NORTHERN REGIONAL POWER COMMITTEE Minutes of Meeting of first (1st) Meeting of Telecommunication, SCADA & Telemetry (TeST) Sub

Committee held on 17th April 2014 at Kasauli, Himachal Pradesh

(List of participants is enclosed at Annex –I) Member Secretary (I/C), NRPC welcomed all delegates to the first meeting of

Telecommunication, SCADA & Telemetry Sub Committee and stressed upon the importance of

logistical activity and telemetry. He expressed concern that telemetry from large number of stations in

the region is not functional or is not reliable. He requested POWERGRID to complete the task of

laying OPGW as scheduled. In his welcome address, GM(NR-II), POWERGRID emphasizes on the

necessity of the continuous and reliable data availability through telemetry from all generating

stations and SLDCs with NRLDC.

In his opening remark, SE(Operation) NRPC requested members to provide dedicated manpower at

SLDCs/ sub stations for SCADA & telemetry data. Thereafter, the regular agenda was taken up for

discussion.

1. Confirmation of Minutes of 36th

USMG meeting

TeST Sub-committee confirmed the minutes of 36thUSMG meeting held on 18th Feb 2014 with

the amendment suggested by UPPTCL. Representative of UPPTCL stated that Annexure- I &II

mentioned in MOM were not available on the website. SE(O), NRPC agreed to provide the

Annexures.

2. SCADA/EMS Upgradation Project

2.1 Issues raised by NRLDC

2.1.1 Status of SCADA/EMS Project:-

POWERGRID made a presentation about the status of the project and plan of M/s Siemens for

SAT of the SCADA functionality for project. Representative of POWERGRID agreed to complete

SCADA SAT by end of June 2014 and indicated their plan for EMS completion by Sept’14 based

on progress by Siemens. He informed that parallel reporting of the existing RTUs have started

and 361 RTUs, out of total 556 RTUs have already been integrated in the new system. Further,

SAT of VCS has also been completed. The VPS at HPSEB, BBMB, RRVPNL, PSTCL,HVPNL

and DTL have been installed. Installation of VPS at UPPTCL was on hold as it was to be installed

at new SLDC building at Gomatinagar, which was under construction. Representative of

POWERGRID submitted the plan for installation at Jammu & Srinagar and SAT plan of VPS for

all SLDCs. He further informed that Hardware & Software for SCADA had been delivered and

installed at all locations except Srinagar & Backup RLDC. Detailed status of the activities is

enclosed at Annex-II

2.1.2 Representative of POWERGRID informed that the database changes and display requirements

were to be sent to M/s Siemens by 28th February, 2014. The details had been received

only from BBMB & PSTCL. It had been decided to go ahead with the details received and make

the system ready for SAT. The constituents agreed to submit the details by end of April 2014.

2.1.3 Installation of the UPS Representative of POWERGRID informed that though supply of UPS, ACDB and Battery bank

had been made at all sites, installation was getting delayed due to site readiness issues; mainly

non-completion of trench and foundation for DG set. The detailed layout of the trench and details

of DG set foundation had been submitted to the constituents. All members were requested to

assign top priority on completion of trench and DG set foundation. SE (O), NRPC requested all

constituents to complete civil work by end of May’14. All constituents agreed to it. The detailed

status of installation of UPS is attached at Annex – III. 2.1.4 Site Acceptance Test:

Representative of POWERGRID informed that after data & Display validation, SAT of SCADA

would be started from mid May’14. Accordingly, constituents should associate their engineers for

above activities. It was also pointed out by POWERGRID that to expedite activities at sites,

SIEMENS had been asked to work till late evening, weekends & on holidays also. However,

SIEMENS had informed that at some sites they were not allowed to work after working hours.

POWERGRID sought special permission from constituents for working on holidays and on late

evening to expedite installation, testing & commissioning work. All members present in the

meeting agreed to the proposal.

Representative of UPPTCL requested details from POWERGRID regarding pending works and

requested for submission of revised work schedule. POWERGRID representative informed that

original schedule was as per contract and it cannot be revised at this stage. SE(O),NRPC

requested POWERGRID to submit copy of SIEMENS revised work schedule to all members and

NRLDC, to facilitate fast completion with coordination from all sites. POWERGRID agreed to

submit the same.

POWERGRID also shared the tentative schedules of SAT, which is attached at Annex – IV.

