The announcement was made after members of the Executive Committee (EXCO) conducted a tour to assess progress in the construction of the project which is situated north of Durban. EXCO members were pleased with the progress at the site so far. Nxumalo said Phase 1A of the project, which has 482 units and targeted those with a monthly income of less than R3 000, was nearly complete. He said as per allocation policy, 250 units had been allocated to people from various Wards including those who were on the way of services. The remaining 232 units were to be allocated to residents from one informal settlement within eThekwi- ni, which would then be demolished. This informal settlement is yet to be iden- tified. “The plan is to clear slums in eThekwini Municipal- ity and for us to make an impact, we need to identify one informal settlement to occupy the remaining units and demolish that informal settlement completely,” Nxumalo said. Basic services, including electricity and water, were expected to be connected by October, as the infrastruc- ture for these services was already in place. The high- rise structures are similar to starter homes and consist of two bedrooms, a bathroom and toilet as well as an open plan kitchen with lounge. Mayor Nxumalo said the project is expected to yield 25 000 units in the next 10 years. He said the housing project will target low, middle and upper income citizens and will also combine an industrial and commercial project, providing residents with employment opportunities at their doorstep. An amount of R100 million was spent on Phase 1A while Phase 1B, which will con- sists of 2 200 units, will cost about R550 million. Phase 1B is currently on tender process and construction is expected to start towards the end of this year. Giving feedback on eco- nomic development in the area, Deputy Mayor Nom- vuzo Shabalala said almost 80% of the business sites had already been sold and infrastructure was currently being developed. Memorandum of Under-standing with the Depart-ment of Home Affairs in an effort to bring govern-ment services closer to the people and ensuring that local government is more accessible. The MOU is also aimed at aligning all spheres of government to ensure co-ordinated and integrated service delivery.Home Affairs KZN Provin-

cial Manager Albert Mat-saung said the two week programme was aimed at

promoting and facilitating the registration of ID’s to the citizens of eThekwini. “We also wanted to encourage 16 year olds to apply in time for enabling documents.” He said it was very import-

ant that come elections next year people have enabling documents to cast their votes. “And that is why as Home Affairs we are com-mitting to having the most successful elections. By election time next year we would have done our part.” Matsaung thanked eThe-

kwini Municipality for doing the ground work. “As government whether we are local or provincial we need to work together. We need to show people that we are here to serve them. About 100 Mobile Offices were brought to eThekwini for people to register for ID’s and birth certificates. The

Mobile Offices were taken to various wards of the Municipality with the aim of reaching as many citizens as possible.Deputy City Manager:

Governance Sipho Cele said the ID campaign was a very important programe. “Registering for an ID is an opportunity for a person to confirm and affirm his

citizenship. The ID or a birth certificate also gives a person his birth right which will enable him to access various services as a citizen of South Africa.” Councillor Brandon Pillay

said the ID blitz was a result of research which found that thousands of citizens from eThekwini Municipal-ity were without enabling

documents. “What we found most was that young people did not have ID’s. We urge them to register for ID’s and not only apply for ID’s for the purposes of getting a job. They must get their ID’s because it is a very important document that every citizen of South Africa should have.”

Thousands benefit from ID campaign

METRO Police has its doors wide open for those who have outstanding traffic fines and is urging them to take advantage of the 50% traffic fines amnesty. The amnesty started from De-cember 2012 and will con-tinue until the implemen-tation of the Administrative Adjudication of Road Traffic Fines Act (AARTO). The implementation of AARTO is yet to be announced by the National Department of Transport. Individuals can pay a few

fines at a time which means that they do not have to pay all of their fines at once. However, no part payments will be allowed for any out-

standing fines. All individu-als who pay their outstand-ing traffic fines during this period will receive a 50% incentive, which means that they will only pay half the amount of their fines. The incentive will end

when AARTO is imple-mented to ensure that the Municipality does not have to consider new incentives after the conclusion of six months, as in previous years. The existing incentive will continue until the in-centive payment system un-der the AARTO Act kicks in. Individuals are requested to contact the Metro Police Services Call Centre on the following numbers between 07h30 – 16h00 ( weekdays) and 08h00 to 11h30 (on

Saturdays) to obtain details of their outstanding fines and amounts payable : 031-3112860/1/2/3/6 or e-mail [email protected] Police will continue

with collection initiatives especially with regards to execution of warrants. In this regard the Metro

Police Department has established a dedicated war-rants team, for the purpose of executing outstanding warrants, which includes making house calls.Metro Police urge all

IN the aftermath of a drug related violent confronta-tion that broke out earlier this month among the homeless residing near railway lines in Albert Park, Metro Police Senior Super-intendent and Media Liai-son Inspectorate, Eugene Msomi has announced that progress has been made to defuse the situation. Metro Police is serious about assisting the homeless and beefing up security.While Metro Police has or-

chestrated several raids and clean-up operations near Albert Park, Msomi said that it is unfortunate that one person was killed in the unrest and several people sustained injuries. Positive development has

emerged with the arrest of 27 individuals. Further-more, a number of individ-

uals from this group have approached our local police station requesting profes-sional help. “We have in turn enlisted

assistance from the Depart-ment of Social Welfare,” said Msomi.He said, to date, 26 individuals were accepted at rehabilitation centres in Durban. “Metro Police would like to reiterate that this is a social problem and the City is working at its level best to contain the situation,” Msomi added.

