l.Urban Beneficiary Selection:
a. The ULB wise targets shall be allocated from the Government as mentioned inthe order. ^
b. The Ashraya Committee shall select eligible "houseless" beneficiaries within90 days from the date of allocation of ULB wise beneficiary targets from theState level. Provided that if for any reason the Ashraya Committee fails to
. select the eligible beneficiaries within the said 90 days then the concernedDeputy Commissioner is authorized to select the eligible houselessbeneficiaries from among the Urban Demand Survey list which has beenprepared by the Urban Local Bodies in 2016-17.
c. The Ashraya Committee or the Deputy Commissioner, as the case may be,shall include name of every eligible houseless family who apply or 200% ofthe housing target for the Urban'Local Body - whichever is higher, andselection list shall be the prioritized list of the said eligible houseless families.The names beyond the number of housing target shall be utilized in theprescribed priority serial order if for any reason another beneficiary has to beselected for the same ULB in the same year.
2.Rural beneficiary Selection:
a. The individual beneficiary selection for the rural housing schemes shall be bythe Grama Sabha as per the Karnataka Panchayat Raj Act. The Gram Sabhamust be completed within 30 days from the date of communication of targetby RGRHCL.
b. In case any Gram Panchayat fails to complete the Grama Sabha and its dataentry into the RGRHCL software within 30 days from the date of decision ofGram Panchayat wise beneficiary targets as per point (a) above; the ChiefExecutive Officer of Zilla Panchayat shall cause the Gram Sabha to beconducted within 15 days of the expiry of upper limit of 30 days through andin presence of the Executive Officer of Taluk Panchayat Samiti or any GramaSaiiha Nodal Officer which he may appoint for the purpose. That is a GramaSabha must be ensured to be conducted within 45 days from the date ofdecision of tlie Gram Panchayat wise beneficiary targets as per point (a)above.
c. The government will take all steps necessary to streamline conduct of GramSabhas in a time-bound and transparent manner through the concernedPanchayat Raj Institutions and the Chief Executive Officer of ZillaPanchayats, including through use of Information Technology and MobileTechnology.
d. The Grama Sabha shall prioritize and make a selection-cum-waiting list byincluding name of every eligible houseless family who applies or 200% of thehousing target for the Gram Panchayat - whichever is higher, and selectionlist shall be the prioritized list of the said eligible houseless families. Thenames beyond the housing target of the GP shall be utilized strictly in theprioritized serial order of the Grama Sabha by the Executive Officer, TalukPanchayats/ Chief Executive Officer, Zilla Fanchayal/Vigilance Committee, iffor any reason another beneficiary has to be selected for the same GramPanchayat in the same year for the given scheme.

2. Reallocation of the Beneficiary Targets;
a. If at any point of time it is assessed that the allotted housing targets within adistrict are not being utilized by an Urban Local Body or a Gram Panchayalby way of selection of the housing beneficiaries and more than 120 days haveelapsed from the dale of communication of the targets, then the DeputyCommikioner for the urban housing schemes and the Chief Executive Officerfor the rural housing schemes shall have the authority to shift the housingtargets among the Urban Local Bodies and the Gram Panchayats (within orbeyond thp taluks), respectively.
b. In case a district fails to issue work orders as per the allotted housing targetswithin 120 days of communication of targets, then the Deputy Commissionerfor urban housing schemes and the Chief Executive Officer for the ruralhousing schemes must submit a detailed report thereon and support withreasons the housing targets that his/her district would be unable to utilize.
c. RGRHCL may, after taking into consideration the reports of the DeputyCommissioner or the Chief Executive Officer-as the case may be, within 145days of communication of targets allocate 75% of such surrendered targetswhich districts have reported as being unable to utilize, to another district(s)which has issued at least 70% work orders of its allotted housing target of thescheme for the year, on the basis of the population taking due account oftargets already made available and the balance eligible houseless families.This allocation of the surrendered targets to the districts which have utilizedmore than 70% of their own housing targets shall, in turn, be allocated on thebasis of population in proportion to the balance eligible houseless families toonly such Gram Panchayats & Urban Local Bodies which have themselvesissued at least 85% work orders against the housing target of the year. The rest25% of such surrendered housing targets shall -be allocated by the StateGovernment as per assessed need/demand.
d. Provided after lapse of 210 days and 270 days from the date ofcommunication of the targets every year the RGRHCL shall make a similarreport with respect to each district not withstanding whether the concernedDeputy Commissioner or the Chief Executive Officer submits such a report ornot, assessing which district would fail to fully utilize the allotted housingtargets, and allocate 75% of the un-utilizable targets as are unlikely to beutilized to another district on same principles as stated in points (a) to (c)above. The rest of the 25% of such housing targets shall be allotted by theState Government as per assessed need/demand.
e. Provided further that in case of houses that remain un-started beyond 90 daysfrom the date of issue of work orders then they shall be blocked and cancelledafter a duly served show-cause notice to the concerned beneficiary.Thereafter, such a cancelled house could be utilized within the district within90 days utilizing the Grama Sabha or the Ashraya Committee selectionwaiting list by the CEO ZP or the DC, respectively. Provided that thereafteraction be taken as per points (b) to (d) above to cancel and shift such un-started houses to another district.