2.1.5 Integration of Uttarakhand SLDC:

Representative of PTCUL informed that they had taken action for obtaining the leased line for the

ICCP link from BSNL and needed 4 weeks time for operation and synchronizing of the link. He

also informed that they need advance intimation for establishment of ICCP link to ensure

presence of Alstom representative. NRLDC informed that the configuration of the link and data

population had already been completed in new System and was ready for association and data

exchange and the work could be taken up as and when communication link is ready. NRLDC

informed tentative date of 30th May 2014 for this work. SE(O) NRPC requested representative of

PTCUL to arrange alternative data channel through some other telecom service provider to

ensure that Data is not affected in case of failure of BSNL link. PITCUL representative agreed to

take up this issue with higher authorities

2.1.6 Communication between main and Back-up control centre of NRLDC Representative of NRLDC stated that the communication between main and back-up control

centre needed to be established for data exchange. Representative of POWERGRID informed

that availability of communication between main and back-up control centers including NRLDC

Main and Back-up was expected to be completed by July, 2014. He also informed that

communication plan from RTU to back-up control centre for direct reporting can only be taken up

after completion of the parallel operation and informed that the design is being done to establish

the direct communication as envisaged.

2.1.7 Training schedule for the balance training: Representative of POWERGRID requested for

nomination from constituents for NMS & APS training. SE(O), NRPC requested all members to

submit their nominations by 21st April 2013 for training schedule for NMS and by 25th April 2014

for Auxiliary Power System and for other trainings by 30th April 2014. All members agreed for the

same.

2.2 Issues raised by UPPTCL

I. Representative of UPPTCL desired to know status of redundant VLANs for connecting sub

SLDCs (Varanasi, Moradabad, Modipuram, Panki) and Main & Black up SLDCs.

Representative of POWERGRID informed that the VLANs have already been implemented

except Panki, which shall be made operational by 24.04.2014.

II. Representative of UPPTCL desired to know status of redundant VLANs for connecting

NRLDC & SLDCs. Representative of NRLDC informed that the VLANs were already in

service and ICCP association was being established for data exchange between NRLDC

and the Utilities.

III. Representative of UPPTCL desired to know status of redundant VLANs for connecting

miscellaneous items like remote VDU, VOIP etc to various sub LDCs. Representative of

POWERGRID informed that all above items would be made available by June, 2014.

IV. Representative of UPPTCL stated that POWERGRID has not shared many TECH

documents related to projects with the UPPTCL and requested to share all the documents

issued till date. POWERGRID informed that there are many documents which are

correspondence between POWERGRID and SIEMENS but do not fall in the category of

approved documents. All approved documents are shared with constituents. Further,

POWERGRID stated that they shall share all the documents based on the approved

document list.

2.3 Issues raised by BBMB

2.3.1 Disposal of old and obsolete equipment. Representative of BBMB requested POWERGRID to explore the possibility of disposing the

equipment which were installed under phase – I ULDC project after commissioning of the new

SCADA/EMS system by Siemens. POWERGRID informed that tariff for ULDC phase – I project

is regulated as per CERC orders. POWERGRID being a regulated entity, CERC needs to be

approached for the disposal activity and assured that CERC directions in this regard shall be

complied.

2.3.2 Finalization of Database for SAT.

Representative of BBMB opined that the database should be updated as per existing

configuration before SAT which is a pre-requisite for running State Estimator. Representative of

NRLDC pointed out that in the 36th USMG Meeting held on 18.02.2014 all the members had

agreed that SCADA SAT would be carried out on that database modeled upto 28.02.14 only.

SE(O), NRPC opined that the power system network is changing continuously and the new

stations need to be integrated as and when the stations are coming up. However, we need to fix

a database, so that SAT could be completed on that agreed database for uninterrupted testing.

It was agreed that SAT shall be carried out on the database furnished till 28.02.2014. However,

the new RTUs shall be gradually integrated in the system during parallel operation.

It was also agreed that the database shall be provided as and when the RTUs are integrated in

the system. BBMB in this regard informed that the vendor was yet to furnish the database for the

new RTUs which were being installed in BBMB system. POWEGRID informed that the matter

had already been taken up the SCADA vendor and the same shall be submitted by 30.04.2014.

2.3.3 AMC of SCADA/EMS System

Representative of POWERGRID submitted that BBMB was still to sign the AMC contract. BBMB

informed that SIEMENS had given additional terms and condition for delayed payment charges

by the partner States, however, similar condition is not applicable if payment is delayed by other

beneficiaries. In view of this dichotomy it would be very difficult to take management approval.

BBMB requested POWERGRID to organize a meeting with SIEMENS at Chandigarh to resolve

the issue. POWERGRID informed that AMC is bilateral contract between SIEMENS and

POWERGRID and POWERGRID had no locus standi. However, to resolve the long standing

impasse, they would convene a meeting at Chandigarh in the first week of May’14.

