The World Customs Organisation (WCO) and Customs Border Protection (CBP), United Sates of America, are delighted to bring the WCO IT Conference & Exhibition to Seattle, USA in 2011. Since 2002, the WCO has built a tradition of excellence with its annual IT Conference and Exhibition. In the past nine years, we have held our leading external event in all parts of the world, but this is our first time in the United States of America. It is indeed exciting to see the buzz and vitality of Seattle supply the backdrop to the energy and creativity of our IT Conference. This irresistible combination is a perfect fit with the meeting’s well-established reputation for relevant content, enhanced business opportunities and outstanding high-level networking. The conference theme, ‘Cloud Computing: A New Era for Customs and Trade’ perfectly complements a city known globally for innovation and thought leadership and this combination will produce an outstanding international success. Seattle offers a natural networking platform that allows delegates, trade and government to socialise and do business in a relaxed and informal atmosphere. Cloud Computing is portrayed as a major paradigm shift in computing technologies, perhaps the biggest single such factor in 20 years or more. Governments around the world are looking into the possibilities for cost savings and other efficiencies associated with this concept. “Will this major technical innovation alter strategic thinking for Customs and its partners in the supply chain or has its potential impact been overstated?” There are many components to this complex issue and it is by no means purely a question of technology alone. In essence, it concerns shared infrastructure and, from a Government perspective, it immediately raises questions of asset management, security, privacy, access to data and sharing of information. These are policy and legal matters of great importance that Customs administrations will need to address quickly given the speed with which Cloud Computing is advancing. The basic argument suggests that Cloud Computing will allow Government agencies to focus on their core business, and not invest large amounts in IT infrastructure such as data centres, when this service provision can be handled more efficiently by other means. Of course, Governments will need to keep full control over sensitive processes and data deemed to be secret or otherwise restricted.

Participant Profile The 2011 WCO IT Conference & Exhibition will bring together Customs authorities, the IT sector, the broader business community, governmental and trade organisations, lending institutions, representatives from other border regulatory agencies and others involved in the international trade arena. The 2010 IT Conference & Exhibition in Dublin, Ireland was attended by approximately 400 delegates, even the Icelandic ash cloud could not keep our participants away. It is anticipated that Seattle will attract a greater number of participants as Seattle’s convivial capital is renowned as an attractive and popular conference destination; compact, safe, friendly, easy to get around with excellent airlinks and high quality hotels, venues and restaurants.
