Like technology has changed many aspects of Amateur Radio, those responsible for responding to emergencies and disasters are required to change the way they do business to improve coordination and response. Amateur Radio volunteers will need to learn how to interface with and to support our community emergency responders in order to be of value to them. We can no longer show up with a radio in hand and expect to be an asset. We must know how to integrate into the organization and understand how they are organized. My apologies for the number of slides, but I was trying to cover a lot of information in a short period of time. Please go to the FEMA online training Web site at http://www.training. fema.gov/IS/crslist.asp and take the IC-100 course if you are interested in learning more about ICS. I hope everyone enjoyed and learned a little from my presentation on Incident Command System at the September TARC meeting. Like technology has changed many aspects of Amateur Radio, those responsible for responding to emergencies and disasters are required to change the way they do business to improve coordination and response. As directed by TARC s by-laws, a nominating committee has assembled a slate of candidates to be voted on as officers for 2011. The committee included Myron Mesecke, N5TFM, and Franklin Baugh, KA5IHY. The found candidates willing to serve in two positions:

Mike Hankins, KI5M (incumbent ) is willing to serve another term.

Board of Directors Gerald Richmond, N5ZXJ (presently vice president) is willing to serve as a director.

Long-serving W5 Incoming QSL Bureau Manager Jerry Chouinard, K5YAA, has re-cently suffered some health problems that have caused him to retire. The new Man-ager is Peter Mann, KF5RD.

Peter brings a great deal of experience to the manager s job as he has served the Bu-reau as a volunteer sorter for many years.

The ARRL W5 Incoming QSL bureau is operated by the Oklahoma DX Associa-tion. The bureau consists of volunteers who provide this valuable service to their fellow hams. Cards arrive at our P.O. Box from various sources, such as other DX bureaus around the world and the ARRL Incoming Bureau. Upon arrival, the cards are presorted by a group of volunteers.

We had an outstanding turnout of VEs but the num-ber of candidates was down. Thanks to all that supported this major test session.

The high point of this session was the eight year old that passed Technician with a very high score. The very proud grandfather al-most had to be tied down. They headed back to the Expo to purchase a new radio.

This is the type of thing that makes being a VE worthwhile.

Once again, a BIG thank you to Mike Rhoden for sponsoring us at the Belton municipal Courts and Police Station facility.

Myron, N5TFK and Frankie, KA5IHY are looking for a few good TARC members to fill officer positions for 2011. I encourage you to consider running for one of the TARC officer positions: president, vice president, or secretary. Mike Hankins, KI5M has already volunteered to run for treasurer again. None of the positions requires a lot of time or work.

The Fall HamEXPO is the first Saturday in October. I request all TARC members to come out to make this another great event. David Woolweaver, director of ARRL s West Gulf Division, and John Stratton, vice director for the West Gulf Division will be in attendance and have requested a table for ARRL. Be sure and take the time to greet them. David was at our October meeting but John was not able to be here.

We are planning a HamEXPO volunteers breakfast on Oct. 9, the weekend following HamEXPO.

It s a Birthday! The Amateur Radio Emer-gency Service (ARES) will be celebrating its 75th anniversary from September through December 2010.

The national association for Amateur Radio has provided ham radio emergency communications for agencies such as the American Red Cross, Salvation Army, count-less Emergency Operations Centers, and other rescue operations in times of disas-ter. From ice storms to hurricanes, when normal communications systems were down or overloaded, the Amateur Radio operators of the ARES programs responded to requests for communications aid.

Over the years, the equipment has changed, but the decentralized communica-tions nets that ARES can operate to blanket regions without the need for other infrastruc-ture remain critical in emergency plan-ning. Recognition of this capability has led to renewed formal agreements with DHS, FEMA, NOAA, and other federal agencies.

With over 20,000 of the country s 680,000 plus Amateur Radio operators in-volved in ARES, all of them truly amateur and providing their time, services, knowl-edge, and equipment totally uncompensated, I believe they are more than worthy of recog-nition for their 75 years of community ser-vices in the worst of times. I want to personally thank all of the TARC members and VEs that helped on Friday and Saturday setting up and running HamEXPO and the VE test session. I believe this is one of the better HamEXPOs we have held. To me, it looked like it ran very smoothly. I had a number of Hams comment that they appreciated TARC sponsoring HamEXPO and wished to ex-press their thanks for all we did to put it on. I also had several Hams comment that they thought it was very well run and appreciated our hard work. Great job TARC and VEs. Another success to be proud of.
