These arrangements should ensure that residents have ready access to immunisation treatments. Immunisations were administered for the period 31st July 2010 to the 27th August 2010. Injections: 137 NOTIFIABLE DISEASES Queensland Health has advised Council of the following case of notifiable disease currently being treated by local medical practitioners between 19 July 2010 and 8 August 2010. Reticulated Water Supply Analysis results for all samples taken from reticulated water supplies to Gympie, Amamoor, Kandanga, Imbil, Rainbow Beach, Tin Can Bay/Cooloola Cove, Kilkivan and Goomeri indicated satisfactory bacteriological quality in accordance with the National Health and Medical Research Council Australian Drinking Water Guidelines 2004. Analysis results for three (3) water samples collected on 1 September 2010 are pending.

FOOD (Food Act 2006) Council’s Environmental Health Officers conducted routine inspections of licensed food premises during August 2010 and continued to assist operators in achieving compliance with legislative standards specified in the Australia New Zealand Food Standards Code. As of 31 August 2010, there were 300 licensed food businesses operating in the Gympie Regional Council area.

\ NATIONAL MUSIC MUSTER The annual National Music Muster was held in the Amamoor State Forest over the period 24th – 29th August 2010. During the event, the following services were provided by Council’s Environmental Health Officers to assist the event organisers and community organisations:

Potability and security of water supply for patrons at this event. Food safety information for food stall operators and inspections of food

stalls. In the lead up to the event and during the event, twenty nine (29) water samples were collected from drinking water supplies around the site for bacteriological analysis. Analysis results for all samples taken indicated satisfactory bacteriological quality in accordance with the National Health and Medical Research Council Australian Drinking Water Guidelines 2004. Analysis results for eleven (11) water samples collected on 30 August 2010 are pending. STORAGE OF FLAMMABLE AND COMBUSTIBLE LIQUIDS (Dangerous Good Safety Management Regulation 2001) During the period Environmental Health Officers continued to assist operators in achieving compliance with the Dangerous Goods Safety Management Regulation 2001. As of 31 August 2010, there were 58 premises in the Gympie Regional Council area licensed to store flammable and combustible liquids in accordance with the Dangerous Goods Safety Management Regulation 2001.

ENVIRONMENTALLY RELEVANT ACTIVITIES (Environmental Protection Act 1994) During the period Environmental Health Officers conducted routine inspections of registered Environmentally Relevant Activities (ERAs) and continued to assist operators in achieving compliance with the Environmental Protection Act 1994.

As of 31 August 2010, there were 154 Environmentally Relevant Activities regulated by the Gympie Regional Council pursuant to the Environmental Protection Act 1994.

LICENSED PREMISES Certain licences and permits issued by Council in accordance with the following legislation expired on 30 June 2010. Food Act 2006; Dangerous Goods Safety Management Regulation 2001; Public Health (Infection Control for Personal Appearance Services) Act

2003; Environmental Protection Act 1994; and Local Government Act 2009 and Council’s Local Laws. Council’s Community Services Directorate has contacted all business operators with outstanding licence/permit renewals for the 2010/2011 financial year. As of 31 August 2010, there were 28 outstanding licence/permit renewals (out of a total of 414). SWIMMING POOLS Council’s public swimming pools at Tin Can Bay, Gympie, Kandanga and Goomeri have opened for the 2010-2011 season. The Kilkivan Pool is currently undergoing works by Q-Build. This information will be advertised through the normal Council advertising process.

WASTE MANAGEMENT FACILITIES Operations at Council’s Waste Management Facilities progressed satisfactorily during the period. Bonnick Road Waste Management Facility – Landfill Lids Two (2) “Landfill Lids” purchased by Council arrived at the Bonnick Road Waste Management Facility at the end of August 2010. Photographs of these lids taken at the Bonnick Road Waste Management Facility on Monday, 30 August 2010 appear below for Council’s reference. Assembly of these lids was not fully completed when these photographs were taken. Cr. Engeman returned to the meeting at 11.59am. Cr. Friske entered the meeting at 12.00pm.

