About LTCAM

The Long Term & Continuing Care Association of Manitoba is a membership based not-for-profit

organization that has been representing health care providers since 1959. We are incorporated under

Companies Act of Manitoba and have recognized bylaws. Our volunteer member-elected Board of

Directors provides direction to the overall governance of the Association while full-time professional staff

manage the daily administrative duties. As an organization we continue to foster long term care leadership

through membership growth, development and support. Our membership of almost 100, represents more

than 4,500 long term and continuing care beds/suites (we represent non-profit (49%), and private (51%)

retirement, independent living, as well as supportive housing and personal care home residences),

approximately 5000 employees, spanning all five health authorities across Manitoba.

LTCAM Mission Statement

We advance the delivery of quality long term and continuing care services and resources, through advocacy, education and networking for our members and those they serve.

Objectives of the Association are to: advocate on and respond effectively to industry issues such as relevant legislation, policy and funding

actively support the provision of the best possible care and services

enhance the profile of its members as providers of service excellence for seniors in Manitoba

educate the public and serve as the voice on behalf of the seniors' care and services sector

provide educational opportunities for members

facilitate timely communications and networking opportunities

liaise with like-minded Associations across Canada.

2012 – 2015 Strategic Plan

As we wrap up the 3-year strategic plan, we will highlight LTCAM’s progress over the past year, as well as

highlight the accomplishments which have been achieved since embarking on this plan.

The Future

The 2012-2015 Strategic Plan was developed based on a survey distributed to a wide-spread contact database of

persons associated with long term and continuing care in the province of Manitoba. The information and feedback

acquired through this survey allowed LTCAM to establish the directions on which to focus. The same survey will be

distributed in the near future in order to cross-reference and examine the results’ progress.

Strategic Direction 1 – Strength of Voice Position LTCAM as the “go to” Association to collaborate on long term and continuing care policy and service delivery

To become a credible voice and hence fully represent its members’ needs, LTCAM is called to increase its involvement with the Province and RHAs in addressing priority policy and service delivery issues. The Association’s role from 2008 to 2015 was as Co-chair of the Provincial Aging in Place Working Group & as member of the Provincial Community Housing with Services Review Committee (working group of the Advancing Continuing Care Implementation Advisory Committee, “Advanced Continuing Care – A Blueprint to Support System Change”), represent important assets to build on as the Association strives to be “the voice” of its members by working collaboratively with the Province and the RHAs. Strategies include continuously scanning the Provinces’ and the RHAs’ emerging policy and service delivery priorities and opportunities (e.g. committees) that could potentially impact LTCAM members and that are aligned with their priorities. We also continue to build and sustain mechanisms for ongoing, 2-way communication with the Province and the RHAs. Our active involvement with the Canadian Alliance for Long Term Care is critical for us to keep pace with national viewpoints.

2014-15 Highlights of Progress for this Strategy Include:

LTCAM met with Manitoba Health, subsequent to collaborating with Manitoba Association of Residential and Community Homes for the Elderly (MARCHE) and Aboriginal Affairs, to review the proposed PCH Standards revisions. Suggestions from this group collaboration were provided on 40 performance measures & standards. The new standards reflect implementation of a number of these suggestions.

The Auditor General of Manitoba approached LTCAM to provide input into the provincial home care audit. LTCAM is a member of the Panel Improvement Process Committee. Presented to the Long Term Care

Providing Consultation

The Long Term and Continuing Care Association of Manitoba (LTCAM) applauds the release of the Canadian Institute for Health Information (CIHI) Long Term Care Indicators. The Alexander Inquest - LTCAM offers Comments and Suggestions June 2015 via Open Letter to the Minister and News Release. A response from Minister Blady was received thanking LTCAM for ongoing advocacy.

Education, Information

& Guidance

Within one week of posting the News Releases regarding the Alexander Inquest and CIHI Long

Term Care Indicators, there was an influx of traffic to www.ltcam.mb.ca of 6,000 page views.

60% of visitors were new to viewing the site.

Prime Minister Stephen Harper responds to CALTC open letter regarding tragedy in Quebec.

Minister Crothers and Minister Blady stated how helpful the LTCAM website is for navigating options for seniors.

MARCHE Outgoing Board Chair, commended LTCAM’s overall work and specific involvement in Bill 6.

Positive comments and thanks were received from government Regional Health Authorities regarding LTCAM’s open letter on Fire & Safety (composed in French & English).

Commendation & Acknowledgement

Manitoba Health’s website now links to LTCAM for navigating Housing Options for Seniors. Beverly O'Connell, University of Manitoba’s Dean of Facility of Nursing co-hosted LTCAM’s Awards for Excellence Ceremony in May 2015. The Conference Board of Canada invited LTCAM to attend the Council on Healthy Aging. LTCAM was referred by the Minister of Health to speak at the Regional Conference of the National Association of Federal Retirees in September, 2015. National Presence through the Canadian Alliance for Long Term Care (CALTC): o CALTC is now federally incorporated

and bylaws have been developed to support the new governance structure

o Formal endorsement and official partner of AgeWell Initiative

o LTCAM was elected to the CALTC

Board Executive as Secretary-Treasurer

o Annual General Meeting attended by

LTCAM in August 2015 in Charlottetown, PEI

o A national poll for seniors was developed by CALTC and published in The Globe and Mail

Within just 4 hours of the LTCAM open letter on Fire & Safety being

released, 1,600 visitors viewed the letter at www.ltcam.mb.ca

and multiple media requests were received.

Strategic Direction 2 – Membership Growth & Retention

Provide relevant, value-add services for the Association’s members

LTCAM exists to support its membership in providing quality care, services and resources. In terms of both recruitment and retention, LTCAM needs to continue to support members and pay attention to their stated priorities (e.g. capital renewal, consistent reporting). Members – actual and potential – must see value in LTCAM. One of LTCAM’s value--add services is the provision of information to the general public on long term and continuing care options. The ability to provide relevant member programs and services (to respond to growing and changing needs) is also influenced by available resources – financial, human, technological and physical. Resource development is important in this context. LTCAM’s ability to retain current membership and recruit diversity of members will also promote its credibility

Strategies include developing and implementing mechanisms to engage members in evaluation of LTCAM services on a regular base, identify potential members and communication vehicles to reach them, identify and promote value of services, and develop and implement a public communications strategy to promote LTCAM as the community resource for long term and continuing care options.

2014-15 Highlights of the evidence of progress of this strategy include:

Active Member retention was 100% in 2014

Has maintained a year-end surplus for almost 10 years

Member fees haven’t increased in 12 years

The Association

LTCAM’s YouTube channel features a web series which explains the different living options for seniors in Manitoba. The total views for the channel has surpassed 5,000.

Inquiries from various media outlets include CBC, CJOB and Gimli Radio.

A two-page article about LTCAM and the 2015 conference was featured in WAVE Magazine.

Recommendations submitted to the Fire Commissioner included alternatives for reducing proposed administration costs. A meeting with the Progressive Conservative government took place regarding their proposed policies for Manitoba. When asked what the highest priority is for long term care, LTCAM indicated that communication and education for the public should be a high priority.

Email “blasts” to members are sent monthly, highlighting several LTCAM member profiles and news items.

LTCAM’s ever-evolving website aims to be a resource for members, offering information on all the options available to seniors in Manitoba. A recent addition is a section highlighting “Aging in Place Communities".
