SUMMARY

Commission Decision adopting the 2009 annual work programme on grants and contracts concerning Youth in Action

Under Article 110 of the Financial Regulation, grants are subject to an annual programme. Under Article 75, the commitment of the expenditure shall be preceded by a financing decision adopted by the Commission.

The Commission decision, based on the commitment appropriations requested in the Preliminary Draft budget and the funds expected from other sources, covers all the actions of the Youth in Action programme in 2009. The document attached to the Decision provides:

• The reference to the basic act and the budgetary line;

• The priorities and objectives for 2009;

• The distribution of available appropriations among the various actions and sub-actions funded by budget line 15.05.55, taking into account the amounts requested in the Preliminary Draft Budget (EUR 27), the EFTA/EEA contribution, the participation of Turkey and an estimated amount of internal assigned revenue (C5 and C4);

• For grants: the main selection and award criteria to be used in calls for proposals, an indicative number of beneficiaries, the maximum rate of co-financing or reference to lump sums (if applicable) and an indicative timetable to launch the calls; the document also precise if the grant will be awarded through an individual agreement or a decision;

• For procurement: the indicative budget, the indicative number and the subject, in generic terms, of each category of contracts, as well as an indicative timetable to launch the calls for tenders;

• The mode of implementation of each action, making it possible to identify the actions implemented by the National Agencies and those implemented by the Executive Agency for Education, Audiovisual and Culture;

• The distribution of decentralised funds between participating countries, as well as the amount to be allocated to each country to cofinance the administrative expenditure of its national agency;

• The grants to be awarded to beneficiaries having a de jure or de facto monopoly; the decision also serves as an individual decision on the award of these particular grants.

Thus the decision complies with the requirements of article 90 of the detailed rules for the implementation of the Financial Regulation. It serves as a financing decision within the meaning of Article 75 of the Financial Regulation and therefore allows the Authorizing Officer to publish the calls presented in the technical annex and to take the individual decisions on the award of grants and contracts, provided they are in line with the work programme.

Décision de la Commission adoptant le programme de travail annuel 2009 en matière de subventions et de marchés concernant le programme « Jeunesse en action »

En vertu de l’article 110 du règlement financier, les subventions font l'objet d'un programme annuel. En vertu de l’article 75, l'engagement de la dépense est précédé d'une décision de financement adoptée par la Commission.

La décision de la Commission jointe, qui est fondée sur les crédits d’engagement demandés dans l’avant-projet de budget et sur les financements escomptés d’autres sources, couvre toutes les actions du programme « Jeunesse en action » en 2009. Le document en annexe de la décision indique:

• la référence à l’acte de base et à la ligne budgétaire;

• les priorités et les objectifs pour 2009;

• la répartition des crédits disponibles entre les différentes actions et sous-actions financées par la ligne budgétaire 15.05.55, compte tenu des montants demandés dans l’avant-projet de budget (EUR 27), de la contribution de l’AELE/EEE, de la participation de la Turquie ainsi que du montant prévisionnel des recettes internes affectées (crédits C5 et C4);

• pour les subventions: les principaux critères de sélection et d’attribution qui doivent être utilisés dans les appels de propositions, un nombre indicatif de bénéficiaires, le taux maximal de cofinancement ou une référence à des montants forfaitaires (le cas échéant), ainsi qu’un calendrier indicatif de lancement des appels; le document précise également si la subvention sera attribuée en vertu d’une convention individuelle ou d’une décision;

• pour les marchés: le budget indicatif, le nombre indicatif et l’objet, en termes génériques, de chaque catégorie de marchés, ainsi qu’un calendrier indicatif de lancement des appels d’offres;

• le mode d’exécution de chaque action, ce qui permet de distinguer les actions exécutées par les agences nationales de celles relevant de l’Agence exécutive « Éducation, audiovisuel et culture »;

• la répartition des fonds décentralisés entre les pays participants, ainsi que le montant alloué à chaque pays pour cofinancer les dépenses administratives de son agence nationale;

• les subventions à octroyer à des bénéficiaires se trouvant dans des situations de monopole de droit ou de fait; la décision vaut aussi décision spécifique d'attribution de ces subventions.

La décision répond donc aux prescriptions de l’article 90 des modalités d’exécution du règlement financier. Elle vaut décision de financement au sens de l’article 75 du règlement financier et autorise de ce fait l’ordonnateur à publier les appels présentés dans l’annexe technique et à prendre les différentes décisions d’attribution des subventions et des marchés, sous réserve de la conformité de ceux-ci au programme de travail.