The supplier of these lids – Wastewell has provided training to Engineering Services Directorate employees who will be involved in the use of these lids at the landfill.

Lids are moved and positioned over the landfill face using the on-site compactor or drott. Each lid is further fitted with an odour fumigation and spray system which involves a series of sprinklers, chemical lines, valve and odour drum with timer and solar panel. This will assist in controlling odours from the rubbish as well as helping controlling fly breeding.

However, the most significant benefit to Council from the use of these lids will be the cost savings associated with the reduced amount of material required to cover rubbish at the landfill.

Goomeri Waste Management Facility Significant earthworks have been conducted at the Goomeri Waste Management Facility during the period. These works have included:

Reshaping of external batter walls at the facility; Creating a new pad for the relocation of the metal waste and green

waste storage bays; and Works to improve drainage at the site.

Cr Walker entered the meeting at 12.01pm. Tin Can Bay Waste Management Facility Council new contractor – Res-Q and Recycle Pty Ltd commenced gatekeeping and recycling duties at this facility on Monday, 30 August 2010.

Gunalda Waste Management Facility The Contract for the provision of gate keeping and recycling services at Council’s Gunalda Waste Management Facility located at Balkin Street, Gunalda has been extended for a further twelve month period. The incumbent contractor, Cooloola Scrap Metal has been advised of Council’s decision to extend his contract to 28 September 2011. (CS04/08/10). Bonnick Road Waste Management Facility, Southside Waste Management Facility, and Sexton Transfer Station The following is a list of currently advertised contracts showing the numbers of information packs sent out to date. 1. Gate keeping and recycling services at Bonnick Road Waste Management

Cardboard Recycling The Red Cross maintains cardboard recycling bins at Council’s Bonnick Road and Southside Waste Management Facilities. During the month of August 2010, the Red Cross collected 5,900 kg of cardboard from Bonnick Road Waste Management Facility and 2,000 kg of cardboard from the Southside Waste Management Facility

1/2 Kilkivan Health Service – Multi-Purpose Centre Re: CS03/09/10 Kilkivan Health Service – Multi-Purpose Centre From: Department of Health and Ageing, GPO Box 9848, Brisbane QLD

4001 File: 2/2/13/8 – Doc ID 1449726 Date: 23 August 2010 “Multi-Purpose Centre (MPC) I am writing in response to the correspondence received from Gympie Shire Council dated 30 July 2010 regarding the acknowledgement of the Council’s inability to transition to, and participate in the Rural Primary Health Services (RPHS) Program. In order to retain our investment into the Kilkivan community, the Department of Health and Ageing will be making approaches to alternative service providers to enable the continued delivery of services under the RPHS program to the Kilkivan community. I would like to acknowledge the long standing service provision provided by the MPC based at Kilkivan Health Service and thank you for your honest assessment. The Department acknowledges that with a greater emphasis on the primary health and allied health service delivery all MPC’s will need to reorganise their service delivery to meet the guidelines under the RPHS program. Previous Council considerations Minute CS05/04/10 refers:- RECOMMEND THAT COUNCIL SUBMIT AN APPLICATION TO THE AUSTRALIAN

GOVERNMENT TO BECOME A RURAL PRIMARY HEALTH SERVICES (RPHS)

FURTHER, THE FUNDING AMOUNT SOUGHT IN THIS APPLICATION TO BE

INCREASED TO REFLECT THE FULL COSTS ASSOCIATED WITH THE COORDINATION

OF THESE SERVICES. FURTHER, THAT COUNCIL NOTE THAT THE CHIEF EXECUTIVE OFFICER HAS BEEN

AUTHORISED TO SEND THIS ADVICE FROM TODAY’S MEETING AND IT IS

RECOMMENDED THAT THE COMMITTEE’S ACTIONS IN THIS MATTER BE

ENDORSED. Council Minute CS19/07/10 refers:- RECOMMEND THAT COUNCIL ADVISE THE DEPARTMENT OF HEALTH & AGEING

THAT COUNCIL’S CURRENT SERVICES DO NOT COMPLY WITH THE SCOPE OF THE

RPHS PROGRAM AND THEREFORE COUNCIL IS UNABLE TO PARTICIPATE IN THE

RPHS TRANSITION PROGRAM.