1. Any family belonging to the Scheduled Castes or the Scheduled Tribes can apply for ahouse and same shall be considered as per eligibility.
2. Bulk applications shall not be accepted.
3. Applicant can apply (I) ONLINE or (2) Indira Mane Mobile Application, or by (3)
physically approaching a Gram Panchayal or Urban Local Body for rural or urban areas,
respectively.
4. Applicant must submit the following mandatory information/document:-
I. Caste Certificate Number (based on which RGRHCL will fetch original caste
certificate from Karnataka Jana Snehi Kendra through web service).
II. Income Certificate Number from Karnataka Jana Snehi Kendra through web
service.
III. Ration Card Number (RGRHCL will fetch ration card details from software of
Food Department).
IV. Property or Survey Number belonging to Applicant (RGRHCL software will fetch
details from e-Swathu or Bhoomi-as the case may be)
V. Aadhaar Number with photocopy/photo click/scan of Aadhaar Card.
5. The above submitted information shall be preliminarily verified real time (including
using Matching algorithm) and then the application shall be accepted. In case of missing
information or mismatch, proper endorsement shall be issued.
6. For all accepted application PDO/GP or the Urban Local Body, as the case may be, shall
ensure clicking of GPS photograph of i) Existing place of stay of applicant ii)
Vacant/Proposed site for House construction.
7. Further, an Applicant herself can click GPS photograph of the i) existing place of her/his
stay and ii) Vacant site, using "Indira Mane Mobile App". This an Applicant can do
along with her application submission or at any later time.
8. With all relevant information and GPS photograph of an Application the PDO in case of
rural, applicants and Chief Officer/Commissioner in case of urban applicants shall verify
the eligibility of the applicant (eligibility as per existing norms).
9. Once an applicant is found/declared eligible and has a house site then the PDO shall
approve and send to EO TPS and Chief Officer who shall approve the same and send to
DC Office though RGRHCL software.

10. EO TPS shall counter check that approval of PDO is correct; similarly DC office shall
similarly counter check the correctness of Chief Officer/Commissioners approval. EO
TPS shall then, send to CEO ZP, login with his approval. The DC shall send with his
approval to RGRHCL. This movement is again though RGRHCL software.
11. CEO ZP (for rural applicants) and DC (for Urban applicants) shall approve using their
Digital Signature Certificate and send to RGRHCL via software.
12. RGRHCL shall examine compliance of formalities and approve the issuance of work
order, which is issued by PDO for rural applicants and Chief Officer/Commissioner for
urban applicants.
13. This methodology being demand based, there is no element or requirement for selection
of a few from among larger number of eligible beneficiaries or in other words as each
and every eligible beneficiary shall be selected and issued work order the element of
selection will not be there. Thus,
a. There is no need for fixing of targets area wise on any criteria under the scheme.
b. Grama Panchayat can directly approve all eligible applicants.