ZUSAMMENFASSUNG

Beschluss der Kommission zur Annahme des Jahresarbeitsprogramms 2009 für Finanzhilfen und öffentliche Aufträge im Rahmen des Programms „Jugend in Aktion“

Gemäß Artikel 110 der Haushaltsordnung sind Finanzhilfen in ein Jahresarbeitsprogramm aufzunehmen. Artikel 75 der Haushaltsordnung sieht ferner vor, dass den Ausgaben ein Finanzierungsbeschluss der Kommission vorausgehen muss.

Der Beschluss der Kommission, der sich auf die im Vorentwurf des Haushaltsplans beantragten Verpflichtungsermächtigungen und die aus anderen Quellen zu erwartenden Mittel stützt, deckt sämtliche Maßnahmen des Programms „Jugend in Aktion“ im Jahr 2009 ab. Dem Anhang zum Beschluss ist Folgendes zu entnehmen:

• Basisrechtsakt und Haushaltslinie;

• Prioritäten und Ziele für 2009;

• Aufschlüsselung der verfügbaren Mittel auf die einzelnen aus der Haushaltslinie 15 05 55 finanzierten Maßnahmen und Teilmaßnahmen unter Berücksichtigung der im Vorentwurf des Gesamthaushaltsplans (EU-27) veranschlagten Mittel, des EFTA/EWR-Beitrags, des Beitrags der Türkei und der geschätzten zweckgebundenen internen Einnahmen (C5 und C4);

• für Finanzhilfen: wichtigste im Rahmen der Aufforderungen zur Einreichung von Vorschlägen anzuwendende Auswahl- und Vergabekriterien, Richtwerte für die Anzahl von Begünstigten, maximale Kofinanzierungsrate oder (gegebenenfalls) Pauschalzuschüsse sowie voraussichtlicher Zeitplan für die Veröffentlichung der Aufforderungen zur Einreichung von Vorschlägen; ferner ist angegeben, ob die Finanzhilfe im Rahmen einer Einzelvereinbarung bzw. einer Einzelentscheidung vergeben wird;

• für öffentliche Aufträge: vorläufige Mittelausstattung, voraussichtliche Anzahl und allgemeiner Gegenstand der einzelnen Auftragskategorien sowie voraussichtlicher Zeitplan für die Veröffentlichung der Ausschreibungen;

• für die einzelnen Maßnahmen vorgesehene Durchführungsmodalitäten, so dass genau festzustellen ist, welche Maßnahmen von den nationalen Agenturen und welche von der Exekutivagentur „Bildung, Audiovisuelles und Kultur“ umgesetzt werden;

• Aufteilung der dezentral verwalteten Mittel auf die Teilnehmerländer sowie Beträge, die die einzelnen Länder zur Kofinanzierung der Verwaltungsausgaben ihrer Agenturen erhalten;

• Finanzhilfen zugunsten von Empfängern, die de jure oder de facto eine Monopolstellung innehaben; hier gilt der Beschluss jeweils als Einzelentscheidung zur Gewährung dieser Finanzhilfen.

Der Beschluss erfüllt somit die Bedingungen des Artikels 90 der Durchführungs-bestimmungen zur Haushaltsordnung. Er dient als Finanzierungsbeschluss im Sinne von Artikel 75 der Haushaltsordnung und ermöglicht es dem Anweisungsbefugten, die im Anhang angeführten Aufforderungen zu veröffentlichen und die Einzelentscheidungen über die

Vergabe von Finanzhilfen und Aufträgen zu treffen. Voraussetzung dabei ist, dass diese Finanzhilfen und Aufträge den Vorgaben des Arbeitsprogramms entsprechen.

Le présent programme est soumis à la condition de la disponibilité effective des crédits budgétaires pour les lignes budgétaires concernées pour l'année 2009 et ne pourra donc valoir "décision de financement" au sens de l'article 90 du Règlement (CE, Euratom) n° 2342/2002 de la Commission du 23 décembre 2002 établissant les modalités d'exécution du règlement (CE, Euratom) n° 1605/2002 du Conseil portant règlement financier applicable au budget général des Communautés européennes2 que lorsque sera connue la dotation définitive du budget 2009 et dans la mesure où les crédits correspondants seront effectivement disponibles.