POWERGRID informed that since AMC shall start immediately after the completion of SAT as

per contract, AMC service may not be available for BBMB, if the signing is delayed beyond SAT

and hence requested BBMB to resolve the issue at the earliest.

2.3.4 ICCP link between BBMB and HVPNL

In the 35th USMG meeting, it was decided to provide a separate ICCP link between BBMB and

HVPNL so as to facilitate data exchange between them directly as it is not presently envisaged

to share all the data among the constituents. Representative of BBMB requested that the link

may be provided and tested before the start of Site Acceptance Test of SCADA/EMS System.

After deliberation, it was decided that the ICCP association shall be tested between BBMB and

HVPNL, provided the communication is made available before SAT and the data population

shall be done after SAT. NRLDC agreed for sharing the data for six months to facilitate

completion of SAT and parallel operation of the old and new SCADA system. After the parallel

operation is over, direct data link shall be made between SLDC, Haryana and Control Centre,

BBMB for data exchange on ICCP.

2.3.5 Site Acceptance Test of Video Conferencing System under ULDC Phase – II.

Representative of BBMB stated that in the 36th USMG Meeting it was informed by

POWERGRID that the bandwidth of Video Conferencing Systems having Multi Conferencing

Units i.e, at BBMB, NRLDC and NRPC shall be increased to 3 Mbps. Further, it was also

proposed to establish a 10 Mbps VLAN for Video Conferencing System. However, the

bandwidth had not been increased that far. It was further stated by BBMB that the Site

Acceptance Test pertaining to demonstration of requisite bandwidth and IP conflict warning

was also pending.

After deliberations, it was agreed by POWERGRID that the bandwidth for BBMB Video

Conferencing System shall be increased to 3 Mbps or higher at the time of SAT and the

procedure for Site Acceptance Test shall be suitably modified to complete the pending tests.

2.3.6 Integration of Numerical Relays

BBMB informed that they have given ICD /SCD files of 61850 compliant Numerical Relays to

M/s Siemens for integration with new RTUs being installed in BBMB. However, it had been

conveyed by Site Engineer as well as Project Manager of Siemens that this work was not in their

scope. In this regard, BBMB requested POWERGRID to persuade M/s Siemens to integrate

61850 compliant Numerical Relays with SCADA system. Representative of POWERGRID

informed that this work was not covered under the scope of existing contract.

2.3.7 Modalities for use of Wideband Communication Network Established under ULDC Scheme:

Representative of BBMB stated that the issue was discussed in the 33rd USMG Meeting

wherein POWERGRID had informed that if there are any requirements of any constituent for

use of Wideband Communication Network Established under ULDC Scheme then this might

be considered on case to case basis. He added that BBMB had procured Digital Protection

Couplers for some of the substations. He requested that E1 connectivity was required by

BBMB for three links, so that the DPCs can be commissioned:

Representative of POWERGRID informed that presently, the communication system is still

running on the equipment supplied and installed under ULDC phase-I. With evolution of new

interfaces, communication equipment needs up-gradation. Hence this issue may be

deliberated once STM-16 level equipment are installed having Ethernet interfaces.

2.3.8 Provision of Optical Fiber Communication Channels for integration of RTUs and SCADA Remote Consoles at BBMB SLDC

Representative of BBMB requested POWERGRID to expedite the supply of requisite hardware

to avoid any delay in integration of RTUs and SCADA Remote Consoles at various sites.

Representative of POWERGRID informed that necessary action in this regard was being taken

and wherever RTUs cannot be integrated on Ethernet, converters may be installed.

3. Hotline Communication system

POWERGRID had awarded hotline communication system for voice communication among

NLDC, RLDCs, SLDCs and Central Sector stations. The EPABX envisaged in the project was

having VFE&M, FXO/FXS (interfaces for analog telephony) and VOIP protocols. POWERGRID

informed that request has been sent to all constituents on 7th April, 2014 to furnish the detail of

interface requirement, so that BOQ could be finalized. It was agreed that all constituents would

provide the details by 30th April, 2014.

4. Status of OPGW projects:

POWERGRID was requested to provide updated status of implementation of the various ongoing

OPGW projects. Representative of POWERGRID informed that installation of OPGW and

communication equipment under Microwave replacement project had been completed. Further,

1350 Km of OPGW had been installed against 4500 Km under Central sector. Constituents

enquired about status of placement of contract for OPGW work for state sector. POWERGRID

informed that due to very poor response earlier issued NIT has been annulled and new NIT shall

be floated in May’14 last.