Municipal spokesman, Thabo Mofokeng, said because of the influx of the homeless and foreign-ers, the municipality has fenced several open areas under the M4 Highway and has employed about 66 security guards to patrol the Warwick Avenue and Albert Park areas. He said “The City has undertaken profiling of the community in Khuzimpi Street Road. Most of the people inter-viewed were South Africans. The foreign nationals were reluctant to be interviewed. Drugs seemed to be the main issue why most of the people gather at this space. Currently the Municipality is working together with Department of Social Devel-opment, SAPS, Metro Police, Railway Police, Safer Cities, Ward Committees and the community to address the key challenges in this area,”

Metro Police defuse tensions

IN a bid to address water challenges and to provide Durban with an assured, sustainable supply of water, the Municipality has allo-cated an additional R580 million over the next three years to accelerate construc-tion of key components of the Western Aqueduct (WA) bulk water pipeline.Chairperson of the Human Settlements and Infrastruc-ture Committee, Cllr. Nigel

Gumede said the Municipal-ity was looking at different ways to address the issue of water shortage.“Generally, we are faced

with a shortage of water and the area that suffers the most is the northern area. The fast-tracking of the Western Aqueduct will address these issues and it is critical that the water short-age is addressed. Non-rev-enue water has increased from 35 percent to 37 percent and this means that water loss is high,” he said.

The Western Aqueduct is a bulk water supply proj-ect commissioned by the Municipality to meet the growing demands of water in western areas. In recent years, the region has seen an unprecedented growth in water demand and this has led to capacity problems with the existing infrastruc-ture. Neil Macleod, Head of

EThekwini Water and Sani-tation (EWS), said construc-tion of the second phase of the aqueduct is already

under way. “Cycad Pipe-lines, which was awarded the first contract for the 7km stretch between Inchanga Station and Alverstone Neck in March, has already cleared some of the pipeline corridor and has begun to excavate trenches near Inchanga Station,” he said. He said “a lack of water can affect the implementation of strategic projects.” The second phase of the

Western Aqueduct is expect-ed to significantly strength-en the western regions of

eThekwini. “We have enough water

to meet the current de-mand but we don’t have the infrastructure to deliver it to where it is needed. We don’t have the network capacity to supply water,” he said. Water outages in areas like

Ntuzuma and Inanda were common and EWS Unit would be purchasing addi-tional 30 tankers to ferry wa-ter to these areas. “Durban remains in a honeymoon period with the slightest escalation in development

Sandile Ngcobo, Deputy Head of SCM Operations explained, “This system is meant to curtail any mal-administrative, irregular expenditure and fraudulent practices.”Suppliers that have not yet

registered are encouraged to visit the fair and do so.

Ilanda Wilds reclaimedAS part of reclaiming the public spaces, the eThekwini Municipality’s Parks, Rec-reation and Culture Unit is resuscitating the Ilanda Wilds in Amanzimtoti which is one of the Municipality’s protected spaces. This is done through the Department of Mineral Re-sources with an aim of driving the concept of social cohesion in the City and for educational and recreational purposes. Ilanda Wilds has a rich history attached to it. This is the same area where King Shaka kaSenzangakhona rested on the banks of the river when he led his army on a raid against amaMpondo. When drinking the water from a stream that passes through Ilanda Wilds he exclaimed “amanzi amtoti”, meaning “the water is sweet” hence the area is now known as Amanzimtoti.

Housing subsidy for Government employees

TO assist first time home buy-ers employed in the public sec-tor whose household income range is between R3 500 to R15 000 a month could also afford proper homes, the Na-tional Department of Human Settlements introduced the Finance Linked Individual Subsidy Program (FLISP).The program is available to

qualifying beneficiaries who intend purchasing a house or are in the process of purchas-ing a house for the first time. The total purchase price/

product value should not exceed R300 000 inclusive of VAT and the applicant’s total household income must be be-tween R3 501 and R15 000.The Government will give a

once-off subsidy, which is a non-refundable amount, to those who qualify ranging from R10 000 to R87 000 depend-ing on the total household income.For enquiries call: 031 336

THE recently commissioned investigation by the Munic-ipality into the availability of land to develop new cem-eteries revealed that there is no more suitable land to bury the dead. It is for this reason that the