Description des interventions financées à partir des crédits opérationnels de la ligne The general objectives stated in the legal basis of the Youth in Action Programme are the following: • Promote young people’s active citizenship in general and their European citizenship in

particular; • Develop solidarity and promote tolerance among young people, in particular in order to

foster social cohesion in the European Union; • Foster mutual understanding between young people in different countries; • Contribute to developing the quality of support systems for youth activities and the

capabilities of civil society organisations in the youth field; • Promote European cooperation in the youth field. These general objectives shall be implemented at project level taking into consideration the following priorities: • European citizenship - Making young people aware of the fact that they are European

citizens is a priority of the Youth in Action Programme. The objective is to encourage young people to reflect upon European topics including European citizenship and to involve them in the discussion on the construction and the future of the European Union. On this basis, projects should have a strong European dimension and stimulate the reflection on the emerging European society and its values.

• Participation of young people - A main priority of the Youth in Action Programme is the participation of young people in democratic life. The overall objective for participation is to encourage young people to be active citizens. This objective has the three following dimensions: i) to encourage the effective participation of young people in democracy, ii) to encourage their participation in social life; iii) to offer young people an opportunity to learn to participate. Projects funded under the Youth in Action Programme should reflect the participation objective by using participation as a pedagogical principle for the project implementation.

• Cultural Diversity - Cultural diversity and the fight against racism and xenophobia are permanent priorities of the Youth in Action Programme. By facilitating joint activities of young people from different cultural, ethnic and religious backgrounds, the programme aims

to develop the intercultural learning of young people. As far as the development and implementation of projects is concerned, this means that young people participating in a project should become aware of its intercultural dimension. Intercultural working methods should be used to enable project participants to participate on an equal basis regardless of their educational level and language skills.

• Inclusion of young people with fewer opportunities - An important priority for the European Commission is to give young people with fewer opportunities access to the Youth in Action Programme. In close cooperation with the National Agencies and the SALTO Resource Centres Programme, the European Commission has established a strategy for the inclusion of young people with fewer opportunities in the Youth in Action Programme targeting in particular young people from a less-privileged cultural, geographical or socio-economic background, or with disabilities. Youth groups and organisations should take appropriate measures to avoid exclusion of specific target groups. The Youth in Action Programme is a programme for all and efforts should be made to include young people with special needs.

Furthermore, the following additional priorities will apply in 2009: • 2009 will be the European Year of Creativity and Innovation. In this framework, priority will

be given to activities and projects aimed at stimulating young people's creativity and innovative spirit (in particular, but not exclusively, through actions 1.2 – youth initiatives – and 4.4 – projects encouraging innovation and quality in the youth field);

• in relation to the revision of the European framework of cooperation in the field of youth policy, emphasis will be given to the involvement of young people in this process by supporting their active participation and a more structured dialogue with decision-makers at all levels (in particular, but not exclusively, through actions 1.3 – Youth Democracy Projects – and 5.1 – Meetings of young people and those responsible for youth policy);

• in particular during the first half of the year and in view of the European Parliament elections in June 2009, a focus on awareness-raising and mobilisation activities in relation to young people's active participation in elections will also be maintained (in particular, but not exclusively, through actions 1 – Youth for Europe – and 5.1);

• in addition to the permanent priority that aims at helping young people develop a stronger sense of belonging to Europe whilst growing as active, responsible citizens in an ever complex world, a new emphasis will be introduced in 2009 on global issues such as sustainable development and climate change, which call for better awareness-raising and more active action amongst young people as well (in particular, but not exclusively, through Action 3 – Youth in the World);

• in addition to continuing facilitating the access to the Programme to all young people, in particular to those with fewer opportunities, as a transversal priority, 2009 will mark a special emphasis on disabled young people. Youth projects promoting the active involvement of this category will therefore be given priority throughout the year. This priority will concern, on the one hand, projects exclusively conceived for disabled young people and, on the other hand, projects encouraging exchange and mutual understanding between young people with and without disabilities;

• acknowledging the positive impact of physical activities, including sport, on young people's health, priority will continue to be given to projects aiming at promoting healthy lifestyles through physical activities including sport as well as to activities highlighting the role of sport as a tool to promote active citizenship and social inclusion of young people;

• moreover, in keeping with past priorities, both the focus on intercultural dialogue and the emphasis on supporting projects dealing with the issue of violence against women will be maintained to ensure continuity with the past and better anchor these aspects to the whole Programme throughout all its Actions.