5. URTDSM Project;

Representative of NRLDC requested POWERGRID to provide list of facilities to be made

available at RLDC and SLDCs under URTDSM Project. He also requested POWERGRID to

share the detailed designs with all the constituents. Further, he requested POWERGRID to

intimate current status of the project.

Representative of POWERGRID informed that notice of award has been issued to ALSTOM

for URTDSM project . Detailed LOA, wherein technical specifications are also included, would

be issued within a week. Copy of the same shall also be given to all nodal officers.

POWERGRID requested all constituents to identify nodal officers for said work. After

discussion it was agreed that members nominated by each constituent for TeST sub-

committee would be Nodal officer for URTDSM project. ALSTOM have informed that they

would be starting survey for the said work POWERGRID informed that requirement of

additional cards, communication nodes etc shall be taken care of by them. SE(O) ,NRPC

requested POWERGRID to submit the details about the project and list of locations where

PMUs/PDCs would be installed. POWERGRID agreed to provide the same to all constituents

within two-three days..

6. Status of Telemetry

GM, NRLDC briefed the sub-committee about serious operational difficulties due to non

availability of data from Power stations and sub-stations. Representative of NRLDC then

presented the status of Telemetry. NRLDC informed that data from most of the new generating

stations including Kawai and Kalisindh were also not available at NRLDC leading to serious

operational problem. He informed that data from stations at 400 kV level in Rajastan and

Punjab was also not available to NRLDC, which is a matter of concern. Representative of

RRVPNL informed that they were continuously pursuing the issue with Rajastan Vidyut Utpadan

Nigam but the stations are yet to be integrated. SE(O), NRPC requested RRVPNL to use

regulatory provisions and impress on RVUN so that the data is made available without any

further delay. He also requested PSTCL to look into the problem of non-availability of data from

Punjab locations and resolve it expeditiously. SE(O),informed that CERC is regularly monitoring

the issue and the non-availability of telemetry may be viewed very seriously by the regulators.

He requested all the members to look into the matter on priority basis so that the data availability

is improved to facilitate system operation.

SE(O), NRPC informed that there was a meeting held on Punjab telemetry issues in Feb 2014

and no action plan was received from Punjab till date for restoration of the telemetry. He also

opined that a report on %age availability of the data points should be prepared for continuous

monitoring and the monthly status may be submitted to NRPC for review.

GM(NR-II), POWERGRID informed that even after sincere efforts by SLDCs these issues are

not resolved and requested Member Secretary, NRPC to take up this issue with CEA/Ministry of

Power.

7. Signing of AMC Contract Representative of POWERGRID stated that in the 28th NRPC meeting it was decided that all

the constituents would sign the agreement for maintenance contract for SCADA/EMS system

with M/S SIEMENS by 15th May 2013. It was informed by POWERGRID representative that

only PDD (J&K), HVPNL and RRVPNL have done so. During deliberations all other constituents

members agreed to send signed letters by 15.05.14.

8. Signing of MOU for maintenance of OPGW POWERGRID representative informed that warranty period for many of the OPGW links

installed under microwave replacement system was over and AMC had to be awarded.

Constituents had agreed for the same in 36th USMG meeting. However, MOU for the same was

yet to be signed. Constituents informed that they had not received the MOU. It was agreed that

on receipt of MOUs, constituents would expedite signing of same.

9. Data availability (Analog & Digital) for EMS SAT

NRLDC representative informed that % age availability of analog and digital data was very

poor and needed to be improved. As the basic network formation in state Estimator application

depends on the reliability of input (Analog & Digital data) same need be monitored on priority

basis for successful running of the application. SE(O), NRPC and GM, NRLDC requested all

SLDCs to ensure uninterrupted data receipt from all connected stations to NRLDC. NRLDC

requested all the members to monitor the RTU availability on daily basis and ensure analog

and digital data is made available at SLDCs for successful operation of EMS application and

for SAT of EMS. Constituents informed that the work involves rectification of auxiliary contacts

from field (Isolator & Breaker) and involvement of transmission wing is required. They informed

it is very difficult to involve site people from different department. It was agreed that to start

with, data from all 400 KV stations would be made good.

