent possible to help each other. Wehave not held any seat-sharing discussion.Our core committee will meet on June 15and take a decision there. Our prepara-tions are in all 243 seats."

On whether there will be a CM candi-date of the alliance, he had said, "It willbe better if the name of CM is announcedafter the election."

Nasa's InSight Mars Lander Missionin 2016 to Carry CubeSats

Frequent smartphone users aremore likely to have an enlargedmedian nerve and have their

hand function and pinch strengthimpaired, says a new study.

However, the study, publishedonline in Muscle & Nerve, doesn'tclearly link heavy smartphone use tocarpal tunnel syndrome (CTS), med-scape reported.

"The exact clinical relevance of thestudy findings is not known. Futurestudies are warranted to address theclinical relevance of median nerveenlargement in high smartphoneusers," lead author Esra Erkol Inalfrom Suleyman Demirel University,Turkey was quoted as saying.

"Still, youngsters should be awareof the dangers of these pocketdevices," she added.

A hand-held smartphone compelsthe user to engage in repetitive flex-ion/extension of the wrist and to usetheir thumb to text, movements thatare involved in the etio-pathophysiol-ogy of CTS, the researchers said.

Research suggests that studentsnow typically spend more than three

hours a day texting, emailing, sched-uling, and browsing the internet ontheir mobile phone.

The current study included 102university students, 66 of whom useda single-hand-held smartphone and36 of whom didn't use a smartphone.

Researchers divided participantsinto three groups according to theirlevel of smartphone use: nonusers,low users, and high users.

They based this use according tothe Smartphone Addiction Scale(SAS). There are no official diagnos-tic criteria for smartphone addiction,but based on Internet addiction, it'sdefined as the overuse of smart-phones to the extent that it disturbsthe users' daily lives, Inal said.

"It has been reported that smart-phone addiction has many features ofaddiction, such as tolerance, with-drawal symptoms, preoccupation,mood dysregulation, craving, andloss of control," she said.

Students in the study with an SASscore of 84 (the median score) orgreater were considered high usersand those with a score under 84 were

considered low users.Researchers carried out several

functional evaluations. Theresearchers found that the mediannerve ratios were significantly higherin participants with high smartphoneuse compared with nonusers.

Ultrasonography also showed theenlargement of FPL tendon in allgroups, but most markedly in highsmartphone users. This suggestsoveruse, said Inal.

"Clinicians should be careful aboutthe median nerve and the flexor pol-licis longus tendon when examiningthe hand of someone who is a fre-quent smartphone user," she said.

The study also showed that SASscores correlated with pinch strength.Pain in the thumb rose with anincrease in SAS score.

It might be possible to prevent therepetitive flexion/extension of thewrist and lessen the enlargement ofthe medial nerve by using a smart-phone with two hands instead of one.Putting the keys at the top of thesmartphone may also lessen theserisks.

A senior Boardofficial said the PCBhad been in constanttouch with Butt andhis lawyer in thisregard but so far theformer captain wasnot willing to admithis full and directinvolvement in thespot-fixing scandalduring the fourthTest at Lord's fiveyears ago.

Yes. Tobacco canincrease blood sugar levelsand also lead to resistanceof insulin in the body.Studies have shown adose-responsive increasein the relative incidence ofdiabetes in smokers, andthat smokers are threetimes more at risk of dia-betes than non-smokers.

Why is smoking particu-larly bad for diabetics?

Diabetes is a chronic dis-ease and if not managedproperly can lead to long-term complications such asheart disease, kidney dis-ease (nephropathy), nervedisease (neuropathy), eyedisease (retinopathy) andfoot disease. Smokingcombined with diabetesincreases the risk andseverity of diabetes com-

plications.Smoking can in fact

accelerate the onset of dia-betes related complica-tions due to its metaboliceffects in combinationwith increased inflamma-tion and endothelial dys-function (damage to theinner lining of blood ves-sels).

What are the harmfuleffects of smoking withdiabetes?

As smoking increasesblood sugar levels, main-taining good blood sugarcount can be difficult forsmokers. Her other serials like 'Kabhi saas bhikabhi bahu thi', 'Kahani Ghar Ghar ki'of Balaji films were great hits. "My thisfilm is a family drama. Our artists haveput in their hundred percent to show-case so called showbiz life of the socie-ty and I hope that like every hit drama,this film will attract people from allwalks of life, he said. Actress Samiraexpressed that it was a different experi-ence to work with Moonlight produc-tions. I will try to give my best in thisfilm too like my previous films and I amoptimistic that people will find my char-acter with the pace of the film, she says.

The Heropanti heroine, who comesfrom Delh,i is a huge fan of the filmDDLJ and she has seen the movieseveral number of times. Yet she wasvery keen to watch the film on the bigscreen and wanted to experience it allover again. And watching it on thebig screen was a different experienceall together! Irony is that Kriti willalso be seen working with the twoactors in her upcoming film, RohitShetty’s Dilwale. The film starringSRK, Kajol, Varun Dhawan and Kritiis on floors currently. Kriti felt pure-ly nostalgic when she saw the filmagain on the big screen and all thememories came rushing back to her.
