    The Association’s members are the 27 major academic research libraries across Canada

    plus Library and Archives Canada, the Canada Institute for Scientific and Technical

    Information (CISTI) and the Library of Parliament. CARL members are the backbone of

    Canada’s intellectual holdings in all disciplines, with an annual expenditure of over seven

    hundred million dollars ($737,730,000*), monograph holdings of over 85 million items

    and over 1.2 million journals.

    Canadian research libraries play a critical role in support of the research enterprise in Canada.CARL members strive to provide researchers, teachers and students with full and authoritative information as quickly and in as cost-effective a manner as possible. As an Association, CARL’s role is to lead, shape and facilitate scholarly communication for the benefit of the research community that we serve.

    Notable accomplishments for 2007 included:

    • Awell-attendedworkshoponusingLibQual+Canadasurveydatatoenhancelibraryservices • FurtherdevelopmentoftheAlouetteCanadainitiativetodigitizeandpreserveCanada’sdocumentaryheritage • ThereleaseoftheSPARCCanadianAuthorAddendum–alegalinstrumentthatenablesauthorsofjournalarticles to increase the visibility and impact of their research • Asuccessfulcampaign,inassociationwiththeAssociationofCanadianMapLibrariesandArchives(ACMLA),to keeptheCanadaMapOfficeopen • CARLmadeanappearanceatthepre-budgetconsultationsoftheHouseofCommonsStandingCommittee onFinance

    Message from the Executive Director

    CARLiscommittedtodeliveringdirect,timelyandeffectivesupporttoitsmembersthroughthreebroadstrategicdirections.Thesewerere-examinedandrefinedbyaTaskForceheadedbyMichaelRidley(UniversityofGuelph)andre-affirmedatthe2007AnnualGeneralMeeting.

    • Leadership-topromotetheroleoftheresearchlibraryandtoadvocatewidelytoshapeandinfluencefederal legislation,policiesandprograms • Scholarship–toundertakeactionstohelpdesign,implementandpromoteaninnovativeandeffectivescholarly communication system that both fosters research and its dissemination • Stewardship-totakeanationalleadershiproleinaddressingthecomplexchallengesinherentinthepreservation ofandlong-termaccesstoCanada’sdocumentaryheritageinbothphysicalanddigitalforms

    Progresswasmadeinallthreeareasin2007asthisreportwilldemonstrate.Thisisduetotheenthusiasmandactiveparticipation of many Directors in the activities of the Association. It is due also to the leadership of the Board and CARLPresidentLeslieWeir.Finally,greatcreditisduetotheCARLstaff,KatherineMcColgan(ProgramOfficer),DiegoArgáez(ResearchOfficer),andShaunHassanali(AdministrativeAssistant).Thankyoueveryoneforyourenthusiasmandyourdeterminationtomakethingshappen.

    ForCanadatoflourishintoday’sinternationallycompetitiveknowledgeeconomy,researchersmust have full and prompt access to information sources. In 2007, CARL continued to advocate foracopyrightregimethatisbalanced,fairandencouragingofinnovation. • CARLwrotetotheMinistersofIndustryandCanadianHeritagestronglyadvisingagainstanylimitingoffairdealingandwarningoftheveryrealdangersdigitalrightsmanagement(DRM)systemspresent.• TheCARLpublicationRights or Restrictions? An Examination of Several Key Issues and Debates Surrounding the Use and Potential Legislative Protection of DRM systemsreinforcedthemessagethatDRM’smayjeopardizetheabilityoflibrariestopreserveandprovideaccesstodigitalworksforfutureresearchers(ortoadaptmaterialtootherformatsfordisabledpatrons)andthatlibrariesmusthavetherighttocircumventtechnologicalprotectionmeasuresfornon-infringingpurposes,such as for preservation.