Municipality is encourag-ing residents to exercise alternative burial methods which will eliminate the problem of space shortages for cemeteries. The Municipality held a

number of consultative forums aimed at educating the community about alter-native methods that could be used such as cremation, recycling the graves, vertical burials and freeze drying. The Chairperson of Com-

munity and Emergency Ser-vices Committee, Councillor Zandile Gumede, said the shortage of burial space is a serious concern. “The reality is that there is

no more land to bury our loved ones, we recently held a Councillors’ workshop where the results of the investigation were unveiled. It was important that they be thoroughly briefed be-cause that will inform their decision. The next step is to schedule another consul-tative forum and thereafter the Committee will pave the way forward,” said Gumede. The Head of Parks, Rec-

reation and Culture Unit, Thembinkosi Ngcobo, said the only solution now is the recycling of graves. “As we speak the Tongaat

and Verulam areas which were previously serviced by

the Tongaat Regional Cem-etery at Desai Nagar have reached full capacity and can no longer provide new graves. The Etafuleni Ceme-tery in Inanda was supposed to last us at least 25 years but within 6 months, they would reach full capacity. In Illovo Cemetery, there is still space but the problem is water which makes the land not suitable for burial. These are new cemeteries, this then gives an indica-tion as to how serious this problem is,” said Ngcobo who also announced that the Phoneix Cemetery has

reached full capacity.It costs an estimated R20

million for the Municipality to develop a new cemetery and an extra R2 million to maintain each one on a monthly basis. “With the recycling of

graves, it is only the fami-lies that have graves under lease who will be permitted to re-use them for burials. All other graves that are 10 years and older without leases, records or tomb-stones will be available for re-use by anyone as this is the practice in all eThekwini Municipal Cemeteries and

as provided for under the KwaZulu-Natal Cemeteries No.12 of 1996 Chapter IV,” said Ngcobo.He further mentioned that,

the Municipality under-stands the impact that these “new” methods will have on religious and cultural practises. That is why the Municipality advises that, should families wish to retain the rights to re-use or reserve a grave from future use, they are to contact the office of the District Man-ager of the Parks Leisure and Cemeteries department which is the Cemeteries and

Crematoria Section, in order to apply for a ten year lease of the grave.“Any person, who does not

intend to lease the grave where a family member has been buried and objects to it being re-used, should raise his/her objection in writing by no later than Monday, 30 September 2013. Reference must be made to the rela-tionship to the deceased, the name of the deceased, block and grave number and proof of identification of the deceased,” Ngcobo explained.

No more space for cemeteries

VARIOUS roads which fall within the jurisdiction of eThekwini Municipality are to receive a facelift as the multi-million rand rehabili-tation project is set to begin this month.Areas that would have

roads rehabilitated include Glenwood, Bulwer, Congel-la, Chesterville, Umkhum-baan, Wiggins-Dunbar, Ridgeview and Bonella.Road users are also urged

to exercise caution and patience while travelling through a work zone during the construction phase.This project, which is done

by the Municipality’s Road Provision Department, is expected to be completed by February 2014 and would cost about R322 million which is allocated for such projects in this financial year.The February 2014 dead-

line has been set and the completion of the road is dependent on the weather conditions and the avail-ability of special material.Chairperson of the Human

Settlements and Infrastruc-ture Committee, Cllr Nigel Gumede said this project seeks to address deteriora-tion like potholes and cracks

on the roads.The construction phase on

these roads involves heavy equipment that will be used to remove existing surface as well as construct new layers. In order to maintain a safe

environment for both road users and construction personnel, traffic will be controlled using the STOP/GO controls.Daniel Mthimkhulu, the

Area Project Technologist, said the rehabilitation pro-cess would include resurfac-ing of roads which includes removing the current surface and also putting an additional surface on an existing surface. He said the roads, that are due for rehabilitation, were iden-tified through a pavement management system.Mthimkulu said. This

project will also take care of damage including potholes and improve driving expe-rience. If roads are main-tained, they reduce the risk of damages to vehicles and accidents,” he said. He urged road users to ob-

serve the temporary signage that would be displayed during construction, to en-sure a safe environment.

The Constitution of South Africa clearly states that every-one has the right to an environment

that is not harmful to their health and wellbeing, and to have the environment pro-tected for present and future generations. It further states that Local Government has to ensure that the right to a clean and healthy environ-ment is fulfilled. However it is the responsibility of the citizen to keep their area clean and healthy. However some citizens

as well as businesses are violating their own rights by constantly dumping illegally. This came into focus at the recent Clean My City campaign. Many areas have been focused on like Chatsworth, Umbumbulu and last week’s focus turned to Blackburn Village, an area that faces challenges of dumping, leakages and ablution challenges. The most concerning factor was the rubble and dirt that res-idents dump right outside their property. The Clean and maintain my City team worked hard to clean up this area. There are a number of

educational programmes on the go from the Durban Solid Waste Unit Educa-tion Section. The team visit schools and conduct awareness campaigns so

that students preach the message to their communi-ties. Preston Chetty, educa-tion Officer elaborated, “We find that when we instil the values into a child, they will pass the message on to their elders and friends, thus dis-seminating the message of Reduce Reuse and Recycle. We aim to encourage com-munities to dispose of their waste effectively and safely

thus using the different colour waste bags.” Chetty explained, “We

must get to the root of the problem as people need to realise that dumping is ille-gal. It leads to a number of health risks, both to humans and the environment. When this waste decomposes it releases toxic chemicals that contaminates the environ-ment and leads to mosquito breeding.”