Report: (Health & Environmental Services Coordinator – Mr I Wolff) In accordance with Council Minute CS05/04/10 an application was submitted to the Australian Government to become a Rural Primary Health Service (RPHS) Provider to replace the existing funding arrangement under the Multi-Purpose Centre (MPC) program for the former Kilkivan Shire Council area. Services identified within the application were similar to those currently provided by Council and that such services could be supplied on a cost neutral basis (as per Minute CS05/04/10). As previously reported to Council, the previous funding arrangement ($58,794.64 received by Council from the Australian Government for the twelve (12) month period 1 July 2009 to 30 June 2010) provided for administrative and coordination support for a range of services including: Community Aged Care Packages; Maintenance of a Community Health Centre; Community information referrals, health promotion base; Senior citizens’ groups; Loaning medical and other equipment; Provide rooms for visiting health professionals; and Breast screen services.

Following receipt of the application, the Department of Health and Ageing responded to Council that its application was outside of the guidelines for the RPHS program. Council resolved via Minute CS19/07/10 that it would advise the Department of Health and Ageing that Council’s current services do not comply with the scope and therefore Council is unable to participate in the RPHS transition program.

The receipt of this advice will now require an operational change particularly in respect of Council’s involvement in respect of coordinating the Senior Citizens’ Groups (ie. The “Over 50’s Clubs”) at both Kilkivan and Goomeri. In respect of the other services mentioned above, no operational changes will be required at this stage as Council has made a separate budget allowance for the maintenance of the Community Health Centres at both Kilkivan and Goomeri. 1/3 Amendment of Itinerant Vending Permit – Fruit on the Fly Re: CS04/09/10 Amendment of Itinerant Vending Permit – Fruit on

the Fly From: The Proprietor, Fruit on the Fly File: 2/7/05/0039 Date: 1 September 2010 Correspondence received 15 July 2010.

“This letter is to ask permission to extend my areas of vending to as many areas as I am allowed. Would I also be able to add on my Vending Permit the sale of packaged confectionery, prepacked meats, milk, bread etc.”

Executive Summary The proprietor of ‘Fruit on the Fly’, has requested an amendment to her Itinerant Vending Permit to permit the sale of additional food products and the extension of areas of operation. The current permit authorises door to door vending of whole fruit and vegetables in the areas of Gympie, Southside and Eel Creek Road. The proprietor would like to add packaged confectionary, packaged meats, bread and milk to her list of goods approved for sale. The proprietor has also purchased a new purpose built vehicle fitted with refrigerated food containment unit suitable for transporting these products, replacing the previously approved vehicle. This vehicle has been inspected by Council’s Cadet Environmental Officer.

Previous Council Considerations On 12 November 2008 Council considered an application for an itinerant vending permit by Mick-Fee’s Horseshoe Bend Store to vend whole fruit and vegetables, pre-packaged cut fruit and vegetables, pre-packaged cold meats, dairy products, breads, gluten-free products and other convenience store food and items in residential areas of the region including, and in the areas between, the towns of Gympie, Tin Can Bay, Rainbow Beach, Curra and Glastonbury. Council Minute CED09/11/08 refers:

Report: (Cadet Environmental Health Officer – Ms Tanya Allen) With respect of the proposed range of food products to be sold by the itinerant vending operation, Council’s consideration is sought for the proprietor’s proposal to sell, door to door, packaged confectionery and packaged meat in addition to her current food range (whole fruit and vegetables). It is noted that the former Cooloola Shire Council Policy PR-HC-4 Roadside Vending specifically excludes the sale of bread and milk from the requirement to seek approval from Council. The food products currently vended, and those proposed by the proprietor in her request for amendment of her Itinerant Vending Permit, do not constitute a Licensable Food Business under the Food Act 2006. The proprietor’s commercial food handling activities are however subject to the hygiene requirements of the Act. The proprietor’s new vehicle generally complies with food hygiene requirements and is satisfactorily equipped to vend the requested additional food products. It is also the proprietor’s desire to extend her areas of operation to other residential areas of the region, including the Cooloola Coast, Mary Valley, Widgee and Curra.