    • TheCARLCopyrightCommitteedrewupanambitious plan to develop policies and a process to dealwithcopyrightissuesofconcerntoresearchlibraries,especiallyinlightofthelandmarkSupremeCourtofCanadajudgmentonthe2004CCHCanadianLtd.v.LawSocietyofUpperCanada case.• TheCARLCopyrightCommitteecommissionedthe study E-Books in Research Libraries: Issues of Access and Use.Therapidgrowthandacceptanceofe-bookspointstotheneedtodeveloplicensingprinciples and practices that can be incorporated intoamodellicencethatcouldreflecttherequirementsandexpectationsoflibraries.Sincethelibrarymarketisamajorsegmentfore-bookpublishers, there is a real opportunity for the library community to set out its requirements and expectations.Thereportisexpectedtobereleasedinthespringof2008.

    Government Policies and Legislation

    Beyondcopyright,therewereanumberofissuesCARLworkedonsuchasupholdinglibrarypatrons’righttoprivacy,keepingtheCanadaMapOfficeopen,andadvocatingforanincreaseinfundingof the Indirect Costs of Research reimbursement program.

    • CARLcommissionedthestudyPrivacy and Disclosure: Research Libraries’ Commitment to Patron PrivacyasanexplorationofprivacyissueshighlightedbyeffectsoftheUSPatriotActandtheimplicationsofincreasingtransborderflowofinformation. Related issues include the request and retention of personal information requested by some databases, personal information recorded ininterlibraryloanrecords,andtheneedtopurgecirculation records and backup systems.• CARLcontinueditssupportfortheAssociationofCanadianMapLibrariansandArchivists(ACMLA)inthesuccessfulSave the MapscampaigntokeeptheCanadaMapOfficeopenandtoensurethecontinuedprintingoftopographicmaps.OnApril 1, Natural Resources Canada announced the releaseofCanadiantopographic

    maps,data,andsatelliteimageryfreeofchargeandusagerestrictions.CARLPresidentLeslieWeirrepresented the Association at a ceremony held atParliamenthostedbyACMLAandCARL,torecognizetheHon.GaryLunn,MinisterofNationalResources, for these decisions.

    • CARLsubmittedaPre-budgetsubmissiontotheHouseofCommonsStandingCommitteeonFinance.WilliamCurran(ConcordiaUniversity)representedCARLattheCommitteehearingsheldinMontrealDecember7,2007.TheCommitteerequestedsupplementaryinformationonfundingfor CANARIE, the Indirect Costs of Research reimbursementprogram(whichCARLwouldliketoseeraisedto40%)andtheremovaloftheGSTfrom scholarly electronic publications. CARL’s submissionalsonotedthate-learningtechnologyuseinhighereducationhasincreasedby30%overfiveyears:librariesarenowintegratingcurriculumdevelopment, electronic library resources and learningtechniquesintoonlinecourses:CARLrecommendedtaxcreditstoencourageCanadiansto pursue further education online.

    LibQual+™ Canada

    Morethan70librariansandlibraryadministratorsattendedaCARL/ARLLibQual+™CanadaWorkshopinOttawa.SamKalb(LibraryAssessment&ITProjectsCoordinator,Queen’sUniversityLibraries)ledtheworkshop.Speakersdiscussed the use of data, data evaluation indicators,andmethodsformarketingandimplementingactionplanstoactonLibQual+™CanadaSurveyresultswithinaninstitution.Created by the Association of Research Libraries (ARL),LibQual+™CanadaisarigorouslytestedWeb-basedsurveybundledwithtrainingthathelps libraries solicit, track, understand, and act upon users’ opinions of service quality in order to improve library services.

    A Canadian database will be built to house the LibQual+™Canadasurveydata.ALibQual+™Canada database will offer opportunities for furtherresearchandfordatamining.