Chetty said that the Education Section aims to encourage the community to use correct and proper avenues to safely dispose of their waste. He said, “We have the black refuse bag for domes-tic waste, orange for recycla-ble material like paper and plastic and the blue bag for garden refuse.”

Head of DSW Ray-mond Rampersad said, “It raises sig-nificant concerns in terms of public

health and safety, property values and the quality of life. It costs DSW R20m to R50 million a year to clear illegal dumping. Although other forms of waste may impact the city, litter is the main culprit.People as well as businesses could face a

THE Municipality’s Parks, Leisure and Cemeteries De-partment invites residents to participate in its verge beautification campaign. The campaign now in its second year encourages property owners to beautify their verges. Deputy Head of the Unit, Christo Swart, said the campaign was gaining popularity amongst the res-

idents of eThekwini. “The program has been well received by residents. Every year an awards ceremony is held in recognition of the well maintained verges. This takes place in a form

of a non-competitive cam-paign, where individuals, friends and residents in the street can nominate indi-vidual verges in recognising excellence and efforts in creating a well maintained verge,” said Swart

The programme supports the Mayor’s Clean Up Campaign initiated in May 2013. “The Mayor wants all residents to get involved and become responsible for a clean and green City. The 2013 Verge campaign is focused on acknowledging residence for their efforts in maintaining and improv-ing the visual look of their verges, streetscapes and suburbs. The campaign also con-

tributes to greening our City and eThekwini being recognised as the “Clean and Green” City in South Africa,” said Swart. The City is intent on clean-

ing all affected residential areas in and around eThe-kwini with the main vision of making it a liveable place come 2030 as per the vision and mission of the eThe-kwini Municipality.

Verge campaign is gaining momentum

THE eThekwini Municipal-ity’s Sport and Recreation Development Department believes that while sport has a value in everyone’s life, it is even more important in the life of a disabled person. This became evident last

week when the Department hosted a Symposium for Women with Disabilities. The symposium was aimed

at empowering, motivating and encouraging women with disabilities to make a difference in their lives by actively participating in sports and recreation-al activities. Councillor Khanyisile Mthembu and the first Vice President of the KwaZuluNatal Sport Confederation, said it was important for the

Municipality, through the Department of Sport and Recreation Development to challenge the federations to accommodate people living with disabilities. Mlungisi Ntombela, the

SPRING is in the air, and schools in the Chatsworth area were taught import-ant lessons recently as the Durban Solid Waste Educa-tion team conducted pre-sentations and tree plant-ing at the schools. They visited Willow Park Primary, Umhlatazana Primary and Parkview Primary. Appreciating and sus-

taining the natural envi-ronment forms part of the Municipality’s Integrated Development Plan. Efforts are underway especially by the DSW Education section to promote the message of saving the environment. Speaking at Willow Park

Primary School, Preston Chetty, DSW Education Officer explained the importance of trees. The learners listened attentively and answered questions. He said, “We have come to your school to cele-

brate and commemorate Arbour Month. We must promote a clean and green environment because we would then have a safe and healthy environment to live in.” He emphasised the impor-

tance of recycling. “Remem

ber the three R’s. Reduce, Re-use and Recycle. If we recycle paper, we will not have to cut down trees as they are imperative to our daily lives.” Chetty also ex-plained what type of waste belongs in the different colour DSW bags.

Kids from Grade R to Grade 7 were happy with the presentation and watched carefully when they were taught how to plant a tree the correct way by Ross Crouch from eThekwini’s Natural Resources. A talk was also given by Bathand-wa Ncube from the Depart-ment of Agriculture and Environmental Affairs. She educated the kids about the tree of the year. Aaron Manikum, Grade Four pupil at Willowpark Primary said that he is excited about planting trees. “I am really happy that the Municipal-ity has given us these trees as they will provide shade and shelter. We will have cleaner air to breathe and I am also looking forward to planting a tree at home in my garden. Now that I know how to do it the correct way, I will do so more often.”

IT IS one of the largest industrial areas in the City, bustling with businesses. It provides job opportunities and economic value. The Phoenix Industrial Park celebrated its 30th birthday, with a function held at the centre of the hive of activity.Looking back at the Phoe-

nix Industrial Park from past to present, conditions were not amicable to run healthy businesses. Since the takeover by the Phoenix Industrial Park Lot Own-ers Association, (PIPLOA) things have improved drastically. Member of the KwaZulu Natal Legislature Lydia Johnson said they need to work together to achieve success. “We have identified key priorities as government and we cannot achieve this unless we work together. Businesses have

a major role to play as we have challenges like poverty and together we have the capacity to address these challenges.” Also present at the birthday celebration was eThekwini Speaker, Councillor Logie Naidoo. He said that the Park makes a positive impact on the lives of the surrounding commu-nities. “The businesses in this area create thousands of jobs for the people living in the nearby communities. It also houses major brands like ABI and Spar and it is important to retain these businesses. We humbly con-gratulate the Park and all its members.”Naidoo elaborated on the

