King Ave SWM and Wetland Mitigation
INTRODUCTION
■ Special Condition of Section 100 Army Corps of Engineers (ACOE),Maryland Department of the Environment (MDE) Tidal/NontidalWetlands Permits
■ Monitors construction to assure that the work is in compliance with all environmental permits
■ “Eyes” and “Ears” for the Environmental Agencies (not a contractor or inspector)
I‐95 ETL Status and Lessons Learned
Independent Environmental Monitor (IEM)
IN DESIGN AND CONSTRUCTION
■ Plans reviewed for compliance with all environmental permits
■ Looks for ways to avoid/minimize impacts to regulated resources
■ Monitors sites daily
■ Precipitation events ‐ inspects site pre/post storm to ensure properly installed controls and tracks storm‐related damage
I‐95 ETL Status and Lessons Learned
Independent Environmental Monitor (IEM)
COMPLIANCE
■ Forecasts problems
■ Works with staff on modifications, site changes, emergencies, etc.
■ Contractor has known about an issue but does not repair the control
■ Contractor is performing an action that results in the non‐compliance
■ Issue is tracked through resolution and until it is in compliance with the permits

ETLs Project ‐ Lessons LearnedBudget Development Process – Planning to Engineering
Procurement – Make Pre‐bid meeting attendance mandatory
Review items of work that overrun – particularly MOT, E&SC, Geotech
Constant Education/Outreach Process – ETLs means “choice”
MBE Participation, Process, and Tracking
Noise Wall Approval Process Tied to an Accelerated Schedule
MOT Restrictions – Evolution from Contra‐Flow to Extended Interstate Closures
I‐95 ETL Status and Lessons Learned
ETLs Project – Lessons LearnedSignage – Static and Dynamic; Temporary and Permanent;
Implementation Phasing
Lighting – Adequate Temporary Lighting/Assign Responsibility/Residential Impacts
ITS – Maintenance of existing systems
Electrical Service – Signing/Lighting/ITS/Signals
Environmental – “Off‐site” impacts; Sediment Load Monitoring
Construction – Coordination of phasing between adjacent contracts; pre‐ and post‐construction surveys
Steel Erection Procedures – Restrictions dealing with duration, timeframes, “stable state”, temporary crane support