Chaque projet doit faire l’objet dès sa conception d’une valorisation de son contenu, de ses résultats et de sa valeur ajoutée par rapport au type d’activité, au public cible et au nombre de personnes susceptibles de bénéficier des résultats de manière directe ou indirecte, afin de promouvoir une meilleure exploitation des actions financées.

1. Répartition des crédits disponibles entre différentes actions Les crédits disponibles seront répartis entre les actions soutenues à partir de la ligne budgétaire conformément au tableau de programmation.

2. Répartition des fonds décentralisés entre pays participants Les crédits alloués aux actions gérées de manière décentralisée (cofinancement des frais de fonctionnement des agences nationales et autres structures relevant de l'article 54.2.c du Règlement financier, toutes reprises sous la sous-action 4.7 du programme, d'une part; allocation des fonds "actions décentralisées", d'autre part) seront répartis entre pays conformément aux tableaux ci joints. Le programme de travail présente ainsi, d'une part la participation forfaitaire du budget de fonctionnement de l'agence nationale de chaque pays, et d'autre part les critères de répartition entre pays participants des fonds gérés de manière décentralisée.

3. Modes d'intervention – Ligne budgétaire 15.05.55

3.1 Appels à propositions Les appels à propositions suivants, d'application pour les sélections de projets à financer en 2009, seront lancés. Les subventions du présent paragraphe 3.1 versées par la DG EAC aux agences nationales ou aux centres de ressources, ainsi que celles versées par les agences nationales aux bénéficiaires finals feront l'objet de conventions. Celles versées par l'agence exécutive EACEA feront l'objet de décisions de subventions pour les bénéficiaires établis dans les pays où cela est possible, et de conventions de subventions pour les autres bénéficiaires. 3.1.1 Appel à propositions général

Cf actions aux index 1.1, 1.2, 1.3, 2 (a et b), 3.1, 4.3, 5.1 (a et b) du tableau de programmation de la ligne budgétaire 15.05.55.

Purpose of the general call for proposals

Each year, after adoption of the financing decision (based on article 75.2 of the Financial Regulations), a general call for proposals shall be published in accordance with Article 110 of the Financial Regulations and Article 167 of the Implementing rules. These call for proposals shall make reference to the programme guide for the practical information and other non-essential information.

The Programme guide aims to assist all those interested in developing projects or receiving financial support for their permanent activities within the Youth in Action Programme. It helps them understand both the objectives and the measures of the Programme and therefore the types of activities that can (or cannot) be supported under the Programme.

It also seeks to give detailed information on what is needed to apply and what level of grant can be offered. The guide offers an explanation of the selection procedure and of general rules relevant to those applications for Community grants that are selected at the end of this procedure.

Bénéficiaires potentiels En fonction des diverses actions qui le composent, un bénéficiaire potentiel du programme Jeunesse en Action est:

• Action 1.1 (Echanges de jeunes): un partenariat transnational, composé de un ou plusieurs partenaires d'envoi de jeunes et d'un partenaire, d'un autre pays, pour l'accueil des jeunes, constitué en vue de réaliser un programme d'activité en commun. Un partenaire (d'envoi ou d'accueil de jeunes) entrant dans la composition du partenariat peut être soit une organisation sans but lucratif établie juridiquement, soit un organisme public régional ou local, soit un groupe de jeunes sans statut juridique pour autant que leurs représentants aient la capacité de prendre des engagements juridiques pour leur compte et assument les responsabilités financières. Les jeunes participants ont en principe entre 13 ans et 25 ans. Action ouverte aux pays participants (au sens de l'article 5.1 de la décision n°1719/2006/CE du Parlement européen et du Conseil du 15.11.2006 établissant le programme Jeunesse en Action pour la période 2007-2013- ci-après la "Décision").

• Action 1.2 (Initiatives des jeunes): une ou plusieurs (initiative de jeunes transnationale) organisation(s) sans but lucratif établie(s) juridiquement ou groupe(s) de jeunes, chacun regroupant au moins quatre jeunes, en vue de développer un projet local, régional ou national ou la mise en réseau de projets similaires. Les jeunes participants ont entre 18 ans (éventuellement 16 ans, si une supervision adéquate est assurée) et 30 ans. Action ouverte aux pays participants (au sens de l'article 5.1 de la Décision).

• Action 1.3 (Projets de démocratie participative): un partenariat transnational composé d'organisations sans but lucratif établis juridiquement et/ou d'organismes publics locaux ou régionaux et/ou de groupes de jeunes, tel qu'il y ait au moins deux partenaires établis dans chaque pays représenté dans le partenariat et au moins deux pays représentés. Les jeunes participants ont entre 13 ans et 30 ans. Action ouverte aux pays participants (au sens de l'article 5.1 de la Décision).