Municipality’s Business Re-tention Programme. “The aim of this programme is to make sure that businesses do not move away from these areas. It provides a lot of employment as well

as an injection into the local economy.” Within the programme, a survey was undertaken and five key issues were identified: im-prove the aesthetics of the Park, continue to combat crime, improve the road networks and reduce con-gestion, ensure continuity and availability of electricity and facilitate space and affordable industrial land for businesses to expand. Action teams have been formed to overcome these challenges. Roy Ramkis-soon, Chairman of PIPLOA explained the impact on the local community. “There are about 460 businesses in the Phoenix Industrial Park and employs thirty thousand people from the surround-ing areas. We are thrilled to be celebrating thirty years of success.”

EXCITEMENT was written all over the faces of the Isipingo community during the official opening of a new state of the art Reunion Aquatic Centre, in Isipingo Beach this week. In 2007, the community

was left devastated when river erosion and wave action washed away the lifesaver’s house and causing much damageto Isipingo Beach.After this incident, the

Parks, Recreation and Culture Unit (PRC) tabled a makeover plan for Isip-ingo Beach which saw the Council approving R4.7 million for a centralised water sport and recreation precinct. Speaking at the official

opening event, the Deputy Chairperson of the Com-munity and Emergency

Services Committee, Coun-cillor Nokuthula Makhan-ya-Sibiya, said the facility will be utilised jointly by PRC and Isipingo Ski Boat Community.“This has transformed

Isipingo Beach and it will help in reducing crime. This facility will be open to all residents to enjoy. The Municipality has

lined up a number of programmes to develop the youth in the area. With this facility, we want

to introduce young peo-ple to water sport and it will also be used by our lifesavers to monitor the entire beach,” said Makha-nya-Sibiya.The Deputy Head of Parks,

Leisure and Cemeteries Department, Christo Swart, said the vision of a cen-tralised water sport precinct has been realised. The precinct includes a

swimming pool, an am-phitheatre/braai area and the new Reunion Aquatic Centre. “The relationship between

the Municipality and Isip-ingo Ski Boat Community is the first of its kind. Our life-savers will be housed under one roof with the Isipingo Ski Boat Community. We believe that this is

breaking new ground, the community will have a sense of ownership and will do everything in their pow-er to protect the facility,” said Swart. Aziz Khan of Isipingo Ski

Boat Community com-mended the Municipality for bringing Isipingo Beach back to its glory days. He said as the community they will ensure that it is not vandilised and used for sustainable and effective programmes.

ENTREPRENEURS that are based in rural areas have a equal potential of contrib-uting to the City’s economy. It is for this reason that

the eThekwini Munici-pality’s Business Support, Tourism and Markets Unit (BSTMU) recently host-ed a Small, Medium and Micro enterprises (SMMEs) empowerment workshop in Ward 9 at Dinabakubo Hall in Molweni. Siyabonga Lu-thuli, Manager of Business Development within the Unit said the purpose of the workshop was to empower SMMEs based in the rural areas of eThekwini with critical business informa-tion within various sectors for their business develop-ment and sustainability.

Luthuli said they have noticed that they have been focusing more on town-ships and urban areas and they want to and sup-port rural areas also. The workshop covered topics such as product quality and diversification, product marketing, financial assis-tance, costing and pricing and business opportunities. Various departments and financial institutions such as the Department of Trade and Industry, Small Enter-prise Development Agency (SEDA), Durban Chamber of Commerce and Industry, South African Revenue Ser-vices (SARS) and Nedbank were also available to equip entrepreneurs with relevant information.What surfaced is that there

are several Co-Operatives

and they are facing dire challenges especially in accessing finance.Sihle Dlamini of the De-

partment of Trade and In-dustry announced that the Department has set aside a maximum of R350 000 per Co-Operative to improve the viability and compet-itiveness of co-operative enterprises by lowering their cost of doing business through an incentive that supports Broad-Based Black Economic Empowerment.“This fund is called Co-op-

erative Incentive Scheme (CIS) which is a 100% grant for registered primary Co-Operatives. A primary Co-Operative consists of five or more members,” added Dlamini.

ETHEKWINI Municipality cares about its employees, especially the female staff. This was evident at a Wom-en Indaba held early this week at the Sahara stadium in Kingsmead. About eight thousand

women staff attended the celebration and received inspiring messages from the City’s leadership, guests and artists. Municipal Manag-er Sibusiso Sithole said, “We are gathered here to celebrate our women staff. We need more women in leadershiop positions. At the moment we only have two female Deputy City Managers. This needs to change.” Amid vibrant applause,

popular entertainers Durban Diva’s got the crowd moving with the rendition

of Durbans favourite song and dance. Deputy Municipal Manag-

er of Ugu District Munici-pality educated the gather-ing on Women Leadership in Local government. She spoke about challenges that are faced by women and