Council Minute CS04/04/10 provides that no new approvals or variations to existing approvals will be issued for commercial activities on Council-controlled beaches until such time as a new Local Law is introduced. Although this Minute refers specifically to commercial activities (such as itinerant vending) on Council-controlled beaches, it provides precedent for Council maintaining “status quo” in respect of itinerant vending permit applications until such time as a new Local Law is introduced.

ANIMAL CONTROL – (dog complaint nuisance dogs) Complaints were routinely dealt with in relation to animal control including nuisance animals and particularly barking nuisances and permits were issued for the keeping of more than two (2) dogs. Pet Pep( Pets and People education Program) Rainbow Beach, Chatsworth, Theebine and Goomeri Primary Schools and Gympie Special School were visited in August with a total 233 of students provided with information in relation to responsible pet ownership.

REGULATED PARKING For August 2010 ninety six (96) parking infringements were issued. The majority of these offences are for breaches of the maximum time limit in the regulated parking area. ABANDONED VEHICLES A total of five (5) abandoned vehicles were held at Council’s impound yard at the RSPCA, Laurenceson Road, Gympie. An auction was held on the 12 August 2010 and all vehicles were sold.

Broadband for Seniors The Australian Government has committed $15 million over three (3) years (2008-2011) for the provision of 2000 internet kiosks to organisations that support seniors. The project is aimed to provide seniors with free access to Broadband to help them gain confidence using computer technology and to build community participation and social inclusion amongst older Australians. Youth and Community Development assisted the Gympie Senior Citizens Centre in their application and have secured a kiosk for the venue which will be up and running soon. The Gympie Regional Youth Council will utilize this project to implement their Computer Training for the Elderly initiative. Gympie Regional Youth Council The Gympie Regional Youth Council will be scheduling training sessions for seniors after the installation of the Broadband for seniors’ internet kiosk at the Gympie Senior Citizens Centre. Youth Councillors will develop training material, facilitate training and encourage other young people to participate, promoting interaction between both the young and ageing communities. The Gympie Regional Youth Council recently benefited from a training session presented by the Queensland Cancer Council. The training session informed the Youth Councillors of the SunSmart Skin Cancer Prevention message with a view to spreading the word amongst their peers. To assist with the promotion of this message, Youth and Community Development will be providing the SunSmart Skin Cancer Prevention Training Package to every high school in the region. Regional Arts Development Fund The first round for RADF 2010-11 is due to be opened in September. The vibrant new committee is very keen to get things underway to assist in shaping the cultural life of the Gympie region. The Noise Magazine The new look magazine is soon to be released by the committee of young people who have been working extremely hard to bring it together. Each issue, the team will decide on a topic of interest and theme the magazine to that topic. This issue, the team decided to focus on the environment and recycling and have chosen a green theme. A re-release event will be held at Gympie Sovereign Cinemas on 24th September 2010 in conjunction with a school holiday activity.

