The park site was recently annexed into the City Limits of the city of Zephyrhills in eastern Pasco
County. The boundaries of the neighborhood could be generally described as Handcart & Morris
Bridge Roads to the west, Chancy Road to the east and south and Otis Allen Road/Fairview Heights
Road to the north. Zephyrhills is the second largest city in Pasco County. The population within the
Zephyrhills city limits is estimated at 14,259, while a permanent population is estimated to be
roughly 42,000 residents in the greater Zephyrhills area, which expands to over 85,000 in the winter
months with an influx of seasonal residents, many of whom own mobile homes in the areas
numerous mobile home, RV and trailer parks. The city is located about 35 miles northwest of
Downtown Tampa and nine miles south of Dade City, the County Seat. The neighborhood is about
85% developed and the improved properties are generally adequately maintained. The main traffic
arteries are U.S. Highway 301 (Gall Boulevard) and State Road 54. The arterial roads are typically
lined with commercial improvements, including free-standing retail buildings, service stations, retail
plazas, convenience stores, restaurants, banks, motel facilities, offices and other general commercial

uses. The immediate area around the park has a variety of land uses with some apartments and
commercial office buildings recently developed adjacent to the south of the park, a small citrus
grove, other trailer parks and single family residential adjacent to the east. Just to the west is US 301
- Gall Boulevard which has a preponderance of commercial and retail uses. The neighborhood has a
suburban feel and a large residential population base and is adequately supported by local
commercial facilities and general employment centers.
Zephyrhills is well served by local utilities and governmental services. Recreational and social
amenities, including schools and parks, are also abundant in the area. Existing properties are
generally maintained in average to good condition. After several years of declining commercial real
estate values in the neighborhood and throughout the Tampa Bay area; it appears that values of
most commercial properties in the area have stabilized since 2012.

Dimensions and Shape The site is rectangular. As platted, the property includes 13 spaces and 2 apartments, containing a total area of 77,300 square feet± or 1.77 acres± exclusive of road rights of way.
Ingress/Egress (Access) The property is accessed from Wire Road by turning East onto Venus Avenue, a paved two-lane road. The park itself has an unpaved, circular drive around which the units are laid out.
Topography and Soil The site generally slopes towards the east. No on-site water retention is provided, which is typical for property developed before 1980. An environmental audit was not provided. Based on a visual inspection, there did not appear to be any adverse environmental conditions regarding the soil or subsoil. The property is bordered by pasture to the south and east and has a number of mature trees and appears well suited for redevelopment as a mobile home park or residential subdivision. Utilities
Electric service is provided to the site by Duke Energy. Telephone and internet service is available
from private providers. The units are on a septic system for sewer and water is provided via on-site
well.
Improvements
The property is currently operated as a 15-unit Mobile Home, Apartment and RV park. The park
improvements include a concrete duplex, new well water pump, two new septic drain fields, and
some units have concrete pads. The condition of the underground utilities is unknown.

Land Use Plan Designation and Zoning
The park property was annexed into the City of Zephyrhills in July 2012; however the zoning code
for the City has yet to be amended. When the code is amended, the site will be zoned “M-2”, Mobile
Home Park, by the City of Zephyrhills and the most likely future land use designation will be Res-9.
Permitted uses include mobile homes, recreational vehicles, utility structures, parks, recreation
facilities, and public buildings. The maximum allowed density is 8 units per acre. The subject is
improved with 13 trailers and 2 additional apartment units. This is slightly above the current allowed
density. The subject appears to be a legal non-conforming use and has been grandfathered into this
use. This is common for this age property and is not considered adverse to the property’s
marketability. Until the City zoning code is amended, the site will reflect a zoning classification of
“M-2”, by Pasco County.
