In 1994 after four years of fighting a civil war, the Hutu led government of Rwanda killed 800,000 Tutsis. The United Nations main effort to stop the genocide arrived four months later. The United States policy at that time was to not get involved in global events unless a certain criteria was met (see document next page). Additionally, many politicians referred to the killings as “acts of genocide”