Gold Rush Youth & Community Development have hopped onto the Gold Rush band wagon and will be assisting the Gold Rush Committee in hosting a Battle of the Bands competition. The event will be open to all age groups to encourage a larger amount of community participation. Tin Can Bay Seafood Festival The Tin Can Bay Seafood Festival will be the venue for the next Youth & Community Development Skate/BMX/Scooter competition. The event will be encouraging young people aged up to 25 to enter and show off their skills. Active Health Communities Workshop Report Three (3) Council officers represented GRC at the Active Health Communities Workshop in Hervey Bay on the 5th August 2010. A full report is contained in Attachment 1 to this Agenda. Cooloola Coast Community Directory 2010 The 2010 Cooloola Coast Community Directory is due for release in September. This year’s directory has been developed by the Tin Can Bay RSL with the support of the Gympie Regional Council, Disability Services Queensland, local volunteers and businesses. Beach Volleyball Gala Day The Y&CDU have provided advice and assistance in developing the Rainbow Beach State School P & C Beach Volleyball Gala Day on the 23 October 2010. This event is designed as a major fundraiser and an alternative to seeking funding from government organisations. Sports Lending Library Sports equipment for the Gympie Regional Council Sports Lending Library has been purchased and is currently being identified, labelled and catalogued ready for use by the general community from October 2010. The library will be housed at Youth and Community Development, 3 Mellor St Gympie and will enhance the limited items currently available for community use. This equipment will be available for monthly loans directly to community organisations and services via a bookings process. Items will not be made generally available for individuals. Virtual Visits to the Library (i.e. no. of times the Library Web Page was accessed this month): Total –7 055 GENERAL The Friends of the Gympie Regional Libraries The Friends held their Annual General Meeting on Wednesday, 11 August 2010 at 2pm in the Gympie Library. Approximately forty (40) people attended. At the completion of reports on the various sectors of the Friends activities, the Executive Committee for 2010 – 2011 was elected.

Appreciation is extended to Cr Tony Perrett for his attendance, words of praise for the Friends and library staff, assurance of the ongoing endorsement and recognition of the group by Council and his active role in overseeing the nominations and subsequent appointments of Office Bearers for the next twelve (12) month period. The Friends and library staff were happy to have our Director, Mr Michael Grant in attendance. Michael’s support is highly regarded and the event provided the opportunity for a number of Friends to meet Michael in person. Apologies were received from The Mayor and a number of Councillors.

Other News The month of August has been a very busy one, with the AGM, Children’s Book Week, school visits and a number of promotional activities and displays being implemented, during a time of unexpected staff shortages. The library service continued to operate smoothly, with no disruptions to the quality of service provided, or backlogs in staff workloads.

Family History Talk Plans for Tony White’s talk are well underway for this mid September function. Tony was born in Gympie and lived here for many years before re-locating to Kenilworth. As he is well known as a former resident of Gympie, Tony has asked to deliver a talk on the history of his family, which will include extracts from his recently published book, “Gold Shining Bright – A History of the White Family in Queensland (1859 – 2009). Mr Michael Grant Director of Community Services left the meeting at 12.44pm CLIENT SERVICES Web 2.0 – Social networking and user-generated sites on the Internet. Tying in with the State Library of Queensland’s current “Looking @ 2.0” educational program, a workshop was conducted by senior staff for all staff at Gympie Library, to provide them with sufficient knowledge to answer the

National Trust of Queensland Bendigo Bank Heritage Awards Cr. Donna Neilson, Rachel Lethem, (Reference Services Librarian), Elaine Brown and John Ferguson (authors) attended the Queensland Heritage Awards Evening in Brisbane on Thursday, 26th August 2010. Their book, Gympie Goldfield 1867-2008, which documents the history of the Gympie Goldfield, jointly funded by Gympie Regional Council and Q150, received a Silver Governor’s Heritage Award for excellence in Heritage Conservation Works.

Looking @ 2.0 Commencing on 2 August, “Looking @ 2.0”is a free series of online workshops presented by Gympie Regional Libraries in partnership with the State Library of Queensland and a network of public libraries throughout the state. A Queensland first on this scale, the course is designed to help members of the community keep up with their kids, to stay safe online and to utilise all the positive aspects of web 2.0. The course is self-paced, flexible and free. Divided into eight (8) self-paced modules, “Looking@ 2.0” investigates areas such as online photo sharing, podcasting and vodcasting, online gaming and social networking. Queensland participants are eligible for a range of prizes including a laptop, iPods, digital cameras and gift vouchers. Registration opened mid July and the first module opened 2 August 2010. Users are required to access www.gympie.qld.gov.au/library to register. Get Reading Australia’s largest annual celebration of books and reading. Previously called Books Alive, Get Reading! runs from 25 August to 30 September 2010 and encourages one to pick up a book, put up one’s feet and get reading. Posters, balloons, badges and booklets (listing 50 books not to be put down) are being distributed to all library service points this week.