OUR CITY is a city of young people. In contrast with many cities in developed countries which face a crisis of an aging population, the demographic profile of Durban indicates that the majority of the population is below thirty five years in terms of age. This has enormous implications for the future development trajectory of the city. All our current and future plans and policies must therefore fo-cus on the youth. As a start we have to acknowledge and appreciate the youth for the role that have played and continue to play in shaping the growth and prosperity of our city. We need to recognise that

young people today also face serious challenges. Everywhere young people go their world is surrounded by limpet mines, which can detonate with the slightest negative move that they take. The majority of young people are affected by unemployment and poverty. They face the challenge of being affected and infect-ed by the scourge of HIV/AIDS. Some young people are today orphans and have been forced by circumstanc-es to head households while they are unprepared for this. Other young people are prone to take unnecessary risks and end up com-mitting crimes that carry lengthy prison sentences and as consequence destroy their future irreparably. Lev-els of abuse of alcohol and other forms of substance abuse amongst young peo-ple are extremely worrying. Teenage pregnancy is on the ascendancy. Now Satanism is also growing whereby young people kill their parents or elders or rape children and grandparents. As different stakeholders of the City, we must unite to fight all the social ills that affect young people. Despite all the challenges

cited above, young people are the future. The future of our City belongs to the youth – men and women, girls and boys, able bodied and physically impaired, urban and rural. As the city together with different stakeholders we must invest

wisely in the future of our youth. To do this there are areas where we need to concentrate our resources, time and energy. The first very important investment is about educating our youth, making sure that they stay longer and finish school with better and quality edu-cational outcomes especial-ly in physical and biological sciences, technology, maths and economic sciences. We must create conditions that are conducive to effective teaching and learning. Empirical studies have

shown that nations that in-vest in the education of their youth stand to reap better returns in terms of their indices of human capital de-velopment and prosperity. The second intervention

requires that two central tendencies must be ban-ished urgently from the psychological make-up of our youth. The first is the mindset that young people are going to school or uni-versity and thereafter to seek employment or tenders. Rather, our drive must be to inculcate a mindset of entrepreneurship whereby our youth should strive to be self-employed and to create employment opportunities for others through viable and sustainable businesses ventures. To this end, we must ensure

that our young people have access to mentors who can nurture them to concep-tualise and actualise their business ideas. The youth must be made aware and informed about the many platforms and packages that government and private fi-nanciers are already provid-ing to assist our youth with start-up capital and other business support measures. The second tendency we must discourage is creat-ing youth dependency on parents and the state. Our young people must learn

that to climb the ladder of success and improve their future stations in life they must be independent, self-reliant, self-sufficient; and they must spend their time productively and work hard to earn an honest, decent and clean living. As they say in IsiZulu: “Yonke into enhle iyasetshenzelwa.” Young people must go out of their way to search for knowledge and information to empower themselves and stay focused on achieving something in their lifetime and to make the world a better place for all of us. Our youth must therefore be inquisitive about the envi-ronment within which they operate, constantly search for meaning in their lives and not wallow in sorrow on things that do not add value to their future. The message should be loud and clear: Young people must not feel a sense of entitlement, that society or government owes them something.The third intervention is

to imbue our youth with civic pride and patriotism. Our youth need to embrace and respect our national anthem, cultural symbols and heritage. They must have an identity

of their own rather than to emasculate and immerse themselves with foreign cultures and affinities. Our youth must learn that for the country to be where it is today, people like Nelson Mandela and other icons of his ilk had to fight a long, bitter and arduous struggle for liberation. They need to learn that some people sacrificed and paid dearly with their lives to free this country from the yoke of apartheid bondage. They need to learn that to have an Identity Document and to Register to Vote in any elections especially the forthcoming national and provincial elections is an im-

portant role they must play to consolidate our demo-cratic order and to continue the fight to improve their lives. As the City we have in place

a variety of programmes that are tailor-made to address the needs of young people. These range from opportunities for bursa-ries in specialised fields of study such as civil, electrical and mechanical engineer-ing, transportation, town planning, local economic development and finance. We have opportunities for training and skills develop-ment targeting graduates, artisans, learnerships and others. We have opportunities for

training the youth to partic-ipate in the construction in-dustry as entrepreneurs and in forming co-operatives in various fields such as agri-culture, community-based contracts, etc. There are other various programmes focusing on sports, arts and culture, healthy lifestyles and fighting against all social ills. We support our youth to be involved in other industries such as the fashion industry and the maritime cluster. Council has also taken a decision to employ a manager who is going to focus on broader youth development strate-gies and the mainstreaming thereof in all Council devel-opment processes. We shall appreciate it if we

can hear from the youth what else should the Mu-nicipality be doing together with the youth to make its programmes relevant to the youth sector. We invite our youth to contact their Coun-cillors and Ward Commit-tees, visit any of our Sizakala Centres or our website to enquire about opportunities that are available to develop themselves and to share their ideas on youth devel-opment issues. Yes, we believe that young

people are the future of our City. Our clarion call to the youth, however, is that they must not expect to be baby-seated – to be given something without working hard for it. Our youth must know that

nothing falls like manna from Heaven! For youth to be the power that they are and to change their lot, they must play their part. As Robin Sharma admonishes: “Blaming others is excusing yourself. Telling yourself that you – as an army of one – cannot have an impact is giving away your power.”

