In 2011 we celebrated Victory’s 20th anniversary, and saluted the thousands of openly lesbian, gay, bisexual and transgender men and women who have answered the call to public service since our founding two decades ago. Back then, just a handful of out public officials were serving at any level of government in the U.S. Today, more than 1,000 are, and their honesty is changing our world.

It’s good to look back at all that has been accomplished, but we don’t have the luxury of pausing for long. That’s why our 2011 results were so exciting, with record numbers participating in our Victory Institute training and leadership programs, and a remarkable 72 percent win rate among LGBT candidates endorsed by the Victory Fund.

We created new programs in 2011 that have expanded our identification, training and support of openly LGBT leaders, extending that work

to the college level and engaging with emerging leaders on multiple continents. In cities like Charlotte, Indianapolis, Cincinnati and Denver, the LGBT community finally gained authentic representation on city councils. And in a milestone moment that signalled the excitement ahead of us in 2012, the Victory Fund proudly endorsed Congresswoman Tammy Baldwin in her race for the U.S. Senate.

Tammy’s path to this campaign mirrors the progress we have seen over the past 20 years. Indeed, she was among the first candidates ever endorsed by the Victory Fund, and her historic election to the House of Representatives in 1998 was made possible by Victory supporters like you. This year she will lead a slate of Victory-endorsed candidates that will be our largest ever.

With your support and encouragement, we embark on the next 20 years with the same determination, commitment and conviction our founders shared in 1991. They believed the promise of equality under the law would

draw nearer when LGBT Americans participated in government not just as voters or petitioners, but as public officials themselves. They were right, and so our task is to strengthen that power with numbers.

Adding New York to the list of states where same-sex couples can marry was a remarkable political victory, but it was so much more. It was the

culmination of years of very hard work by people, groups and coalitions too numerous to count, and it was the story of a caucus of openly LGBT state legislators who refused to quit.

New York’s six openly LGBT state lawmakers weren’t just introducing and supporting marriage bills over the years, they were telling their own stories to colleagues, introducing their partners, and challenging their peers to stand with them in this fight. As their caucus grew in size, so did the power and strength of their argument.

On the night the bill finally passed, Gov. Andrew Cuomo quickly gathered the LGBT caucus in his office and signed the legislation with those legislators standing around his chair. It was fitting that the governor invited them to witness history. After all, they helped make it.

Strength in numbers always begins with number one. That’s why history-making elections in cities like Denver, Cincinnati, Indianapolis and Charlotte made 2011 a groundbreaking year for their LGBT

communities. In each city, openly gay and lesbian candidates won elections to city councils for the very first time, drawing cheers from local advocates and positive media coverage of the notable progress.

Chris Seelbach’s victory in Cincinnati marked a significant turnaround for the city, which in 1993 had seen the council pass a harsh anti-gay ordinance. Seelbach led the campaign to overturn that law, and now he sits in the very chamber that once was dominated by public officials that voted to keep him a second-class citizen. His victory prompted one local activist to marvel at the progress on a local TV news report, saying, “Not too long ago we had in place a law where we couldn’t even think about having equality for gay and lesbian people in Cincinnati. Five or six years later, we have an openly gay man elected to this city council. It’s amazing.”

When U.S. Senator Herb Kohl of Wisconsin announced he would not seek reelection in 2012, Tammy Baldwin had a big decision to make and not much time to make it. Would the seven-term congresswoman from Madison give up an easy reelection bid in order to run for the seat? After all, no openly LGBT American had ever won election to the Senate, and campaigns for open seats in swing states like Wisconsin are among the most expensive in the nation.

Within hours of Kohl’s announcement Tammy let it be known she was seriously considering becoming a candidate, and on September 6th she made it official, launching an historic bid to break a glass ceiling for LGBT Americans that has been in place since the Senate’s first meeting in 1789.

Moments after her announcement, the Victory Fund endorsed her historic campaign.

CANDIDATE AND CAMPAIGN TRAININGWe launch careers in politics and government. Hundreds of future LGBT political candidates and campaign workers attended our centerpiece Candidate and Campaign Training in cities across the U.S. in 2011, and many went on to run for office or run campaigns. This is where the superstars of LGBT politics have gotten their start for nearly 20 years, which may be why all of our training sessions were at capacity in 2011.

LGBT LEADERS 2011The International LGBT Leadership Conference attracts hundreds of openly LGBT officials from around the world to connect, exchange ideas, and advance their leadership skills. Held in Houston in 2011, the 27th annual conference hosted out leaders from across the U.S. and 10 other countries who took part in training sessions on issues as varied as mentoring, immigration and marriage.

DAVID BOHNETT LGBT LEADERSHIP FELLOWSThe Victory Institute has long partnered with the David Bohnett Foundation to send qualified, mid-career LGBT leaders to the Harvard Kennedy School of Government’s Senior Executives in State and Local Government program. In the program’s first ten years, the number of Bohnett fellows has increased by more than 500 percent, helping to prepare out leaders across the country to serve their communities with distinction.

PRESIDENTIAL APPOINTMENTSThe Presidential Appointments Project has helped hundreds of LGBT leaders get appointed to posts in the Obama Administration – in fact, more than in every other presidential administration combined. In 2011 our executive appointments program expanded its scope, working alongside partner organizations to boost LGBT appointments in municipalities such as Chicago.

VICTORY CONGRESSIONAL INTERNSHIPWe’re building the next generation of LGBT leaders. A new program in 2011, the Victory Congressional Internship selects a distinguished group of outstanding LGBT college students each semester for an intensive leadership program that includes an internship on Capitol Hill. Congressional interns also benefit from career development programs and perform a community service project.

GAY POLITICS REPORTLeaders need quick access to key information. The Gay Politics Report is a must-read weekly news resource for more than 24,000 readers around the world, and with its active job board, a first stop for those looking for careers throughout the LGBT movement.

Though Victory is headquartered in Washington, D.C., our 20th anniversary provided an opportunity to set out on a year-long effort to visit the communities where 99% of our work is directed.

Anniversary celebrations were held in San Diego, Houston, New York, Nashville, St. Louis, and San Francisco.

We held trainings in Pittsburgh, Chicago, Ft. Lauderdale, Houston, and Turin, Italy.

A National Champagne Brunch was held in Washington, D.C., drawing thousands of supporters, elected officials and endorsees for two days of events celebrating the remarkable success of openly LGBT leaders in government.