Mr Michael Grant Director of Community Services returned to the meeting at 12.47pm Adult Learners Week Bookings are going well for this annual event, which occurs from 1 – 8 September 2010. Sessions will be held at the Libraries and the Gallery. CHILDREN’S & YOUNG ADULTS’ SERVICES Attendance at seventy (70) sessions this month, across the 6 branches, totalled 2,421 children, carers and school library teachers (from the schools visited). This impressive tally included the Children’s Book Week sessions throughout the month of August as well as others listed below in Events/Visits. 4 Book Week activity sessions will overflow into next week, the first week of September. The statistics for these will be included in the September Report.

EVENTS/VISITS The Opening Doors to Early Literacy Workshop with Dr James Thomas was very informative and included activities and ideas to build literacy skills in the 0 to 5 year age bracket and to assist parents with preparation of their children for pre-school and school. After the workshop held at Gympie Library, Dr Thomas and the Children’s and Young Adults’ Services Librarian visited Alma Street Kindy, where “Mr Jim” (as he likes to be known), demonstrated his method of engaging 3 & 4 year olds in a story telling session. Children’s Book Week was conducted during the last three (3) weeks of August. C&YAS staff visited local schools to talk to students about Australian children’s books and this year’s winning and short listed Book Week titles. Teachers and students in the primary schools visited and showed appreciation to library staff for their interesting, entertaining and educational visits. The visits also provided an excellent opportunity to promote Council’s library service, including services such as Your Tutor. Littlies Storytimes Throughout the month all sessions have been highly successful, with a noticeable influx of children and their carers. The first session of the month was almost too successful to be comfortable, with sixty three (63) in attendance! However, it is rewarding to know that those who attend, look forward to these sessions with eagerness and gain obvious benefit from the content and the interaction. The Mangrove Watch Display & Event at Tin Can Bay Library Although this was not a child related activity, it has already had a flow-on effect, benefiting schools, students and teachers who have seen the display. The Children’s & Young Adults’ Services Librarian supplied her own

After the Tin Can Bay Library display, it was used again this month on polling day at Tin Can Bay and will continue to be utilised by other local schools. FRIENDS OF THE LIBRARY Contributed 314 hours to the library service this month. The time was spent in local history projects and research, home library service selection and delivery, sheet music issuing, and deletion of worn/out-of-date stock for the FOL book sales, as well as the monthly FOL Executive meetings. Friends of the Gallery The Friends catered for the opening Gympie Regional Council Economic Development Night and for the openings on Saturday, 14th August 2010. They have filled all the available positions for the 2010/11 committee to be handed over at their Annual General Meeting on 15th September 2010. They have looked at all the sent material of our operations and viewed the activities on the ground. The next review is on 20th October 2010 with the debrief and celebration on 3rd December 2010. Other I attended a meeting of the Queensland Assembly of Gallery Directors at GOMA in Brisbane Monday, 23rd August 2010, as well as the Regional Galleries of Queensland AGM and a session on ‘New Money for Artists, Foundation Proposal’ on the same day.

PAVILION REPORT Report: (Pavilion Manager – Mrs L Kempster) General August started well with a number of community information evenings, workshops and business meetings. Timber Qld also held a two (2) day conference and workshop with guest speakers addressing issues within the hardwood industry. The Pavilion also hosted a wedding reception for 130 guests in the Apex Restaurant. It was an early afternoon reception and everyone had a great evening that lasted until midnight.