IN RECENT years we have witnessed terrible disasters, which included mudslides, cyclones, and thunder storms which in some cases have claimed lives. These

are all consequences of climate change and global warming. Here in Durban we have also been hit by terrible disasters where people lost their lives due to bad weather condi-tions. The most affected where those who reside in floodplains. We urge all residents of the eThekwini Municipality not to erect dwelling structures/houses in such areas as they are not designated for dwelling. We need to take precautions and move away from areas

considered to be at risk. As citizens of eThekwini

we have a role to play in making sure that we do all we can in contributing to saving and protecting our environment. We need to avoid contributing to those things that accelerate the rate of global warming. And one of the things we can do to mitigate climate change is to plant trees. We have to plant as many trees as we possibly can. As we all know our wealth is in the water, soil, forests, miner-

als, rivers, lakes, oceans, wildlife habitats. This is where most if not all the economic activity and jobs come from. So we need to take a stand and protect our environment by doing simple acts. Apart from planting trees, there are many other ways we can help save the environment. Reducing our use of energy and our consumption of manufactured goods that become waste, using alter-native sources of energy to reduce global warming, like

installing solar systems are some of the ways we can help. Choosing alternate transport for example, walking, riding a bicycle, lift clubs, and using public transport are also some of the things that can help us immensely in our goals of saving and protecting our environment. In eThekwini we have the Shisa Solar Programme which allow participants to pay less for (Solar Water Heaters (SWHs), through a “volume purchasing” system.

Let’s safeguard the envi-ronment and take issues of climate change beyond professional debates, to actual practice in the communities within which we live. And we need to remember that topics regarding the environment are not only for politicians and academics. They’re however an issue that con-cerns all of us as citizens so let us do all we can by making small contribu-tions towards greening the earth.

overtook me in a traffic circle next to Metro Police Headquarters. How do you overtake

another car in a single lane and overtake on a left hand-side, how did that person get his drivers license and how did that person pass his interview? We urge Municipal Man-

agement to teach Metro Police about good behavior in public. Being a police officer does

Once the application with all what is required to attain a vending permit has been received, it gets recorded and the reference number is given to the applicant. The processing of the

street trading permit nor-mally should be finalised within thirty (30) working days on non demarcated sites where the applicant identifies his/her preferred trading site. The process begins with

a site inspection which is conducted to verify the suitability of the chosen site. If the site is in com-pliance with all relevant requirements such as, Road Traffic requirements, Health regulations then

it gets approved and the applicant is notified either telephonically which is much quicker or via the post. The delays sometimes

happen and may be caused by the late responses from other relevant departments who need to comment on the application or the com-pliance by the applicant.On the demarcated sites,

the process normally takes a period of ninety (90) days due to the large number of applications we receive as the availability of the vacant sites are advertised. How-ever, once we receive the applications, the selection process takes place and those successful applicants will be notified telephon-ically and unsuccessful applicants will be notified by posted letters.Information is available

at all our regional offices throughout the eThekwini region.It should be noted that the

processing period might be slightly different on each of the regions based on the amount of work being undertaken by that office and applicants are encour-aged to make enquiries with those relevant regional offices.

Exco has unanimously agreed to enrol 25 Council-lors from the Municipality for the Executive Leader-ship Development pro-gramme that will be hosted by the South African Local Government Association (SALGA). The training part of the Councillor Capacity enhancement programme that is aimed at capacitating Councillors on matters per-taining to local governance. Deputy Mayor, Cllr Nom-

vuzo Shabalala, who has also attended the course before said the importance of the Councillors attend-

ing this training could not be underestimated as this course will help Councillors to understand their roles in government better and ultimately optimise their performance in service delivery. “This training is very important for our Councillors and it is a worthy investment if we want to accelerate service delivery. The fact that it is also offered by a reputable institution, the University of Pretoria, also gives credence to the fact that it is a good cause and will help us in the long run,” she said.

Exco has approved a budget for the repairs in the infrastructure that was damaged at the Bluff and Winkelspruit beaches due to the recent flooding. EThekwini experienced extreme weather condi-tions which resulted in widespread flooding and damage to infrastructure in March this year. The Seawall

of the Lifesavers facility and amenities at the Rock and Brighton Beach were destroyed. In Winkelspruit the flooding eroded the embankment and dunes causing the slipway to collapse. This slipway is used by Lifesavers to launch rescue vessels in cases of emergency and to transport equipment to the beaches.