• Action 2 (Service volontaire européen): une organisation sans but lucratif, un organisme public local ou régional, l'entité (à but lucratif ou non lucratif) organisatrice d'un événement dans le domaine de la jeunesse, du sport ou de la culture ou une organisation gouvernementale internationale, souhaitant coordonner un projet de service volontaire impliquant des organisations d'accueil et d'envoi de jeunes volontaires; cette action soutient aussi les formations des volontaires ainsi que les "EVS Advice and Support Organisations" qui sont en charge, en coopération avec les agences nationales, de faciliter l'accès des jeunes et des organisations au SVE, notamment en les aidant à trouver des partenaires (match-making). Les jeunes participants ont entre 18 ans (éventuellement 16 ans dans le cas de jeunes défavorisés, si une préparation, un accompagnement et un suivi adéquats sont assurés) et 30 ans. Action ouverte aux pays participants et aux "pays partenaires" (au sens des article 5.1 et 5.2 de la Décision).

• Action 3 (Jeunesse dans le monde): mêmes bénéficiaires que ceux des actions 1 et 4.3 (cf. point 3 de l'annexe de la Décision), à l'exception des groupes de jeunes, mais dans le cadre de partenariats dont un ou plusieurs des partenaires sont ressortissants d'un "pays partenaire" (au sens de l'article 5.2 et point 3 de l’annexe de la Décision).

• Action 4.3 (Formation et mise en réseau des personnes actives dans le secteur de la jeunesse et les organisations de jeunesse): un partenariat transnational composé d'organisations sans but lucratif ou d'organismes publics locaux ou régionaux ou de groupes de jeunes, tel qu'il y ait au moins, selon les cas, deux partenaires (job shadowing and feasibility visits), quatre partenaires (evaluation meetings, study visits, partnership-building activities, seminars and training courses) ou six partenaires (networking). Action ouverte aux pays participants (au sens de l'article 5.1 de la Décision).

• Action 5.1 (Rencontres de jeunes et de responsables de politiques de la jeunesse): une ou plusieurs (séminaire transnational) organisation(s) sans but lucratif établie(s) juridiquement ou organisme(s) public(s) régional(aux) ou local(aux). Les jeunes participants ont entre 15 ans et 30 ans. Action ouverte aux pays participants (an sens de l'article 5.1 de la Décision).

Critères de sélection Seront examinées les demandes de subvention introduites par des demandeurs:

• disposant de la capacité financière à mener à terme l'action proposée, notamment eu égard des dispositions de l'article 114 du règlement financier et des articles 173 et 174 des modalités d'exécution;

• disposant de la capacité opérationnelle à mener à son terme l'action proposée. L'examen des demandes sous l'angle des critères de sélection tiendra compte des dispositions particulières de l'acte de base qui visent à assurer le respect du principe de proportionnalité en la matière. L'article 14.2 de la Décision dispose: "La Commission peut décider, en fonction des caractéristiques des bénéficiaires et de la nature des actions, d'exempter ceux-ci de la vérification des compétences et des qualifications professionnelles requises pour mener à bien l'action ou le programme de travail. La Commission respecte le principe de proportionnalité lors de la fixation des obligations en rapport avec la taille de l'appui financier, compte étant tenu des particularités des bénéficiaires, de leur âge, de la nature de l'action et de l'importance de l'appui financier." Dans ce contexte il est à noter que certaines actions du programme sont explicitement ouvertes à la participation de groupes informels de jeunes (mentionnées ci-dessus sous "Bénéficiaires potentiels"): les demandes de subventions relatives à ces actions peuvent être éligibles si elles sont introduites par des entités dépourvues de la personnalité juridique au regard du droit national, pour autant que leurs représentants aient la capacité de prendre des engagements juridiques pour leur compte et assument les responsabilités financières. Critères d’attribution L’octroi d’une éventuelle subvention sera décidé en considération des critères suivants: • pertinence du projet au regard des objectifs et des priorités du programme; • qualité du concept thématique à développer (dans le cas de l'action 1.3); • pertinence du projet au regard des objectifs de la politique communautaire dans le domaine

de la jeunesse (dans le cas de l'action 5.1); • qualité du projet et des méthodes de travail qu'il comporte; • profil (notamment, participation de jeunes ayant moins d'opportunités) et nombre des

participants et des promoteurs impliqués. Montant indicatif, taux maximal de financement, calendrier Le montant alloué aux diverses actions visées par le Guide du programme et le taux maximal de financement communautaire sont précisés dans le tableau de programmation en annexe. Pour les subventions gérées par l'Agence exécutive la mise en œuvre de certaines actions pourra se faire par le biais d'une décision. 3.1.2 Appel à propositions pour le soutien aux organismes actifs au niveau européen dans le domaine de la jeunesse