With the help of a volunteer items KM-8276-0 to KM-8450-0 were checked to make sure information is correct between the Museum Catalogue and the Data Base systems. ARTS AND CULTURAL POLICY

Purpose This policy supports the Gympie Regional Council Corporate Plan 2009-2014 (GRC001) and provides a framework for Council’s decision making with regard to Arts and Culture within the Gympie Region. Scope The policy applies to the whole of Council and provides a guide for the Gympie Regional Council Regional Arts Development Fund Committee. Reference The policy should be read in conjunction with Council’s Corporate Plan (GRC001) and Cultural Plan (under review). Definition This policy adopts Arts Queensland’s definition of Arts and Culture as “All forms of creative practice and artistic and cultural expression and activity. This includes but is not limited to visual art, music, dance, writing, craft, theatre, media art, multi-arts, design, public art, events, festivals, exhibitions, community cultural development and preservation of knowledge, stories, heritage and collections”. Policy Statement Gympie Regional Council recognises that arts and culture are a major contributor to building strong and healthy communities, innovation, economic development, self expression, cultural identity and sense of place. Gympie Regional Council aims to provide an environment that allows people to enjoy opportunities for artistic and cultural expression and development whilst acknowledging the diversity of cultural values, lifestyle, religious, political, social, economic and ethnic differences. Through the Cultural Plan (under review) Gympie Regional Council will:

The art work is designed to fit on the fence of the caretaker’s flat leading to the rear of the stage at the Gympie Civic Centre. The proposed works are designed to incorporate the history of theatre at the artist entrance to the Heritage Theatre. It is envisioned the works will take three (3) weeks to complete. Since it appears to be surplus to Council’s requirements, the members are asking that you give consideration to giving it to the Museum for a storage shed. Further, as it is on Council property and would be moved to another Council property, i.e. the Museum grounds, would Council also consider transporting the building between the two sites? Thanking you in anticipation”. Executive Summary Kilkivan & District Historical Society have contacted Council requesting the use and relocation of an ex-telephone exchange currently situated at the Kilkivan Depot. Report: (Community Facilities & Services Co-ordinator - Mrs H Kelly) Kilkivan & District Historical Society have contacted Council requesting the use and relocation of an ex-telephone exchange currently situated at the Kilkivan Depot. The letter was received in April at which time the building in question was being used as storage by Council. Representatives from the museum have confirmed that there is still a need for the facility at the museum. Phil Parkman advises that the items stored in the building have been removed. Grayden Curry advises that he has no objection to the building being relocated to the Kilkivan Museum for use by the Kilkivan and District Historical Society. Mr Curry estimates the cost of moving the building to the museum to be under $1 000. There is an allowance for this type of work under the current management agreement between Council and the museum. INDUSTRY DEVELOPMENT

Climate Smart Business Cluster program Gympie Regional Council is participating in this program through its 242 Mary Street office. This program, developed by the Department of Environment and Resource Management and delivered in the Gympie Region by ClimateSmart Business Cluster Leader, About Freedom, aims to promote and drive eco-efficiency improvements in energy, water and materials and waste management. The primary aim is to assist Council to identify cost and waste saving activities which can be put in place and mirrored throughout all Council’s operations. Manufacturing Industry Attended Lean Manufacturing network seminar and factory tour hosted by Nestle. Provided excellent information sharing and networking opportunities. Investigating the potential for hosting Green Skills Seminars conducted by Manufacturing Skills Qld and Outsource Services in the region. This will provide participants with the opportunity to learn about cost savings and gain a reputation for environmental responsibility. Industry Sectors for further investigation Creative industries

liaising with the Australian Institute of Country Music and other stakeholders to develop this project.

assessing the potential for the development of an industry cluster. Agribusiness

Reference Working Group – this role provides input and direction in the development of strategies for the creation of employment opportunities in the Gympie Region. Gympie Region Economic Profile This Profile is being updated as a component of Council’s Economic Development Strategy and will provide updated statistical and demographic information about the Gympie Region for use by Council, existing and intending business operators. Regional Business Confidence Survey The second Business Confidence Survey will be released Thursday, 21 October and close Thursday, 11 November 2010. This Survey will provide updated information about business attitudes and confidence and also highlight regional issues and opportunities impacting on industry and business in the region. Complete Sports Marketing – Capability and Capacity Audit Australian Cricket Association World Masters Tour The Australian Cricket Association (ACA) World Masters’ Game has been confirmed for Gympie on the weekend of the 6th to 7th November 2010. This date change has come about as the result of a tour to New Zealand conflicting with the original date at the end of October. A working committee comprising representatives of Gympie Cricket Association, Gympie Junior Cricket Association and Gympie Regional Council will be meeting with ACA representatives during the week of 6th