    Professional Education and Research

    TheLibraryEducationWorkingGroupwasestablished in November 2006 under the leadership ofVickiWilliamson(UniversityofSaskatchewan).Itwill present its final report and recommendations at the2008CARLAnnualGeneralMeeting.In2007,theWorkingGroup:

    • IdentifiedaNationalResearchAgendaasapriority. A survey in April identified 112 issues ‘thatkeepCARLDirectorsawakeatnight.’Theresponsesweregroupedintotenresearchcategoriesand ranked by the members in a second survey (September)(See:www.carl-abrc.ca/about/working_groups/library_education_mandate-e.html)• CommissionedanddistributedResearch Competencies for CARL Librarians.Theaimsofthedocumentaretooutlinearesearchagendaandtoencourageandprepareacademiclibrarianstoundertake research.

    Asmajoremployers,CARLlibrarieswanttobesurethatMLISgraduatesreceiveappropriateeducationandtraining.TheWorkingGroupwillsupportpractical collaboration between CARL and the CanadianCouncilforInformationScience(CCIS).

    ScholarshipOpen Access

    CARL libraries are dedicated to improved disseminationofresearch.Asanoriginalsignatoryof the 2002 Budapest declaration, CARL believes that researchers should be able to read, download, copy, distribute, print, search, link to the full textofarticles,crawlthearticlesforindexing,pass them as data to software, or use them for anyotherlawfulpurposeswithoutexpectationofpayment(seeBudapest Open Access Initiativehttp://www.soros.org/openaccess/read.shtml).

    Followingextensiveconsultations,withCARLandothers,theCanadianInstitutesofHealthResearch(CIHR)announceditsPolicy on Access to Research Outputs.AsofJanuary2008,CIHR-funded researchers will make the peer-reviewed articlestheywrite“freelyaccessiblethroughthePublisher’swebsiteoranonlinerepositorywithinsixmonthsofpublication.”CARLwelcomed this policy and will offer to assist in its implementation.

    CARLcollaboratedwiththeScholarlyPublishingandAcademicResourcesCoalition(SPARC)toproducetheSPARCCanadianAuthorAddendum.TheAddendumhelpsauthorsnegotiatewithpublisherstoretaincertainrightssuchas,forexample,todepositacopyofajournalarticleinanonline Institutional Repository to make the work openly and permanently accessible.

    Othernotableevents:

    • CARLcontributedtothePresidents’MeetinginMarchonOpenAccess,hostedbytheCanadianFederationfortheHumanitiesandSocialSciences.PresidentsandVP’sofCanada’sthreegrantingcouncils(CIHR,NSERCandSSHRC)attended this event. Representatives from CARL, theAssociationofUniversitiesandCollegesofCanada(AUCC),theCanadianAssociationofUniversityTeachers(CAUT),theCanadian

    ResearchKnowledgeNetwork(CRKN),theCanadaInstituteforScientificandTechnicalInformation(CISTI),Synergies,andtheCanadianAssociationofLearnedJournals(CALJ)werealsopresent.ThevariousgroupsmettoadvancenationaldialogueonOpenAccessthroughanexchangeofideasandinformation on current initiatives in Canada. • TheUniversityofOttawaLibraryincooperationwith CARL hosted Open Access: the New World of Research Communication.KathleenShearer,CARLResearch Associate, moderated the forum. Invited speakers discussed practical ways faculty and researcherscanwidenexposureandmaximizeimpact for their research.

    StewardshipData Management

    Muchoftoday’sresearchinvolvescreating,analyzing,andstoringlargeandcomplexdatasets.ACARLSurveyshowedthatmanymemberlibrarieswishedtoaddressthismatter.Properlycurated research data hold enormous potential for scholarswhocanre-analyzeorre-purposethedatatoinnovateandcreatenewknowledge.However,the research community in Canada needs national standards and policies that address infrastructural, cultural,legal,andtrainingchallengestoensureproperstewardshipandrealizethefullpotentialofresearch data.

    • TheCARLDataManagementWorkingGroupwasfoundedtoassistmembersincollecting,organizing,preservingandprovidingpermanentaccesstoresearchdatageneratedattheirowninstitutions. • UndertheleadershipofCarolynnePresser(UniversityofManitoba),theGrouphascommissioned a review of Canadian and internationaldatamanagementinitiatives(finalreportexpectedSpring2009).Itwillalsoexamineacooperativeapproachtomanagingresearchdataas well as partnerships with other stakeholders.