Objet de l'appel à propositions This measure supports the operation of NGOs active at European level in the field of youth that pursue a goal of general European interest. Their activities must contribute to young people's participation in public life and society and the development and implementation of European cooperation activities in the field of youth in the broad sense. Bénéficiaires potentiels Organisations non gouvernementales actives dans le domaine de la jeunesse. Réseaux européens représentatifs d'organismes non gouvernementaux à but non lucratif actifs en faveur des jeunes.

Un bénéficiaire potentiel doit répondre aux critères suivants: • it must have been legally established for at least one year; • it must be non-profit-making; • it must be established in one of the participating countries (au sens de l'article 5.1 de la

Décision) or in one of certain Eastern European countries (i.e. Belarus, Moldova, Russian Federation, Ukraine);

• it must operate at European level, alone or in coordination with other associations, and its structure and activities must cover at least eight participating countries; it may be a European network representing bodies active in the field of youth;

• its activities must be in accordance with the principles underlying the Community activity in the field of youth;

• it may be a body whose activities are solely for the benefit of young people or a body with wider aims, some of the activities of which are for the benefit of young people;

• it must involve the young people in managing the activities conducted for their benefit; • it must have at least one permanent member (paid or unpaid) among its staff. Exception is

made for organisations which have never received the grant and which plan to hire one permanent member of staff if the grant is obtained.

• disposant de la capacité opérationnelle à mener à son terme le programme de travail proposé. Des conventions-cadres pluriannuelles de partenariat ont été conclues avec certains organismes retenus à l'occasion de l'appel à propositions pour 2008; ces organismes (liste ci-jointe) peuvent se voir proposer sans appel à propositions une subvention au titre de 2009 (sur présentation et après analyse d'un programme de travail 2009 et aux conditions financières qui s'appliquent à tous les bénéficiaires de cette action en 2009); l'appel à propositions 2009 porte sur l'octroi de subventions annuelles à d'autres organismes. La subvention maximale pour 2009 est fixée à 45 000 EUR. Il est proposé d'octroyer les subventions sur base de barèmes, les bénéficiaires recevant un montant fixe (établi par pays) par employé qu'ils ont à leur charge, dans les limites d'un montant maximum (cf. montant à fixer par décision séparée de la Commission). Bien que ce système soit favorable à une large majorité de bénéficiaires, la liberté sera offerte d'opter pour ce système de barèmes ou de conserver l'approche traditionnelle. 3.1.3 Cooperation with other countries of the world

Cf action à l'index 3.2 du tableau de programmation de la ligne budgétaire 15.05.55. Objet de l'appel à propositions The aim of the call for proposals is to support projects which promote cooperation between Programme Countries and all other countries of the world not neighbouring the European Union. They are: • to exchange experience and good practices in the field of youth and non-formal education; • to contribute to the development of youth policies, youth work and of the voluntary sector, as

well as to capacity-building and leadership development for youth organisations/structures in the countries targeted by the call;

• to strengthen partnerships and networks among youth organisations. Bénéficiaires potentiels Youth organisations and structures, youth workers, youth leaders, young people and other youth actors wishing to realise projects together with partners from other countries of the world not neighbouring the European Union. Project applications may be submitted by non-profit-making, non-governmental organisations or by public bodies legally established – at the time of submission of the proposal – in one of the Programme Countries (au sens de l'article 5.1 de la Décision). Organisations from all countries which have signed with the European Community an agreement relevant to the youth field (hereinafter "Partner Countries" - au sens de l'article 5.2 de la Décision) are invited to participate to this call for proposals. Such agreements can be either bilateral (e.g. sectorial dialogue, Association Agreement…) or multilateral (e.g. EU- Mercosur interregional framework cooperation agreement, Cotonou agreement, EC-ASEAN Cooperation Agreement, Political Dialogue and Cooperation Agreement…). Projects have to involve partners from at least four countries (including the country of the applicant). These have to include at least two Programme Countries, of which one is a Member State of the EU, and at least two Partner Countries. Youth Exchanges and Training and Networking projects are eligible under this call for proposals. Participants of Youth Exchanges have to be aged between 13 and 25 years. Critères de sélection