September 2010 to discuss the logistics of the event in Gympie. Opportunities are being offered to regional businesses to be involved with the program and take advantage of associated promotional opportunities. Strong support has been received from a number of sectors. Regional Economic Development Strategy Discussions continue to be held with regional business operators and business organisations to discuss opportunities and issues impacting on their growth in the region. This project is a major undertaking for Council and as such, a high priority has been placed on all activities associated with the Strategy. A direct benefit of the project is increased engagement with businesses in all industries in all parts of the region and communication to these businesses about Council’s activities.

This will be maintained after the project is completed through ongoing meetings and contact with business and industry groups in all localities of the region. The draft project report is anticipated to be released for comment by the end of September 2010. Regionally Significant Projects It is anticipated that the Economic Development Strategy and Implementation Plan will identify a number of regionally significant projects which will directly contribute to growth in industry, business and employment opportunities for the region. Council has received a proposal regarding the inclusion and prioritisation in the Gympie Region Economic Development Strategy and Implementation Plan to undertake a concept development to investigate the full potential of the facility at Garapine and surrounding precinct. Discussions with the company preparing this Strategy, Street Ryan, indicate that this project has the potential to be recommended for further investigation, subject to the outcomes of a comprehensive feasibility study and clarification of ownership arrangements. Gympie Region Statistical update PUBLIC RELATIONS AND MEDIA Twelve (12) media releases and articles were prepared and distributed during the reporting period. Media releases are being listed on Council’s Website to provide a record and a reference point. Gympie Regional Roundup feature is in place on the last Saturday in each month in the Gympie Times providing information about Council’s activities in all localities of the Gympie Region. Hard copies are available through Council offices and Libraries. Mary Street Information Booth – 630 enquiries during the reporting period. The Information Booth welcome back celebrations were held in conjunction with the National Music Muster Pre-Muster Party with the celebratory cake being cut by Cr Friske. Excellent feedback was received from the public in response to these celebrations. Council’s weekly message is airing weekly on Monday mornings on radio station Zinc 96.1. As with the Regional Roundup, this information covers all

Group Meeting on 23 August 2010 From: Director of Community Services – Mr M Grant Date: 31 August 2010 Report: (Director of Community Services – Mr M Grant) At the meeting of the Waste Strategy Working Group held on the 23 August 2010 the following recommendations were made to Council: (a) Draft Queensland Waste Strategy and Proposed Industrial Waste Levy

Recommend that Council write to LGAQ noting that this Council would have preferred that LGAQ’s submission to the State Government’s Waste Management Levy had taken a stronger stance. Further that correspondence be forwarded to the local state member expressing our concern regarding the proposal by the State Government.

(b) Waste Management at Southside Waste Management Facility

Recommend that pending investigation of an alternative management practice, all building waste be temporarily diverted to Bonnick Road Waste Management Facility once Southside Waste Management Facility has achieved landfill capacity and that greenwaste shredding will continue at Southside Waste Management Facility.

(c) Petition – Tin Can Bay Hours of Operation

Recommend that Council not alter the opening hours of the Tin Can Bay Waste Management Facility from those currently set:- Weekdays - 8.00am to 5.00pm Weekends - 8.00am to 4.00pm Further, that opening hours at all of Council’s Waste Management Facilities continue to be investigated by staff. Further that the chief petitioner be advised accordingly.

EXISTING TENANTS, BUT NO LATER THAN 30 JUNE 2011. FURTHER, THAT COUNCIL GIVE WRITTEN NOTICE TO EXISTING TENANTS TO