    Institutional Repositories

    InstitutionalRepositories(IR)representanimportantstrategyforattainingbothopenaccessandlong-termpreservationofdigitalmaterials.TheWorkingGroupischairedbyJean-PierreCôté(UniversitédeMontréal).The2007prioritieswere:

    • toarticulatetheimportanceofInstitutionalRepositoriesandthevalueoftheCARLIRProgram• toimprovecontentrecruitment• todemonstratethevalueofaddedservices

    Asoftheendof2007,24ofthe27academiclibrarymembersofCARLhaveorareplanningforan Institutional Repository.

    Digitization and Digital Preservation

    It is quite clear that Canada needs a national vision andacoordinatedactionplantodigitizeandpreserveCanada’sdocumentaryheritage;withoutawell-articulatedpreservationstrategyalldigitalinformationisatrisk.CARL,recognizingthisneed,developedavisionaryplantodigitizeandmakeaccessibleCanada’sheritagematerialsandcontributedtonationaldiscussionsontheirlong-term preservation.

    AlouetteCanada

    Buildingonthemomentumgainedin2006,the national AlouetteCanada initiative made significantgainsincoordinatingandpromotingthedigitizationofCanada’sdocumentaryheritage.FundedalmostentirelybyCARLmembersitsgoalis“tocreate,disseminate,preserveandsustaintheknowledgebaseofCanadianmemoryorganizationsindigitalform,forthepurposeofbenefitingallCanadians.”

    In 2007 AlouetteCanada:

    • developedabilingualsearchanddiscoverportal• loadedmetadatafromthecharterprojectsandmajoraggregatorsintotheportal:380libraries,museums and archives contributed metadata for 200,000 records for a wide variety of formats and typesofdigitalobjects• receivedagrantfromtheCanadianCultureOnlineProgramtodevelopan“outofthebox”metadatatoolkit.Thetotalvalueoftheprojectis$534,000,withadeliverydateofMarch2008.TheToolkitResearchTeamisbasedatSimonFraserUniversity,leadbyMarkJordanasProjectManager.

    • supportedthedevelopmentofaregionalnetworkofsupportservices/aggregatorstoworkwithAlouetteCanadatoextenditssupporttograssroots contributors• createdprovincial“Views”foreachprovincetoprovidemoregeographicallyrefinedsearchesforusersandtoprovideprovincialgroupswith‘branded’servicesforpromotionandfund-raising

    As stated on the AlouetteCanada website,“Imagineacountry:

    • whereeverycitizenhastheopportunitytoaccessitsonlinecumulativeculturalheritage• whichisabletoharnessthewillandenergyofeverylibrary,archive,gallery,museum,historical society or institute of record to create a comprehensivecollectionofdigitalresourcesforthebenefitofitscitizens• committedtoeliminatingbarriersofaccess,notonlyphysicalbutgeographical• whereurbanandruralareasareasone,andwheretheofficialmotto“AMariusqueadMare”(fromseatosea)representsastatementofpurpose and not simply of space• capableofexploitingprovenandemergingtechnologiestobringitspastforwardtothepresent, to make the far away nearer, and to make the inaccessible accessible

    AttheCARLFallGeneralMeeting,themembershipagreedtolookintothefeasibilityofmergingAlouetteCanadawiththeCanadianInstituteforHistoricalMicroreproductions(CIHM).Theideaistocreateanew,powerfulandcohesiveorganizationthatcancombineAlouetteCanada’sbroadvisionandlong-rangepublicservicegoalwiththeexpertisethatCIHMstaffhaveinresearching,locating,cataloguinganddigitizingCanada’spublishedheritageforpreservation.