10. Signing of side-letter to MOU for Wideband communication equipment (Valid upto15.03.14)

Representative of POWERGRID informed that they were yet to receive side-letters to MOU

from states for wide band communication. SE(O), NRPC requested constituent members to

send the signed letters before 25th April 2014 . Representative of HPSEB has raised some

commercial issues to sign maintenance contract . After deliberations HPSEB was advised to

sign the contract if terms and conditions contained in the contract are agreeable to them, or

they can make their own arrangement for the maintenance of the equipment. 11. Strengthening of SLDC-NRLDC (UGFO) link of DTL-Path redundancy

Representative of POWERGRID informed that FO connectivity between SLDC, Delhi at Minto

Road and NRLDC is mainly over OPGW, however there are two Under Ground Fibre Optic

(UGFO) sections ( NRLDC-Vasantkunj & IP EXTN-Minto Road) which are vulnerable due to

frequent cut of OFC by various agencies. UGFO portion of NRLDC-Vasantkunj has been

secured by laying UGFO on fairly secured path and by taking one pair of fibre from PDT

through different route. However IP Extn- Minto Road portion laid by DTL had been cut on

various occasions and took many days to restore thus totally isolating SLDC from NRLDC.

DTL informed that they would provide alternate link by 15.06.14.

12. Replacement of battery Banks by DTL

Representative of POWERGTID stated that DTL was yet to replace 48 VDC battery banks at

32 locations. DTL informed that the battery bank at eight locations had been replaced and

others were in tendering stage. Representative of POWERGTID stated that being a critical

issue, the battery banks should be replaced on priority Considering the importance of the

issue, Member Secretary, NRPC advised DTL to complete this process by June 2014.

Representative of DTL agreed to expedite the process.

13. Criteria for deriving OPGW requirement on transmission lines

SE(O), NRPC informed that criteria for deriving OPGW requirement had been approved by

NRPC in its 30th meeting held on 28.02.2014. He requested members to take up

implementation of this criterion. Further, the matter regarding implementation of this criteria

and demarcation of responsibilities etc was left to be further deliberated in the TeST sub-

committee meeting. After deliberations, it was decided that a draft document regarding

modalities for implementation of this criteria, demarcation of responsibilities etc would be

prepared by POWERGRID for discussion in the next sub-committee meeting. Any suggestions

in this regard should be submitted to POWERGRID with copy to NRPC Secretariat.

NRPC had also advised TeST sub-committee to examine suggestion that all lines of 220 kV

and above should be constructed with OPGW. The issue was deliberated and it was agreed

that if optical fibre connectivity with enough redundancy is already available between two

nodes, it may not be necessary to have OPGW on new line being constructed between these

two nodes.

Representative of PSTCL informed that since OPGW installation required experienced gangs

and same are not available with existing contractors they could not include this requirement

in original contracts. SE(O), NRPC requested PSTCL & other STUs to develop necessary

expertise internally or through vendors.

14. Planning, monitoring and maintenance of telecommunications system for data and

speech

Representative of PSTCL informed that proper AMC criteria required for proper operation and

maintenance of OPGW system with allied Termination Equipment . Along with ongoing OPGW

installations AMC should also cover OPGW requirement of all the remaining 132/220 kV sub-

stations along with proposed replacement of 1197 kms of earth wire with OPGW PSTCL

representative has submitted proposals in their agenda and requested POWERGRID to

consider their proposal. On deliberations on above issues, it was suggested AMC contract on

per kilo meter criteria could be awarded to cover both ongoing and future OPGW installations

15. Remote Terminal Units and their maintenance Representative of PSTCL stated that NRPC had approved RTUs specifications along with

make and models for the purpose of easy integration with ALSTOM supplied SCADA/EMS

system and accordingly RTUs were being procured. He requested for updating the technical

specification for the new system. Representative of POWERGRID informed that the

specification of the RTU is already available in the SCADA/EMS specifications released by

POWERGRID and the same could also been used for this purpose.

16. Frequent disruption of data

Representative of UPPTCL stated that data transmission to NRLDC was affected due to

frequent link failure between Sarojini Nagar and Shakti Bhawan. Representative of

POWERGRID informed that this problem would be permanently resolved with alternative

route/radio connectivity by July 2014 17 .Disruption of data availability of RTUs on fiber optic route

Representative of UPPTCL informed that there were some RTUs whose data availability is not

satisfactory even when these are on fiber optic link and requested other members to share

their experience. Representative of POWERGRID informed that with wide band connectivity,

there was hardly any chance for disruption of data due to communication failure. Other

members also informed that no such phenomenon was observed by them till date with OPGW

connectivity.

Representative of UPPTCL stated that non-availability of data from the central Sector RTUs

was leading to wrong calculation of drawl. He specially mentioned Sohawal and Lucknow 400

kV RTU. Representative of POWERGRID informed that necessary action had already been

initiated for these RTUs and these were expected to be restored within a weeks time.
