PANTHER ATHLETIC MISSION STATEMENT: The Department of Athletics is committed to providing a competitive, culturally diverse, gender-equitable sports program that operates within the rules and regulations of Eastern Illinois University, the Ohio Valley Conference, and the National Collegiate Athletic Association. The department strives to recruit academically sound student-athletes who have the desire and motivation to graduate and to become responsible citizens. Department of Athletics personnel and student-athletes shall act with honesty and sportsmanship at all times representing the honor and dignity of fair play and the universally rec-ognized high standards associated with wholesome competitive sports. The intercollegiate athletics program is dedicated to a belief that athletic participation promotes the development of sportsmanship, good character, and a strong work ethic. The overall physical and mental well being of student-athletes is a top priority of the department of athletics. University spirit and community pride will be developed through a successful athletics program.

overall record in NCAA contests.• As skipper of the premiere NCAA women’s rugby squad, Graziano has tallied

a winning record in all 14 seasons.• Under his leadership, the Panthers sport four undefeated and five one-loss

seasons, while going 100-9 all-time since joining the NCAA DI ranks in 2002.• Helped EIU standout Lauren Doyle secure a starting spot on the USA Olympic

Women’s Rugby team.

FIELD OF PLAY ... Rugby is played on a field 110 yards long and 75 yards wide. There are end zones called in-goal areas which are 12 yards deep behind the goal posts. The goal posts are H-shaped and located on the goal line. The cross bar is 10 feet high and the uprights are 18 feet apart.

PLAYERS & POSITIONS ... Rugby has 15 players playing both offense and defense. Eight players are called forwards and seven players are backs, as follows: Forwards .. Loose Head Prop, Hooker, Tight Head Prop, Lock (2),

Flanker (2), and #8 Backs ........ Scrumhalf, Flyhalf, Inside Center, Outside Center,

Wing (2), and Fullback

STARTING THE GAME ... The game consists of two 40-minute halves. The game begins with a kick-off (drop-kick) to the opposition from mid-field. Provided the ball travels beyond the 10-yard line, any player from either team may gain possession of the ball. All players, regardless of position, can run, pass, kick, and catch the ball. Likewise, all players must be able to tackle and defend. There is no blocking of opponents.

MOVING THE BALL ... The ball can be moved in a variety of ways: Running - When running the ball, players may continue until they are tackled or step out-of-bounds. Passing - The ball may be passed to any player either laterally or backwards, but never forward. Kicking - Any player may kick the ball forward at any time. Once a ball is kicked players of either team may gain possession. Tackling - Players are tackled around the waist or legs only. In general there is no tackling above the arm pit, around the shoulders, or head; otherwise a penalty will be called. Tackling occurs when the ball carrier is grabbed and taken to the ground. There will be no shoulder charging, diving or leaving the feet on a tackle, otherwise a penalty is called. Once a player is tackled, play does not stop, instead the player tackled to the ground must release the ball. Rucking - When a tackled player is taken to the ground, players from both teams will converge over the ball and bind to each other in an attempt to push each other beyond the ball. These bound players form a ruck and the ball may not be played until the ball emerges from the ruck. Mauling - A maul is formed similarly to a ruck with a gathering of bound players, except the ball is simply held up and no tackle has taken place. As in rucking, the maul ends when the ball emerges.

SCORING ... There are four ways for a team to score in rugby: Try - Five points are awarded to a team for touching the ball down in the opponent’s in-goal area. Conversion - Following a try, two points are awarded for a successful

kick through the goal posts. The attempt must be taken on a line perpendicular from where the ball was touched down in the in-goal area on the proceeding try. Penalty Kick - Following a major rule violation, the kicking team has the option to attempt a kick at the goal posts. Three points are awarded for a successful penalty kick, however, if the kick fails the ball may continue to be played by either squad. Drop Goal - Three points are given for a successful drop kick. A drop kick may be taken anywhere, and by any player, during normal play. Like the penalty kick, the ball remains in play for either squad if the drop kick attempt fails.

RESTARTING PLAY ... There are two methods of restarting play if the ball goes out of bounds, or if a minor rules infraction has taken place: Line-out - If the ball goes out of bounds (crosses the touch line), the non-offending team will have a line-out. Both teams will form a line perpendicular to the touch line one yard apart. The non-offending team will call a play and throw the ball in the air between the two lines, allowing both teams an equal opportunity to secure possession of the ball, with players jumping for the ball being supported in the air by members of their team. Scrum - Common sight in rugby, it is a bound group of eight players from each team forming a tunnel. The non-offending team will roll it directly into the center of the tunnel. Both teams will then push, while the squad’s ‘hookers’ attempt to secure the ball with their feet and push the ball backwards for the team to gain possession

OTHER RUGBY TERMS ... Other terms in rugby include: Penalty - Penalties occur regularly in rugby. There are penalties for being off-side, dangerous play, and not releasing the ball when tackled. Knock-on - Accidentally hitting or dropping the ball forward. A scrum is awarded to the non-offending team. Forward Pass - The ball may only be passed laterally or backwards. A forward pass results in a scrum to the non-offending team. Advantage Rule - The non-offending team may continue play if they are able to take ‘advantage’ of the opposition’s mistake or violation of a rule. 25-yard Line - Balls kicked out of bounds from behind the 25-yard line are restarted with a line-out at the spot where the ball crosses the touch line. Balls kicked out of bounds from in front of the 25 yard line are restarted with a line-out from the spot where the ball was kicked. Off-side - There are several off-side lines on the field and these lines are constantly moving during play. Being off-side is not a penalty, but playing while off-side is a penalty.