    The Canadian Digital Information Strategy (CDIS)

    Library and Archives Canada released the Draft Canadian Digital Information Strategy as a consultationdocument(October2007).CARLcontributedtonationaldiscussionsonlong-termdigitalpreservation.Anumberoffactorscancontributetothefragilityofdigitalcontent:technologydependence,rapidtechnologyandformatobsolescence,materialdegradation,andinadequateprocessesandstandards(SeeCanadianDigitalInformationStrategyhttp://www.collectionscanada.gc.ca/cdis/index-e.html).

    CARLsupportedthesuggestedcollaborativeapproachtodigitizationandrecommended,amongstotherthings:

    • Useofopensourcesoftware• Thedevelopmentoftoolsandservicestopermitusers to “create, preserve, access and use their own digitalcontent”• Sustainabilityplanstoensurecontinuingaccessandlong-termcurationonanationalscale• Fundingtosupportopenaccessjournalsandinstitutional repositories• Implementationoftherecommendationsofthereport on the National Consultation on Access to ScientificandResearchData(NCASRD)• Advocacyforchangestocopyrightlegislation,e.g.,thetreatmentoforphanworks,crowncopyright,andtherighttocircumventtechnologicalmeasures(TMs)fornon-infringingpurposes

    Government Publications

    AndrewHubbertz(LibrarianEmeritus,UniversityofSaskatchewan)updatedtheCARL-commissioned report Collection and Preservation of Web-Based Provincial/Territorial Government Publications for presentation at the May2007annualconferenceoftheAssociationofParliamentaryLibrariansinCanada(APLIC).

    Recent developments noted include two successful ‘web crawls’ carried out by Library and Archives Canada(LAC)andlegaldeposit,forelectronicpublications effective January 2007.

    UK Study Tour

    ACARLStudyTourtotheUnitedKingdomtookplaceNovember26–December4,2007.AswithpreviousStudyToursthegoalswere:

    • toexchangeprofessionalexperiencewithcolleaguesthroughaseriesofvisitstoinstitutionsundertakingleading-edgelibrary–relatedinitiatives• tolookatexamplesoflibraryarchitectureandspace-planning• tovisitspecialcollections

    ThenineteenCARLDirectorswhoparticipatedwerewarmlywelcomedbytheUKhosts.VisitsweremadetoJISC(JointInformationSystemsCommittee),theBritishLibrary,theBodleian,Warwick,CoventryandManchesterLibraries(includingthenewly-renovatedJohnRylandsLibraryinManchester);andtoCambridgeUniversityLibrary,andthePepysLibrary(MagdaleneCollege,Cambridge).ThetourconcludedwithaninformationexchangewithBritishcolleagues,andattendanceattheSCONUL(SocietyofCollege,NationalandUniversityLibraries)Winterconference.

    Thehostsandvisitorsraisedseveralideasforpossible collaboration on issues where Canadian andUKinterestsconverge:

    • TheNationalE-booksObservatoryProjecthascommissioned a study on the e-book market in theUK,andCARLpromisedtosharetheresultsof its study of access and intellectual property issueswheretheyrelatetoe-books(seeaboveCopyright).• The(UK)NationalDataCentreshavecreatedanumber of discovery tools, for access to resources suchasgeospatialandsatellitedata,thatmayserve as a data stewardship model for Canada to emulate.• MembersoftheCARLLibraryEducationWorkingGroupandtheUKLibraryandInformationResearchGroup(LIRG)mettodiscuss,amongotherthings,collaborationtodevelopresearchtrainingcoursesandaportaltocollectanddisseminateresearchfindings.

    CARL anticipates a return visit from members of SCONULintheFallof2008.

    SpendingonelectronicserialsbyCARL-memberlibrariesrosetoover$104million,signifyinga10%increaseover2004–2005.Forthethirdconsecutiveyear,electronicserialsexpendituresexceededprintserialsexpenditures.CARL-memberlibrariescollectivelyspentover$66milliononprintserialssubscriptions.