Objet de l'appel à propositions This call for proposals supports projects targetting the introduction, implementation and promotion of innovative and qualitative elements in non-formal education and youth work. These innovative aspects may relate: • to the content and objectives, in line with the development of the European co-operation

framework in the youth field and the priorities of the Youth in Action programme and/or • to the methodology applied, bringing new ideas and approaches to the field of non-formal

education and youth. Bénéficiaires potentiels Non-governmental youth organisations and networks active in the field of youth in Europe and public bodies are the target group of this call for proposals. Applicants - at the time of submission of the proposal - must be legally established in one of the Programme Countries (au sens de l'article 5.1 de la Décision). Projects must involve partner organisations from at least four different countries (including the country of the applicant), one of which must be an EU Member State. 3.2 Subventions à des bénéficiaires désignés par l'acte de base Les subventions décrites sous le présent paragraphe feront l'objet de conventions. 3.2.1 Forum européen de la jeunesse

A grant may be awarded to support the ongoing activities of the European Youth Forum, an organisation pursuing a goal of general European interest, with due respect for the following principles: • the Forum’s independence in the selection of its members, ensuring the broadest possible

representation of different kinds of youth organisations; • its autonomy in the detailed specification of its activities; • the broadest possible involvement in the European Youth Forum's activities of non-member

youth organisations and young people who do not belong to organisations; • the active contribution by the European Youth Forum to the political processes relevant to

youth at European level, in particular by responding to the European institutions when they consult civil society and explaining the positions adopted by these institutions to its members.

The main activities of the European Youth Forum are as follows: • representing youth organisations vis-à-vis the European Union; • coordinating the positions of its members vis-à-vis the European Union; • relaying information on youth vis-à-vis the European institutions; • relaying information from the European Union to the national youth councils and non-

governmental organisations; • promoting and preparing the participation of young people in democratic life; • contributing to the new cooperation framework in the youth field established at the level of

the European Union; • contributing to the development of youth policies, youth work and educational opportunities,

and to relaying information concerning young people and developing representative structures for young people throughout Europe;

• engaging in discussion and reflection on youth in Europe and in other parts of the world and on the European Union's action for young people.

The eligible expenditure of the European Youth Forum comprises operating costs and expenses for carrying out its actions. Grants may be awarded to the European Youth Forum upon receipt of an appropriate work plan and budget. Grants may be awarded on an annual basis or on a renewable basis within a framework partnership agreement with the Commission.

3.3 Subventions au bénéfice d'organisations en situation de monopole de droit ou de fait (Art. 168 ME) et bénéficiaires désignés Les subventions décrites sous le présent paragraphe feront l'objet de conventions. 3.3.1 Subventions dans le cadre de la Présidence de l'UE

Cf action aux index 5.1.c et 5.1.d du tableau de programmation de la ligne budgétaire 15.05.55.

In order to promote European cooperation in the youth field by encouraging structured dialogue between policymakers and young people the following events are foreseen: • Presidency youth event in CZ in Spring 2009; • Presidency youth event in SE in Autumn 2009. These traditional events will also contribute to Plan D and the discussion about "young people and future of Europe". The themes of these events are directly linked to the actuality of the European cooperation in the youth field (in 2009 a special focus will be on the renewed framework of cooperation in this field from 2010 onwards, a proposal for which will be presented

by the Commission beginning of 2009, to be discussed under the two Presidencies). The objective of these events is to associate in the political process around these themes representatives of young people (notably delegates of the national Youth Councils), in order to have the voice of the main stakeholders heard. The two Presidency events will be financed via grant agreements with the responsible authorities holding the EU Presidency or, if needed and requested by them because the ministry would not be in a position to manage itself the event, with the bodies designated by them. The estimate of the budgetary impact stems from the experience of previous events. 3.3.2 Framework Partnership Agreement with the Council of Europe

Cf action à l'index 5.3.a du tableau de programmation de la ligne budgétaire 15.05.55. The general context of the co-operation with the Council of Europe is defined in a Framework Partnership Agreement for duration of three years (2007-2009). This action is a Joint Management Action between the EU and the Council of Europe. A Specific Grant Agreement will list detailed activities and budget items for 2009. Grants may be awarded under this measure to support the ongoing co-operation with the Council of Europe in the fields of:

• citizenship, participation, human rights education and intercultural dialogue; • social cohesion, inclusion and equal opportunities; • recognition, quality and visibility of youth work and training; • better understanding and knowledge of youth and youth policy development. The main activities envisaged for 2009 are:

• the maintenance and further development of the European Knowledge Centre on Youth Policy;

• research seminars and meetings; • training courses on European Citizenship and Human Rights Education; • workshops on youth policy; • publications and information activities. In principle, both the Council of Europe and the European Commission contribute to the Specific Grant Agreement with 50% of the budget each. The eligible expenditure comprises expenses for carrying out the activities and operating costs.

3.3.3 Partenariat avec les Nations unies Cf action à l'index 5.3.b du tableau de programmation de la ligne budgétaire 15.05.55.

A Framework Partnership Agreement with the United Nations Volunteers (UNV) will provide the context of a continuous and multi-annual cooperation with UNV supported through an equal contribution by UNV and the Commission. This Agreement is implemented via a Financial and Administrative Agreement. This action is a Joint Management Action between the EU and the UNV. In 2009, the following activities are planned in this context:

• a joint EVS project, coordinated by UNV, in relation with neighbouring Partner Countries and/or other Partner Countries of the world;

• actions to enhance the information exchange and cooperation among organisations arranging voluntary activities, including civic services;

• joint advocacy efforts to promote volunteering; • technical cooperation in order to improve the partner-finding and matchmaking services

within EVS. Due to the nature of the organization involved, this is a de facto monopoly. The objective is to further reinforce the co-operation with international organisations active in the field of voluntary service as stipulated in the White Paper on Youth as well as in the legal base of the Youth in Action Programme. The project aims at supporting capacity and confidence building as well as increasing solidarity, active citizenship and mutual understanding with eligible Partner Countries, notably but not exclusively in the neighboring regions of the European Union.

3.4 Marchés publics 3.4.1 Assurance des volontaires

Cf action à l'index 2.c du tableau de programmation de la ligne budgétaire 15.05.55. Un appel d’offres a été lancé, en 2007, afin de passer un contrat d'assurance annuel en faveur des participants à un service volontaire dans le cadre du programme Jeunesse en Action. Le montant indicatif pour ce marché et le nombre de contrats envisagés sont précisés dans le tableau de programmation. 3.4.2 Portail Jeunesse

The aim is to support the further technical development, translation and promotion of the European Youth Portal in cooperation with the Eurodesk network and external service providers by using existing framework contracts of DG EAC. Le montant indicatif pour ce marché et le nombre de contrats envisagés sont précisés dans le tableau de programmation. 3.4.3 Séminaire Congrès des Youth Workers

Cf action à l'index 4.8.a du tableau de programmation de la ligne budgétaire 15.05.55. L'organisation d'un premier Congrès des travailleurs de jeunesse (Youth workers) permettra de donner suite des travaux de peer learning qui se sont déroulés en 2007 et 2008 sur le thème des jeunes ayant moins d'opportunités. Il sera pris en charge par la Commission sous forme d'un marché. Le montant indicatif pour ce marché et le nombre de contrats envisagés sont précisés dans le tableau de programmation.

3.4.4 Semaine européenne de la jeunesse

Cf action à l'index 4.8.b du tableau de programmation de la ligne budgétaire 15.05.55. L'organisation, au printemps 2010, de la cinquième Semaine européenne de la jeunesse permettra de renforcer le dialogue structuré avec la jeunesse tout en constituant un moyen de valoriser le programme et ses résultats. Cet événement se tiendra tant au niveau décentralisé qu'au niveau centralisé, où il est pris en charge par la Commission sous forme d'un marché. De premières dépenses relatives à l'événement au niveau centralisé devront être engagées dès la fin 2009. Le montant indicatif pour ce marché et le nombre de contrats envisagés sont précisés dans le tableau de programmation. 3.4.5 Développement d'indicateurs

Il est prévu de poursuivre la coopération avec le Centre pour la Recherche sur l’apprentissage tout au long de la vie ("CRELL") portant sur l'élaboration d'indicateurs permettant d'améliorer la connaissance du domaine de la jeunesse, qui constitue l'un des quatre objectifs de la méthode ouverte de coordination dans le domaine de la jeunesse. Le montant indicatif pour ce marché et le nombre de contrats envisagés sont précisés dans le tableau de programmation en annexe.