ETHEKWINI Municipality has announced that it has allocated a site in UMlazi V section to assist the auto industry in the township. This follows a survey that revealed that there are many people in the town-

ships that are doing auto

mechanics in their back yards and they are not well trained in this field. To capacitate them with

skills, the Municipality’s Business Support, Mar-kets and Tourism Unit has partnered with a training institution, Filpro, to give them formal training in motor mechanics. One of

the trainings took place at UMlazi V Communi-ty Hall last week where mechanics were trained in various areas that included product training, business management and how to access finance. Speaking at the event, Simon Chiya, Area Manager of Business Support, Tourism and Mar-

kets Unit said they started empowering the mechan-ics since last year and as a result, 382 mechanics have received training thus far.At the training, Depart-

ment of Labour, South Afri-can Reserve Bank and other departments were at hand to offer mechanics with all the relevant knowledge they

might need to develop their businesses. Standard Bank was also present to help the mechanics in opening business accounts. “Many mechanics operate

their businesses from home and now we want to formalise their businesses by offering them a decent place to work from so that they will be respectable. We are also assisting them in registering their business-es,” “Architecture Depart-ment is busy designing the site and after they are done, they will allocate people accordingly. He said it will only accommodate mechanics from UMlazi, and surrounding areas like Lamontville and Isiphingo. They will continue search-ing for other sites that will accommodate more me-chanics, Chiya added.Sbani Hlongwane from

Ward 82, owner of Sba-ni’seNdlovu Trading said the training was fruitful. “I have gained a lot of information and tactics regarding cars and attract-ed many new customers. Issued by the eThekwini Municipality (“the Municipality”) in terms of Section 9 (3) of the Housing Act (Act No. 107 of 1997) - read with section 7 (5) of the Expropriation Act (Act No. 63 of 1975)TO: The owner(s) (within the meaning of that term as defined in Section 1 of the Act) of the properties described in the schedule hereto;AND TO: All other persons claiming any right to or interest in the properties described in the schedule hereto, whether by virtue of registration or otherwise and particularly any lessee, buyer or builder contemplated in terms of Section 9 (1) (d) of the Act.

In order to carry out the upgrade of the existing informal settlement for inclusion into the Cornubia Integrated Human Settlement, it will be necessary for the Municipality to acquire the properties reflected on the following schedule.

This the Municipality deems prudent to achieve by means of expropriation in the interest of efficient administration. Any inconvenience or anxiety that the expropriation procedure may cause is sincerely regretted and accordingly, every effort will be made to assist you with any problems or queries you may have.

However, before the Municipality proceeds any further you are:

c) Section 9 (5) of the Expropriation Act which provides that “Any person who wilfully furnishes false or misleading particulars in any written instrument which he by the virtue of the provisions of subsection (1) or 3 (a) [of Section 9] delivers or causes to be delivered to the Minister, shall be guilty of an offence and liable on conviction to be punished as if he had been convicted of fraud.”d) Section 9 (6) of the Expropriation Act which provides that “Any person who without sufficient reason refuses or fails to comply with the request by the Minister in terms of subsection (3) [of Section 9] shall be guilty of an offence and liable on conviction to a fine not exceeding R2,000 or to imprisonment for a period not exceeding six months or to both such fine and imprisonment.”e) The offer made by the Minister shall, in accordance with the provisions of Section 10 of the Expropriation Act, be regarded as having been accepted by you if an application for a determination of the amount of compensation by a Provincial or the Local Division of a High Court having jurisdiction in the area, is not submitted within 8 (eight) months (or such longer period as may be determined) from the date of the offer of compensation-unless it has been agreed, before the expiry period that the amount of compensation should be determined by the said court.f) Section 19 of the Expropriation Act, which provides that any registered mortgage bonds held over an expropriated property shall be discharged as a preferential claim.g) Section 8 (4) of the Expropriation Act, which reads as follows: “The owner of expropriated property shall from the date of expropriation to the date upon which the State takes possession of the property, take care and maintain the property, and if the owner willfully or negligently fails to do so and as a result thereof the property depreciates in value, the Minister may recover the amount in depreciation from the owner: Provided that the Minister shall compensate the owner for costs which, in the opinion of the Minister, were necessarily incurred after the date of expropriation in respect of such maintenance or care.”

The Durban Pension Fund requires the services of an auditor to audit the annual financial statements of the Fund.The Durban Pension Fund is a closed defined benefit pension fund. The Fund is administered by the eThekwini Munici-pality and has some 1 600 active members all of whom are all employed by the eThekwini Municipality. The Fund pays monthly pensions to some 10 500 pensioners and benefi-ciaries utilizing the UNIQUE payroll system. The assets of the Fund totaling some R10 billion are invested locally and offshore via six investment managers. Reason for change in scope

During the execution of the con-tract, over the 8 month period, dis-bursements totaling R512,773.37 have been incurred and claimed for by Xariba Enterprises, for which only partial financial authority ex-ists within the authorized amount of R1,690,523.10.The services have been completed by the consul-tants and an amount totaling R 1,458,097.62 has been paid to date. An amount to the value of R 471,619.75 is still outstanding and is due to the consultants.The disbursements were envisaged in this contract for which the award amount did not cater. Over and above the current contract authori-ty, an amount totaling R239,194.27 is required to pay for the balance of the services and this is the main reason for requesting additional contract authority.
